HomeMy Public PortalAboutJune 06 OFFICIAL MINUTES Mayor Wren opened the public informational meeting, regarding the City of Riverdale’s Phase II Storm Water Management Program at 6:35 p.m. on Tuesday, June 6, 2006. Jim Ellis, Project Manager from AMENT, Inc. showed a 20 minute video which discussed the effects of water run off on the environment and wetlands. Following the presentation, Jim Ellis answered questions from Riverdale residents. Present: Mayor Norma Wren, John Ulrich, Dean Halsey, Jack Franklin, Jeff Grindle, Teri Stickler and Floyd Bruns. Mayor Wren opened the regular meeting of the Riverdale City Council at 7:10 p.m. on Tuesday, June 6, 2006. Roll Call: Present: Franklin, Grindle, Ulrich and Halsey. Absent: None Also present were Teri Stickler, Jim Ellis (Ament) and Floyd Bruns. Agenda: The agenda was modified with an addition of discussion on curbs and May financial report tabled. A motion to approve the modified agenda was made by Grindle and seconded by Franklin. Roll call vote: All ayes, motion carried. Minutes: Motion was made by Franklin and seconded by Grindle to accept the minutes of the regular meeting of May 16, 2006 with one correction. Roll call vote: Grindle-yes, Franklin-yes, Ulrich-yes, Halsey-yes. All ayes, motion carried. OLD BUSINESS: The only interest in the vacant Council seat came from Teresa Stickler. After some discussion by the council, a motion to appoint Teresa Stickler to fill Zemo’s council seat and finish out his term on the Riverdale City Council was made by Franklin and seconded by Halsey. Roll call vote: Franklin-yes, Ulrich-yes, Halsey-yes, Grindle-yes. All ayes motion carried. After some discussion by the council and Jim Ellis (Ament), a motion to approve the SUDAS (statewide urban design and specifications) manual as the official manual on erosion control for the City of Riverdale was made by Ulrich and seconded by Grindle. Roll call vote: all ayes, motion carried. Franklin requested the history of Haven’s Acres Park playground equipment. The basic equipment was installed in 1992, and other pieces were added later. Meeting safety standards is a major issue. The specifications for bids will be sent to the council members for review and the request for bids will be published prior to the next meeting. NEW BUSINESS: The Construction Site Erosion and Sediment Control Ordinance was introduced and there will be a first reading of this ordinance at the next regular meeting. The storm drain markers were presented by Jim Ellis from AMENT. The City will need to purchase a minimum of 110 markers. After some discussion a motion was made by Franklin and seconded by Halsey to purchase 150 storm drain markers that read “Only Rain Down the Storm Drain”. Roll Call vote: all ayes, motion carried. The council discussed the old silver maple next to City Hall. The bid to cable the tree was presented by Franklin. Cabling the tree with no guarantee to the future of the tree would cost $675.00. The price to remove the tree and grind the stump is $4790.00. This issue was tabled until additional bids could be received. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Mayor Wren informed the council that the Governor’s Volunteer Awards, which will be presented to Riverdale Fire Chief Floyd Bruns, on June 14th at 1:30 pm at the Linn-Mar High School in Marion, Iowa. Mayor Wren discussed the issue of installing a speed bump per a resident’s suggestion. The city’s attorney wrote a response to the city which outlined the city’s liability when electing to install speed bumps. Franklin told the council Dale Hupp gave the city 2 copies of 50 maps from micro film which documents the utilities. Franklin discussed the “Planning for an Emergency”. Training our residents on how to respond in an emergency is a commitment of 16 hours (two days). Grindle brought up concerns regarding 4 trees to be cleaned out along Manor Drive Hill. Mayor Wren informed the council that the city clerk has contacted Scott Carlson about removing the trees. Halsey informed the council that a distribution pole is leaning due to a wire being removed. Franklin discussed a sink hole that is located half way up Manor Drive. Ulrich will request an estimate on flowable morter to fill the hole. The council would like to form a “Water Tower Park” committee from interested residents. Times. A public meeting will be held Friday, June 23, 2006 at 4:30 p.m. at City Hall to open the bids. The May 2006 financial report was discussed. A motion was made by Ulrich and seconded by Grindle to approve the May 2006 financial report. Roll call vote: all ayes, motion carried. OLD BUSINESS: The council discussed bids for the removal of the large silver maple at City Hall. A motion to accept the bid from Scott Carlson for the amount of $1,900.00 to remove the tree and grind the stump was made by Grindle and seconded by Halsey. Roll call vote: all ayes, motion carried. The council discussed having a piece of the silver maple retained and possibly made into a display piece for city hall. This topic will be discussed at a future meeting. A bid for multiple tree removal around Riverdale from Scott Carlson was discussed by the council. A motion to accept the proposed tree removal from Scott Carlson in the amount of $1775.00 was made by Grindle and seconded by Ulrich. Roll call vote: all ayes, motion carried. The topic of parking barriers will be discussed at a future meeting. A motion to accept the first reading of Ordinance No. 06-164 an ordinance amending the 2005 Code of Ordinances of the City of Riverdale, Iowa, by adding a new Article B, Construction Site Erosion and Sediment Control (during new construction), of chapter 100, Storm Water Management Program was made by Franklin and seconded by Halsey. Roll call vote: Ulrich-yes, Stickler-yes, Grindle-yes, Halsey-yes, Franklin-yes. All ayes, motion carried. NEW BUSINESS: A motion was made by Ulrich and seconded by Stickler to approve the payment of any expected or usual invoices before the end of the budget year, June 30, 2006. Roll call vote: Ulrich-yes, Stickler-yes, Grindle-yes, Halsey-yes, Franklin-yes. All ayes, motion carried. Mayor Wren informed the council that the Riverdale Fire Dept. unanimously voted to have the late Vern Wegmann’s name inscribed on the Iowa Firefighter’s Memorial Wall in Coralville, Iowa. Mr. Wegmann was on the Riverdale Fire Dept. from 1962-1993, he was Chief from 1966-1987. Mayor Wren spoke with a family member who gave their approval. A donation given in memory of Mr. Wegmann to the Riverdale Fire Dept was contributed to the cost of fees for the inscription. A motion was made by Franklin and seconded by Grindle to approve the remaining cost of $80.00 to have Vern Wegmann’s name inscribed the memorial wall. Roll call vote: all ayes, motion carried. A motion was made by Stickler and seconded by Ulrich to accept the Scott County Humane Society Contract from July 2006-June 2007. Roll call vote: all ayes. Motion carried. After some discussion, a motion was made by Stickler and seconded by Grindle to accept the annual maintenance agreement from Gabrilson. Roll call vote: all ayes, motion carried. The council tabled the rate review from MidAmerican Energy, until the next meeting. Ulrich will get more information regarding this matter. Mayor Wren informed the Council that the letter they were given prior to the meeting, from an individual that is currently suing the City, has been forwarded on to the city’s attorney for his direction. Mayor Wren received a letter from Eide Bailly with levels of service that can be used when the city’s financial records are reviewed next year. Mayor Wren would like the finance committee to review the different levels and give a recommendation to the council. A motion was made by Ulrich and seconded Halsey to increase the clerk’s salary to $19,000 a year. Roll call vote: Ulrich-yes, Stickler-yes, Grindle-yes, Halsey-yes, Franklin-yes. PUBLIC COMMUNICATIONS TO THE COUNCIL: Larry Shoultz would like it printed in the minutes that if residents of Riverdale see suspicious activity in the city’s parks, to get involved and call 911for the Scott County Sheriff immediately. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Ulrich would like the city clerk to get a bid from Cribbs Landscaping to even out and seed the area around the new water fountain in Bicentennial Park. Franklin reported seeing the Scott County police checking the speed of cars on Manor. Ulrich informed the council about a sink hole next to Manor. Franklin suggested the council tour the storm sewers to examine them for repair at the Friday June 23, 2006 meeting. Mayor Wren thanked Ulrich for taking minutes at the June 6th meeting. Mayor Wren informed the council that Chief Floyd Bruns received the Governor’s Volunteer Award in Marion, Iowa on June14th. Mayor Wren shared with the council an Independent Contractor Agreement written by the city attorney. This item will be discussed at the next meeting. After some discussion it was decided to move the July 4, 2006 meeting to Thursday, July 6, 2006 at 7:00 p.m. Wren again stated the settlement conference for Diercks & Picton v. City of Riverdale will be August 15th, and the court date has been set for August 24th & 25th.
