Request for Minor Project Exemption, Eagle Scout Project

Mr. Hanna provided the Commission with an overview of a proposed trail project that would connect
Elmwood Farm to the Center Trail and Legacy Farms to the Rail Trail. He noted there are existing logs
onsite and some lumber has been donated that he could construct a foot bridge with. He noted there
would be some new trails would be cleared and marked at the Elmwood Farm property.
Ms. Reed made a motion to determine the scale of the proposed trail project qualified as a Minor Project
Exemption. The motion was seconded by Mr. Harrow and it passed unanimously.

Request for Determination of Applicability

Mr. Gautam provided an overview of the Request for Determination of Applicability application and the
hand drawn sketch on a base plan by others dated June 2011. He noted they are proposing to construct a
sunroom on an existing deck and that would require the replacement of the existing footings.
Ms. Reed made a motion to close the hearing and issue a Negative Determination of Applicability with
the standard and noted conditions. The motion was seconded by Mr. Harrow and it passed unanimously.

Notice of Intent
David Marquedant, JD Marquedant & Associates, Inc.; Amy Cassidy, owner/applicant
Mr. Marquedant provided an overview of the Notice of Intent application and site plan dated 13 August
2015. He noted they would be abandoning the existing cesspool, installing a septic system, and
performing maintenance work on the existing gravel driveway.

Ms. Reed made a motion to close the hearing and issue an Order of Conditions with the standard and
noted special conditions, subject to the issuance of a DEP File number. The motion was seconded by Mr.
Harrow and it passed unanimously.

Notice of Intent

Mr. Marquedant provided an overview of the Notice of Intent application and site plan dated 26 August
2015. He noted they would demolish the existing house & cesspool and construct a new single family
house & septic system. He noted the existing outbuilding would also be demolished and the existing
gardens would become lawn area. It was noted that the area behind the house is not currently lawn, but
appears to be periodically mowed. Mr. Ciriello noted he would prefer the garden beds be maintained and
lawn not be allowed to extend into the vernal pool buffer zone. A discussion was held about allowing
native plantings but not lawn within the 50 foot buffer zone. The Commission requested a revised plan be
submitted for approval by the staff showing the extent of the existing lawn, noting the 50 foot buffer zone
as the limit of work and location for permanent immovable barrier (PIB). The existing perennial bed
located beyond the PIB can be maintained.
Mr. Harrow made a motion to close the hearing and issue an Order of Conditions subject to the
submission of a revised plan and the standard and noted special conditions. The motion was seconded by
Ms. Wronka and it passed unanimously.
8:25 PM NSTAR Gas d/b/a Eversource, portion of Clinton Street RDA 2015-7
Request for Determination of Applicability

Ms. French provided an overview of the Request for Determination of Applicability application and site
plans dated September 2015. She noted that the application is only subject to the Bylaw, and is exempt
from the Act. She noted the work area is 2000 linear feet within a paved right-of-way, with
approximately 300 feet within the buffer zone.
Ms. Reed made a motion to close the hearing and issue a Negative Determination of Applicability with
the standard conditions. The motion was seconded by Mr. Harrow and it passed unanimously.
8:38 PM Commission Business
A discussion was held regarding the Hopkinton DPW project notification for the Hopkinton DPW
to replace the existing 2-inch water line with a 6-inch waterline in Leonard Street under the
Determinations of Applicability (RDA 2003-20), (RDA 2004-7). The Commission determined
the scope of the project qualified as a maintenance activity under the Determinations of
Applicability.

A discussion was held regarding the project change request for Connearney, Lot 6, 244 Hayden
Rowe (188-1561) to install a well as identified on the plan dated 29 August 2015. The
Commission determined the project change to be insignificant, subject to the standard well
conditions.
A discussion was held regarding the project change request for the Hopkinton DPW, Lake
Maspenock (188-1433) to remove some rocks exposed during the annual drawdown. The
Commission determined the project change to be insignificant.
A discussion was held about submitting an application to the Community Preservation
Commission for informational signage.
The Final Decision and Final Order of Conditions issued by MassDEP under the Wetlands
Protection Act for Ravenwood LLC, 5 Penny Meadow Lane (Lot 1)(188-1572) were reviewed.
