Questions, ask the person wearing a nametag with a red, white & blue ribbon attached. +Porta Pottie located in the Bicentennial Park parking lot ++ Handicap Parking in gravel area of Windsor Drive (Look for signs) Meet the Grand Marshal Ralph and Rosie Parry are the 2011 Grand Marshals this year. They have been residents of Riverdale for 43 years and just within this past year moved to another home outside of our town. They built their home at 116 Elmhurst Lane and were its only occupants for those 43 years. Ralph and Rosie both worked for the Davenport school system; Rosie, as an elementary school secretary and Ralph, as a teacher for business courses. Rosie states that is where they met. Ralph later moved into the insurance business. Ralph and Rosie have been married for 53 years this coming September. They have two sons who both attended Pleasant Valley schools. Rosie became a stay at home mom after the birth of their children. Both of their sons live in Bettendorf. Ralph and Rosie were very active within the community. Ralph was a member of the Riverdale Fire Department for 17 years. He also served on the Planning and Zoning Committee for many years. He participated in the planning and participating of the 4th of July celebration for many years and Ralph was the individual who took care of the Christmas lights at the bottom of the hill every year. He served on the Park Committee during his residency in Riverdale and was the caretaker of the Riverdale Bicentennial Park for numerous years. Rosie was a committee member of the Bicentennial Park and either served as chairman or was a part of a committee for the 4th of July. She also worked on the Election Board for 40 years working first at the polling area within the old Town Hall at the top of the hill where she said she and the other ladies watched the mice race back and forth across the floor. Later she served at our new City Hall where there were no mice to watch. They stated that they were among some of the first residents to help celebrate the 4th of July. The wives of the firemen would each bake 5 dozen cupcakes and soda was provided for the residents of Riverdale. That and a parade mostly made up of the children of Riverdale was the celebration. Floats were designed and made under secrecy in individual’s garages and didn’t show until the time of the parade. Fireworks were shot the evening of the 4th with the Fire Department executing the display. The fire department was right next door to them initially within the old City Hall at the top of the hill where Volunteer Park now is located. Ralph states that he would have his personal fire uniform there in their home and when the alarm went off he was one of the first to be at the trucks and has many fond memories of the old Mack Truck that was interesting to drive in that it required double clutching to drive it. The hill presented some challenges. He has memories of also driving the water tanker truck as many of the areas where they went did not have fire hydrants. One such memory was of having to go to Fenno Road to battle a fire and the tanker truck sliding down the hill. Some of the other memories of the communities shared where of the large parties that Ralph and Rosie held during the 4th of July with as many as 85 people attending their celebrations. She states that often people from the Riverdale party thought their private home party was just an extension of the Riverdale festivities and came to their home to use the bathroom or to share in some of the food they had prepared. Ralph states that he remembers that the winters were a time when there was sledding around the circle with the children on toboggans. They both commented on what a nice community Riverdale was then and still is and hope that the 4th of July tradition remains and the community continues to be the friendly place that it has been during their time within the community. Please say hello when you see them during the 4th of July celebration and be sure to wave to them as they ride around the “circle” during the parade. Please help us celebrate Riverdale’s 4th of July by joining and participating in our parade. Bring your floats, antique cars, bicycles, pets, horses, wagons, strollers, garden tractors, etc. already decorated. PLEASE NO ATV’S or other MOTORIZED VEHICLES for children. Parade line up will be 12:30p.m. and the parade starts at 1:00p.m. MAIL BOX DECORATING Residents interested in participating need to PRE-REGISTER by contacting JOE KOSINSKI by JULY 1. Only those people who PRE-REGISTER will be judged. Judging is Sunday July 3rd. Winners to be announced during ice cream social, at the Pavilion. Prizes will be awarded. The Grand Marshalls for the parade will be Ralph and Rosie Parry. The Committee is hoping to have the band play earlier in the day. The Kiddie Tractor Pull will be moved to Circle Drive right in front of Bicentennial Park. Ms. Hiles asked if the Mayor and Council would ride in the parade and throw out candy. There will be no Uncle Sam this year and there may be a Watermelon Eating Contest. Ms. Hiles asked if it was possible to remove the Mulberry Trees by Bicentennial Park at the top of Manor Hill and trim the Oak tree. There are many wild flowers growing there and if trees were removed and some trimming done flowers could grow there and be very beautiful. Ms. Hiles will clean up the flower beds before the 4th of July. UNFINISHED BUSINESS: Kristin Crawford from MSA was not able to attend the meeting, but sent a project update for the Council to review. MSA currently is involved with 3 projects for Riverdale. Riverdale Roadway Reconstruction Project, Riverdale Comprehensive Plan, and Riverdale Ordinance Updates. The Council read and reviewed what was being done on each project. NEW BUSINESS: Franklin moved to set the Public Hearing date for the Amended 2010/2011 Budget for June 21, 2011 at 6:30 p.m. Seconded by Littrel. Roll call vote: all ayes, motion carried. Fire Chief Floyd Bruns presented the Riverdale Fire Department Report for April 19, 2011 to May 17, 2011. Franklin moved to approve the Fire Department Report for those dates, seconded by Littrel. Roll call vote: all ayes, motion carried. Littrel moved to approve the purchase and installation of steel fence posts not to exceed $300.00 for the replacement of posts damaged during the storm sewer pipe cleaning. Seconded by Franklin. Roll call vote: all ayes, motion carried. The agreement with the Humane Society and Riverdale was presented. Hupp moved to approve the agreement for July 1, 2011 through June 30, 2012. Seconded by Littrel. Roll call vote: all ayes, motion carried. COMMITTEE REPORTS: Franklin stated that he would like some help with the evaluation that he is working on for the Hazardous Mitigation Committee. Hupp and Littrel will meet with Franklin on June 16, 2011 at 7:00 p.m. at City Hall. Franklin will not be able to attend the July 25, 2011 Hazmat meeting. Littrel will attend this meeting in Franklin’s absence. Hupp stated that some trees need some trimming at Bicentennial Park before the 4th of July. Littrel will be contacting D&S for Street Cleaning. We would like to have this done before the 4th of July. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Franklin stated that there was a resident questioning the size of a garage that was being built in Riverdale. Franklin will check with Lou Wren. Hupp stated that Judy Hiles is always cleaning the flowerbed area at Bicentennial Park and wanted to thank her for all of her hard work keeping that park looking nice. Littrel stated that he has residents complaining that their yard waste is not being picked up. Also the garbage in the park is not being picked up. Mayor Grindle will call Allied Waste. Mayor Grindle wanted to thank everyone that is working on the 4th of July event. If there is anyone else that would like to help please contact a committee member or City Hall. Paula noted that each councilperson had the information for the Iowa League of Cities Annual Conference which will be held in Des Moines this year. Anyone interested in attending should let her know. The surveying is almost complete. MSA will continue with the preliminary roadway and utility design, Terracon Consultants will perform the soil investigations, and they will review the sanitary sewer videos to assess the condition of the existing sanitary sewers. MSA will provide us with a phasing plan as we get closer to starting the project. Ms. Crawford reported that the Comprehensive Planning Committee met again on June 14th and there were 26 people in attendance. Having a Comprehensive Plan on file will help the City to prioritize any improvements that the City would like to make and aids in obtaining funding opportunities. The next Comprehensive Planning meeting will be held on July 12, 2011 at 7:00 p.m. in City Hall. These meetings are always open to the public. Richard Wells stated that he had an emergency situation on his property. There is a large tree on the adjoining property that is leaning dangerously on his property. Hupp asked why that was a City problem. Mr. Wells stated that it was because Riverdale Ordinance 151.06 states the City will notify the owner if there is imminent danger. Mr. Wells said he is willing to work with the City; all he is asking is for the City to send the property owner a letter. Franklin asked City Attorney Steve Hunter was sending the property owner a letter City Action. Mr. Hunter stated it was. This issue was not on the agenda so the City could not take any action at this time. This item will be on the next agenda. NEW BUSINESS: Channon moved to approve Resolution No. 2011-21 A Resolution Approving The Amendment Of The 2010-2011 City Budget For The Fiscal Year Ending June 30, 2011. Seconded by Littrel. Roll call vote: all ayes, motion carried. RESOLUTION NO. 2011-21 A RESOLUTION APPROVING THE AMENDMENT OF THE 2010-2011 CITY BUDGET FOR THE FISCAL YEAR ENDING JUNE 30, 2011 Be it resolved by the Council of the City of Riverdale, Iowa: The 2010-2011 City Budget be amended and approved. The City Clerk is directed to file all pertinent forms and information to the County Auditor Pass and approved this 21st day of June, 2011. Channon moved to approve Resolution No. 2011-25 A Resolution Approving Payment Of Outstanding Invoices After The June 21, 2011 Council Meeting And Before July 1, 2011 (The End Of The Fiscal Year. Seconded by Halsey. Roll call vote: all ayes, motion carried. RESOLUTION NO. 2011-25 A RESOLUTION APPROVING PAYMENT OF OUTSTANDING INVOICES AFTER THE JUNE 21, 2011 COUNCIL MEETING AND BEFORE JULY 1, 2011 (THE END OF THE FISCAL YEAR) BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, IOWA, that any outstanding invoices of budgeted items to come to the clerk’s office following the meeting of June 21, 2011 but before July 1, 2011 (the end of the fiscal year) be approved for payment. Passed and approved on June 21, 2011 by the following vote: Attorney Hunter suggested that the Mayor and one or two council members hold some meetings to discuss options on how the City would like to proceed with the Awards Fund. Franklin and Hupp will attend these meetings. Hupp had two bids for a drinking fountain at Havens Acres. These bids were considerably more than was anticipated. There is not time to get the work done in this fiscal year. Hupp moved to table this indefinitely, seconded by Littrel. Roll call vote: all ayes, motion carried. Mayor Grindle explained that we needed to rent some equipment for our City Maintenance person to put up the new traffic signs. Halsey moved to approve the rental equipment not to exceed $800.00, seconded by Channon. Roll call vote: all ayes, motion carried. Resolution No. 2011-26 A Resolution Establishing A Policy For Historical Information And City Events In The Kiosk In Volunteer Square Park. Hupp explained that the other Kiosk at Volunteer Square Park has a Resolution establishing its uses. This Resolution establishes the uses for the second Kiosk. Three sides will be for historical data and the 4th side will be for announcements and City events. Hupp has checked with a printing company for the best paper types to use for the longevity and the cost. Hupp moved to approve Resolution No. 2011-26 A Resolution Establishing A Policy For Historical Information And City Events In The Kiosk In Volunteer Square Park. Seconded by Halsey. A RESOLUTION ESTABLISHING A POLICY FOR HISTORICAL INFORMATION AND CITY EVENTS IN THE KIOSK IN VOLUNTEER SQUARE PARK WHEREAS, Volunteer Square Park (the "Park") in the City of Riverdale (“City”) has a structure (the "Kiosk"); and WHEREAS, City desires to use the Kiosk for recognition of historical data; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF RIVERDALE, IOWA: The City shall use the Kiosk as follows: A place to list and display historical data, information and pictures of the events of Riverdale. One side will be designated for Announcements and City Events. This Resolution shall take immediate effect. PASSED, APPROVED AND ADOPTED THIS 21st day of June, 2011. There was discussion on how to report Fund Balances in the City Newsletter. Franklin moved to publish it as shown in the annual budget, 4 specified funds and then the balance of all funds. Seconded by Halsey. Roll call vote: all ayes, motion carried. COMMITTEE REPORTS: Franklin stated that he and Littrel met for a Hazardous Mitigation meeting. They worked on the Social, Technical, Administrative, Political, Legal, Economic, Environment (STAPLEE) evaluation. They streamlined and cut out some things that were originally on the list. Franklin stated that by having a Hazardous Mitigation Plan it will allow Riverdale to ask FEMA for funds to support the City. Franklin will give our list to Bi-State to add to the County plan. Franklin also stated that this is a way to try and alleviate disasters before they happen. Hupp asked if we could send a “File of Life” kit to every household in Riverdale. This will be on the next agenda. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Franklin stated that there were concerns about a garage size of a new garage being built in Riverdale. Franklin had checked with Zoning Inspector Lou Wren and he stated that the garage was in compliance. Franklin then stated that he thought we needed to make some changes to parts of the Accessory Building Ordinance. Franklin also thought we should put something in place that follows up on the building permits to make sure that each permit is compliant with the original plans that were submitted. Channon wanted to say thank you for getting the storm sewer cleaned out. Channon also stated that the site distance at the bottom of Belmont Road and Valley drive needs to be checked out. There are bushes around the fence area that need to be trimmed. You can’t see any oncoming traffic from the East at the fence line. Hupp wanted to thank Mary Hanson for all the work she has done on the historical information for the Kiosk. Hupp stated that as she has investigated historical events for the City that she has run into people that have many interesting stories to tell about Riverdale. She asked if anyone has a story they would like to tell to write it down and send it to the City Office and we could put these stories in the City Newsletter. Hupp stated that the lights are on in the Culinary Building all night at Scott Community College and asked if we could contact the college to see if something could be done. Halsey mentioned that there was a tree down in the Railroad property. Chief Bruns stated that the college needs to mow around the fire hydrant near Valley Drive. Littrel stated that he would take care of it. Joe Kosinki gave a report for the 4th of July Committee. He said things were moving along well. The band is going to play under the shelter in Bicentennial Park. All events will be in Bicentennial Park. Halsey asked about having an area for horseshoes. The committee will find a place for horseshoes. John Claussen talked about the barbecue that was taking place on the 4th of July. Mr. Claussen is volunteering his time to do the barbecue to thank the Fire Department and the City for everything they have done for him. This is made possible by donations to the Fire Association and a fund raiser for the Fire Association. The Mayor and Council thanked John for all he does for the Fire Department. Mayor Grindle thanked everyone serving on the 4th of July Committee and everyone that is volunteering to make our 4th of July a wonderful event.
