HomeMy Public PortalAboutOrd. 1468 ORDINANCE N0. 1468 AN ORDINANCE OF THE CITY OF LYNWOOD RELATING TO REQUIREMENTS FOR ACCESSORY STRUCTURES AND AMENDING CERTAIN SECTIONS OF CHAPTER 25 OF THE LYNWOOD MUNICIPAL CODE THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES ORDAIN AS FOLLOWS: Section 1. Section 25-2' of Chapter 25 of the Lynwood Municipal Code is hereby amended by amending the title as follows: "25-2 GENERAL RULES AND DEFINITIONS." Section 2. Section 25-2.2 of Chapter 25 of the Lynwood Municipal Code is hereby amended by adding a subsection and heading to follow Section 25-2.1 (f) and to precede the definition of "Abut" to read as follows: "25-2.2 Definitions" Section 3. Municipal Code is room" as follows: Section 25-2.2 of Chapter 25 of the Lynwood amended by amending the definition of Rumpus "Rumpus room" shall mean a room or an area within a dwelling, or~.n ~ •~' ~'; ~~ •• attached to a dwelling, designed, equipped or used as a recreation room or family room, but shall not be used as a separate dwelling unit." Section 4. Section 25-9.1 is amended by adding the following subsection: "e. PRD Planned Residential Development Zone - This zone is intended to provide for flexibility and creativity in the design of large scale planned residential development. This district is also intended to provide for the development or redevelopment of parcels of land as coordinated projects involving single family homes, community facilities both public and private, and related accessory commercial uses. The P-R-D zone is further intended to provide for. the optimum integrating of natural and man-made amenities within residential development. Permitted uses and development standards are listed in Section 25-4.10" 3 Section 5. Paragraph c of Section 25-4.2 is amended to read as follows: "c. Accessory uses Accessory uses permitted in residential zones shall be those which are customarily incidental to the use of a building or portion thereof as a dwelling. R-1 R-2 R-3 1. Cabanas. Laundry rooms P P P 7. Radio and television receiving SPR SPR SPR antennas and amateur radio transmitting antennas, in accordance with the pro- visions of subsection 25-16.4 herein. 8. Recreational buildings. C C 9. Storage sheds. P P P 10. Swimming pools. P P P 11. Tennis courts. C C C 12. Small family day care homes. P P P 13. Large family day care homes. SPR SPR SPR " Section 6_ Section 25-4.6 of Chapter 25 is amended by adding a new paragraph d to read as follows: "d. Special Restrictions on Accessory Buildings 4 1. No accessory building may be converted to residential use unless additional residential uses are _ permitted in the zone and a Conditional Use permit has been obtained. _ 2. Any accessory building illegally converted to residential use must be converted to a use permitted in the zone in which it is located. Site Plan approval and any required building permits must be secured. All illegal kitchen and plumbing facilities must be removed and lines capped. 3. The following additional requirements a a. a garage must contain a minimum of 20 ft. by 20 ft. clear space inside. No plumbing facilities shall be permitted. Any garage used as a residence _must be converted from residential use. All kitchen and plumbing facilities must be removed and all lines capped. b. a laundry room must be attached to house or garage. If attached to garage it can be no larger than 200 sq.ft. In addition to a washer and dryer a laundry room may contain a sink but no other plumbing facilities. c. a patio may be attached or detached. Tf detached, it may not be enclosed. A patio may have barbecue and wet bar, but no bathroom facilities are permitted. d. a rumpus or recreation room must be attached to the main residence. Any detached rumpus rooms used as a residence must be converted to a permitted use and all plumbing facilities must be removed and lines capped. e. a storage shed may be attached to a garage or main structure or may be a detached building. A detached storage shed or•one attached to a garag may not be larger than 200 square feet. No plumbing is permitted in any storage shed. Any storage shed used as a residence must be converted to a permitted use and all cooking and plumbing facilities must be removed and lines capped 4. No two (2) story accessory building shall occupy any part of a required rear yard setback. In the case of a reversed frontage lot, no accessory building shall be erected closer than five (5) feet to the lot line of the abutting lot to the rear." ' 5 Section 7. Paragraph c of Section 25-4.5 of Chapter. 25 of the Lynwood municipal Code is amended by amending the title to read as follows "c. Density Bonus in the Multiple Family Residential Zone ~~ First read at a regular meeting of the City Council held on the 4TH day of NOVEMBERt 1997 and finally adopted and ordered published at a regular meeting of said Council held on the 18TH day of NOVEMBER 1997.
