Roll Call: Present: Channon, Franklin, Littrel, Hupp, Halsey Absent: None Also present: Troy and Charles Harrington, Tully Heath, Teri Stickler, Dick Wells, and Mike Dulaney Agenda: A motion to approve the agenda was made by Franklin and seconded by Channon. Roll call vote: all ayes, motion carried. Minutes: The minutes from the meeting dated 02/24/09 were presented. Franklin wanted the correction made stating that Channon and Franklin met with Wes Rostenbach from the County Auditor’s Office and Franklin spoke with Steve Ford with the State of Iowa Department of Management. Franklin made a motion to approve the minutes with the correction from the meeting dated 02/24/09, seconded by Channon. Roll call vote: all ayes, motion carried. Minutes from the meeting dated 02/17/09 were presented. Assistant City Clerk Mary Hanson stated there was a correction that needed to be made. The discussion was concerning earmarking general fund monies into sub-funds. The minutes originally stated that sub-funds would include Road Replacement Funds, the Awards Fund, and Sewer Fund. It should state sub funds can only be from Road Replacement Funds and the Awards Fund. Franklin then made a motion to approve the minutes with the corrections from the meeting dated 02/17/09, seconded by Channon. Roll call vote: all ayes, motion carried. CD 1 yr $18,893.04 PUBLIC COMMUNICATIONS: Dick Wells questioned what the reply was to the bike path along Belmont Road. Also asked about the negations for the Hass property. Franklin advised him to call Mr. Ryken. NEW BUSINESS: Franklin made a motion to table the Closed Session until the March 17, 2009 meeting, seconded by Channon. Roll call vote: all ayes, motion carried. Franklin discussed earmarking money in the General Fund for uses in the Fire Department Fund and Roadway Replacement Fund. Asked what funds the Council thought would be reasonable to move? These funds would be for Big Equipment Replacement Fund for the Fire Department and also an Emergency Fund for things such as a disaster. Mary Hanson stated that when the CD comes due, put that into the Road Replacement Fund and then the interest will help build that fund. Mary stated that we can’t do a large sum now, but when the CD comes due we can make the necessary changes. A motion was made by Franklin to have the City Attorney draw up the necessary paperwork to set up the Sub-Funds. Seconded by Hupp. Roll call vote: all ayes, motion carried. Franklin suggested the City purchase a Municipal Software system. He stated that doing the City Budget was a very difficult task and having Fund Accounting Software would make it much easier. City Clerk Paula McIntosh stated that she had used the Summit Software at her last position and it was very user friendly and made City Accounting more efficient. Franklin made a motion to purchase Summit Software not to exceed $15,000.00, seconded by Channon. Roll call vote: all ayes, motion carried. COMMITTEE REPORTS: Littrel presented a bid from Tri-City Blacktop for road repair. One bid was for chip and seal and one for black slag. The council had discussion as to what areas needed repairs as well as what method would be most effective. This item will be on the March 17, 2009 agenda. COMMUNICATIONS FROM THE COUNCIL: The City Attorney received an e-mail from a resident which she forwarded to Franklin. Franklin felt he did not need to respond to this e-mail. Hupp asked about funds received on behalf of the Fire Department. Council stated that the monies are in the General Fund. Mayor Grindle is going to sign the agreement for use of Highway Right Of Way for Utility Accommodation Permit for Mid American Energy Company to relocate electrical distribution and street light poles in the right of way along US 67. He gave a timeline of his conversations with Mr. Ryken. Mr. Wells stated that nothing has been resolved at this time. Mayor Grindle said he would speak to Mr. Ryken to see what progress has been made. Teri Stickler wanted to thank Dean and Judy Hiles for their editorial in the Quad City Times. The article follows: ‘Another view of Riverdale this is in response to a March 13 Times article “Riverdale’s open records fight leads to higher taxes.” The viewpoint seemed to indicate that the government of Riverdale is raising taxes to resist “openness.’ It is our opinion, and we believe that the vast majority of residents, that the tax increase is more accurately in defense of a long and seemingly endless attack by a few citizens with an agenda. Historically, this community has had citizens who are supportive through volunteerism and government officials who do their duty. We believe the situation is out of balance. Any time the interests of a few overpower the interests of the majority, something is wrong. Just because the few are taking up the openness cause, doesn’t mean their motive is pure. The city council and the majority of citizens are not opposed to openness, but they are tired of being sued for being volunteers and constantly bombarded with meaningless requests for information and intimidation. We stand in support for our city council, committee members, volunteer fire department and good citizens of Riverdale.” Ms. Stickler went on to say thank you to the Mayor and council for all the time and hard work they do for the city and the citizens. Also to thank the volunteer fire department who give unselfishly of their time and talents all for the purpose of helping others and keeping them safe. Ms. Stickler also wanted to thank ALL Riverdale’s volunteer’s and committee members. Planning and Zoning, Board of Adjustment, and Park Committees. 4th of July, and Easter volunteers. She stated the list goes on and thanks to all the great citizens who are proud to call Riverdale their home and are more than willing to share their time and energies to make Riverdale such a great place to live and raise a family. UNFINISHED BUSINESS: Hupp made a motion that the Riverdale City Council enter into a closed session at 7:20 p.m. pursuant to Iowa Code section 21.5(c) to discuss strategy with council on matters that are presently in litigation where its disclosure would be likely to prejudice or disadvantage the position of the governmental body in that litigation. Seconded by Channon, Roll call vote, all ayes. Regular session resumed at 7:40 p.m. Franklin made a motion concerning case #110918 stating the City will not settle, seconded by Littrel. Roll call vote, all ayes. NEW BUSINESS: Littrel spoke of repairs to be made on Fenno Road. He will meet with Heath Tully to decide what is needed for the area. Franklin made a motion to table until a later date. Seconded by Channon. Roll call vote: all ayes, motion carried. Road Replacement and Fire Department Replacement Funds were discussed. Mary Hanson, City Treasurer explained that we need to start these sub-funds with lower balances and then add to them as the money is available. Some of the reserve will be added into the amended budget for the current year. City Attorney, Angela Reier will draw up a resolution concerning the sub-funds. Franklin made a motion to table until a later date, seconded by Halsey. Roll call vote: all ayes, motion carried. Hupp stated that we need to find a committee chairman for the 4th of July celebration. We also need to get things arranged for the Fireworks display. Mayor Grindle said he would work on finding a chairperson. Hupp made a motion to place an ad in the Riverdale newsletter for a chairperson. Seconded by Littrel. Roll call vote: all ayes. COMMITTEE REPORTS: Franklin stated that he is working on putting together a Grant Proposal for the Bike Path project. Franklin stated that the cost of the Summit Software was a great deal under what was anticipated and so thought now might be a good time to purchase new computers and a software compatible laser printer. Hupp reported that the materials are at Volunteer Park to start construction of the Gazebo. The park project should be complete by the end of June. Littrel stated that the swinging door in the office had been reworked. He was not sure what we are going to do about the counter, but is checking into possible solutions. Littrel had been contacted about when we will have a portable bathroom in the park. We will find out what date they were placed last spring. COMMUNICATIONS FROM THE COUNCIL: Mayor Grindle to thank the students from Pleasant Valley High for their efforts of completing 100,000 hours of Community Service. They have served non-profit organizations in the fields of public safety, human service, and the environment. They have also contributed service hours across the United States to support people in need due to disasters or from poverty. Mayor Grindle wanted the Pleasant Valley students to know that Riverdale supports them. Mayor Grindle wanted to send thanks and condolences to the family of Ralph Brooks. Ralph was the Mayor of Riverdale from 1972 until 1981. He was also a 20 year member of the Riverdale Volunteer Fire Department and chairman of the Bi State Planning Commission for 2 years. Halsey made a motion to adjourn at 8:16 p.m. Seconded by Channon. This is a great summer event with lots of things to do for people of all ages. July is very near so if you are interested please contact a member of the City Council or call the City Office at 355-2511. YARD WASTE PICK UP Yard waste will be picked up weekly from the first week in April thru the last week in November. Yard waste includes, grass clippings, leaves, tree branches and shrubs. Yard waste must be placed in Kraft paper bags or loose in garbage cans. Brush and branches three (3) inches in diameter or less must be cut into lengths not greater than four (4) feet and bundled and tied. No single unit can weigh more than fifty (50) lbs ppounds.
