AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD CREATING A PUBLIC
SAFETY COMMISSION
THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES ORDAIN AS
FOLLOWS:
Section 1: Chapter 2 of the Lynwood Municipal Code is hereby amended by
adding a new section 2-24, which section shall read as follows:

2-24.1 Public Safety Commission. A Public Safety Commission is hereby
created and established. Said Public Safety Commission may be known
and referred to as the Lynwood Public Safety Commission or the Public
Safety Commission.
2-24.2 Composition: Appointment of Members. The Lynwood Public Safety
Commission shall consist of five (5) members who shall be residents of
the City. Members shall not be officers or employees of the Ciry. All
members shall serve at the will and the pleasure of the City Council. Each
member of thePublic Safety Commission shall be nominated by one
member of the City Council to represent that councilmember's interest
with Che community.
2-24.3 Term of Office. Each member of the Lynwood Public Safety Commission
shall serve afour-year term commending on January 1st following a
general municipal election at which the appointing councilmember was
elected. In theevent the office of any appointing comlcilmember becomes
vacant during the term thereof, the term of the commission member
appointed by such councilmember shall terminate thirty (30) days after
such vacancy occurs. Following expiration of the term of office, each
commission member shall submit a letter to their duly appointed
councilmember and express their desire to serve another four (4) years or a
letter of resignation. Failure to submit a letter prior to reappointment, then
such desire to serve shall constitute a resignation.
2-24.4 Vacancies and Dismissals Vacancies on the Lynwood Public Safety
Commission shall be filled by nomination of the councilmember who
made the appointment or that councilmember's successor. Any dismissal
shall be without cause or merit and shall be affirmed by the appointing
councilmember oP each respected commissioner appointed by Council.
2-24.5 Absence from Meetings. Ii a member of the Lynwood Public Safety
Commission is absent from three (3) successive regular meetings without
being excused by the commission or is absent for any reason for more than
four (4) regular meetings during a twelve (12) month period, the office of
such member shall be vacated and the chairperson shall immediately
notify the appointing city councilmember that said office is vacant. Upon
such notification, a successorfor the remainder of the term of such
member shall be appointed by the appointing councilmember.
2-24.6 Regular Meetings. Regular meetings of the Lynwood Public Safety
Commission shall be determined by resolution of the Public Safety
Commission, except that the commission shall meet at least once a month.
Commission meetings shall be on weekdays, either day time or night time
hours.
2-24.7 Records. The Lynwood Public Safety Commission shall cause proper,
accurate and permanent records of official acts and proceedings to be kept,
and such records shall have the same status as records of other
administrative departments of the City. Minutes, resolution and official
records of Che Commission shall be filed with the City Clerl<.
2-24.8 Organization. The Lynwood Public Safety Commission shall elect one of
its members as chairperson, and such election shall be held as soon as
practicable. Appointment as chairperson shall be for 12 months. No
member shall be re-elected to serve as chairperson after having served a 12
month appoin~nent during his/her term on the Public Safety Commission.

receive compensation for their services as set by resolution of the City
Council. The secretary of the Lynwood Public Safety Commission shall
submit to the Finance Officer at the end of each calendar Month. a
statement showing the number of meetings of the Public Safety
Commission attended by each member during each month. n member
shall not be paid for attendance at a commission meeting if that member
was absent from that meeting, regardless of whether the absence was
excused or unexcused. No additional compensation shall be paid for
expenses incurred by the members of the Commission in the performance
of their duties, except that the City council may from time to time
authorize in advance, expenditures for attendance at seminars, institutes, or
other meetings which the City Council finds to be beneficial to the
commissioners in the performance of their duties, and in the best interests
of dte City. All claims shall be filed with the Finance Officer and shall be
subject to audit and approval by the City Council.
2-24. ]0 Duties of the Commission The Lynwood Public Safety Commission shall
have the power and required duty to:
A. Analyze the minimal level of law enforcemenC needs and make policy
recommendations to the City Council; such minimal level of law
enforcement needs shall not constitute danger to the Public Safety or to the
Deputy Sheriff's who deliver such service. Any and all special law
enforcement contract services by any private vendor or body outside of the
City Government shall come before the Public Safety Commission Co
make such request For Law Enforcement service for staled event_ The
Public Safety Commission shall evaluate each fiscal year the necessity to
increase, decrease or to deploy special contract delivery services to any
part of the City deemed in need of additional or special targeted or
directed law enforcement need.
B. Analyze the minimal level of fire safety needs and make policy
recommendations to the City Council; such minimal level of Fire Safety
needs shall not constitute danger to the Public Safety or to the Lynwood
Firefighters who deliver such service. The Public Safety Commission
shall review the standards of [?'J 1500 of the National Fire Protection
Agency relative to fire lleparnnent Occupational Safety and Health and
may elect to seek policy recommendations to adopt, modify or comply ul
set standards pertaining to Firefighter Safety. The Commission shall
identify how any adopted policy recommendations will directly or
indirectly impact the overall public safety of the City residents and
businesses.
C. Analyze the City Contract with the Los Angeles County Department of

recommendation to the City Council; the commission shall oversee the
dog licensing, canvassing of licensing, and regisn'ation within the city and
fees established by resolution of the City Council. The Commission shall
oversee all applicable laws, city codes and regulations relative to animals
within Che city limit, and direct such recommmendations to the City Council.
The Commission shall set policy recorrnnendations into rabies vaccination
and animal control (spray/neuter) with a yearly prepared report to City
Council. The Commission shall be responsible for inspecting the premises
of the Los Angeles County Department of Animal Care and Conn'ol site of
said contract with the City on a yearly basis. A prepared written report
accounting for each yearly inspection of animal premises shill be
forwarded to the City Council. The report shall include all observations of
the Animal Facility including care and control of animals. Any
recommendation shall be addressed to the City Council The Commission
shall assist in spay/neuter programs for dogs and cats within the city.
D. Analyze the level of services received by the Los Angeles County Health
Department and make policy recommendations to the City Council; the
Commission shall monitor any closure of businesses, restaurant Facilities
or any other locations within the City which may constitute a health
hazard dangerous to the Public Safety of the Citizens. The Commission
shall forward any health recommendations to the City Council for review
and findings of consideration.
E. The Lynwood Public Safety Commission shall evaluate and make policy
recommendations to the City Council on ways to maximize its civil
emergency operational planning. The Public Safety Commission shall
work as an assisting body in preparing a civil emergency operational plan
with the office of the Sheriff; Chief or his assistant with the Lynwood
Fire Department; St. Francis Medical Center; Adams Ambulance
Services; Red Cross; Lynwood Unified School District and any other
office of Emergency Services including National Guard and State
Agencies.
F. The Lynwood Public Safety Commission shall evaluate, review and make
policy recommendations to the City Council on ways to maximize
community relations between the Los Angeles County Sheriff's Office and
the minority community of Lynwood including the senior citizen
community, Youth and Teen Involvement and any other group that may
have special needs. The Public Safety Commission will further serve as
the principal citizen liaison with the Los Angeles County Sheriff's Office.
G. The Lynwood Public Safety Commission shall serve in conjunction with a
staff person in the City Manager's Office, as the City's mechanism to
establish and maintain communications with citizens relative to public
safety, including processing, hearing and monitoring trends in complaints
received by the Ciry regarding Law Enforcement, Fire Safety and Animal
Control. The Public Safety Commission shall further assist the City
Council in developing ways to improve citizen input on public safety
issues and forward any recommendation for council consideration.
H. The Lynwood Public Safety Commission shall provide a forum for the
receipt of information, recommendations, and complaints from the
community relating to emergency preparedness. The Commission shall
recommend to the City Council plans, programs, procedures policies, and
proposed legislation for the purpose of promoting, enhancing, and
improving emergency preparedness in the community. The Commission
shall cooperate with City departments and other public agencies in
promoting all aspects of emergency preparedness, and, if so authorized by
the City Council, shall organize workshops relating to emergency
preparedness.
The Lynwood Public Safety Commission shall evaluate and make policy
recommendations to the City Council regarding development of the
Neighborhood Block Watch Program and shall provide a forum for the
exchange of positive ideas and information among neighbors and
residents. The Commission shall serve as an advisory body to the City
Council on behalf of the Neighborhood Block Watch Program and shall
cooperate with City departments, commissions, and other public agencies
in identifying and ameliorating neighborhood problems; provided.
however, that nothing herein shall be construed as authorizing the
Commission to act as a hearing agency, board, or tribunal.
J. Hearing Procedures. The Public Safety Commission shall adopt rules of
procedure relative to Law Enforcement complaints and further provide
written procedures to a complainant. Hearings shall he informal. There
will be no cross examinations of either the complainant, any wimess(s) or
a request to interrogate a Deputy Sheriff. The Commission may ask
questions to any parry as a point of information, or to gain elaboration of
points made. The Commission will have no power to take any action
regarding a complaint, except that it may forward its recommendation of
action to the Sheriff's Office. Any material, notes, evidence or minutes
generated from the Public Safety Commission hearing will he forwarded
as a result of the complainants public address to the Sheriff"s Office of
Internal Affairs Bw-eau.
Note: The Lynwood Public Safety Corrunission shall not be a "Police Review
Board," ncr shall it conduct itself as one.
K Limitations. It shall not be the role of the Lynwood Public Safety
Commission Co conduct investigations into individual complaints related
to the service being provided by the City of any of its contractors
including the L,os Angeles County Sheriff's Olfice. Nor shall it be the role
of the Commission to direct the process or the procedure by which service
level reconunendations are carried out".
Section 2~ If any section, subsection, subdivision, paragraph, sentence clause or
phrase of this ordinance is held invalid, such decision shall not affect the validity of the
remaining portions of this ordinance. The City Council hereby declares that it would
have passed each section, subsection subdivision, paragraph, sentence, clause or phrase of
this ordinance irrespec[i~~e of the fact that any one or more section subsection,
subdivision, paragraph, sentence, clause or phrase be declared invalid.
ection 3: This ordinance shall take effect thirty (30) days after its final passage
and within fifteen (15) days after its passage, the City Clerk shall cause it to be published
in a local newspaper of general circulation in the City of Lynwood and hereby designated
for that purpose.
PASSED, APPROVED AND ADOPTED by the City Council of the City of
Lynwood at a regular meeting held on the 20th day of January , 1998.
