Start at Riverdale City Hall No Entry Fee 12:30 PM Parade Line Up Please be aware that no decorating will be done at the park and no decorations will be provided. Prizes awarded for various categories. 1:00 PM The Big Parade!!! Strollers, Bicycles, Garden Tractors, Antique Cars and floats are welcome. Please be there by 12:30 PM. Please try to avoid parking cars in the street during this time. Parking available in the Riverdale City Hall parking lot, Alcoa Learning Center Parking Lot and Scott Community Parking lot. 1:30 to 5:00 PM *Popcorn and Soda provided at the Shelter area of the park. 1:30 to 5:00PM *Dunk Tank and Bungee Run 2:00 to 3:30 PM *Children’s Tractor Pull (4 Classes) 2:00 PM *Children’s Games 3:00 to 5:00PM *Balloon Man 3:00 to 4:00 PM *Riverdale 2nd Annual Free Throw Contest (7 Classes) 3:00 to 4:30 PM *Ice Cream Social Residents are asked to donate fruit pies, cookies or cupcakes. please no cream pies. 3:30 to 5:00 PM *Children’s Water Fights 5:00 PM *Water Spray provided by the Riverdale Fire Department wear your swimsuit and meet at the old basketball concrete pad. 6:45 to 9:00PM *Live music provided by the “Montage” band. Bring your lawn chair and enjoy the music at the gazebo in Volunteer Park. 9:15 to 10:00PM *Fireworks In case of rain, fireworks will be held on July 5. *All activities to be located in the Bicentennial Park. **Bring lawn chairs and mosquito spray. Any questions, ask the person wearing a nametag with a red, white and blue ribbon attached. ***Porta Pottie located in the Bicentennial Park parking lot **** Handicap Parking in gravel area of Windsor Drive (Look for signs) OFFICAL MINUTES Mayor Grindle opened the Public Hearing at 6:35 p.m. May 4, 2010 on the Plans, Specifications, Form of Contract, and Estimate of Cost for the construction of the Duck Creek Stabilization Project. Present Channon, Littrel, and Hupp. Absent Franklin and Halsey. Also Present: Attorney Angela Reier, Dale Hupp, Ed Collins, Kristin Crawford from MSA, Fire Chief Floyd Bruns, Harry Pelton, Pat Mohr, and Charles Harrington. Ms. Crawford presented the formatted construction plans. She stated that Havens Acres Park will be closed for up to 40 days during the construction work. There will also be temporary fencing around the construction site and signage. She asked that this information be added to the next City newsletter. The bid date is May 18, 2010 with bid openings at 3:00 p.m. Littrel asked about the slope and Ed Collins asked if there would be any materials imported or exported. Ms. Crawford did not think so. Hearing no more discussion Mayor Grindle closed the Public Hearing at 6:48 p.m. Mayor Grindle opened the regular meeting of the Riverdale City Council at 7:00 p.m. on Tuesday May 4, 2010. Roll Call: Present: Channon, Littrel, and Hupp. Franklin and Halsey were absent. Also present: Charles Harrington, Kristin Crawford from MSA, Fire Chief Floyd Bruns, Attorney Angela Reier, Harry Pelton, and Dale Hupp, Ed Collins, & Pat Mohr. Agenda: Hupp made a motion to approve the agenda as written, seconded by Channon. Roll call vote: all ayes, motion carried. Minutes: Attorney Reier made corrections to the minutes from the meeting dated 04/20/10. In New Business the name of the Attorney for Scott Community College was spelled incorrectly as Schultz the correct spelling is Schiltz. The other correction was in New Business. It was written: Franklin made a motion to accept Resolution No. 2010-11 as read and contingent upon the Insurance Companies approval of the liability in the amount of 5 million and approval of this indemnity as read. The words “liability in the amount of 5 million and” were struck from this motion. Channon made a motion to approve the minutes from the meeting dated 04/20/2010, seconded by Littrel. Roll call vote: Hupp – aye, Littrel – aye, Hupp – abstain. That vote did not make a quorum with two council people gone. These minutes will be on the next agenda for approval. Warrants: Hupp made a motion to approve the warrants for April 20, 2010, seconded by Channon. Roll call vote: all ayes, motion carried. Mr. Brown will be doing many small jobs around the city. The council welcomed him and Mr. Brown thanked the Council for the opportunity to work for the City. UNFINISHED BUSINESS: Attorney Reier stated that the issue of the Detention Pond is at a standstill at this point and the last actions were from us. Attorney Reier will be following up on this issue this week. Ms. Crawford from MSA stated that the Duck Creek Erosion Project bids are due by May 18, 2010 at 3:00 p.m. Hupp made a motion to accept the Plans, Specifications, and Form of Contract for the Duck Creek Erosion Project. Seconded by Littrel. Roll call vote: all ayes, motion carried. Littrel made a motion to table the drainage problem on Fenno Road until a later date, seconded by Hupp. Roll call vote: all ayes, motion carried. Channon made a motion to dispose of all the broken and unusable holiday lights, seconded by Littrel. Roll call vote: all ayes, motion carried. NEW BUSINESS: Hupp had a bid from Boland Recreation for basketball equipment for Havens Acres Park in the amount of $2,900.00 delivered, but not installed. Our maintenance person would do the installation. Hupp made a motion to buy the basketball equipment from Boland Recreation at the cost of $2,900.00 and not to exceed $500.00 for installation costs, seconded by Channon. Roll call vote: all ayes, motion carried. Fire Chief Floyd Bruns gave the Riverdale Fire Department Report for March 16 to April 20, 2010. A motion was made by Hupp to accept the report for the dates stated, seconded by Channon. Roll call vote: all ayes, motion carried. Hupp presented the current Riverdale Sub-Division Ordinance. She feels it is too general and needs to be more specific as to what Riverdale would require of a potential developer. Ms. Hupp thought we should hire MSA at a cost of $3,600.00 to do a study of the current ordinance and make recommendations for things the ordinance needs to include. Mayor Grindle stated that the council and MSA would need to work with the Planning and Zoning Committee. Hupp made a motion to hire MSA at the cost of $3,600.00 and to work with Planning and Zoning to review our current Sub-Division Ordinance, seconded by Littrel. Roll call vote: all ayes, motion carried. Hupp made a motion to approve an Alcohol Request for the Community Room on May 16, 2010, seconded by Channon. Roll call vote: all ayes, motion carried. Franklin was unable to attend the council meeting and asked if we could table the award of the Snow Removal Contract until a later date. Each council member was given a copy of the contracts and will have time to review each one. Hupp made a motion to table the Snow Removal Contracts until a later date, seconded by Channon. Roll call vote: all ayes, motion carried. COMMUNICATIONS FROM THE COUNCIL AND OTHER OFFICIALS: Littrel mentioned that the street sweepers will be out next week and thanks to Mayor Grindle for taking care of that. Mayor Grindle stated that the railroad had stopped and blocked the crossings again. After a few phone calls he was able to get the crossings open. The trains can only be stopped for 15 minutes at a time. Littrel made a motion to adjourn at 7:45 p.m. Seconded by Channon. ____________________ _______________________________ Jeffrey J.
