HomeMy Public PortalAboutNov 2010 OFFICIAL MINUTES Mayor Grindle opened the regular meeting of the Riverdale City Council at 7:00 p.m. on Tuesday November 2, 2010. Roll Call: Present: Franklin, Channon, Hupp, Littrel, and Halsey. Also present: Charles Harrington, Troy Harrington, Dale Hupp, Richard Wells, Kristin Crawford from MSA, and Attorney Angela Reier. Agenda: Franklin moved to approve the Agenda as written, seconded by Halsey. Roll call vote: all ayes, motion carried. Minutes: Franklin wanted to make a correction to the minutes dated October 14, 2010. In the last paragraph instead of saying “Littrel motioned” he asked that it say “Littrel moved”. Hupp moved to approve the minutes from the meeting dated 10/14/2010 with said correction, seconded by Channon. Roll call vote: all ayes, motion carried. Hupp asked to make a correction in the minutes dated 10/19/2010. In New Business second bullet last sentence will now read as: Franklin changed the motion to include Elmhurst and Windsor Drive not to exceed $2,500.00. The proposed cost was $2,000.00. It was moved by Hupp to approve the minutes from the meeting dated 10/19/2010 as amended, seconded by Franklin. Roll call vote: Halsey – abstain, Channon – aye, Hupp – aye, Littrel – aye, Franklin – aye, motion carried. Warrants: Halsey moved to approve the warrants for November 2, 2010 as listed, seconded by Littrel. Roll call vote: all ayes, motion carried. In Mr. Wells’s opinion Langman Construction is doing a good job, but the sub-contractor they hired for retaining wall is not very good. Mr. Wells faults Ament for that. He stated that Ament is never on sight to oversee the project. The wall still needs a large amount of fill dirt around it and will be seeded in the spring. Kristin Crawford from MSA reported that the drainage calculations for the Truck Driving Facility for Scott Community College complied with City Ordinance and that a letter had been sent to Scott Community College permitting construction of the Truck Driving Facility to move forward. It was agreed that in the future that letters and calculations would be sent to the City from the Engineers for inclusion in City records. Ms. Crawford also stated that the NPDES Report was complete and would be on the November 16, 2010 agenda. Ms. Crawford also stated that the street evaluations would be on the November 16, 2010 agenda. UNFINISHED BUSINESS: Attorney Reier read a letter that she wrote to the Welch family concerning the Drainage Easement. The letter had just gone out that day and so no response at this time. NEW BUSINESS: Halsey moved to approve the Riverdale Fire Department Report for September 21, 2010 through October 19, 2010, seconded by Littrel. Roll call vote: all ayes, motion carried. City Clerk Paula McIntosh presented the Annual Report for fiscal year 2009/2010. Franklin moved to table the Solid Waste and Burning Ordinance for the City of Riverdale until a later date, seconded by Littrel. Roll call vote: all ayes, motion carried. Hupp moved to table the Proposal for a New Law Enforcement Contract Between the Scott County Sheriff’s Office and the City of Riverdale until a later date. Seconded by Halsey. Roll call vote: all ayes, motion carried. Hupp moved that Riverdale pay $4,500.00 towards the Iowa Department of Economic Development Grant that the City is applying for, seconded by Littrel. Roll call vote: all ayes, motion carried. Halsey moved to set the date for a Public Hearing concerning the City’s intent to submit a Housing Fund application to the Iowa Department of Economic Development for funding of Owner - occupied Housing Rehabilitation Program for November 16, 2010 at 6:30 p.m. Seconded by Channon. Roll call vote: all ayes, motion carried. COMMITTEE REPORTS: Franklin reported that he had attended a Hazardous Mitigation Meeting and those would be ongoing meetings. Franklin also stated that the Budget Meeting scheduled for November 3, 2010 at 5:00 p.m. was cancelled. It was rescheduled for November 4, 2010 at 4:00 p.m. COMMUNICATIONS FROM THE COUNCIL AND OTHER OFFICIALS: Channon reported that the new part on Belmont Road is extremely bumpy and hoping that it is going to be ground down. Franklin reported that he had received a call from a resident about a stray cat that was acting very strange. Franklin called the Humane Society to have the cat picked up.
