OFFICIAL MINUTES Mayor Pro-Tem Franklin opened a special meeting of the Riverdale City Council at 7:00 p.m. on October 27, 2011. Roll Call: Present: Channon, Littrel, and Hupp. Franklin noted that Halsey and Mayor Grindle were absent. Also present: Attorney Steve Hunter, Kristin Crawford MSA, Jack Hoots, Judith Krell, Athena Smith, Perri Smith, Herb Atwood, Matt Griffith, Dorothy Jenkins, Jean Meer and Dale Hupp,. Agenda: Hupp moved to approve the agenda for October 27, 2011. Seconded by Littrel. Roll call vote: all ayes, motion carried. PRESENTATION OF PROPOSED RECREATION TRAIL DRAINAGE IMPROVEMENTS: Kristin Crawford from MSA stated that she has been working with Calisse McPherson with Missman Stanley to add inlets, drain tile, storm sewer pipe and French drains at the recreation trail site. Ms. Crawford stated this was a huge improvement and will take care of any water issues near the recreation trail. Ms. Crawford stated that the drain tile will have check valves. Ms. Crawford presented maps depicting the changes and explained how these changes would benefit the residents. PUBLIC COMMENTS TO THE COUNCIL REGARDING PROPOSED RECREATION TRAIL DRAINAGE ISSUES Jack Hoots asked if Alcoa had approved these changes and quoted Iowa Code 468.621 Drainage in course of natural drainage-reconstruction-damages. Attorney Steve Hunter stated this particular Iowa Code did not pertain to these recreation trail issues. Mr. Hoots replied that it does and he had gotten the information from the Department of Natural Resources. Dorothy Jenkins asked if these storm sewer pipes were going to be on their land. None of the work will be done on private property. Athena Smith asked what the cost was going to be. Franklin answered that Riverdale would be responsible for 20% of the costs for all the changes; the other 80% is federally funded. Jack Hoots asked if any of the engineers had done a study on the ditch. Franklin will ask the engineers. Ms. Jenkins also stated that we have a city election coming up; when the new council was in place would they honor the promises of the outgoing council? Franklin responded that whoever was sitting on the council after the election, would continue on the same path as the current council. NEW BUSINESS: Franklin presented the Proposed Recreational Trail Drainage Improvements, Design, Installation and Cost Estimates and asked if the council wanted to approve it tonight. Ms. Crawford stated this was the only way to drain water off the resident’s properties. Jack Hoot stated his concerns about filling in the ditch where the water drained previously. Franklin suggested to approve the changes and ask the questions later. If the answers are not favorable then we stop the changes. If the answers are favorable then we agree to the changes. Jack Hoots stated that Alcoa had put the retention pond in and thought we need to talk to Alcoa’s lawyers. Franklin stated he would talk to Missman Stanley and Alcoa and see what needs to be done. Hupp moved that the city of Riverdale authorize the city of Bettendorf as lead agency to issue the change order to add the additional drainage improvements to the north side of the Recreational Trail as designed by Missman Stanley and the for the addition of safety barriers if recommended by Missman Stanley to the easterly approach to the bridge. Seconded by Littrel. Roll call vote: all ayes motion carried. Franklin will call Calisse McPherson from Missman Stanley and find out where the water goes when it leaves those pipes and see what needs to be done about a 100 year flood and will call John Riches from Alcoa and ask about the Iowa Code in question. Littrel moved to adjourn at 7:57 p.m. seconded by Channon. Roll call vote: all ayes motion carried. ________________________ _______________________________ John Franklin, Mayor-Pro Tem Attested by: Paula McIntosh, City Clerk OFFICIAL MINUTES Mayor Grindle opened the Public Hearing of the Riverdale City Council at 6:30 p.m. on November 15, 2011. The Public Hearing was regarding Riverdale’s intent to submit a Housing Grant Fund Application to the Iowa Department of Economic Development (IDED) for an Owner Occupied Housing Rehabilitation Program. Liz Kemp from MSA attended to talk about the IDED Grant opportunity. The program is funded through the use of Housing Funds (CDBG) and a commitment of city funds. The application is due December 7, 2011. The homes cannot be in a flood hazard zone and must be connected to city sanitary and city sewer. The program will provide six low to moderate Income (LMI) homeowners with a five year forgivable loan to rehabilitate their homes. The properties must be brought up to the current State of Iowa’s Minimum Housing Rehabilitation Standards. Hearing no questions and concerns Mayor Grindle closed the Public Hearing at 6:38 p.m. as moved by Franklin and seconded by Channon. Roll call vote: all ayes, motion carried. Mayor Grindle opened a regular session of the Riverdale City Council at 7:00 p.m. on November 15, 2011. Roll Call: Present: Franklin, Channon, Hupp, Littrel, and Halsey. Also present: Attorney Steve Hunter, Attorney Eric Long, Troy Harrington Kristin Crawford from MSA, Liz Kemp from MSA, Jack Hoots, Jim Beran, Dale Hupp, Matt Griffith and Fire Chief Floyd Bruns. Minutes: Franklin made two corrections to the minutes dated 10/27/2011. Franklin moved to approve the minutes from 10/27/11 with said corrections, seconded by Channon. She is the new Municipal Services Manager and she is visiting city’s that use Allied Waste and to thank them for their business. She spoke about her position and wanted the Mayor and Council to know that they could call her with any questions or concerns. Jack Hoots presented pictures of flooded areas in Haven’s Acres during high water in 2001. He thought these pictures would give the council more insight on what happens in Haven’s Acres during times of high water. Mr. Hoots stated now that the recreation trail is there the catch basin is gone and the berm has been cut down. Mr. Hoots stated that last year during high water the only problem was from the city street drain. Mr. Hoots thought a valve should be installed so at times of flooding the valve could be shut off. Franklin stated that he had spoken with Kristin Crawford from MSA and she thought a back flow device should be installed in that storm sewer pipe. Hupp asked if the cost of the check valve would be included in the cost of the recreation trail. It would not since this is an existing storm sewer pipe. Franklin asked Mr. Hoots if we shut off the pipe then would that take care of the water problems you are showing us in the pictures. Mr. Hoots agreed that it would solve the problem. Mr. Hoots also stated that they would like to have an eight foot tall chain link fence. Hupp stated that the project does allow for a safety fence near the bridge. Matt Griffith asked if Kensington was the construction entrance. There is a semi sitting on his property and has done damage to his yard. Franklin stated that whatever damage was done to property would have to be repaired. UNFINISHED BUSINESS: Kristin Crawford spoke about the Street Reconstruction Plans for Riverdale. Ms. Crawford would like to publish the notice to bidders on January 3, 2012 and have the bid opening on January 20, 2012. Ms. Crawford would like to review the plans with the council at the next meeting and set a date for a Public Hearing. Mayor Grindle set a meeting for November 29, 2011 at 7:00 p.m. to review plans and specifications of the street reconstruction project. Franklin wanted to review what was happening with the Recreation Trail. Mayor Grindle stated that the storm drains and the bridge would be completed on November 16, the path bed will be repacked to make it ready for the asphalt and would be completed on November 17, and the asphalt would be done on November 19, 2011. Attorney Steve Hunter stated that Attorney Eric Long had spoken with Fire Chief Bruns about the bids for the rescue truck chassis. Both bids that Chief Bruns had presented at the last meeting came from Iowa Companies and both companies have been here and looked the rescue truck over and gave Chief Bruns competitive quotations. Chief Bruns completed all that was required adequately and so we could move forward with the bids that Chief Bruns had presented at the last meeting. Hupp moved to hire Toyne to do the remount for Rescue Truck 6 for $209,140.00. Seconded by Littrel. Roll call vote: all ayes, motion carried. NEW BUSINESS: Franklin stated we had already discussed a valve for the storm sewer pipe in Haven’s Acres. We do not have a dollar amount for it at this time just the cost of the valve and that was around $13,000.00. Franklin asked Littrel or Halsey to look into the cost of the valve and having it installed. Hupp moved to table the Valve for Haven’s Acres Storm Sewer Pipe until the next meeting, seconded by Channon. Roll call vote: all ayes, motion carried. Franklin stated he would like to have a Financial Review due to a change in administration and recommended Eide Bailly for the review. Franklin will get a cost estimate and have this item on the next agenda. Franklin suggested distributing city minutes and other city information by e-mail to residents that may be interested and would like to be on the city e-mail list. Littrel stated that our minutes are already on the city web site. Franklin moved that Riverdale Submit a Housing Fund Application to the Iowa Department of Economic Development for Owner Occupied Housing Rehabilitation Program and Riverdale’s Intent to Contribute 4,050.00 as the Local Contribution. Seconded by Littrel. Roll call vote: all ayes, motion carried. Hupp moved to approve Resolution No. 2011-32 Riverdale’s Pledge To Contribute Funds As a Local Effort Toward the IDED Housing Fund Grant. Seconded by Channon. Roll call vote: all ayes motion carried. RESOLUTION 2011-32 RIVERDALE’S PLEDGE TO CONTRIBUTE FUNDS AS A LOCAL EFFORT TOWARD THE IDED HOUSING FUND GRANT WHEREAS, the City Council Of Riverdale, Iowa wishes to apply through the Iowa Department of Economic Development for Housing Fund funds; and WHEREAS, the City Council of Riverdale, Iowa has conducted a Public Hearing to solicit citizen input about major concerns of the City; and WHEREAS, the City Council of Riverdale, Iowa wishes to pledge the sum of $4,050.00 as “Local Effort” toward the total project identified in the application; NOW, THEREFORE BE IT HEREBY RESOLVED, that the City Council of the City of Riverdale, Iowa accepts the authority and responsibility of their offices, and pledges the amount of $_4,050.00 if, in fact, a Housing Fund award is made. Hupp moved to approve the Annual Report at the November 29, 2011 meeting. Seconded by Channon. Roll call vote: all ayes, motion carried. Hupp stated that she would like to review the Clerk’s salary at the budget meetings. Franklin stated that now is not the time to increase salaries. Littrel moved to table discussion of Clerk’s salaries, seconded by Franklin. Roll call vote: all ayes, motion carried. Hupp moved to approve alcohol requests for December 3, 10, and 11, 2011, seconded by Littrel. Roll call vote: Franklin – aye, Channon – aye, Hupp – aye, Littrel – aye, Halsey – aye, motion carried. COMMITTEE REPORTS: Littrel stated he had called D&S about cleaning the storm sewers and they would be out the week before Thanksgiving. They will also clean the gutters. Halsey asked if Cribbs was done mowing for the year. There are still a lot of leaves at the park in Haven’s Acres. COMMUNICATIONS FROM THE COUNCIL AND OTHER OFFICIALS: Franklin stated that tomorrow was the Budget Workshop in Iowa City. Franklin wants pictures of the bridge being set tomorrow. We will have city maintenance, Larry Brown take pictures with the city camera. Hupp mentioned she is still looking for help with the holiday lights. We need a person to chair this volunteer event. Mayor Grindle presented information for the Recreation Trail. The work on the railroad crossing on Bellingham is going to begin on November 16, 2011. The railroad has contacted Missman Stanley and Alcoa. Mayor Grindle will make some calls concerning the holiday lights. Hupp suggested putting them up on Sunday November 20, 2011 at 1:00 p.m. Mayor Grindle also stated we need to have a bid for a fence near the recreation trail and have this item on the agenda November 29, 2011.
