The 4th of July Chairperson, Joe Kosinski, would like to give a BIG THANK YOU to everyone who helped with the
4th of July Celebration, in particular to the following persons (in alphabetical order):
American Legion Post 154 – for providing the parade color guard.
Mary Frances Blevins – for taking care of administrative tasks related to the event.
Floyd Bruns – for taking care of shelter enhancements needed to power the event and for coordinating and running the fireworks
show.
John Claussen - (as well as his wife and daughter) – for making the BBQ possible, along with his great cooking, and for contributing
many great ideas to the entire celebration.
Dan Dirksen – for being the lead car in the parade.
Pat and Don Fisher – for judging the bicycles and floats.
Dave and Susan Geisler – my co-chairpersons who took care of many details and ran the many contests.
Dean and James Halsey – for setting up the horseshoes.
Myra Halsey – for her many contributions in the planning process and helping during the celebration.
Scott and Tina Halsey – for running the snow cone machine.
Dean Hiles – for providing vehicles for the parade.
Judy Hiles – who coordinated the parade and so many other things that they can’t possibly all be listed and who also served as my
personal chairperson tutor.
Lois Kempton and Jean Meer – for judging the mailboxes.
Bryce Kosinski – for helping set up.
Lara Kosinski – for running the face decorating and balloon activities throughout the celebration.
Paula McIntosh – for taking care of administrative tasks related to the event.
Paula, Mac and Matt McIntosh – who supplied the equipment and made the children’s tractor pull a success.
Monte Gauss – for providing a convertible for the mayor.
David Hill and Levi Brockhouse – for being the banner carriers in the parade.
Bert Paustian – who made the crafts table possible and ran it throughout the celebration.
Don Paddock – for helping with the BBQ.
Sonya Paddock – who made it possible to have the best collection of games ever.
Riverdale Fire Department – for providing EMS coverage, fireworks and all around event support.
Heather Schulz – who decorated the park and who ran and took care of the many details necessary to make a truly fantastic ice cream
social possible.
Maya Schulz – for helping to hand out glow necklaces.
Scott Schulz – for helping set up.
Boy Scott Troop #89 – for setting up the tents.
Jack Spratt – for helping with the color guard.
Eric Syverud – for putting together and running the 5K fun run.
Jim Tucker – for tirelessly manning the popcorn machine all day long.

OFFICIAL MINUTES
Mayor Grindle opened the regular session of the Riverdale City Council at 7:00 p.m. on July 5, 2011.
Roll Call:
Present: Channon, Hupp, Littrel, and Halsey. Franklin was absent. Also present: Attorney Steve Hunter, Ron Strawhacker, Richard Wells, Kristin Crawford from MSA, Eric and Tricia Schult,
Troy Harrington, Sonya Paddock, Scott Carlson, and Dale Hupp.
Agenda:
Channon moved to approve the agenda for July 5, 2011 as presented. Seconded by Littrel. Roll call vote: all ayes, motion carried.
Minutes:
Channon moved to approve the minutes from the meeting dated June 21, 2011 as presented, seconded by Hupp. Roll call vote: all ayes.
Warrants:

UNFINISHED BUSINESS:
Richard Wells addressed a problem with a damaged tree that is located on the property next to his property and he feels the tree is in danger of falling and damaging his grape arbor.
Mr. Wells stated that he has a transit set up to monitor the lean of the tree on a daily basis and he can see that it leans more each day. Mr. Well’s opinion is that it could fall at
any time. Eric and Tricia Schult are the property owners and attended the meeting to give the council their view of the situation. Mr. and Mrs. Schult asked two tree specialists to look
at the tree in question and give an opinion of the condition of the tree. Scott Carlson a Certified Arborist attended the meeting to give his professional opinion. Mr. Carlson stated
that it is a Black Cherry Tree which is native to our area. The tree does have a structural defect and has never had a strong root system. Mr. Carlson stated that this is a common defect
with this type of tree. In Mr. Carlson’s opinion there is no way to determine when and if the tree would fall. However, if the tree did fall it would fall on the Well’s property. Mr.
Carlson stated that clearly the tree has decay and the big picture is that is has never been a stable tree. Attorney Steve Hunter referred to Ordinance No. 151 which deals with trees
and particularly 151.06 which speaks of Inspection and Removal of Trees. Under the rules of this Ordinance the Council shall notify the property owners by certified mail that there is
imminent danger to adjoining property and the owner must have the tree removed within 14 days of said notification. Hupp moved that City Officials will provide the 14 day notification
for the corrective action stated in Ordinance No. 151.06 at the Acorn Property located at 238 Belmont Road, Riverdale, Iowa. Seconded by Little. Roll call vote: all ayes, motion carried.
Attorney Hunter will provide the Certified Letter.
Kristin Crawford from MSA attended the meeting for an update on the Road Reconstruction Project. Ms. Crawford provided the Council with a tentative Construction Schedule. This will be
updated as we move forward with this project.
NEW BUSINESS:
There was discussion of cost for the printed material for the Kiosk at Volunteer Square Park. Linda Hupp wanted to thank Mary Hanson for providing the written material as well as searching
all the historical data. Hupp moved to approve the cost of the written material for the Kiosk not to exceed $150.00, seconded by Halsey. Roll call vote: all ayes, motion carried.
Sonya Paddock attended the meeting to propose giving out File of Life Kits, smoke detectors, and 9 volt batteries to distribute to everyone in Riverdale. Ms. Paddock thought a good time
to do this would be in October which is Fire Safety Awareness Month. Mayor Grindle appointed Ms. Paddock to Chair a committee to get all of the details worked out and the plans made.
Hupp moved to appoint Sonya Paddock to chair this committee, seconded by Littrel. Roll call vote: all ayes, motion carried.
COMMITTEE REPORTS:
Hupp stated that one Kiosk at Volunteer Square Park has past and present firemen’s names listed. Another Kiosk is for military and veterans names. If there is anyone that has not contacted
City Hall to add their name to the Veteran Kiosk please do so. Ms. Hupp would like to have one more saying in the Kiosk with the Firemen’s names.
COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS:
Channon wanted to say thanks for the quick response on getting the fence area cleaned out in the fence line on Belmont Road.
Hupp wanted to thank the 4th of July committee and all who helped make that day a huge success.
Littrel also wanted to thank all that helped make the 4th of July a success and thought it was the best one ever.
Halsey stated that is was the best 4th of July ever. The Horse Shoe Contest was a huge success. Halsey suggested that we only have the kind of fireworks that are high in the air. They
could not see any fireworks that were down low.
Paula read a thank you card from Dean and Judy Hiles thanking the Mayor, Council, Clerks, 4th of July Committee, and all others that helped to make the day a success.
Mayor Grindle thanked Philip and Maxine Doherty for their donation of a picnic table to the city.
Mayor Grindle stated that Mr. Picchiotti had contacted him and he had lost an I-Phone on the 4th of July and if anyone found it to please call 563 508-6566.
Mayor Grindle thanked everyone for all of their hard work on the 4th of July and thanks to all that attended. The day was lots of fun and we had several new events.
Mayor Grindle stated that President Obama had visited Alcoa last week. Mayor Grindle stated the City of Riverdale was proud to have President Obama visit our city. President Obama represents
keeping our jobs in America while representing the concerns of the middle class and low income America. By President Obama visiting Alcoa Davenport Works he recognizes Alcoa is a world
class leader in advanced manufacturing along with the workforce being second to none. The city is proud to have Alcoa as a corporate resident of our city.

PUBLIC COMMUNICATIONS TO THE COUNCIL:
George Seaberg thanked the Mayor and Council for allowing him to attend the First Responders Class. He used this training on his wife when she was having heart problems just one week
ago. So again thanks to the City and Floyd Bruns for his leadership.
NEW BUSINESS:
Fire Chief Floyd Bruns presented the Fire Department Report for May 17, 2011 through June 14, 2011. Halsey moved to approve the Fire Department Report for those dates, seconded by Hupp.
Roll call vote: all ayes, motion carried.
Mayor Grindle appointed Byron Kime and Heather Wren to a new term on the Planning and Zoning Committee. Halsey moved to approve those appointments, seconded by Channon. Roll call vote:
all ayes, motion carried.
Hupp has reviewed the Awards Plan for the Riverdale Fire Department. There was discussion of abandoning the current plan and starting a new plan. There are different options that have
been discussed. Hupp and Franklin will have ideas in place at a future meeting. This will take a Resolution to terminate the current plan and an Ordinance to adopt a new plan.
Resolution No. 2011-28 was presented. A Resolution Amending The Independent Contractors Agreement With Myra Halsey (“Contractor”) And The City of Riverdale. Channon moved to approve
Resolution No. 2011-28 as presented, seconded by Littrel. Roll call vote: Channon – aye, Hupp – aye, Littrel – aye, Halsey – abstain. Motion carried.

A RESOLUTION AMENDING THE INDEPENDENT CONTRACTORS AGREEMENT WITH MYRA HALSEY (“CONTRACTOR”) AND THE CITY OF RIVERDALE
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RIVERDALE, IOWA:
That the amount to be paid to the Contractor performing the duties of housekeeping in City Hall shall be in the amount of ___$4,200.00___ annually to be paid as follows: ___$350.00________
per month.

COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS:
Hupp stated that there was discussion on the 4th of July about the Old Mac Truck that had been donated to the Davenport Museum a few years ago. Hupp contacted Ryan Iossi from the Museum
and asked if Riverdale could have the bell from the truck. Mr. Iossi agreed to let Riverdale have the bell. Mr. Iossi is also a former Riverdale fireman. The bell will be on display
in the Riverdale Fire Department.
Littrel asked about the missing horseshoes from Bicentennial Park. Paula told him they were in City Hall.
Halsey stated that he was still trying to contact the railroad about the tree removal on Kensington.
Hupp stated that we had a call from the City Clerk in Clinton, IA. They would like to donate a tree in the name of David Geisler’s brother who recently passed away. The City of Clinton
will purchase the tree and plant it. Hupp will ask Mr. Geisler where he would like to have the tree placed.
City Clerk Paula McIntosh read a Thank You card from Ralph and Rosie Parry thanking the City for a nice 4th of July.
Halsey made a motion to adjourn at 7:30 p.m. Seconded by Channon. Roll call vote: all ayes, motion carried.

Once again the Riverdale Volunteer Fire Department
helped make the 4th of July a BOOMING success. All total there were 193 volunteer hours of setting up the fire works, setting off the fireworks, finally the clean up & helping with
the 4th activities during the day. When you see a Volunteer Firemen tell him thanks for all their work, dedication and how much they are appreciated.
