OFFICIAL MINUTES
Mayor Wren opened the public meeting to open bids for Waste/Refuse collection contracts for Riverdale City at 6:33 p.m. on Tuesday, April 3, 2007.
Present: Franklin, Ulrich, Stickler, Grindle and Halsey
Absent: None
Also present: None
Sealed bids were received from Allied Waste Service and ESI of the Quad Cities, Inc. A letter was received from Millennium Waste Incorporated stating they would not be making a bid on
the contract. After some discussion regarding Allied Waste Service placing a 4 bag or 4 can limit per home per week in their contract, Franklin offered to contact Allied Waste to verify
the bag/can limit. The two bids will be considered at the April 17, 2007 council meeting. A motion was made by Ulrich and seconded by Franklin to close the public meeting. Roll call
vote: all ayes, motion carried. The public meeting closed at 6:47 p.m.
Mayor Wren opened the regular meeting of the Riverdale City Council at 7:00 p.m. on Tuesday, April 3, 2007.

A motion was made by Ulrich and seconded by Franklin to approve the modified agenda by moving the issue of Storm Sewer Repair to follow Warrants. Roll call vote: all ayes, motion carried.

A motion was made by Franklin and seconded by Halsey to accept the minutes of the regular meeting of March 20, 2007. Roll call vote: all ayes, motion carried.

Storm Sewer Repair:
Bill Molison from AMENT spoke to the council regarding anticipated costs for the repair of three storm sewer intakes on Bellingham Road. Some questions were asked by the council: what
is the condition of the pipe under the street, how deep is the pipe buried, how will traffic flow be a handled, will the intakes be repaired all at one time or one side at a time to
allow Bellingham to be passable, will the disturbed area be seeded or will sod be used, there were some concerns that there was more concrete damage then what was covered in the plan.
Bill Molison will consider the council’s questions and concerns and will have a response by the end of the week. Franklin stated the condition of the pipe and the extra concrete work
could raise the cost above the $35,000 bid threshold which would change the bid process. A motion was made by Franklin and seconded by Ulrich to table this issue until the next council
meeting. Roll call vote: all ayes, motion carried.
Grindle reported to the council about a storm sewer that is in need of repair in a sewer easement between 139 and 151 Elmhurst Lane. After some discussion a motion was made by Grindle
and seconded by Halsey to accept the proposal from Mahler Concrete & Excavating Co. in the amount of $2,200.00 to repair the storm sewer on Elmhurst Lane. Roll call vote: all ayes, motion
carried.
OLD BUSINESS:
The council discussed the benefit of donating the old fire truck to the EICCD and working out an agreement with them to receive training for the Riverdale Fire Department. Mayor Wren
will speak with the EICCD to see if they would consent to this agreement. This issue will be discussed at a future meeting.
A motion was made by Ulrich and seconded by Halsey to table the issue of a redacting fee until the next council meeting. Roll call vote: all ayes, motion carried.
Grindle reported to the council that he and Floyd Bruns met with DECCO regarding the rewiring of the generator to community room and kitchen at City Hall. Grindle expects a bid from
DECCO this week. A motion to table until this issue until the next meeting was made by Grindle and seconded by Ulrich. Roll call vote: all ayes, motion carried.
After some discussion a motion was made by Grindle and seconded by Ulrich to accept the proposal from Mahler Concrete & Excavating to repair the steps and three sections of sidewalk
at City Hall and to install a new handrail for the amount of $4,500.00. Roll call vote: all ayes, motion carried.
NEW BUSINESS:
A motion was made by Halsey and seconded by Ulrich to approve the request to serve alcohol in community room on May 23. Roll call vote: all ayes, motion carried.
A motion was made by Grindle and seconded by Halsey to table the issue of repairing cracks at City Hall and Fire Department parking lots until the next council meeting. Roll call vote:
all ayes, motion carried.
COMMITTEE REPORTS:
Mayor Wren reported the Easter Egg Hunt will be Saturday at 1 p.m. Haven’s Acres Park. Halsey told Mayor Wren he has been contacted by some residents that would like to help.
COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS:
Franklin, Ulrich and Halsey reported some residents have suggested the city change city attorney’s. Mayor Wren stated every January 1st the council has the chance to change the city
attorney when new appointments are made. Halsey questioned if the City Attorney would be attending council meetings. Mayor Wren stated the attorney’s were not available tonight, but
she will suggest they attend council meetings.
Franklin reported to the council that Cheryl Channon has accepted to be on the Belmont Road project and if she cannot make it to a meeting John Channon will try to make it. Franklin
will pass this information on to Bill Molison at AMENT.
Stickler reported a resident has about 30 finished fence rail that are not needed. Stickler stated if anyone is interested in the rails to contact City Hall.
Grindle thanked everyone for the food, phone calls and support he received after his father passed away.
Mayor Wren stated Riverdale has lost two good citizens this week, John Grindle and Wade Stickler. Mayor Wren stated Mr. Stickler was a wonderful donator of his time on Plan and Zone
board.
Mayor Wren stated she had received a letter from Allen Diercks and Marie Randol on April 2, 2007 and a copy of the letter has been given to the council. A precedent was established at
the council meeting on December 19, 2006 that letters would no longer be read into the council minutes.
Mayor Wren reported to the council that the Articles of Incorporation for the Riverdale Firefighter’s Association have been filed with the Secretary of the State and can be viewed on
the Iowa Secretary of State web site.
PUBLIC COMMUNICATIONS TO THE COUNCIL:
Don Fisher stated his concerns about the petition he read about in the last council minutes regarding a committee being formed with the intent to put in a shelter and bathrooms at Bicentennial
Park. Don Fisher stated if a committee is formed he would like to be on that committee. Mayor Wren stated at this time there is no such committee.
Jim Mahler stated he is in favor of donating the fire truck. The possibility of receiving training hours from EICCD will be negotiated.
A motion to adjourn was made by Halsey and seconded by Ulrich. Roll call vote: all ayes, motion carried. The meeting was adjourned at 7:58 p.m.

Public communications:
Archie Smith stated he is against having the stop signs at Sycamore and Wisteria, and can’t understand why the signs are there.
Marilyn Seibel stated it is ridicules to have to stop at the stop signs on Kensington and then stop at the railroad tracks again in another half a block. Mrs. Seibel also stated there
are no more than 10 cars a day that go by and she doesn’t understand why the stop signs are up.
John Robinson stated there is not a traffic problem on Kensington and there has never been a problem with the park. Mr. Robinson also stated the daycare is no longer across from the
park.
Althena Smith stated the Kensington traffic is not the issue, trying to pull on to State Street is the issue. Mrs. Smith also stated children crossing the street to go to the park are
parental issues.
Archie Smith told the council the survey letter states the stop signs are on Kensington but it should be stated as Sycamore.
Perry Smith stated in 49 years there has never been a problem with cars on Kensington.
Jack Hoots raised concerns regarding how people are parking on Kensington and suggest putting up blocks so people can’t park there.
Donna Hunt suggested getting rid of the light on Bellingham and put one at Kensington and State Street.
Perry Smith suggested putting a stop light at Kensington and State Street to help with pulling out on to State Street.
Jack Hoots told the council that the streets of Kensington and Wisteria need to be fixed. Mr. Hoots stated the streets have a wash board effect and that the curbs are also damaged.
Althena Smith asked when the council will make a decision about the stop signs.
Mayor Wren stated the stop sign survey’s are due back on April 26th and encourages everyone who received a survey to return it to the city. Mayor Wren told the public that the council
could not take any action on the issue tonight because it was not posted on the agenda, but that the stop sign issue will be on the May 1st agenda.
Mayor Wren informed the public that she has spoken with the IDOT regarding the sight distance issue from the bridge fencing on State Street. The IDOT realizes that there is an issue
but have not taken any action.
Ulrich stated he was glad to see the number of people at the meeting to address the issue regarding the stop signs. Ulrich stated that the City has budgeted to have a fence put up at
Haven’s Acres Park along Kensington, and that the fence may be an alternative means to dealing with the safety issue of children running directly into the street. Ulrich stated he is
concerned with the high speed that vehicles go down Kensington.
Stickler said she was also glad to hear from the people that live in that area. Stickler stated the council had the stop signs installed for safety reasons, but maybe the stop signs
are not the right answer. Stickler also stated that the fencing could be the answer and she wants people to be happy, but also safe.
Jack Hoots stated children crossing State Street from the Bettendorf trailer court to Haven’s Acres Park is even more dangerous.
OLD BUSINESS:
Mayor Wren told the council that she is still waiting for information from a contact a EICCD regarding the old fire truck. A motion was made by Franklin and seconded by Stickler to table
the issue of the old fire truck until the next meeting. Roll call vote: all ayes, motion carried.
After some discussion, a motion was made by Grindle and seconded by Ulrich to accept the bid from DECCO for the amount of $3111.00 that would include rewiring from the generator to the
community room, kitchen and bathrooms. Roll call vote: all ayes, motion carried.
NEW BUSINESS:
A motion was made by Franklin and seconded by Grindle to accept the bid from Allied Waste Services for a contract period of three years with cost of $2,300 per month the first year,
$2,400 per month the second year and $2,500 per month the third year. Roll call vote: all ayes, motion carried.
Judy Hiles spoke to the council regarding her concerns for maintaining Bicentennial Park. Mrs. Hiles stated three flowering trees and a red bud tree need to be replaced with some kind
of protection against the deer until they are established. Also suggested was adding mulch around the trees and the park sign. Mrs. Hiles distributed to the council a list of prices
from area garden centers. The council will discuss this issue at the May 1st council meeting.
COMMITTEE REPORTS:
The March 2007 financial report was discussed. A motion was made by Grindle and seconded by Ulrich to approve the March 2007 financial report. Roll call vote: all ayes, motion carried.
COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS:
Grindle reported he is waiting for bids to fill a large crack in fire department parking lot.
Mayor Wren updated the council regarding a meeting that was held by Scott Community College.
Mayor Wren informed the council that interviewing for the assistant city clerk position has begun.
A motion to adjourn was made by Ulrich and seconded by Franklin. Roll call vote: all ayes, motion carried. The meeting was adjourned at 7:55 p.m.

Storm Water Phase II Program
What is stormwater runoff?
Stormwater runoff occurs when precipitation
from rain or snowmelt flows over the ground.
Impervious surfaces like driveways, sidewalks, and streets prevent stormwater from naturally soaking into the ground.
Why is stormwater runoff a problem?
Stormwater can pick up debris, chemicals, dirt, and other pollutants and flow into a storm sewer system or directly to a lake, stream, river, wetland, or coastal water. Anything that
enters a storm sewer system is discharged untreated into the waterbodies we use for swimming, fishing, and providing drinking water.
Stormwater Pollution Solutions
Use fertilizers sparingly and sweep up driveways, sidewalks, and gutters
Never dump anything down storm drains or in streams
Vegetate bare spots in your yard
Compost your yard waste
Use least toxic pesticides, follow labels, and learn how to prevent pest problems
Direct downspouts away from paved surfaces; consider a rain garden to capture runoff
Take your car to the car wash instead of washing it in the driveway
Check your car for leaks and recycle your motor oil
