Mayor Wren opened the regular meeting of the Riverdale City Council at 7:00 p.m. on Tuesday, October 2, 2007.
Roll Call:

A motion to approve the agenda was made by Franklin and seconded by Ulrich. Roll call vote: all ayes, motion carried.

A motion was made by Grindle and seconded by Franklin to approve the minutes of the regular meeting of September 18, 2007 with two corrections. Roll call vote: all ayes, motion carried.

NOTICE FOR CLOSED SESSION:
A motion was made by Franklin and seconded by Ulrich that in accordance with the Open Meeting law of the State of Iowa, Iowa Code Section 21.5, Subsection (1)(k), the Regular Meeting
of the Riverdale City Council held at City Hall, in Riverdale, Iowa, at 7:00 p.m. on October 2, 2007, be CLOSED to the public for the purpose of permitting discussion of Confidential
Records supplied by vendors who are bidding on installation of a new security system for the Riverdale City Hall, and discussion at the closed session be limited to the following:
Records which contain information related to security procedures or emergency preparedness which are developed or maintained by the City of Riverdale for the protection of its
employees, visitors, and the property, which include, but are not limited to, information directly related to vulnerability assessments; information contained in records, relating
to security measures such as security and response plans, security codes and combinations, passwords, restricted area passes, keys, and security or response procedures; emergency
response protocols; and information contained in records that if disclosed significantly increase the vulnerability of critical physical systems or infrastructures of a government
body to attack, as outlined in Resolution No. 2007-13.
Roll call vote: Franklin-yes, Ulrich-yes, Stickler-yes, Grindle-yes. All ayes motion carried.
The public left council chambers and the closed session began at 7:08 p.m. The regular
meeting of the Riverdale City Council reopened at 7:49 p.m.
UNFINISHED BUSINESS:
A motion was made by Franklin and seconded by Ulrich to table the discussion of the security system for City Hall. Roll call vote: all ayes, motion carried.
NEW BUSINESS:
Mayor Wren informed the council that the information regarding consolidated dispatch was being made available to help the council become more informed about the issue and does not require
any action at this time.
Jim Mahler informed the council about the parking lights he obtained for $65.00 each. Mahler had one of the lights available outside for the council to view. The council also viewed
a proposal from DECCO to replace the broken light with one that would be close to the original light, but an exact replacement is no longer available. Stickler suggested the council
approve lights that are more environmentally correct and meet some of the dark sky recommendations. Ulrich stated there is a quality difference between what is already in the parking
lot and what Mahler brought in. Ulrich also stated he preferred the architecture of the current lights more than the modern one. Franklin thanked Mahler for bringing the light, but Franklin
stated he preferred the architectural quality of the lights the city currently has. Stickler suggested maintaining the style of the post but check into a more environmentally friendly
top that would send light down. A motion was made by Ulrich and seconded by Franklin to accept the $1,649.24 bid from DECCO for materials and labor to repair the lighting fixture in
the City Hall parking lot that was damaged. Roll call vote: Franklin-yes, Ulrich-yes, Stickler-no, Grindle-yes. The vote was three yes, one no, motion carried.
A motion was made by Ulrich and seconded by Grindle to approve the request to serve alcohol on November 17, 2007 in the community room. Roll call vote: all ayes, motion carried.
A motion was made by Ulrich and seconded by Grindle to approve a renewal liquor license for Riverdale Pub. Roll call vote: Franklin-yes, Ulrich-yes, Stickler-yes, Grindle-yes, all ayes,
motion carried.

COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS:
Franklin updated the council on the Bellingham intake replacement project. Franklin asked Mahler if he had been given any information on the project from AMENT. Mahler stated he had
not, but would get the information and put a proposal together by the next council meeting.
The city clerk informed the council about shipping cost for the bus shelter. The council will discuss this issue at the October 16, 2007 council meeting.
PUBLIC communications:
Mahler asked who will decide where the bus shelter will be located. Ulrich stated he will contact Halsey and they will work out a location and give Mahler a call.
Marie Randol asked for an update on the document management system. Mayor Wren stated the payment of $10,000 was for equipment purchases and the project is being done in stages.
A motion to adjourn was made by Grindle and seconded by Ulrich. Roll call vote: Motion carried. The meeting adjourned at 8:10 pm.

COMMUNICATION FROM STATE REPRESENTATIVE LINDA MILLER:
Linda Miller handed out surveys and business cards for feedback from the community on how she is doing in her position as State Representative. Ms. Miller stated there is an email address
on the business card, and she can respond promptly by email. Ms. Miller informed the council and public that legislative debates are broadcast live on the computer and if an issue arises
that someone would like her to respond to, they could email her and she can mention it on the floor during the debate. Ms. Miller also stated she has a blog on the Quad City Times website
that is not edited and is updated frequently. Ms. Miller discussed some of the committees she is on and stated the session starts January 7th. Ms. Miller thanked everyone for allowing
her the time to give an update on state government.
UNFINISHED BUSINESS:
After some discussion on the need for a security system at City Hall, a motion was made by Franklin and seconded by Grindle to accept a contract with Per Mar not to exceed $22,000. Roll
call vote: all ayes, motion carried.
A motion was made by Stickler and seconded by Halsey to add an additional $138.00 to the shipping cost of the bus shelter. Roll call vote: Franklin-yes, Ulrich-no, Stickler-yes, Grindle-yes,
Halsey-yes, motion carried. Halsey questioned if the slab could be put in now? Stickler asked if the location for the slab has been determined. Ulrich stated he will contact the bus
depot and meet with Halsey to determine a location.
The council discussed having the parking lot light repair bill sent to Scott Carlson, since the damage occurred during the time trees were being trimmed. The council asked the City Clerk
to send a letter and the bill to Scott Carlson and to speak with DECCO on the reason for the payment delay.
A bid for the amount of $32,137.50 for the Bellingham intake replacement project was discussed by the council. The City Clerk updated the council on budget balances for this project.
After looking at the balances, the council determined the slag seal of Fenno could be done in July 2008 and the Bellingham intake replacement project could be implemented immediately.
Due to the amount of the bid it was suggested the council approve the bid by resolution. Mayor Wren asked for a short recess at 7:25 p.m. to determine the resolution number. Mayor Wren
stated the meeting was back in session at 7:30 p.m. A motion was made by Franklin and seconded by Grindle to accept Resolution #2007-23 which states:
RESOLUTION # 2007-23
A RESOLUTION ACCEPTING THE BID OF $32,137.50 FROM MAHLER CONCRETE & EXCAVATING FOR SEWER INTAKE REPLACEMENT AND JOINT REPAIR ON BELLINGHAM ROAD
WHEREAS, the sewers on Bellingham Road are becoming damaged due to their location; and
WHEREAS, moving the location of the sewers to the side of the road is in the City’s best interest.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Riverdale, Iowa, that the City shall accept the bid of $32,137.50 from Mahler Concrete & Excavating for sewer intake
replacement and joint repair.
This resolution shall take immediate effect. ADOPTED this 16th day of October 2007.
Roll call vote: all ayes, motion carried. The council discussed traffic control for the area during construction.
NEW BUSINESS:
Mayor Wren stated the fire department for the City of Riverdale has historically maintained a checking account separate from the Riverdale’s general fund at the Alcoa Community Credit
Union (now known under a different name). The Fire Fund is no longer utilized, but a balance remains in the account. It has been recommended by counsel to close the Fire Fund account
and the assets be transferred into Riverdale’s general fund. Per the State Auditor’s report, $1430.30 should be deposited as a refund to Riverdale for its expenditures related to training
costs associated with Emergency Medical Services. The remaining balance can be set aside in the general fund for pre-approved expenditures for the Fire Department. A motion was made
by Ulrich and seconded by Grindle to proceed with the closing of the Fire Fund account and credit the City of Riverdale the $1430.30. Roll call vote: all ayes, motion carried.
The Ordinance making Bellingham Road a “No parking” zone was not numbered correctly on the agenda. A motion to table the first reading of Ordinance number 07-169 was made by Ulrich and
seconded by Stickler. Roll call vote: all ayes, motion carried.
The information for the proclamation was not received.
A motion was made by Stickler and seconded by Halsey to establish Trick or Treat hours as October 31, 2007 from 5 p.m. to 7 p.m. Roll call vote: all ayes, motion carried.
COMMITTEE REPORTS:
A motion was made by Ulrich and seconded by Halsey to table the September Financial Report until the next meeting. Roll call vote: all ayes, motion carried.
COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS:
Grindle thanked John Channon for his help in removing steel post at Haven’s Acres Park.
Stickler asked for an update on the deer hunt. Mayor Wren stated she tried to get in contact with Chief Redington, but has not heard anything. Stickler stated she has seen people parking
at Bicentennial Park and entering Welch’s property. Stickler would like to let people know through the minutes that the Welch’s want to approve anyone hunting on their property and they
want them to park on their property.
Mayor Wren announced the Scott County jail grand opening for the public on Saturday, November 17th from 10 a.m. to 2 p.m.
Mayor Wren invited anyone interested to take a survey from State Representative Linda Miller.
PUBLIC communications:
Jack Hoots informed the council that he is very unhappy with the slag seal that was put on the roads in the Haven’s Acres area. Mr. Hoots questioned if the process was done correctly,
because you can see where the slag seal starts and stops. Judy Krell stated the slag seal discolored her husband’s motorcycle and asked why it wasn’t done with a better product. Grindle
stated that the product used is a better product and explained how it is made and used. Mayor Wren suggested a meeting with Tri City Blacktop, Jeff Grindle and any interested residents
to see what can be done to resolve the issue. Mr. Hoots stated the railroad crossing at Kensington needs to be fixed. Ms. Krell asked if the bus shelter will be see through. Mayor Wren
answered it would.
Mr. Hoots stated the people may not like to look at the graffiti on the box cars if the bike path goes that direction.
A motion to adjourn was made by Halsey and seconded by Franklin. Roll call vote: all ayes, motion carried. The meeting adjourned at 7:47pm

A Citizen’s Guide to Understanding Stormwater
What is stormwater runoff?
Stormwater runoff occurs when precipitation from rain or snowmelt flows over the ground. Impervious surfaces like driveways, sidewalks, and streets prevent stormwater from naturally
soaking into the ground.
Why is stormwater runoff a problem?
Stormwater can pick up debris, chemicals, dirt, and other pollutants and flow into a storm sewer system or directly to a lake, stream, river, wetland, or coastal water. Anything that
enters a storm sewer system is discharged untreated into the waterbodies we use for swimming, fishing, and providing drinking water.
The effects of pollution:
Sediment can cloud the water and make it difficult or impossible for aquatic plants to grow. Sediment also can destroy aquatic habitats.
Excess nutrients can cause algae blooms. When algae die, they sink to the bottom and decompose in a process that removes oxygen from the water. Fish and other aquatic organisms can’t
exist in water with low dissolved oxygen levels.
Debris-plastic bags, six-pack rings, bottles, and cigarette butts-washed into waterbodies can choke, suffocate, or disable aquatic life like ducks, fish, turtles, and birds.
Household hazardous wastes like insecticides, pesticides, paint, solvents, used motor oil, and other auto fluids can poison aquatic life. Land animals and people can become sick or die
from eating diseased fish and shellfish or ingesting polluted water.
Polluted stormwater often affects drinking water sources. This, in turn, can affect human health and increase drinking water treatment costs.
