Roll Call: Present: Stickler, Halsey, Grindle, Ulrich and Franklin Absent: None Also present were John Robinson & Mike Steen Agenda: The agenda was approved with a motion by Franklin and seconded by Ulrich. Roll call vote: All ayes, motion carried. Minutes: Motion was made by Stickler and seconded by Ulrich to accept the minutes of the regular meeting of June 20, 2006. Roll call vote: Ulrich-yes, Stickler-yes, Grindle-yes, Halsey-yes, Franklin-yes. Motion was made by Franklin and seconded by Halsey to accept the minutes of the public meeting held on June 23, 2006 with one correction. All ayes, motion carried. He felt that residents were being punished because a few people do not obey the speed limit in that area. Mayor Wren stated that the main concern for the council was the safety of the children that cross Kensington to get to Haven’s Acres Park. Mayor Wren thanked Mr. Steen for bringing his concerns to the council, and that the issue of the new stop signs would be discussed. The council discussed the new stop signs and agreed that with the installation of the new playground at Haven’s Acres Park, it would be best to leave the stop signs for now and revisit the issue as needed. Halsey told the council he would speak to the residents in that area. John Robinson told the council about the length of train that goes by on Kensington, and he had to wait over an hour to get across. Mr. Robinson suggested the council look at an emergency exit road from Kensington to Bellingham Road. Mayor Wren will speak to the railroad; she believes there is some kind of time limit that the train can block a street for safety reasons. COMMITTEE REPORTS: None OLD BUSINESS: Ulrich informed the council that he will have a meeting with Mike Tanner from Midwest Sales on July 7th to discuss what the city will need to obtain for the installation of the new park equipment for Haven’s Acres Park. After some discussion a motion was made by Grindle and seconded by Halsey to change the MidAmerican Energy electric rate from a municipal rate to a commercial rate saving the city approximately $200.00 a year. All ayes, motion carried. A motion to accept the 2nd reading of Ordinance No. 06-164 an ordinance amending the 2005 Code of Ordinances of the City of Riverdale, Iowa, by adding a new Article B, Construction Site Erosion and Sediment Control (during new construction), of chapter 100, Storm Water Management Program was made by Stickler and seconded by Ulrich. Roll call vote: Ulrich-yes, Stickler-yes, Grindle-yes, Halsey-yes, Franklin-yes. All ayes, motion carried. NEW BUSINESS: After some discussion a motion was made by Ulrich and seconded by Grindle to accept the Independent Contractor Agreement with the understanding that an agreement will need to be signed if the contractor decides not to carry insurance. Roll call vote: Ulrich-yes, Stickler-yes, Grindle-yes, Halsey-yes, Franklin-yes. All ayes, motion carried. The council looked at the proposal from CEC regarding a recording system for council meetings. The council would like to look at other options. This issue has been tabled for a future meeting. A motion was made by Franklin and seconded by Ulrich to hire Linda Phillips on a contract basis for 7 hours a week at $100.00 per week to cover city business in the absence of the City Clerk. Roll call vote: all ayes. Motion carried. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: The entire council and Mayor Wren thanked the July 4th celebration committee for the outstanding job they did this year. Some people who really stood out with their volunteerism were Caroline Bawden, Floyd Bruns and the Riverdale Fire Dept, Carol Tucker, Eric and Wendy Syverud, Debbie D’Camp and her band, Judy Hiles, Heather Schulz and Beth Mahler who got the ball rolling. Franklin suggested the council look at purchasing new mortar tubes for next year. Mayor Wren updated the council on meetings she has attended with the Mississippi River Trail and the Belmont Road project. A motion was made by Stickler and seconded by Ulrich to approve the June 2006 Financial Report. Roll Call Vote: 5 ayes, motion carried. OLD BUSINESS: The storm sewer repair agreement from Ament was tabled until a future meeting. Roll call vote: Ulrich-yes, Stickler-yes, Grindle-yes, Halsey-yes, Franklin-yes. All ayes, motion carried. Ulrich updated the council on the progress of Haven’s Acres Park. Ulrich thanked Floyd Bruns and the Riverdale Volunteer Fire Department for their hard work with removing the old playground equipment. The City Clerk will rent a storage container to hold the new playground equipment which should arrive August 7th. Excavating to enlarge and deepen the play area should be done around August 9th. Construction of the new playground equipment will start on August 14th and finish around August 18th. Scott Carlson discussed with the council a proposal for removing or pruning trees in the Haven’s Acres Park area. A motion to accept the proposal for tree removal and pruning for the amount of $4180.00 was made by Ulrich and seconded by Grindle. Roll call vote: all ayes, motion carried. Scott Carlson also spoke to the council about the removal and prevention methods for the Ailanthus trees in the area around City Hall. Mr. Carlson will present a proposal for this work at a future meeting. NEW BUSINESS: Franklin presented the council with a mowing contract. The city’s existing contract expires at the end of 2006. Franklin asked the council to review the mowing contract and make any changes necessary. This issue will be voted on at the August 1st regular city council meeting. Franklin looked into a new recording system for city council meetings. Franklin suggested the city clerk use a lap top computer to take minutes in the council meetings to improve efficiency and eliminate the need for a recording device. This topic will be discussed at a future meeting. A motion was made by Grindle and seconded by Halsey to establish a Water Tower Park Committee. Roll call vote: all ayes. Motion carried. The Water Tower Park Committee members are: Linda Veit, Jim & Sandy Partridge, Ralph & Rosie Parry, Judy Hiles, Linda Hupp, Jim Beran, and councilmember Teri Stickler. PUBLIC COMMUNICATIONS TO THE COUNCIL: A motion to approve the request to serve alcohol on August 21, 2006 in the community room was made by Grindle and seconded by Ulrich. Roll call vote: all ayes, motion carried. Marie Randol asked for an update on the bow hunting issue. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Stickler informed the council about a broken picnic table in Bicentennial Park. Grindle told the council the paper work regarding the easement of the Boyler property has been delivered. Halsey reported he has spoken to some of the residents in the Haven’s Acres Park area regarding the new stop signs. Halsey stated most of the people he spoke to are in favor of the stop signs for safety reasons. A motion to adjourn was made by Ulrich and seconded by Halsey. If you see any suspicious activity in Riverdale parks, please call 911. GET INVOLVED to keep our community safe! July 4th Celebration You can help our city comply with the mandated storm water management program by not mowing grass clippings etc. into the city streets. When the clippings are put into the street they are carried into our storm drains. The requirements of cleaning the storm drains is an added expense to our city which comes from your city taxes. Please either blow the debris back into your yard or bag it for weekly collection. We are fortunate in that we are one of very few communities that do not require an additional charge for picking up yard waste. The only requirement is that it be placed in Kraft paper bags or loose in garbage cans for pickup. Please do not mow your grass clippings in the city streets.
