ORDINANCE NO. 1465
AN ORDINANCE OF THE CITY OF LYNWOOD
ESTABLISHING THE LYNWOOD EMERGENCY
PREPAREDNESS COMMISSION AND AMENDING CHAPTER
2 OF THE LYNWOOD MUNICIPAL CODE
THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES ORDAIN AS
Section 1. Chapter 2 of the Lynwood Municipal Code is
amended by adding a necv Sectior. 2-22C to read as follows:
"2-22C. EMERGENCY PREPAREDNESS COMMISSION
2-22C.1 Commission Established. The Emergency
Preparedness Commission of the City of Lynwood is
hereby established.
2-22C.2 Composition; Appointment of Members. The
Commission consists of five (5) members who are
appointed by, and serve at the pleasure of, the City
Council.
2-22C.3 Members to be Residents of City. Members of
the Commission must be residents of the City. If a
member ceases to be a resident of the City, that
member's office on the Commission will automatically be
terminated.
2-22C.4 Terms of Office; Vacancies. Three of the
members first appointed to the Commission will be
designated by the City Council to serve terms of two

be designated by the City Council to serve terms of
four (4) years. All succeeding terms of office will be
for a period of four (4) years. Members will hold
office until their successors are qualified and take
office. All vacancies will be filled by appointment of
the City Council.
2-22C.5 Compensation of Members. Members of the
Commission may be compensated in an amount determined
by the City Council and, in addition, members may be
reimbursed for actual expenses incurred in connection
with official business of the Commission to the extent
authorized by the City Council.
2-22C.6 Organization. The Commission will select
from its members a Chairperson and a Vice Chairperson,
each of whom will serve for a term of one year.
2-22C.7 Meetings; Time and Place. Meetings of the
Commission will be held on such days, and at such time
and location, as may be established by the Commission
for the conduct of its business and ratified by the
City Council. Notice of meetings must be given as
required by law, and the Ralph M. Brown Act is
applicable to all meetings of the Commission.
2-22C.8 Notification of Unexcused Absences. If any
member of the Commission has three consecutive
unexcused absences from regular meetings of the
Commission, the Chairperson must give written notice of
those absences to the City Council.

2-22C.9 Duties of the Commission. The Commission
will discharge the following duties and
responsibilities:
a. Provide a forum for the receipt of information,
recommendations, and complaints from the community
relating to emergency preparedness.
b. Recommend to the City Council plans, programs,
procedures, policies, and proposed legislation for
the purpose of promoting, enhancing, and improving
emergency preparedness in the community.
c. Cooperate with City departments and other public
agencies in promoting all aspects of emergency
preparedness, and, if so authorized by the City
Council, organizing workshops, symposiums, and
training sessions."
Section 2. The City Clerk is directed to certify to
the passage and adoption of this ordinance and to cause it to be
posted or published as required by law.
