AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD AMENDING CHAPTER 25
SECTIONS 25-6,7,8,9,10 AND 11 OF THE
LYNWOOD MUNICIPAL CODE, WITH RESPECT TO
PROHIBITION OF OUTSIDE DISPLAYS OF
MERCHANDISE IN ALL COMMERCIAL AND
MANUFACTURING ZONES.
The City Council of the City of Lynwood DOES HEREBY ORDAIN
AS follows:
Section 1. Chapter 25 of the Lynwood Municipal Code is
hereby amended to prohibit outside displays of merchandise is all
commercial and manufacturing zones.
Sections 25-6, 7, 8, 9, 10 and 11 of Lynwood Zoning
Ordinance is hereby amended to read as follows:

25-6.3, 25-7.4, 25-8.11, 25-9.10, 25-10.8, 25-11.8
Prohibition of Outside Displays of Merchandise
Outside displays shall not be permitted in front of the
building, adjacent to or upon the public right-of-way, either
continually or during business hours; for example, stoves,
refrigerators, television sets, furniture, and garden tools shall
not be displayed.

subdivision, sentence, clause, phrase or portion of this
ordinance or the application thereof to any person or place, is
for any reason held to be invalid or unconstitutional by the
decision of any court or competent jurisdiction, such decision
shall not affect the validity of the remaining portions, of this
ordinance or its application to other person or places. The City
Council hereby declares that it would have adopted this
ordinance, and each section thereof, irrespective of the fact
that any one or more section, subsection, sentence, or place, be
declared invalid or unconstitutional.
Section 3. The City Clerk is hereby ordered and directed to
certify to the passage of this ordinance and to cause the same to
be published once in the Lynwood Press, a newspaper of general
circulation printed, published, and circulated in the City of
Lynwood.
First read at a regular meeting of the City Council of said
City held on the 3rd day of September 1991 and
finally ordered published at a regular meeting of said Council
held on the 17th day of September 1991.

A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF LYNWOOD AMENDING CHAPTER 25
SECTION 25-7,8,9 AND 10 THE OFFICIAL ZONING
ORDINANCE, OF THE LYNWOOD MUNICIPAL CODE
WITH RESPECT TO PROHIBITION OF OUTSIDE
DISPLAYS OF MERCHANDISE IN ALL COMMERCIAL
AND MANUFACTURING ZONES.
WHEREAS, the Planning Commission of the City of Lynwood,
did, pursuant to law, conduct a public hearing on a proposed
amendment to the Lynwood Municipal Code with respect to the above
subject; and
WHEREAS, The City Planning Commission wishes to further the
goals of the General Plan to eliminate aspects of the City~s
image which are less desirable; and
WHEREAS, The Planning Commission of the City of Lynwood
wishes to prohibit outside displays of merchandise in all
commercial and manufacturing zones.
WHEREAS, the Planning Commission of the City of Lynwood
considered all pertinent testimony offered at the public hearing;
and
WHEREAS, the Community Development Director has determined
that.no substantial environmental impact will result from the
proposed amendment; and therefore, a Negative Declaration has
been prepared and is on file in the Community Development
Department and the office of the City Clerk.
Section 1. The Planning Commission hereby finds and
determines as follows:
A: The proposed amendment will be consistent with the
objectives and the development policies of the City of
Lynwood.
B. The proposed amendment will not unreasonable constrain
the use of property by landowners and developers.
C. The proposed amendment will not adversely affect the
General Plan.
D. The proposed amendment will further the goals of the
City of Lynwood General Plan.
Section 2. The Planning Commission of the City of Lynwood,
based upon the aforementioned findings and determinations, hereby
recommends City Council adoption of the proposed amendment.
APPROVED AND ADOPTED this 13tliday of August 1991, by members
of the Planning Commissior. voting as follows:
