April 3, 2002 —Minutes
A meeting of the Site Plan Review Committee was called to order at 10:00 a.m. on April 3, 2002 in Meeting
Room A, Orleans Town Hall.
Departments Present: Bob Bersin(Highway); Pat Ballo (Health); Bill Quinn(Fire); Brian Harrison
(Building); George Meservey(Planning); Absent: Jennifer Wood(Conservation); Chuck Medchill
(Water).
Also Present: Bob Mumford and Greg Smith(Cape Cod Commission); Bill Scully(MS Transportation
Systems, Inc.); Brock Olson(Shaw's); Liza Cox(Nutter, McClennen& Fish); John McWeeney(Tedeschi
Realty Corp); David Michniewicz (Coastal Engineering).
DISCUSSION ONLY: Tedeschi Realty—Skaket Corners—West Road
McWeeney and Michniewicz made a presentation to the Site Plan Review Committee to explain progress
that is being made for the Skaket Corners site. They met with the State Highway(at District 5). The plans
are to expand the Shaw's supermarket and CVS Pharmacy(adding a drive-through pharmacy pickup.
Various plans were discussed regarding traffic patterns and moving entrances to the shopping center and
bank away from the major intersection. There are no direct changes to West Road as a result of this project.
The Police Department would control traffic flow during the summer peak times. Bob Mumford explained
that there is no definite plan for funding; it may be funded in 2003. External traffic problems have been
brought to John Kelly's attention. The Board of Selectmen would need to endorse a request to the
Massachusetts Highway for work on the Skaket Corners intersection.
Comments:
Building: Will need to look at lot coverage when the Site Plans are received.
Highway: Would it be possible to separate exiting and entering traffic. Would like to eliminate
the road hump in front of Shaw's Supermarket. Trees need to be replaced with high
canopy trees, not low bushes.
Health: The Site is in the jurisdiction of the Massachusetts Department of Environmental
Protection. All changes must be reviewed by DEP.
Fire: Trailers need to be kept to a minimum in order to maintain decent access for fire
apparatus.
Smith stated that they have had one meeting with the consultant. There will be an open hearing, but they
need more information from the applicant. They will draft a staff report; have public hearings (usually held
in town). The Cape Cod Commission will send copies to the town regarding upcoming meetings.
McWeeney stated that they put in a Bio-clear system for Hearth and Kettle. There is Bio-clear and Tertiary
treatment planned for the entire site.
Cape Cod Commission has a"maintain and replace"policy regarding trees.
There are no changes planned for pedestrian flow. They are planning to get rid of the hump in front of
Shaw's Supermarket. The islands, lights and storm drainage will stay the same.

Bersin stated there is a sidewalk project down West Road to Old Colony Way in the planning process.
Regarding another access way to Route 6A: Bersin stated that 400 feet from Route 6 is considered a"No
Access Zone". Traffic mitigation is through the Cape Cod Commission.
Approval of Minutes of March 20, 2002
MOTION: On a motion by Brian Harrison, seconded by Bob Bersin, the Board voted to approve the
minutes of March 20, 2002.
VOTE:5-0-0 The vote was unanimous.
