Roll Call: Present: Franklin, Grindle, Ulrich and Zemo. Absent: Beran Also present were Teresa Stickler, Floyd Bruns, and Kirk Barkdahl & Daniel Solchenberger. Agenda: The agenda was approved with a motion by Zemo and seconded by Grindle. Roll call vote: All ayes, motion carried. Minutes: Motion was made by Grindle and seconded by Zemo to accept the minutes of the regular meeting of January 17, 2006. Roll call vote: Franklin-yes, Ulrich-yes, Zemo-yes, Grindle-yes. All ayes, motion carried. Warrants: After some discussion by the council, a motion was made by Franklin and seconded by Ulrich to approve the following warrants for payment. Fund Warrants $22,710.45 SEWER FUND City of Davenport $4,231.00 RECEIPTS MediaCom $930.06 Room Rent $20.00 PUBLIC COMMUNICATIONS: Kirk Barkdahl from the EICCD and Daniel Solchenberger from Shive Hattery spoke to the council about plans for a new access road to Scott Community College. Mr. Solchenberger presented photographs of the proposed plan and explained the reasoning behind where the road will be located. Funding will come primarily from federal grants; no funds will come from the City of Riverdale. Mayor Wren informed the council that a letter of support for the project from the City Council would help the college obtain funding in Washington. A motion to compose a letter of support for the new access road to Scott Community College was made by Grindle and seconded by Zemo. Roll Call Vote: all ayes, motion carried. COMMITTEE REPORTS: None. OLD BUSINESS: Haven’s Acre Park: Ulrich reported he had not received a response from Game Time in Des Moines. Ulrich would like the lack of response from the Game Time Company to be viewed as a no bid. Zemo and Ulrich will meet to go over options for the playground equipment, and a presentation will be put together for the public. NEW BUSINESS: Mayor Wren and Ulrich told the council their views about attorney William McCullough. Mayor Wren would like more information about Mr. McCullough, before the council makes any decisions. This issue has been tabled to a future meeting. The City Clerk shared bids from two carpet companies with the council. The clerk is still waiting for a bid and after some discussion by the council; it was decided to table this matter until the February 21st meeting. The council discussed bow hunting laws for the City of Riverdale. Bow hunting season will resume in October, the council will present a resolution for the 06-07 hunting season after June 2006. Note: The state wide deer hunting season for the fall and winter 05-06 has ended. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Mayor Wren informed the council about a discussion she had with a PV high school student to recycle plastic bottles at the school. Mayor Wren shared information about a program given by the United Way that identifies assets of successful young people. Alcoa will also support this project. Franklin asked about any information on the Belmont Road project. Mayor Wren stated that there is nothing new at this time. Zemo told the council a resident is concerned about water pooling at the bottom right hand side of Manor Drive. Mayor Wren will mention this problem to the DOT. A motion was made by Franklin and seconded by Grindle to approve the January Financial Report. Roll call vote: 4 ayes, motion carried. The City Clerk gave an overview of the 2007 city budget to the council. A motion to set a Public Hearing date of March 7, 2006 at 7:00 p.m. for the 2007 city budget was made by Ulrich and seconded by Grindle. Roll call vote: Grindle-yes, Franklin-yes, Ulrich-yes, Zemo-yes. All ayes, motion carried. Franklin discussed with the council, the benefits of creating a Road Replacement Fund for future road projects. After some discussion, a motion to set up a Road Replacement Fund was made by Franklin and seconded by Ulrich. Roll call vote: all ayes, motion carried. OLD BUSINESS: Haven’s Acres Park: Ulrich reported that there will be a public meeting held on Thursday, March 23rd from 6-7 p.m. in the Community Room at City Hall. Mike Tanner from Midwest Sales will give a presentation on three different options for playground equipment for Haven’s Acres Park. The public is encouraged to attend and give their suggestions. Zemo reported that the bus shelter for the Haven’s Acres area will be put on hold until the playground project is finished. Zemo also reported that he spoke with a fencing contactor to get a bid on a new fence for the park, or install slats in the existing fence for privacy. The council looked at carpet samples and bids from two different carpet companies. After some discussion a motion to replace the carpet in all carpeted areas of City Hall was made by Zemo and seconded by Ulrich. Roll call vote: all ayes, motion carried. Mayor Wren suggested hiring an interior designer to help recommend a specific carpet. NEW BUSINESS: None. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Mayor Wren informed the council about a meeting she attended with the Scott County board of Supervisors; they discussed the Scott County budget. Mayor Wren informed the council that the Belmont Road project has been approved by the Transportation Policy committee. Projects are given priority by a point system, and the Belmont Road project was ranked 3rd on the priority list. Mayor Wren informed the council about a phone call she received from John Riches, Manager of Community and Media Relations for Alcoa. The homes on Bellingham that have been purchased by Alcoa will be used for police training and any interior materials that can be salvaged will be used by Habitat for Humanity. The houses will then be burned and used for training by the Fire Department. Mayor Wren brought to the council’s attention that the door to City Hall was found left propped open all night after the use of the community room. Grindle reported to the council that he has spoken with Deputy Ruckoldt about the speed sign and will put it to use when the weather warms up. Zemo told the council that Mike Meloy, attorney for Diercks and Picton, contacted him and asked him some questions. Zemo stated he may be called as a witness in the case against the city. Our office phone number, 355-2511, is the hotline number for reporting illegal dumping into the storm sewers. Please contact this number and leave a message if you have any concerns or see any illegal activity regarding storm sewers. This is part of our federally mandated storm water program. there have been some incidents of dumping, please keep an eye out for any unusual activity. Residents are reminded not to plow or shovel snow into the street as this causes driving hazards and the state of iowa storm water runoff mandate does not allow it. thank you for your cooperation. WHAT’S BURNING Much of the maintenance required on the Department’s trucks is completed by the Volunteers. The Department Members saved $2488.62 in labor cost by completing repairs and oil changes in-house on the trucks for last year. A total of 432 labor hours were spent completing weekly inspections and the repairs on the vehicles. The Parks Committee has scheduled a public meeting on Thursday, March 23rd from 6-7 p.m. at the Riverdale Community Room to discuss options for the Haven’s Acres Park playground. A representative from Midwest Sales will give a presentation and input is encouraged from the community. The cities web site is now up and running. Check us out at riverdaleia.org. Because of a recent demand of copies, the council has instituted a new policy. Effective April 5, 2005, the policy would allow individuals to annually receive the first 5 copies free and a fee of .50 cents a copy thereafter. Lou Wren is the Zoning Inspector. You may contact Lou at 355-1300. Please contact him regarding any construction projects, i.e.: additions, garages, garden sheds, etc. to avoid problems and delays later. Once you have received zoning approval from Lou you may still need to acquire a building permit from the Scott County Building Inspector. Please consult with Lou. Notes from Norma We have passed into the last throws of winter and the cold slush even when it comes now, can’t last long. I would quote from author of ‘Simple Abundance’, Sarah Ban Breathnach, ‘The dry seasons in life do not last. The spring rains will come again’. And knowing this, we have held to the winter task of preparing the budget for the fiscal year which is to begin in July 07. With the budget committee including John Ulrich, Jack Franklin, Mary Hanson, Theresa Ralfs, and Norma Wren, a budget has been prepared for publishing. A public hearing will be held on March 7, 2006 at 7PM at Riverdale City Hall. Theresa has done a thorough job of managing the state computerized forms in the ‘on paper’ expression of how this City proposes to manage its finances for the coming fiscal year. A special thanks to retired clerk Linda Phillips who was a welcome resource in the process. Be watching as spring arrives and weather becomes agreeable, the infamous water tower, unused for many, many years is to be removed. I understand there are those who would like to take photos and keep the images of the monument in our visual history. It looks like there are a few weeks left for photography. Please know that the water tower is not owned by the city, and will be removed by others. Notable in the coming days will be the uses of the houses on Bellingham Road, now owned by Alcoa. I am told by an Alcoa representative that, first, Habitat for Humanity will be offered any items in vacated homes which they might find usable. A second use in the homes will be for police training. (SWAT teams and others). After all those uses have been satisfied, the remainder of the homes will be used for fire department training. If you see activity in the Bellingham block, or barricades around the area, you will know that useful activity is underway. As with any neighborhood of a community, we know that families have grown there, that dreams have been forged there, and labors of living have been accomplished there. Severing ties with a place we’ve lived is not easy, and I wish the residents, past and present, good will and peace in a new place. Spring will come again. In the words of General Douglas MacArthur, “In the central place of every heart there is a recording chamber; so long as it receives messages of beauty, hope, cheer and courage, so long you are young.
