HomeMy Public PortalAboutJul 2010 O P E R A T I O N MEDICINE CABINET September 23, 24 and 25, 2010 9 a.m. to 1 p.m. OPERATION MEDICINE CABINET OFFERS FREE, SAFE DISPOSAL Area residents can safely dispose of old medications, exchange mercury thermometers for a digital, pick up and drop off sharps containers, and have data-sensitive documents shredded free of charge during Operation Medicine Cabinet, September 23-25, 2010. New this year, residents can also drop off compact fluorescent lights (CFLs), which contain mercury. The free event is open to residents of eastern Iowa and western Illinois. No Business Waste will be accepted. Operation Medicine Cabinet will be held in Eldridge, Bettendorf and Davenport at the following locations: Thursday, September 23 Medic EMS Facility, LeClaire Road & Highway 61, Eldridge Friday, September 24 Bettendorf Fire Station, Middle Road & Crow Creek Road, Bettendorf Saturday, September 25 Scott Area Recycling Center, 5640 Carey Avenue, Davenport Following are some rules and guidelines for the event: Sharps must be in a sealed, rigid container (receive a new rigid sharps container at no charge) Mercury thermometers must be packaged to prevent breakage (receive one new digital thermometer at no charge per household) CFLs must be packaged to prevent breakage Documents for shredding should be in bags or cardboard boxes; containers will not be returned Only paper documents will be accepted for shredding Staples and paperclips in paper documents are acceptable Binders and metal rings in paper documents are not acceptable Properly disposing of pharmaceuticals and medications reduces the risk of mis-medication, accidental poisoning, theft/drug abuse and pollution of our waterways & groundwater caused by flushing. In addition, the event encourages safe and proper disposal of medical sharps and mercury-containing thermometers and CFLs and reduces the risk of identity theft through document shredding. Scott County law-enforcement officials supervise the disposal of all materials. This event is sponsored by: City of Bettendorf, Document Destruction and Recycling Services, Iowa American Water, Medic EMS, Retired & Senior Volunteer Program (RSVP), Scott County Health Department, Scott County Sheriff’s Office, Waste Commission of Scott County and Western Illinois Area Agency on Aging. Residents can call Waste Commission of Scott County at 563-381-1300 or visit www.wastecom.com for additional information. This is the fifth annual Operation Medicine Cabinet. Last year’s event yielded 10,473 pounds of material, which included approximately 1,128 pounds of pharmaceuticals, 975 pounds of sharps, 15 pounds of mercury thermometers and 8,325 pounds of documents for shredding. The three-day event served 888 households. OFFICAL MINUTES Mayor Grindle opened the regular meeting of the Riverdale City Council at 7:05 p.m. on Tuesday July 6, 2010. She stated that she does a lot of business with Municipalities and Fire Departments. There is no cost to the City for AFLAC, but is done as a payroll deduction paid by the employee. Rick and Susanne Nelson attended the meeting to state their home is near the Detention Pond and asked if that issue was going to be discussed or could council explain about the pending mediation. Mayor Grindle stated that the matter would be discussed during the meeting. UNFINISHED BUSINESS: Attorney Reier introduced herself and Kristin Crawford from MSA to Mr. & Mrs. Nelson and explained how MSA got involved in the Detention Pond issue. Ms. Reier then gave them a recap of the situation from the beginning. Mr. Nelson asked if Riverdale would state in mediation that he is not in favor of enlarging the Detention Pond. Attorney Reier stated that we have tried to enforce our Storm Water Ordinance and Scott Community College has ignored it. Other Riverdale residents attended the meeting and stated they are against SCC enlarging the Detention Pond. Ms. Crawford had spoken with Miller Construction about the Duck Creek Stabilization Project. Their plan was to start the project today, but with all the rain they are behind schedule. They now plan on starting next week. Ms. Crawford also stated that the Rain Garden was complete and looks good and is draining as it was designed to do. MSA is going to review the plans from Pleasant Valley High School concerning the resurfacing of the football field. Ms. Crawford has asked them for copies of their plans and specs and will let us know when her review is complete. Franklin moved to table Ordinance No. 97-153 to a later date, seconded by Hupp. Roll call vote: all ayes, motion carried. Littrel reported that the land in question between Fenno Road and Belmont was owned by one person. Mr. Littrel will move forward with contacting the homeowner and getting bids for repairing the washout on that hill. Hupp reported that the mulch at Bicentennial Park was raked back into the playground area and so there was no need for more mulch at this time. NEW BUSINESS: Hupp made a motion to allow City employees to take part in the Aflac program. Franklin stated at no cost to the City, seconded by Channon. Roll call vote: all ayes, motion carried. There was discussion about awarding a reward for information concerning any damage to the city parks or city property. A motion was made by Franklin to have City Attorney Reier create a resolution to state the terms and amount of the reward, seconded by Littrel. Roll call vote: all ayes. Hupp stated that Riverdale should review our Building Ordinances concerning commercial buildings. Attorney Reier stated we should take a Comprehensive look at all Planning and Zoning, that would include Commercial, Industrial, and Institutional. Hupp moved to have MSA review all Planning and Zoning to include Commercial, Industrial, and Institutional areas, seconded by Franklin. Roll call vote: all ayes, motion carried. Hupp made a motion to approve the Riverdale Fire Department report for May 18 to June 15, 2010 seconded by Littrel. Roll call vote: all ayes, motion carried. We are still waiting on Ament Engineering for the Easement Agreement of the Lucille Hass Estate For Belmont Road Reconstruction Project. Franklin made a motion to go into closed session at 8:30 p.m. A Closed Session To The Public Pursuant To Iowa Code 21.5 (1) (c) To Discuss Claims With Counsel Where Litigation May Be Imminent and Disclosure Would Prejudice Riverdale, Specifically the Dispute with Scott Community College Related to the Storm Water Detention Pond Behind the Homes on Manor Drive. Seconded by Channon. Roll call vote: all ayes, motion carried. Mayor Grindle stated that we were in Open Session at 9:24 p.m. on July 6, 2010. Attorney Reier asked that the record show that no decisions were made in Closed Session. COMMUNICATIONS FROM THE COUNCIL AND OTHER OFFICIALS: Channon reported that Halsey had called John Channon to report that a speed sign was down on Kensington. Mr. Channon has fixed the sign. She also stated that people coming to watch the Riverdale fireworks had brought their own fireworks and that was a problem and she felt that should not be allowed. Hupp wanted to thank the Fire Department for all they do on the 4th of July. They start very early in the morning and end late in the evening. Also to thank all that volunteer their time for the celebration, it was a great day. Littrel thanked Sonya Paddock for being the Chair Person for this year’s 4th of July. Franklin mentioned the writing on the rock at Volunteer Square Park looks great. Paula McIntosh had talked to Halsey and he asked that she mention that he thought the 4th of July Celebration was great and he and all of his family members had a great time. Mayor Grindle wanted to thank the 4th of July Committee, the Fire Department, and all the residents who attended. It is an important event for the City, and makes lots of memories for those that live here now and those that have been raised here and have moved away. Part of it would be in the roadway and part in the grassy part of the City right of way. The curb would have to be replaced in this area. Attorney Reier asked if the project would still be in the $250,000.00 range. Ms. Crawford stated it would. There was discussion of placing drain tile near the Detention Pond. The drain tile would alleviate the marshy area and allow that area to dry out. The drain tile would absorb the water and then run into the storm sewer. Drain tile will not allow it to drain faster, but will keep the soil dryer. The new storm sewer would run parallel to the existing one. Ms. Crawford stated that this was just a proposal at this time. Attorney Reier reported on the mediation progress. The attendees were Ament Engineering, MSA Engineering, Riverdale Attorney, Scott Community College (SCC) Attorney, Board of Director from SCC, Dr. Coley from SCC, and Dale Hupp. Attorney Reier stated that SCC will consider some cost sharing on the project. Mayor Grindle stated that our goal is to get the water out of homeowner’s yards. Ms. Meer asked if that would flood other homeowners down the line. Attorney Reier stated that a larger pipe slows down the flow and we will also address the issue at the Welch farm. Ms. Crawford stated that she had filled out some paperwork to apply for an I-Jobs Grant. She has heard back that our project will qualify and she will complete the application before the August 2, 2010 deadline. Ms. Crawford reported on the Duck Creek Erosion project. She had spoken to Miller Construction and they said they would start next week, July 26th or 27th. The rain has caused all their projects to be behind schedule. Amendment to Ordinance No. 97-153 – Section 20.35 Storage Shed and Section 41.07 Accessory Buildings was considered. Mayor Grindle approved all that was approved by the Planning and Zoning Board except he felt a 10’ garage door should be allowed instead of just a 9’ door. Mayor Grindle explained that for handicapped persons trying to exit a vehicle with a wheelchair lift can not do that with a 9’ door and so thought a 10’ door should be allowed. He felt if it was left at 9’ door a handicapped person would have to then ask the Board of Adjustments for a variance and that would not be fair. Hupp did not agree with that. She felt that a 10’ door would be a detriment to the looks of the neighborhoods. She stated that she works with handicapped people and she has never noticed that they have problems exiting their handicapped vehicles in a garage. Franklin stated that if people built larger homes a 10’ garage door would not look out of place. After discussion Littrel made a motion to accept the Amended Ordinance 97-153 – Section 20.35 Storage Sheds and Section 41.07 Accessory Buildings for Public Hearing as submitted to the Council by the Planning and Zoning Commission except providing for a 10 ‘ (ten foot) garage door in section 41.07. Seconded by Halsey. Roll call vote: Littrel – aye, – Halsey – aye, Franklin – aye, Hupp – nay, Channon – aye, motion carried. A motion was made by Littrel to authorize the Clerk to set the Public Hearing Date for August 17, 2010 at 6:30 p.m. at the Riverdale City Hall and to publish the Ordinance and the Public Hearing Notice, seconded by Halsey. Roll call vote: all ayes, motion carried. Littrel reported on the Hill between Fenno Drive and Belmont Road. He has not gotten any more bids on that project to date. He did have to call Enviromark to clean out a storm sewer in that area. It appears it may be vandalism because there was block, concrete and pipe in the manhole. We may have to look into bolting the man hole covers down because this is not the first time this has happened. Littrel made a motion to table the Hill on Fenno Drive and Belmont Road until a later date, seconded by Halsey. Roll call vote: all ayes, motion carried. NEW BUSINESS: Kristin Crawford from MSA gave a report on the Storm Water Run-Off at the Pleasant Valley High School football stadium. That area flows towards Pheasant Creek and not the Detention Pond. Ms. Crawford reviewed all the plans for this project and felt certain it would not add to any more water issues with the Detention Pond. Franklin asked if Pleasant Valley High School has followed our Storm Water Ordinance and Ms. Crawford said they have. Halsey made a motion to approve the plans that were submitted from Pleasant Valley High School, seconded by Littrel. Roll call vote: all ayes, motion carried. A Fall Clean –Up Date was discussed. Paula had talked with Allied Waste and the Fall Clean-Up tipping fees will have to be paid by the City. A motion was made by Franklin to set October 9, 2010 as the Fall Clean-Up date and that the City will pay the tipping fees, seconded by Halsey. Roll call vote: all ayes, motion carried. Franklin moved that we purchase a video camera for City use not to exceed $400.00, seconded by Halsey. Roll call vote: all ayes, motion carried. COMMITTEE REPORTS: Hupp asked if Planning and Zoning has set up a meeting with MSA to discuss the Planning and Zoning Ordinances. Mayor Grindle will ask MSA if they have set up a meeting. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Halsey reported that he has had six complaints about the railroad tracks on Kensington. The rubber is completely gone and way below the tracks. He stated they are down to one lane to cross the tracks. Mayor Grindle had talked from a railroad official earlier in the day. The crossing is scheduled for a complete re-do in 2012, but minors repairs should be done to the crossing now. The railroad asked Mayor Grindle to contact them again in three weeks if nothing has been done to that crossing. Mayor Grindle thanked all for attending the meeting. He hopes all goes well with the mediation and that the water issues can be resolved. GET INVOLVED to keep our community safe! July 4th Celebration Update You can help our city comply with the mandated storm water management program by not blowing grass clippings etc. into the city streets. When the clippings are put into the street they are carried into our storm drains. The requirements of cleaning the storm drains is an added expense to our city which comes from your city taxes. Please either blow the debris back into your yard or bag it for weekly collection. We are fortunate in that we are one of very few communities that do not require an additional charge for picking up yard waste. The only requirement is that it be placed in Kraft paper bags or loose in garbage cans for pickup. Also, sticks or branches need to be bundled in lengths not to exceed 4 feet. Please do not blow your grass clippings into the city streets. Thank you to everyone that helped make The 4th of July celebration a success this year and we thank God that the rain held off.
