HomeMy Public PortalAboutJune 09 Mayor Grindle opened a Special Meeting of the Riverdale City Council at 7:00 p.m. on May 28, 2009. Mayor Grindle thanked everyone for attending the meeting for the Fenno Rd. and Fenno Drive project. Roll Call: Present: Franklin, Channon, Hupp, Littrel Absent: Halsey Agenda: Hupp made a motion to approve the agenda. Seconded by Channon. Mayor Grindle held the informational meeting concerning the upcoming road project on Fenno Rd. and Fenno Drive. Tully Heath from Ament gave the Council an overview of the bids received. There was discussion on the bids and what repairs or replacements were going to be needed for the project. Mayor Grindle wanted the council to be fully aware of the entire project before decisions were made at the June 2, 2009 Council Meeting. She asked if anything had been done about the handicapped parking spot at Bicentennial Park. Hupp said she had spoken with Kelly Construction and they were going to take care of that when they did the parking lot work at Volunteer Square Park. She asked about the water fountain as Bicentennial Park. It has been repaired. Ms. Hiles wanted to know if Mayor Grindle had checked with Alcoa to see if we could use that parking lot on 4th of July. Also check with Scott Community College to see if there would be available parking at the school. There will also be parking in the City Hall parking lot. Jim Beran asked to clarify something that was written in the minutes. He said he did not physically draw the line on the map that was referenced in the 05/19/09 minutes. Ament had put that line on the map. Dick Hanson mentioned what he knew about the drain tiles and the area that seems to have the water problems. Mr. Hanson spoke to the original owner of one of the homes in question. The recall was that these drain tiles were put in many years ago and was a neighborhood project to alleviate the water issues, therefore would not belong to the City. Mr. Hanson also recalled his time on the council in 2005. The council had discussions about the storm sewers with Ament. Ament said at that time that the homeowners were responsible for their own water tiles. Jean Meer and her son-in-law, Lonnie Logan asked about a lot of water near their home. Mayor Grindle said this was a retention pond belonging to Scott Community College. Mayor Grindle has talked to the College about getting rid of this water. It is runoff from the schools parking lots. UNFINISHED BUSINESS: Tully Heath from Ament gave an update on the progress at Volunteer Square Park. The sidewalks are ready to pour, but have been dealing with some wet weather. They are ready to add the curb and gutter in the existing parking lot. He said they are optimistic about finishing by the deadline. More conversation concerning the water issues behind the homes on Manor Drive and Circle Drive. Franklin felt the question was “are those drain tiles ours or not?” Hupp stated that some of the lines shown on the City map are not actually lines that the City owns. Franklin said the if the City were to take ownership of these lines then the homeowners would have to disconnect anything they might have connecting to these lines. Franklin thought we should look at our options. If we fix the pipe we would then own the pipe and would set Riverdale up as being responsible for all the homes that may be tied into those drain tiles. Franklin said he wouldn’t mind being responsible for the pipe, but sure doesn’t want to be held responsible for someone’s basement flooding. Hupp asked what if we do nothing, Mr. Beran disconnects from this line, and we tell homeowners there are holes that need to be fixed. Attorney Reier said there are companies you can hire that investigate abstracts, but the cost would be as much or more than repairing the pipe. Tully said if it isn’t causing any problems and Mr. Beran disconnects and takes care of the problem then just leave it alone. The issue is “who does the drain tile belong to?” Hupp did some research on the cost and it could run into quite a large expense. Homeowners in that area need to know that there are issues with water and piping near their homes. They need to be aware of these problems and fix any holes that may be a result of drainage issues. Hupp asked if we could maintain our storm sewers if we sealed the pipe in question off. Tully said yes. Hupp made a motion to send letters to all homeowners affected on Manor Drive and Circle Drive concerning these drain tiles and wash-outs. We will ask homeowners to address the problems as they may arise. If homeowners have any knowledge of ownership please let the City know. Motion seconded by Halsey. Roll call vote: all ayes, motion carried. The Duck Creek Waterway was discussed. Tully presented the council with some solutions to the erosion problems on the Duck Creek Waterway near Haven’s Acres. What he presented would be a more permanent solution at a high cost. Franklin asked if we couldn’t just put rip rap in that area to stop the erosion. After discussion of possible solutions Halsey made a motion to table until a later time, seconded by Franklin. Roll call vote: all ayes, motion carried. On the Fenno Road and Fenno Drive project Tully suggested we go with the low bid which was Tri-City Blacktop. Tully said that core samples had been taken and the base was about 6” in most places. Most areas would be overlay. The cost should stay real close to the actual bid with possibly one change order with a small cost. Franklin made a motion to accept the bid from Tri-City Blacktop, seconded by Channon. Roll call vote: all ayes, motion carried. City Clerk Paula McIntosh read Resolution # 2009-11. RESOLUTION NO. 2009-11 A RESOLUTION AWARDING THE BID AND AUTHORIZING THE CITY OF RIVERDALE TO ENTER INTO A CONTRACT WITH _Tri- City Blacktop______________ FOR THE FENNO ROAD AND FENNO DRIVE OVERLAY PROJECT WHEREAS, the City of Riverdale, Iowa, has determined it is necessary to replace/repair Fenno Road and Fenno Drive; and WHEREAS, the following bids were received: Tri City Blacktop, General Asphalt Construction and Valley Construction; and WHEREAS, the City Council of the City of Riverdale hereby determines Tri-City Blacktop_______________ to be the lowest responsible bidder. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Riverdale, Iowa, that the City of Riverdale accepts the Tri-City Blacktop_________Bid and awards the Fenno Road Project contract to Tri-City Blacktop______________ for $__78,005.40____________for the Fenno Road and Fenno Drive Overlay Project; and BE IT FURTHER RESOLVED, by the City Council of the City of Riverdale, Iowa, that the Mayor and/or City Clerk shall execute all documents and take all steps necessary to carry out this Resolution. Littrel made a motion to accept Resolution #2009-11 as read, seconded by Channon. Roll call vote: all ayes, motion carried. Amendment to Ordinance #21.01 needs no action at this time. Franklin made a motion to table until a later date, seconded by Channon. Roll call vote: all ayes, motion carried. Hupp reported that a new Bi-Pod swing set and bucket seats have been ordered for Haven’s Acres Park. She was also going to order 2 handicapped swings, but the cost was over what had been approved to spend at the May 19, 09 Council Meeting. Hupp made a motion to purchase one handicapped swing not to exceed $1,000.00, seconded by Halsey. Roll call vote: all ayes, motion carried. Fire Chief Floyd Bruns asked Council if he could order the new Jaws of Life. We would receive 10% off the purchase price if ordered now. It will be billed after July1, 2009 so will be in the next fiscal year which is when it was budgeted. A motion was made by Franklin to order the Jaws of Life now, seconded by Halsey. Roll call vote: all ayes, motion carried. City Clerk Paula McIntosh presented the April 2009 Financial Report. Hupp made a motion to approve the April 2009 Financial Report, seconded by Littrel. Roll call vote: all ayes, motion carried. COMMITTEE REPORTS: COMMUNICATIONS FROM THE COUNCIL AND OTHER OFFICIALS: Franklin reported that Riverdale had received the Grant from the Scott County Regional Authority in the amount of $13,000.00 for engineering costs on the Riverfront Trail Project. Mayor Grindle and the Council thanked Franklin for writing the grant. Hupp thanked Jean Meer for doing the mantel flowers for the Community Room. Halsey stated that the signs were in for posting the hours for City Hall. There was discussion as to where to place the signs. Discussion on tables that need repair or replaced at the parks. City Treasurer Mary Hanson read a letter of resignation to the Mayor and Council. She stated that she will retire on June 30, 2009. Mary has served the City of Riverdale for over 27 years. Mayor Grindle stated that the City of Riverdale has accomplished many things in the last couple of years and we keep moving forward. The City has made the parks and City Office handicapped accessible. Thanked Susan Littrel for the idea of handicapped swings in the parks. Golf carts ordered, barriers will be present. Parade Jim Beran will no longer be able to offer his assistance with this; open discussion was held as to what to do now. It was decided, that we would all take a part of the parade and work on it. Linda – Suggested cars be found for the council, grand marshal, and mayor and mayor pro tem. Shirleen, will call the Neeley’s and set up a meeting location and arrange parking for them. Rosie, will call Myra Halsey for the Honor Guard. Flags will be obtained from the City Hall. It was decided that we would not have the cake float this year in the parade. Myra will also be contacted to see if she can line up David Hill and Levi Brockhouse for banner carriers to keep the children in the parade “corralled”. 12:15 will be the line up time for the parade and the council will be contacted to see if they want to ride in the parade and also if they would act as judges for the parade entries. It was decided that ribbons would be obtained for all the children in the parade. Dick Hansen volunteered to obtain 100 ribbons at either Regalia or Crown Trophies. Signs need to be made again for those riding in cars and will be given to Mr. Viet along with cotton string to attach to the cars. We will ask the council if they want candy to distribute during the parade, if so, Dick will order this for us. It was decided to contact Rick Rickets to see if he again would wear his Uncle Sam costume, if not, maybe John Ulrich would do this. Linda Hupp will ask Rick. Rosie to contact Jay Richter to see if he will be riding his unicycle in the parade. Sonya volunteered to call Dan Dirksen (Scott County Sheriff) to see if he will lead the parade. Dick will obtain prizes for the parade and Sonya volunteered to get the prizes organized. Bungee Run and Dunk Tank Rosie- Sonya volunteered to make the signs for the event. All the volunteers have been contacted and a time sheet has been made. A sign-up list will be by the dunk tank for volunteers to be a “dunkee” for fifteen-minute intervals. Popcorn and Soda Ann Shoultz and Teri Stickler – All have been ordered. Will be stored at Rosie’s until Saturday morning. To be picked up on Monday at Rosie’s. The time for this event has been changed from 1:30 until 5:00 to 1:30 to 4:30. Children’s Games Bonnie Grindle - Prized are ordered. Games to be played are the Bean Bag Toss, Ring Toss, and Ducks. Glow bracelets have been ordered for the children. These will be handed out in the evening for the children to wear, which should make them more visible after dark. Balloon Artistry Judy Hiles – Still looking for a bill from him. Otherwise, every- thing is okay. Free Throw Bob Picchiotti -No report, not present. Will contact him to see how things are going and to see if he would like Dick Hansen to pick up prizes for him. Pony Ride Judy Hiles – We have a bill to be presented to City Council. We need a bucket for water for the ponies. Bonnie has one that she will bring. Linda will see that it is filled early in the morning. Linda also added that there is a metal anchor where the old barbeque grill was that will be flagged to prevent anyone from stumbling over it. Bonnie states that there are cones that can be placed over it the morning of the event. Also, the low spots located between the shelter house and the basketball court has been filled in to make the ground more even for everyone. Ice Cream Social Linda Hupp – Everything is going well. Holiday draping will be attached to both the shelter and the gazebo. She was wondering if anything could be done to decorate the park a little bit. We discussed attaching 4th of July bows to the fence posts. Shirleen Hoots has some that she would loan us for it, if these aren’t enough, Linda will pick up some more. Children’s Water Fights Sue Littrel – Not present. Floyd Bruns has said that the Fire Department has all the equipment for this and they will set it up. Goggles have been obtained upon loan from the “Y” at Bettendorf for eye protection for the children. Will contact Sue to see if she needs anything else. Water Spray Fire Department will handle this. Band Judy Hiles – Still waiting for a bill to come so it can be presented to the City Council so a check can be cut and payment can be made the evening of the performance. Performance in the Gazebo. Hopefully all the landscaping will be done by that time, if not she plans to ask the City Council to block off all the dirt. Linda Hupp will check into when the Porta Pottie is to be moved to a better location. We will try to move the bicycle rack next to the mulch at the end of the park. It was decided that we would print a flyer to be placed in everyone’s door with the day’s itinerary on it. Volunteers to distribute the flyer are: Rosie- Elmhurst; Ann- Fenno; Terri-Circle; Linda – Manor Drive; Shirleen- Haven’s Acres area; and Dick- Belmont. Will have this printed up for our next meeting so they can distribute it. It was suggested that a note be placed at the bottom for everyone to make sure that they bring a lawn chair to be used for the entire day. The next meeting will be June 18, 2009 at the City Hall at 7:00PM. Thank you to everyone who is working so hard to make this a really great day. All we need to do now is to hope for good weather. The last meeting was held on June 4th and 9 were present. The Committee has cars lined up for the Mayor and Councilmen to ride in the parade. Judy asked if they could borrow the flags from City Hall like they have done in the past. Handicapped parking areas will be available and will be marked for those needing that service. Mayor Grindle stated that Alcoa had given permission to use their parking lot for that day. George Seaberg addressed the council concerning Riverdale Fire Chief Floyd Bruns. Mr. Seaberg had just finished taking a First Responders Class with Mr. Bruns. He wanted to commend Floyd on his management style, his integrity, and the fact that he leads by example. He stated that Floyd stays current on all Fire Department requirements. He went on to say that Floyd is always very helpful, a good teammate, and an asset to the Riverdale Fire Department. Mr. Seaberg wanted to give his endorsement to Floyd and stated that Riverdale is very fortunate to have him as the Fire Chief. UNFINISHED BUSINESS: Tully Heath from Ament gave an update on the Volunteer Square Park progress. Tully stated that the forms were done for the sidewalk, and just waiting on dry weather to get concrete poured. He is still hopeful that the project will be done by the end of June. Linda Hupp stated that the original company that was going to make the kiosk had gone out of business. The company that did make them bid it without including the cost for tags so the tags still needed to be purchased. We need to get these purchased as soon as possible so the kiosk can be completed. Hupp made a motion to purchase the tags and screws not to exceed $400.00, seconded by Franklin. Roll call vote: all ayes, motion carried. Discussion concerning the Duck Creek Waterway. Halsey stated that he would like to research the problem a little further and made a motion to take this item off the agenda until a later date. Seconded by Franklin. Roll call vote: all ayes, motion carried. Tully Heath gave an update on the Fenno Road and Fenno Drive Overlay Project. He stated that Tri-City Blacktop has their Performance Bond and Proof of Insurance so they are ready to start the project as soon as weather permits. The project should take about 5 days to complete. NEW BUSINESS: Franklin reported on the Proposal for Engineering for the Mississippi River Trail Project. The proposal was from Townsend Engineering. Mr. Franklin recommended that Riverdale use Townsend for the Engineering because they are the ones that have been doing the engineering from the onset of the Project. The proposal from Townsend estimated the cost not to exceed $24,850.00. Mr. Franklin stated that River Action will be contributing $10,000.00 and Riverdale received a Grant from Scott County Regional Authority for $13,000.00. Mr. Franklin asked that Riverdale pay the remaining cost of the project which is around $1,800.00. Mr. Franklin stated that the City was committed to not have the proposed path down Kensington. The current route is across the creek to the property that Alcoa bought on Bellingham Rd. and up towards State St. There will be signage in front of Mickey’s to walk bikes to the Duck Creek Parkway. A Resolution for shredding un-used checks was on the agenda. Attorney Reier stated that this could be done by a motion and a resolution was not necessary. Hupp asked about purchasing mulch and some Preen to freshen up Bicentennial Park before 4th of July. Hupp made a motion to purchase 4 cubic yards of mulch and Preen, seconded by Halsey. Roll call vote: all ayes, motion carried. The Riverdale Fire Department report for April 20, 2009 through May 19, 2009 was read. A motion was made by Halsey for Approval of Acquisition and Temporary Construction Easement for Project Parcel 32 from Bruce and Rhonda Skahill for $1,016.00, seconded by Franklin. COMMITTEE REPORTS: Franklin mentioned that we are nearing the end of our contracts for snow removal, lawn maintenance, and garbage service. He will work on preparing new contracts to be ready before each of these comes due. All were three year contracts. Hupp stated that the new swing set was here and well as the new handicapped swing. She stated that the painting had been done at the parks on the merry-go-rounds and etc. Dean Halsey had done most of the work and it looks great. She hopes to have the new equipment up this weekend, weather permitting. COMMUNICATIONS FROM THE COUNCIL AND OTHER OFFICIALS: Attorney Reier gave an update on the trial set for August 2009. This will be held the end of August and will most likely last at least 3 days. Halsey said he was getting complaints from residents near Boylers. The grass has not been cut and there is too much storage of metal in this grass area. He will talk to the owners and see if something can be done to clean this area up make it presentable to the surrounding neighbors. City Clerk Paula McIntosh wanted to let Council know that we had received the results of the Financial Audit from Eide Bailly. The financials of the City of Riverdale are in order. Mayor Grindle thanked the Council for all of their hard work. Thank you to Linda and Dean for the painting at the parks. Also to Mrs. Meer for the beautiful flower arrangement she made for the community room. Parade: Sonya contacted Dan Dirksen and he will start the parade. Rosie is still attempting to get the VA to participate in the parade as the color guard. It all depends on the refurbishing of the old fire truck. She will contact Myra Halsey. Flags will be obtained from the council room of City Hall. An alternative flag carrier was discussed. Maybe the Fire Department would carry the flag on one of their trucks. We will know by next meeting. The banner carriers will be as last year with David Hall and Levi Brockhouse agreeing to do this again. It was decided to give them a digital photo frame as a gift for doing this. The frames are provided by the Paddocks. Neeley’s will meet at Rosie’s house and will ride in one of the cars provided by Ed Veit. The judges will be the City Council and prizes will be made up by Sonya with envelopes containing coins and/or gift certificates. There will be 4 $5, 4 -$3, 4- $2, and 4-$1 Prizes for the different categories of “Most Patriotic”, “Funniest”, “Most Original”, and “Best Design”. The third digital photo frame donated by the Paddocks will go to the best float. Rick Ricketts will again represent Uncle Sam and he will be riding in the convertible driven by Jim Tucker. He won’t be distributing candy to the crowd. The council will be riding in one car and Rosie will call the past two mayors if they will ride in the parade. The Partridge’s daughter will not be bringing her horses for the parade. Tony Knobbe was contacted to see if he would drive his antique tractor in the parade but he is not going to be in town. Jenny Franz (Lund) was contacted to see if she would be placing any of her horses in the parade. We won’t know until the day of the parade. Linda will help Judy as parade starters with Judy starting the parade and Linda getting those on Circle Drive started then Judy will get those on Windsor and in Volunteer Park started. Rosie was given the Handicap signs to use to mark off the parking for those who might need it. Flyers with information for the day of the parade will be handed out on the 1st of July and contain a request for no parking in the streets during the parade. Popcorn and Soda Ann and Teri have gotten everything ordered. Delivery will now be on the 2nd of July and all will be stored at Rosie’s house. These items will again be there after the 4th for pick up. Dunk Tank/Bungee Run Rosie has all the volunteers scheduled. Sonya and Rosie Will be making up signs for the event. Tractor Pull Judy has everything lined up. Paula and Mac McIntosch are providing the equipment and Joe Kosinski will assist with the event. Children’s Games Bonnie Grindle, not present. The prizes are in for this event. Pony Rides Judy – Everything is ready. Will need to get the bucket for the ponies to watered. Dick Hansen picked up the prizes for Him. Ice Cream Social Linda – We need new ice cream scoops. Those will be picked up by Judy next weekend and Linda will have them lasered with Riverdale on them for easy identification. There was a problem last year with someone allowing his or her dog in the area and giving the dog ice cream. This won’t be allowed this year and all animals will be kept away from the area with anyone notified that the ice cream is for residents and guests only, not animals. Water Fights – All set up and the equipment will be handled by the fire department. Band – They will play at the gazebo. Bill received and check ready The porta pottie will be checked into by Linda as it needs to be moved and we will have the one at Haven’s Acres moved to Bicentennial Park for use during the day. The golf cart will be used in the morning during the race, then to transport people up the hill before the parade, then will be parked behind the shelter house at Bicentennial Park to be used for errands. The key will be kept at the shelter house to keep unauthorized individuals from using it during the day. Nametags were handed out for committee personnel to wear during the day for easy identification by anyone who has a question or needs assistance. Linda discussed decorations that were ordered for the park. Teri and Ann volunteered to help in putting these up. It is hoped that the park will be cleaned up before the band has begun to play. K&K needs to be contacted to see when they will be picking up the tent and other items rented from them. Violet Grindle was to have music to be played the afternoon of the 4th. She will be contacted to see if it can be borrowed. Judy has a player that can be used that day. Clean up of the fireworks will be right after the display the evening of the 4th. All who can are asked to bring a rake and help with this cleanup. The firemen will be discharging the fireworks again this year.
