We must disenthrall ourselves.” Abraham Lincoln Annual message to Congress, Dec 1, 1862 How many ways are we asked and expected to see, think, and act quite differently than we have in the past? Globally, within a community, or personally, we can all attest to the incongruities of attempting to place a template of a past dogma on a contemporary challenge. Like squeezing Cinderella’s shoe on her ugly stepsisters, we know the obvious of ill-fitting. In Lincoln’s day, the lining up of soldiers practically eye to eye was the practice in conflict of war. Obviously, our contemporary soldiers have difficulty even identifying their foes on an illusive field of battle. The dogma used in Lincoln’s day, ill-fitting and inadequate to today’s stormy global community. How many more ways do we see, through our global instant news, situations requiring clearly new kinds of responses? Within our own community our quiet past is being challenged by some. Even so, Riverdale continues to have pride in historical values. A strong, well equipped Fire Department and emergency response system with leadership which has acted to maintain contemporary (and improved) methods of response is a point of pride. Riverdale also has pride in maintaining an infrastructure and comfortable environment for all its citizens. The new additions to the Haven’s Acres Park, as well as the water fountain in Bicentennial Park, and the present planning for the use of the former location of the Riverdale Water Tower, all acknowledge thinking and acting anew and supporting community pride. As we are reminded by Abraham Lincoln’s words of almost 150 years ago, we must think and act anew when we are confronted with new situations for which old responses are inadequate. However, what Lincoln did not say was that values be abandoned. I have no doubt that the people of Riverdale are clear in the community values they hold and that challenges to those values can be met. Good Days Norma OFFICIAL MINUTES Mayor Wren opened the regular meeting of the Riverdale City Council at 7:01 p.m. on Tuesday, September 5, 2006. Roll Call: Present: Stickler, Grindle, Halsey, Ulrich, and Franklin Absent: None Also present were Jim Rose (Ament, Inc.), Floyd Bruns, Marie Randol and Judy Hiles. Agenda: The agenda was modified with Mr. Jim Rose from Ament, Inc. to speak after Warrants. A motion to approve the modified agenda was made by Grindle and seconded by Stickler. Mr. Rose presented the council with the updated sewer map with the requested changes. Council will review the updated sewer map and after giving their approval, Ament will send another copy of the map in paper and CD form. A new 28E agreement between Bettendorf and Riverdale regarding the Belmont Road project was discussed by the council. The council will take action on this issue at the September 19th city council meeting. The issue of road repairs was tabled until the September 19th city council meeting. Grindle would like a representative from Tri-City Blacktop to come to the council meeting to discuss the new overlay for the road. Mayor Wren informed the council that when the Highway Corridor Overlay District ordinance was passed, zoning classifications were approved then. COMMITTEE REPORTS: Ulrich told the council the Haven’s Acres Park equipment has been installed. Halsey informed Ulrich that the area has not been seeded. Ulrich will check into it. Stickler updated the council regarding the Water Tower Park public meeting held on August 29th. NEW BUSINESS: The Post Construction Erosion and Sediment Control Ordinance No. 06-165 was tabled until the September 19, 2006 council meeting. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Fire Chief Floyd Bruns informed the council a training burn will take place on Bellingham on Saturday, September 9, 2006. Halsey informed the council that the railroad did a nice job cleaning up a downed tree that had fallen on the railroads property. PUBLIC COMMUNICATIONS TO THE COUNCIL: The City Clerk told the council she had received a phone call from Mike Steen regarding the stop signs on Kensington. He is upset with the council’s decision to leave the stop signs up. A motion was made by Stickler and seconded by Halsey to approve a request to serve alcohol in the community room on November 11, 2006. 4 ayes, Franklin abstained from the vote due to a conflict of interest. Motion carried. Judy Hiles spoke to the council regarding ideas for the 2007 Riverdale calendar. The council will take action on the topic of the Riverdale calendar at the September 19th council meeting. A motion to adjourn was made by Halsey and seconded by Ulrich. A motion was made by Ulrich and seconded by Franklin to approve the August 2006 Financial Report. Roll call vote: 5 ayes, motion carried. OLD BUSINESS: After some discussion a motion was made by Franklin and seconded by Ulrich to approve an agreement between the City of Bettendorf and the City of Riverdale pursuant authority granted by chapter 28E of the State Code for design and construction of Belmont Road improvements from Pleasant Valley High School to Valley Drive. Roll call vote: Ulrich-yes, Stickler-yes, Grindle-yes, Halsey-yes, Franklin-yes, all ayes, motion carried. The council discussed a proposal from Tri City Blacktop, Inc. regarding road repair on Manor Drive and Fenno Drive. Franklin stated his concerns about some uneven areas on Manor Drive that would not be fixed by a slag seal. A motion to accept the portion of the Tri City Blacktop proposal for repair of Fenno Drive for the amount of $7,930.00 and table repair of Manor Drive until further clarification was made by Franklin and seconded by Stickler. Roll call vote: all ayes, motion carried. NEW BUSINESS: A motion was made by Franklin and seconded by Ulrich to accept the first reading of Ordinance No. 06-165 Post Construction Erosion and Sediment Control Ordinance. The purpose of Ordinance No. 06-165 is to establish erosion, sediment controls and inspection procedures for controlling the introduction of pollutants to the municipal separate storm sewer system (MS4) from developed or redeveloped properties. This Ordinance is required by the NPDES permit. Roll call vote: all ayes, motion carried. A motion was made by Grindle and seconded by Halsey to approve expenses for 300 City of Riverdale calendars for the amount of $2000.00. Roll call vote: all ayes, motion carried. A motion was made Grindle and seconded by Halsey to approve Resolution No. 2006-07. RESOLUTION 2006-7 CITY OF RIVERDALE BOW AND ARROW DEER HUNTING RULES AND REGULATIONS 2006-2007 SEASON Bow and arrow deer hunting is allowed in the City of Riverdale during the period from October 1, 2006 through January 10, 2007, in areas of that City of Riverdale that are designated as a ‘Special Hunt Area’ by the Iowa DNR. Each hunter must comply with the Iowa DNR regulations covering bow hunting of deer as well as the City of Riverdale deer hunting rules and regulations outlined below. The hunter must: Successfully complete an Iowa DNR bow hunter education course and proficiency test or its equivalency approved by another State; Hunt on a parcel zoned agricultural or divided in a parcel of not less than three acres and obtain the express permission of the owner of the parcel; Maintain a minimum distance of 100 yards from any residence, occupied building, church, city park, school property, street and/or roadway or other municipal property; Hunt during the hours and days when such hunting is allowed by State or County law or regulation; Use proper field dressing techniques and not leave entrails; Possess all licenses or permits required by the State or County to hunt deer with a bow; Demonstrate compliance with these requirements to any police or DNR officer upon request; and Check in at a designated location to report hunting activity when Riverdale is designated by the DNR as a special hunt area; Through participation in the bow and arrow season, the hunter agrees that the property owner and/or the City of Riverdale are not liable for stolen deer stands or other equipment and items. The hunter agrees to hold harmless, indemnify and defend the property owner and/or the City of Riverdale in any action or claim resulting from participation in the bow and arrow season in the City of Riverdale. Any violation of the agreement may result in the revocation of permits and/or criminal charges under state and local law, as appropriate. These rules and regulations may be amended or modified by further resolution of the City of Riverdale at anytime. Grindle informed the council about holes around Riverdale that need to be filled and reseeded. A proposal from Cribbs Landscaping was discussed. A motion was made by Franklin and seconded by Ulrich to approve the proposal for the amount of $856.00 from Cribbs Landscaping. Roll Call vote: all ayes, motion carried. Mayor Wren informed the council about a meeting she had with the recreational trail committee, to review proposals from local engineering firms regarding the recreational trail from Leach Park to Duck Creek trail in Riverdale. After some discussion by the council the issue of Resolution 2006-8 a resolution authorizing the Mayor to begin negotiations with Missman Stanley was postponed until either a special meeting or the regular city council meeting on October 3rd. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Franklin informed the council about a complaint to the DNR from a Riverdale resident regarding the Riverdale Fire Dept training burn that took place on September 16th. Franklin stated that Chief Floyd Bruns did everything correct pertaining to the burn permit and that the DNR will send such notification to the resident. Franklin showed the council a Riverdale Fire Dept flag that he would like the City of Riverdale to purchase for each member of the Riverdale volunteer fire department that have been a member for at least one year and have passed the probation period. This issue will be on the agenda for the October 3rd regular meeting of the city council. The topic of two trees for the City Hall lawn was discussed. This issue will be on the next meetings agenda. Ulrich will obtain some information about different fencing and cost for the Haven’s Acres Park. This topic will be discussed at the Oct 3rd meeting. Grindle updated the council regarding the speed sign. Grindle informed the council that Mike Boyler installed parking barriers at Boyler’s Ornamental Iron Works in areas where parking had become a concern. Halsey told the council that he helped repair some damage to the new playground equipment at Haven’s Acres Park. Halsey also informed the council that he received a request for a bike rack for Haven’s Acres Park, this topic will be discussed at the Oct 3rd meeting. Halsey would like two 25 mph signs and two children playing signs installed on Kensington. The City Clerk informed the council that Fall Clean Up day will be Saturday, October 7th. PUBLIC COMMUNICATIONS TO THE COUNCIL: John Kempton inquired about any news regarding the lawsuit. Mayor Wren stated there was nothing new to report. Mr. Kempton asked that the park committee consider a different name other than Water Tower Park. A motion to adjourn was made by Halsey and seconded by Ulrich.
