HomeMy Public PortalAboutOrd. 1452STATE OF CALIFORNIA ) COUNTY OF LOS ANGELES ) I, the undersigned, City Clerk of the Lynwood City Council do hereby certify that the above and foregoing is a full, true and correct copy of ordinance No. 1452 on file in my office .and that said ordinance was adopted on the 15th day o£ April 1997, and passed by the following vote: AYES: COUNCILMEMBER BYRD, HENNING, REA, RICHARDS NOES: N(1NF ABSENT: NONE /Ii r ~ e~ City Clerk, City of Lynwo d (b) That a proposed alteration or addition to an existing residential structure will be a continuation of the existing architectural style; (c) That such modification is necessary for safety reasons and to comply with other applicable codes, laws, ordinances, rules and regulations: or (d) That the proposed modification would further the Goals and Policies of the Housing Element of the General Plan. Proposed modifications shall be reviewed as part of the Conditional Use Permit process or under the site plan approval process described in Section 25-32 of this chapter. (ii) Section 25-7 of the Lynwood Municipal Code is amended to read as follows: 25-7 CB-1 CONTROLLED BUSINESS ZONE a. Intent. The CB-1 Zone is intended to provide the retail core area of the business district with uses to be intensive in nature. This district is also intended to stabilize, improve and protect the commercial characteristics of the business areas of the community, and to provide for the orderly growth of new planned business and commercial development in the areas designated for said district in the General Plan. b. Permitted Uses. The following uses shall be permitted in the CB-1 Zone: 1. Accessory uses and buildings appurtenant to any permitted use. 2. Antique shops 3. Appliance and electronics stores. 4. Art galleries, art supplies 5. Auto supply store 6. Banks and financial institutions and services. 7. Bakeries (retail) and confectionery shops. 8. Barber shops. 9. Beauty shops. 10. Bookstores/stationery shops 11. Cafeteria. 12. Cleaners/laundries. 13. Cafes, delicatessens. 14. Department stores. 15. Drug stores 2 16. Exercise studios 17. Florists. 18. Food markets. 19. Hardware stores. 20. Jewelry stores. 21. Manufacturing and repair operations and services which are clearly incidental to the sale of products at retail on the premises. 22. Music and record stores. 23. New Car dealerships 24. Newsstands 25. Off street parking garage/parking lot. 26. Personal service establishments. 27. Pet Shops - sale of only those animals listed under Section 25-4.4 as permitted house pets in residential zones. 28. Professional offices. 29. Public and quasi-public uses. 30. Radio, television and stereo sales 31. Restaurants 32. Shopping centers. 33. Specialty shops (sales and/or service) 34. Television receiving antennas, in accordance with the provisions of subsection 25-16.4. 35. Theaters, concert halls. 36. Recycling facilities using one or both of the following: Reverse vending machines, small collection facilities, or mobile recycling units. 37. Any other retail or service uses determined by the Planning Commission to be of the same or similar character as the above uses and not specifically listed as permitted in the C-2, C-2A or C-3 zone. (iii) Section 25-8 of the Lynwood Municipal Code is amended to read as follows: 25-8 C-2 LIGHT COMMERCIAL ZONE. 25-8.1 Use. 3 a. No building or land shall be used or occupied, or no building shall be erected, constructed, established, altered, enlarged, moved into within a C-2 Zone which is to be used or occupied for any other purposes than as follows: 1. Any use permitted in the CB-1 (Controlled Business) zone and the P-1 Automobile Parking Zone, and when so used subject to all the provisions contained in the section defining said zone. 2. Retail stores or businesses not involving any kind of manufacture, processing, or treatment of products other than that which is clearly incidental to the retail business conducted on the premises. 3. Advertising signs that comply with Section 25-33 of this Ordinance. 4. Amusement arcade, provided the requirements of subsection 25-8.9 are met. 5. Automobile service station (provided the requirements of subsection 25-16.16 are met). (iv) Section 25-10 of the Lynwood Municipal Code is amended to read as follows: 25-10 C-3 HEAVY COMMERCIAL ZONE. 25-10.1 Use. No building or land shall be used or occupied or no building shall be erected, constructed, established, altered, enlarged, moved into or within a C-3 Zone which is to be used or occupied for any purpose other than as follows: f. The following uses provided that a Conditional Use Permit has been granted by the Planning Commission: 1. Automotive repair business, except body and fender work and painting, 2. Dance halls, public, when adznissions are charged. 3. Furniture storage. 4. Dog kennels (seven (7) or more adult dogs), and veterinary hospital. 5. Liquor stores. 6. Theaters, concert halls, and other similar establishments primarily devoted to theatrical performances. 7. Trade school (not objectionable due to noise, odor, vibration, etc.). 8. Stores or shops for the conduct of wholesale businesses, second-hand establishments or stores. 4 Section 2. The City Clerk is hereby directed to certify to the passage and adoption of this ordinance and to cause it to be published or posted as required by law.
