HomeMy Public PortalAboutMarch 06 OFFICIAL MINUTES Mayor Wren opened the public hearing for the 2006-2007 Budget for Riverdale City at 7:00 p.m. on Tuesday, March 7, 2006. Present: Beran, Franklin, Grindle, Ulrich and Zemo. Also present were Teri Stickler, Steve Townsend and Floyd Bruns. After some review and discussion the public hearing was closed at 7:08 p.m. Mayor Wren opened the regular meeting of the Riverdale City Council at 7:15 p.m. on Tuesday, March 7, 2006. Roll Call: Present: Beran, Franklin, Grindle, Ulrich and Zemo. Absent: None Also present were Teri Stickler, Steve Townsend and Floyd Bruns. Agenda: After some discussion the agenda was approved with a motion by Ulrich and seconded by Zemo. Roll call vote: All ayes, motion carried. Minutes: Motion was made by Grindle and seconded by Ulrich to accept the minutes of the regular meeting of February 21, 2006. Roll call vote: Grindle-yes, Franklin-yes, Ulrich-yes, Zemo-yes. All ayes, motion carried. Warrants: A motion was made by Beran and seconded by Franklin to approve the following warrants for payment. Roll call vote: All ayes, Motion carried. OLD BUSINESS: Haven’s Acres Park: Zemo has been in contact with another company for a bid on fencing for Haven’s Acres Park. The council looked at samples of carpet for City Hall. After some discussion a motion was made by Beran to accept the bid from Flooring Xpress to install new carpet in the areas of City Hall that already have carpet, and the amount not to exceed $8,900 seconded by Grindle. Roll Call Vote: all ayes, motion carried. A motion was made by Beran to identify the carpet chosen by the council as Shaw Belgian Linen with the Stalok backing, seconded by Ulrich. Roll call vote: all ayes, motion carried. NEW BUSINESS: Beran shared with the council some concerns he had about the 2007 budget. A motion was made by Beran to approve Resolution No. 2006-02, seconded by Grindle. Roll call vote: all ayes, motion carried. Resolution No. 2006-02 states: A RESOLUTION APPROVING THE CERTIFICATION OF THE 2006-2007 ANNUAL CITY BUDGET FOR THE FISCAL YEAR ENDING JUNE 30, 2007. Be it resolved by the Council of the City of Riverdale, Iowa: The 2006-2007 City Budget be approved and the City Clerk is directed to file all pertinent forms and information to the County Auditor and the Department of Management in the State of Iowa. A motion was made by Zemo and seconded by Ulrich to accept a bid not to exceed $4,000 from Banks Plastering and Drywall, Inc. to plaster areas in need of repair throughout City Hall. Roll call vote: Ulrich-yes, Zemo-yes, Beran-no, Franklin-yes, Grindle-yes. 4-ayes, 1-no, motion carried. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Mayor Wren was notified by Red Cross that March is National Red Cross month. A flag will be flown at City Hall in this honor. Franklin gave interested council members information regarding emission standards for fire trucks. The City Clerk informed the council that Saturday April 8th will be spring Clean Up day for Riverdale. Agenda: Approved as modified with a motion by Ulrich and seconded by Franklin moving Public Communications to the top of the agenda. Roll call vote: All ayes, motion carried. They asked the council to consider solutions to this problem. After some discussion, it was recommended that Grindle contact the Scott County Sheriffs department to conduct random radar and stop sign checks throughout Riverdale and issue tickets. It was also suggested to put the speed sign out. Jack Hoots expressed his concern regarding cars that are parked in Boyler’s parking lot blocking the view to on coming traffic on State St. COMMITTEE REPORTS: The February 2006 Financial Report was discussed. A motion was made by Beran and seconded by Grindle to approve the February 2006 Financial Report. Roll call vote: all ayes, motion carried. OLD BUSINESS: Beran told the council about his concerns regarding council members not having access to all of the City Hall building and Fire Department. A motion was made Beran to issue keys that would give total access to the City Hall building and Fire Department to all council members that wanted a key seconded by Zemo. During the discussion that followed this motion, Franklin stated the City Clerk should have the peace of mind of knowing that no one could have access to city records without her knowledge. Roll Call Vote: Zemo-yes, Beran-yes, Franklin-no, Grindle-no, Ulrich-no. 2-yes, 3-no, Motion failed. Beran shared with the council his concerns regarding the testing of the storm water sewers. The City Clerk informed the council that Mayor Wren has been working on this issue. Mayor Pro Tem Ulrich requested the clerk contact AMENT, Inc. to make sure the City was on schedule for testing. The City Clerk informed the council that she has had contact with the attorney that will help the City obtain a copyright of “Sammy Storm Sewer” and “Sammy Junior”. The council discussed the hiring of a maintenance person. Beran shared with the council a job description for the maintenance person and recommended hours and days per week. Franklin suggested hiring someone on a job to job basis. Zemo recommended the maintenance person not be a full year position. Beran made a motion to hire a maintenance person, but later withdrew this motion. Ulrich and Zemo informed the council about a public meeting that will be held on Thursday, March 23rd from 6-7p.m. in the Community Room at City Hall regarding new playground equipment for Haven’s Acres Park. The Public is encouraged to attend and give their suggestions. NEW BUSINESS: Beran told the council about a sewer blockage on Manor Hill and some road repairs were needed. Beran told the council he will be resigning from the council effective March 23, 2006. A letter of resignation was given to the City Clerk. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Zemo asked when the portable restroom would be back at Bicentennial Park. The City Clerk informed the council that the portable restroom would be in the park from April to October. A motion was made by Zemo and seconded by Franklin to have a handicap accessible restroom this year. Roll call vote: all ayes, motion carried. Fire Chief Floyd Bruns informed the council that the house at 210 Bellingham Road will be burned and used for training on April 15th after all permits have been approved. Zemo raised concerns about the air quality, and Bruns informed the council the fire department can burn two houses with shingles on. The City Clerk informed the council that the Easter Egg Hunt will be chaired by Adrienne Picchiotti, Heather Schulz and Wendy Syverud. The Easter Egg Hunt will be at Bicentennial Park at 3 p.m. on Saturday, April 8th. The rain date will be Sunday, April 9th same place and same time. The City Clerk also informed the council that a chairperson is needed for the 4th of July celebration. Mary Hanson gave a report to the council regarding the sewer fund. There have been some incidents of dumping, please keep an eye out for any unusual activity.
