REGULAR COUNCIL MEETING, OCTOBER 1, 2018
CALL TO ORDER
The Regular Council Meeting of October 1, 2018, was convened at 6:00 P.M. by Mayor
Carrie Tergin.
ROLL CALL
The f ollowing Council Members were present for the roll call:
Present: Fitzwater, Graham, Hussey, Kemna, Mihalevich, Prather, Ward,
and Wiseman
Absent: Hensley and Schreiber
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Graham to amend the agenda adding three items
under Miscellaneous, including a. Buckle Up Phone Down Day Proclamation, b.
Mayor’s Cup Presentation, and c. Introduction of Mayor Tergin’s Family. Councilman
Fitzwater seconded the motion. There being no objection, the motion to adopt the
amended agenda was approved unanimously.
MISCELLANEOUS AGENDA ITEMS
Mayor Tergin presented the Buckle Up Phone Down Day proclamation to David
Silvester, MoDOT Central District Engineer, Nicole Hood, MoDOT State Highway Safety
and Traffic Engineer, and Natalie Roark, MoDOT Central District Assistant District
Engineer.
Mayor Tergin presented the Mayor’s Cup trophy to Jim Crabtree, this year’s Mayor’s
Cup Race winner.
Mayor Tergin then introduced members of her family, including her Aunt Koula and
Uncle Ted visiting from Katerini, Greece.

A staff presentation was made by Eric Barron, City Planning Manager.

There being no one from the public to speak on the bill, Mayor Tergin declared
the evidentiary portion of the public hearing concluded and stated that the
Council would now take up the associated bill.

APPOINTMENTS BY THE MAYOR
There were no appointments at this time.
PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
With no objections, Mayor Tergin welcomed former councilmember and member of the
Old Munichberg Association, Bill Luebbert. Mr. Luebbert reported on last weekend’s
Oktoberfest event. He thanked everyone for their hard work in making the eve nt a
success.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
Announcements and Events
Councilman Hussey announced the October 11 th Public Works and Planning
Meeting scheduled for 7:30 A.M. in the Boone-Bancroft Room.
Councilwoman Wiseman announced the October 3rd, Administration Meeting
scheduled for 7:30 A.M. in the Boone-Bancroft Room.
Mayor Tergin made the following announcements:

Mayor Tergin attended JCMG’s PINK OUT Day at JCMG to kick off Breast
Cancer Awareness month. JCMG employees will be wearing pink “Detect it.
Treat it. Defeat it.” shirts every Monday in October.
The Special Olympics Outdoor Games were held in the City of Jefferson last
weekend, September 28th – 30th.
This week is the anniversary of the City of Jefferson’s 192 nd year as a capital
city.
The USS Missouri Crew was in town last week. They presented Mayor Tergin
with a commemorative, teak wood plaque featuring the USS Missouri seal.
Along with Mayor Tergin, they attended a luncheon hosted by Governor
Parson and First Lady Teresa Parson at the Governor’s Mansion. They also
welcomed a local Honor Flight group returning from their trip to Washington,
D.C.
The Mayor’s Bike Ride is scheduled for October 7th from 12:30 P.M. – 1:00
P.M. at the corner of Marshal and East Capitol. The bike ride will kick off the
second annual Porch Fest on Capitol Avenue, which is scheduled from
1:00 P.M. – 4:00 P.M.
JEFFTRAN’s “Ride Free” Day is October 8th, Columbus Day.
Sonny Sanders, Director of Planning and Protective Services announced the
CAMPO 2045 Metropolitan Transportation Plan Open House Events Scheduled
for October 10th, from 3:00 P.M. – 6:00 P.M. at City Hall, and October 16th, from
4:00 P.M. – 7:00 P.M. in Holts Summit, at City Hall.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Caroline Wanjiru made the following announcements:
This week is Homecoming Week. The Homecoming Parade is Saturday, at 9:30
A.M., starting at the corner of Broadway and High Street.
Dr. Woolfolk’s inauguration as Lincoln University’s next President will be October
5, 2018 at 10:00 A.M. The inauguration ball will be at 7:00 P.M. Both events will
be held at the LINC.
PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS
Mr. Charles Skornia signed up to speak on Bill 2018-057, pertaining to amending
Chapter 21, Article II, Weeds. Mr. Skornia spoke in favor of the bill.

A motion was made by Councilman Prather and seconded by Councilman Graham to
approve the Consent Items. The motion was approved unanimously.
