I . ROLL CALL
The meeting was called to order by President Hanko at 7 : 32 P.M.
Members Present: Katherine Duffy, Nonette Hanko, Barbara Green,
Edward Shelley and Daniel Wendin.
Personnel Present: Herbert Grench, Edward Jaynes , Jon Olson,
Anne Crosley, Carroll Harrington and Stanley Norton.
II. APPROVAL OF MINUTES
A. Minutes of April 28 , 1976
N. Hanko said she did not recall making the statement in the
last sentence of the second paragraph on page five of the
minutes, and asked that it be removed.
N. Hanko referred to the Motion to Amend on page seven of the
minutes and suggested the words "and County" be inserted between
the words "city" and "officials" in that paragraph.
N. Hanko stated the consensus that the minutes of April 28 ,
1976 be approved with the above changes .
III. WRITTEN COMMUNICATIONS
There were no written communications .
IV. ADOPTION OF AGENDA
N. Hanko stated the consensus that the agenda be adopted as
presented.
V. ORAL COMMUNICATIONS

VI. NEW BUSINESS WITH ACTION REQUESTED
A. Presentation of the Draft Master Plan of the Midpeninsula
Regional Park District
H. Grench introduced his memorandum M-76-77 , dated May 7, 1976
which advised the Board that a Presentation of the Draft Master
Plan of the Midpeninsula Regional Park District had been planned
for this evening's meeting. Unfortunately, it appeared that the
Draft Master Plan would not be available for another week.
C. Harrington referred to her memorandum M-76-78 dated May 7 ,
1976 and advised that the Technical Appendices to the Draft
Master Plan were ready, but the complete document would not be
available until sometime next week. She said staff planned to
send the Draft Master Plan with a covering letter to city councils
and planning commissions within the District as soon as the docu-
ment is available. She said she would like to acknowledge the
work of Larz Anderson of William Spangle & Associates and Don
Weden and Barbara Ott of the Santa Clara County Planning Depart-
ment for their assistance in preparing the Draft Master Plan.
H. Grench said it would probably be August before the Draft Master
Plan could be presented to the Board for adoption, since the
process of referring the Plan to the cities would take some time.
B. Revised Annual Claims List
H. Grench introduced memorandum M-76-81, dated May 5, 1976 , from
Controller J. Melton recommending that the Board approve a Revised
Annual Claims List. Since projected payments for office rent and
the employee retirement fund exceeded the amount authorized by
the Board for the annual claims list dated December 10 , 1975 , it
will be necessary for the Board to approve additional funds for
office rent and the retirement fund. The change in required
funds resulted from the increased number of District employees
and additional office space.
Motion: B. Green moved approval of the revised annual claims
list dated May 12 , 1976 as set forth in memorandum M-76-81.
K. Duffy seconded the motion. The motion passed unani-
mously.
VII. INFORMATIONAL REPORTS
A. Proposed Changes in EIR Guidelines
H. Grench advised the Board that he had written a letter to Ms .
Claire Dedrick, Secretary of the Resources Agency of California,
supporting suggested changes in the State Guidelines for Environ-
mental Impact Reports , and recommending changes in the wording of

Section 15116 , Class 16 , which would clarify that the acquisi-
tion of open space areas through transfer of ownership with the
intention of keeping such areas in a natural or agricultural
condition would be an action not requiring an environmental impact
report. He said he also presented testimony at a recent hearing
in Los Angeles on the proposed amendments to Guidelines for
Environmental Impact Reports. In answer to a question from B.
Green, he advised that logging has already been exempted from
the requirements of the California Environmental Quality Act.
B. Urban Park and Open Space Funds
H. Grench referred the Board to his memorandum M-76-81, dated May
12 , 1976 , regarding Urban Park and Open Space Funds that may be
available to the District as the result of the passage of Senate
Bill 174. Assuming appropriations are made by the Governor, the
District can expect to receive approximately $138,800 per year
for three years for the acquisition and development of park and
open space areas. In response to a question from N. Hanko, he
said it was his opinion that annexation of south San Mateo County
would have an effect on the amount of funds the District was
entitled to receive, but he would check into it further.
C. Proposed Permanente Creek Park Day Camp
J. Olson advised that the City of Mountain View was interested in
the possibility of operating a day camp this summer on the Dis-
trict's Permanente Creek Park site. He said it would be at no
cost to the District and there was a possibility that Mountain
View would provide a caretaker or use a house. He estimated the
day camp could begin as early as July 6 , but emphasized that the
details had not been finalized.
VI. NEW BUSINESS WITH ACTION REQUESTED (continued)
C. Report from the Citizens Committee for Annexation
H. Turner advised the Board that the Citizens Committee for
Annexation has been sponsoring a number of coffees to acquaint
residents of south San Mateo County with the Midpeninsula Regional
Park District, and has also given many talks to service organiza-
tions . He said most people agreed there was a need to acquire
some choice open space areas in south San Mateo County.
L. Roberts said the Citizens Committee and the Committee for
Green Foothills were co-sponsoring a picnic and bike hike to
raise money for Measure D, to be held on Sunday, May 16 from 11:00
A.M. to 2 :00 P.M. at Searsville Lake. She said there would be
music, games , and tours of Jasper Ridge. City councilpeople had
been invited to attend.

L. Roberts advised that the Citizens Committee for Annexation
was also sponsoring a "Run for Open Space" on Saturday, May 29 ,
at the Crystal Springs Cross-Country Course in Belmont. She
said there was a fun race of 1.2 miles at 10 :00 A.M. and a more
serious race of 6 .5 miles at 10 :30 A.M. A picnic was also
scheduled.
L. Roberts urged attendance of the Open Space Celebration co-
sponsored by the Midpeninsula Regional Park District and other
organizations for Saturday, May 22 , from 9 :30 A.M. to 4 :00 P.M.
The Conference will consist of exhibits, slide shows, speakers
and afternoon tours of the Palo Alto Baylands , Hidden Villa
Ranch, Filoli Gardens , Jasper Ridge and Black Mountain Open
Space Preserve.
L. Roberts advised that there was a television program at 11:00
P.M. that evening on annexation.
N. Hanko asked if Legal Counsel could prepare a report on the
responsibilities of the District with respect to boundary
determination, establishing wards , and other matters which
should be done in the event of a successful annexation.
S. Norton said he would try to prepare a report for the next
Board meeting. D. Wendin asked that the report include any
action which the Board should take. N. Hanko stated the con-
sensus that Legal Counsel would prepare a report for the next
Board meeting on Board responsibilities based on a successful
annexation election.
VIII. CLAIMS
Motion: N. Hanko moved approval of the revised claims (C-76-9)
dated May 12 , 1976 . K. Duffy seconded the motion.
The motion passed unanimously.
IX. EXECUTIVE SESSION
The Board recessed to Executive Session at 8 :10 P.M. to discuss
land negotiations and personnel matters.
X. ADJOURNMENT
The Board reconvend to adjourn at 9 : 36 P.M.

presentation to the Board is being placed on the agenda for
the May 12 meeting.
For your information regarding plans for presentation and
hearings on the draft plan, attached is a memorandum (M-76-78 ,
dated May 7, 1976) from C. Harrington to me regarding Draft
Master Plan of the Midpeninsula Regional Park District.
As the Board decided on April 28, highest priority for pre-
sentations will be given to the City of Cupertino.

SUBJECT: Draft Master Plan of the Midpeninsula
Regional Park District
The Draft Master Plan of the Midpeninsula Regional Park Dis-
trict and the Technical Appendices will hopefully be ready
from the printer for the May 12, 1976 meeting. If not, they
will be ready soon thereafter .
As the Board has decided, the Plan will be submitted to each
community within the District, other public agencies, private
organizations and interested individuals for their review and
comment. Attached is a sample copy of the letter that will
accompany the Draft Master Plan. These will be mailed as
soon as possible after we receive copies so that public
presentations can be arranged.
At the May 12, 1976 Board meeting, I would like to acknow-
ledge work by William Spangle & Associates in cooperation
with Santa Clara County Planning Department and the MRPD
staff (plus God and all the angels and archangels) .

I am pleased to submit a copy of the draft Master
Plan of the Midpeninsula Regional Park District. This plan,
which was prepared by William Spangle & Associates, Portola
Valley, in cooperation with the Santa Clara County Planning
Department and the MRPD, delineates the open space acquisi-
tion policies, open space lands evaluation and policy imple-
mentation. A copy of the technical appendices to the Plan
is being sent to your Planning Director, Mr.
Representatives of the District would like to make
a formal presentation of the draft Master Plan and the pro-
gress of the District to you, preferably at a meeting where
you have invited your Planning Commission and Parks and
Recreation Commission. Copies of the Plan are being sub-
mitted to these Commissioners. Responses of other agencies,
private organizations and individuals will be considered by
the Board of Directors of the MRPD before adopting a Master
Plan.
We look forward to this presentation. I have con-
tacted and requested placement on an agenda
before June 18.

Dear Mrs. Hanko and Members of the Board:
It has now been more than a year since the citizens of our area were success-
ful in securing your approval to seek annexation to the Midpeninsula Regional
Park District. During most of that year our efforts were directed to placing
the possibility of annexation on the ballot for the public to decide. Now
that the proposal will appear on the June 8th ballot as Measure D, the open
space measure, we are actively informing the voters about the District and
the effect of annexation to it. Perhaps you would like t `hear from us
about the progress of the campaign and about our plans fo;'"5 week period
between now and June 8th. If so, I would be quite willing Ato appear before
you at your meeting on May 12th.
We have found that the community of interest in selectively preserving public
open space on the Midpeninsula extends at least as far as San Carlos. The
people in this community feel crowded and are thirsty for open space that will
provide relief from the strains of urban life. We have found that there is a
strong desire for preservation of public open space between Skyline and the
Bay, where the people are. Moreover, the public readily appreciates the
opportunity that public open space provides for light recreation.
We have also found that it is necessary to emphasize that the MRPD is an open
space agency and that the word "Park" in its name is a misnomer. This has
been necessary in order to convey an understanding that the MRPD and San Mateo
County Parks and Recreation activities will be complementary, not overlapping,
just as they have been in Santa Clara County.
I will be happy to continue with this report in person at your meeting.

SUBJECT: Revised Annual Claims List
Background: Projected payments for office rent and employee
retirement fund for the current fiscal year exceed the amount
authorized by the Board on the annual claims .list dated
December 10, 1975 . These higher payments result from the
increased number of District employees and additional office
space required by the District.
Recommendation: It is recommended that the Board approve the
attached Annual Claims, revised May 12, 1976, to authorize
