Happy 10th Birthday Ken Sheridan BELMONT ROAD PHASE 2 INFORMATION ON THE WEBSITE, LATEST NEWS OFFICAL MINUTES Mayor Grindle opened the regular meeting of the Riverdale City Council at 7:04 p.m. on Tuesday April 6, 2010 Roll Call: Present: Franklin, Channon, Hupp, Littrel and Halsey. Also present: Charles Harrington, Kristin Crawford from MSA, Fire Chief Floyd Bruns, Attorney Angela Reier, Harry Pelton, Dale Hupp, Sonya Paddock, Assistant City Clerk Mary Frances Blevins, and Senator Dave Hartsuch. Agenda: Franklin made a motion to approve the agenda as written, seconded by Halsey. Roll call vote: all ayes, motion carried. Minutes: Channon made a motion to approve the minutes from the meeting dated 03/16/2010 as presented, seconded by Littrel. Roll call vote: Franklin - aye, Channon – aye, Hupp – abstain, Littrel – aye, Halsey – aye, motion carried. This is a bill creating the Iowa Public Information Board. The bill at this time has not passed. Senator Hartsuch’s concerns are that this board would have the authority to impose rules on Cities and is worried about the expansion of this board and its power. Harry Pelton informed the council that deer hunters had harvested 40 deer off the Welch property. Mr. Pelton asked that the City send a thank you letter to the Welch’s. Mr. Pelton asked what the city had decided to do about the disposal of the holiday decorations. City Clerk, Paula McIntosh and Mr. Pelton will meet and decide the time and date for a silent auction for all the holiday decorations as well as the flag pole that was removed from Volunteer Square Park. UNFINISHED BUSINESS: Kristin Crawford from MSA reported on the Stormwater Detention Pond. Attorney Reier felt our next step would be to send an informational letter to the Iowa Department of Transportation to let them know that Scott Community College must meet the requirements to our Storm Water Ordinance. We would like the plans and specs from Scott Community College. Franklin commented that Scott Community College does not have a right-of-way for the overflow of water. A motion was made by Franklin to authorize a letter to be written to the DOT describing the Flood Control Ordinance and limitations of 660’ maximum elevation and as of this date no right of way for overflow for existing pond, seconded by Hupp. Roll call vote: all ayes, motion carried. Ms. Crawford gave an update for stabilizing the slope along the south bank of Duck Creek just north of Havens Acres Park. The survey was done by MSA and Ms. Crawford will have more to report at the next meeting. NEW BUSINESS: Sonya Paddock, 4th of July Chairman, presented a contract from the band Montage. If the city would sign a 2 year contract they would charge $750.00 for the first year and $1250.00 for the second year. They would have a Karaoke session during the ice cream social, a teen band to play for an hour and then Montage to play from 6:45 p.m. until 9:00 p.m. Halsey made a motion to hire Montage to play for the 4th of July for 2010 and 2011, and to pay the $75.00 deposit amount, seconded by Franklin. Roll call vote: all ayes, motion carried. Resolution No. 2010-09 was read. Franklin made a motion to approve Resolution No. 2010-09 A Resolution Authorizing The City Of Riverdale To Dispose Of An Air Compressor, seconded by Halsey. Roll call vote: all ayes, motion carried. A bid was received for the removal of a dead black cherry tree at Bicentennial Park. Littrel made a motion to table until the council was clear on which tree it was, seconded by Halsey. Roll call vote: all ayes, motion carried. Resolution No. 2010-07 was read by Attorney Reier. A motion was made by Halsey to approve Resolution No. 2010-07 A Resolution To Award The Contract For The Phase II Of The Reconstruction Of Belmont Road, seconded by Channon. Roll call vote: all ayes, motion carried. Littrel discussed the damage on the hill from drainage from Fenno Road to Belmont Road. It is still unclear who the property owners are. Littrel made a motion to table until a later date, seconded by Halsey. Roll call vote: all ayes, motion carried. Littrel made a motion to hire MSA to do a survey of that area to determine the land owners and to make recommendations to alleviate the problem, seconded by Hupp. Roll call vote: all ayes, motion carried. Fire Chief Floyd Bruns gave the Fire Department Report for February 16, to March 16, 2010. A motion was made by Franklin to accept the Fire Department Report, seconded by Littrel. Roll call vote: all ayes, motion carried. Correspondence was received from the Iowa Department of Transportation stating that we had the option to extend the salt FY 2010 contracts. A motion was made by Hupp to extend the contract from 2010, seconded by Channon. Roll call vote: all ayes, motion carried. Franklin stated that we had expended the $13,000.00 grant money for Engineering of the Recreation Trail received from the Scott County Regional Authority (SCRA). The SCRA asks for some recognition when the grant money is disbursed. Franklin’s suggestion was some kind of signage at the Riverdale portion of the Trail stating that the SCRA rewarded us with Grant Funds. Hupp made a motion to look into the cost of signage, seconded by Littrel. Roll call vote: all ayes, motion carried. Hupp made a motion that the Community Room could be used for the designated number of people that the room can hold and no tents outside and rented by a Riverdale resident only, seconded by Halsey. Roll call vote: all ayes, motion carried. COMMUNICATIONS FROM THE COUNCIL AND OTHER OFFICIALS: Hupp wanted to thank Judy Hiles for pruning the trees in Bicentennial Park, Julie Meyers for holding a successful Egg Hunt, and Teri Stickler for picking up all the trash on Manor Drive. Ms. Hupp also stated that she wanted to schedule a date to have the flag raised on the new flag pole at Volunteer Square Park. The flag will be raised by Vi and Teri Stickler. There will also be some kind of signage on the pole at a later date. Littrel asked if we had ever hired a maintenance person. Mayor Grindle stated that he and Paula were going to go through the resumes this week. Halsey wanted to thank Mayor Grindle for taking care of the train problem in Havens Acres. The trains are not supposed to be parked overnight. Mayor Grindle wanted to remind everyone that Spring Clean-Up is May 1, 2010. Paula McIntosh stated that the information that was supposed to be delivered to each homeowner with the new bins would be included in the next newsletter and we do have extra copies in the City Office if anyone would like to stop in and pick one up. Mr. Pelton has concerns about how to dispose of the Holiday Decorations and asked Council again for the best way to get rid of what we no longer have any use for. The boxes have been brought over to City Hall. Some of the boxes have broken bulbs and felt those boxes should be disposed of. Other boxes contained some lights that work and some that do not work. Mr. Pelton felt it was not worth his time to sort through all of the boxes and it would be too time consuming. Mr. Pelton recommended that it all be thrown away or donated to a charitable organization with the exception of the broken items. The decision to dispose of or donate will be on the next agenda. Richard Wells stated that the Belmont Road Project has started and there are some discrepancies in where the easements may be on his property. He stated there is a temporary easement near the garage, but none in the upper area. Attorney Reier will talk to the engineers tomorrow and get the matter rectified. UNFINISHED BUSINESS: Attorney Reier is still in communication with Attorney Schultz from Scott Community College concerning the Detention Pond. Attorney Reier has sent a letter to the Department of Transportation concerning the Detention Pond. Riverdale is still working towards a solution to this problem. Attorney Reier will stay in communication with Scott Community College on this matter. Kristin Crawford from MSA had handouts to show the work that will be done on the Duck Creek erosion problem. Ms. Crawford stated we could advertise for bids by May 4, 2010 and have the bid openings on May 18, 2010. Franklin made a motion to authorize MSA to acquire bids for repair and rip rap as shown on the handouts and bids shall be received before May 18, 2010 and work should be completed in 30 to 45 days of acceptance of the bid or as specified by our Engineers. Seconded by Halsey. Roll call vote: all ayes, motion carried. NEW BUSINESS: Franklin made a motion to set the time and date of the 2009/2010 Budget Amendment as May 18, 2010 at 6:30 p.m. Seconded by Channon. Roll call vote: all ayes, motion carried. Halsey made a motion to allow City Clerk Paula McIntosh to attend the Iowa Municipal Professionals Academy and for Assistant City Clerk Mary Frances Blevins to attend the Iowa Professional Clerks Institute pursuant to Riverdale’s travel policy. Seconded by Littrel. Roll call vote: all ayes, motion carried. Both sessions will be held in July 2010. Resolution No. 2010-11 A Resolution Approving A Policy To Allow The City To Indemnify And Hold Harmless Alcoa From Liability Associated With Recreation Trails Placed In Easements Within The City was read by Attorney Reier. Attorney Reier explained that this was similar to another resolution, but this one gave Alcoa a broader indemnity which they had asked for. There was discussion concerning raising the coverage. Franklin made a motion to accept Resolution No. 2010-11 as read and contingent upon the Insurance Companies approval of the liability in the amount of 5 million and approval of this indemnity as read. Seconded by Littrel. Roll call vote: all ayes, motion carried. COMMITTEE REPORTS: Littrel mentioned that by the next meeting we need to have the property at the end of Fenno Road staked and determine who the property owners are. This item will be on the next agenda. COMMUNICATIONS FROM THE COUNCIL AND OTHER OFFICIALS: Channon mentioned that John Channon has been working on the sign post at the park. Halsey stated that vandals had made a mess on the park equipment at Havens Acres Park. He wanted to thank Rhonda Hill and her grandson Jamie for their help in cleaning it up. Halsey asked about putting up a basketball hoop at Havens Acres Park. This will be on the next agenda. Franklin stated that the Dedication Ceremony of the new flag pole at Volunteer Square Park was very nice. Thanks to Vi and Teri Stickler for this donation. Also thanks to Linda Hupp for organizing this event. Mayor Grindle also wanted to thank Linda Hupp for organizing the event and thanks to Vi and Teri Stickler and all that attended. Mayor Grindle informed the Council that we did hire a Maintenance Person and would ask him to attend the next council meeting so he could meet everyone. Mayor Grindle wanted to remind everyone that Riverdale Spring Clean-Up is May 1, 2010. They will not accept E-Waste or Hazardous Waste.
