HomeMy Public PortalAboutORD15842 BILL NO. 2018-062 Substitute #1 SPONSORED BY Councilwoman Wiseman ORDINANCE NO. /504X, AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ESTABLISHING RULES FOR QUORUM AND ELECTRONIC PARTICIPATION FOR ALL CITY BOARDS AND COMMISSIONS. NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. Chapter 7 (Boards and Commissions), Article I (Generally) is amended by adding a new Section 7 thereto, to read as follows: Sec. 7-7. Establishing Quorum; Electronic Participation. A. Intent. It is the expectation of the Mayor and City Council that persons who have accepted the responsibility of serving on a City board or commission will attend all meetings in person unless extraordinary circumstances make an individual's in-person attendance at a meeting not possible, as the purposes of public debate and providing information to the public are best served when meetings are held in person with all participating members in attendance. However, it is recognized that such participation is not always possible, and this section is intended to provide a means for remote participation when necessary. B. Generally. It shall be necessary at any meeting of any board or commission of the City that a quorum be established la counting only voting members who are physically present at such meeting, except as provided b subsection C below. Any member of a board or commission of the City who is not physically present at a meeting may participate in discussion la electronic means, provided only members who are physically present may vote at such meeting unless voting b electronic means is specifically authorized for a particular board or commission b ordinance. C. Electronic Participation. Except has provided herein, any board or commission of the City is allowed to conduct voting12y electronic means when a member of such board or commission who wishes to electronically vote provides written notice to the chair of such board or commission and the City Clerk at least forty-eight (48) hours in advance of the meeting., Members that fail to provide such notice may participate and vote ll electronic means if the designated meeting space can accommodate such electronic participation, but only members who have provided such written notice may be counted toward calculating a quorum l their electronic attendance. All electronic participation l members of any board or commission of the City shall conform to the requirements of the Sunshine Law,Chapter 610 RSMo., as it may be amended. This paragraph shall not apply to the Planning and Zoning Commission,Board of Adjustment, Historic Preservation Commission, Parks and Recreation Commission, Police Personnel Board, Transportation and Traffic Commission, Plumbing Examiners and Review Scriveners Note: Inserted text shown as thus. This Ordinance shall be in full force and effect from and after the date of its passage and approval.
