Questions, ask the person wearing a nametag with a red, white & blue ribbon attached. +Porta Pottie located in the Bicentennial Park parking lot ++ Handicap Parking in gravel area of Windsor Drive (Look for signs) RIVERDALE ROADWAY RECONSTRUCTION PROJECT UPDATE The intent of this letter is to update you on the progress of the construction on Manor Drive, Circle Drive, Fieldcrest Road, Windsor Drive, Elmhurst Lane, & Valley Drive. Project Schedule Hawkeye Paving has finished paving Circle Drive, Elmhurst Lane, and Windsor Drive. Fieldcrest Road is going to be poured full width in the upcoming days. Saw cutting of the pavement will continue to take place throughout the entire paving process. I remind you that it may be necessary for Hawking Paving to be saw cutting past the normal working day, and into the late evening. We apologize in advance for the noise caused by saw cutting of the concrete, but this work is crucial to the quality of the pavement. After the concrete is poured for the roadways and driveways, traffic on the new concrete will not be allowed for a period of approximately 5 days (unless notified otherwise) to allow the concrete to cure properly. I ask that residents take a look at their driveways when the contractor forms them up, and if anyone has any concerns with the way it looks, please call me immediately. The other lane of the hill on Manor Drive is currently being removed and prepped for paving. While the other side of Manor hill is being paved, flaggers will be used to control traffic. When Hawkeye finishes paving the hill on Manor Drive and Fieldcrest Road, they will then begin removing the southbound lane (side with Circle Drive on it) of Manor Drive first for reconstruction. Hawkeye has finished paving Valley Drive, and it is now open to traffic. A final walk-through and punch list will be completed in the near future so that Hawkeye can finish all their work in that area. The City of Bettendorf will be striping the road in the near future. Hawkeye Paving has also been removing and replacing the storm sewer along Fieldcrest Road simultaneously. The storm sewer work along Fieldcrest Road is nearly completed. Work Within The right-of-Way Hawkeye’s subcontractor will take care of all the final grading and seeding from the back of curb to the right-of-way where it was disturbed. This work will take place as directed by Hawkeye Paving. It is the responsibility of home owners to water their lawns after seeding takes place. Traffic Control Hawkeye Paving is responsible for all traffic control measures. During the roadway reconstruction, one lane of traffic will always remain open. When Hawkeye begins removing Manor Drive, it will be ONE WAY. Circle Drive will temporarily become the main access to the north end of Manor Drive. The intersection of Circle and Fieldcrest will be open prior to removing the southbound lane of Manor Drive. With only one lane of traffic open in construction areas, we ask that all residents please be patient, courteous and alternate at one lane restrictions as we work together for the successful completion of this project. Manor Drive hill should be fully open for the 4th of July. Utility Coordination & Relocations The gas company has completed all of their utility work in conjunction with the street project. MidAmerican notified MSA that Infrasource will be seeding disturbed areas in resident’s lawns this week. Jared Fluhr (MSA) is the construction engineer and will be on-site. John Lee, with MSA, will also be an on-site inspector. Roll Call: Present: Channon, Hupp, Paddock, and Littrel. Halsey was absent. Also present: Fire Chief Floyd Bruns, Attorney Eric Long, Jared Fluhr, Sergeant Troy McClimon, Dale Hupp, Perri and Athena Smith, Steve Townsend, Richard Wells, Jim Beran, Michael Steen, and Mr. Roberts. Agenda: Paddock moved to approve the agenda for May 1, 2012, seconded by Channon. Roll call vote: all ayes motion carried. Minutes: Mayor Franklin made a correction to the minutes dated April 17, 2012. Under New Business 4th bullet it stated the sewer usage fee was going to be $1.35 per unit. It is going to be $1.05 per unit. Channon made a correction in Public Communications To The Council. In the second bullet the word “there” should have been “they”. Under Unfinished Business third bullet the word “to” needed to be removed. Paddock made a correction Under Public Communications To The Council. In the third bullet it was written “Deer brook” and it should have said “Deerbrook”. Sergeant McClimon spoke about the vandalism at Haven’s Acres Park and other vandalism in Haven’s Acres. Sergeant McClimon stressed that if you see any problems you need to call the Sheriff’s Office immediately. If it is an emergency you call 911. There is also a non emergency number to call. Leroy Roberts spoke of dog problems he has in his neighborhood. Richard Wells spoke of speeders on the lower half of Belmont Road. Michael Steen addressed his concerns with the recreation trail. Mr. Steen stated it is a very important issue, and is a liability issue and would like to see the problems with the trail resolved. Mayor Franklin stated we would be discussing signage for the trail during the meeting. Hupp stated that we need to speak with Missman Stanley about more substantial barricades on Kensington to insure there is no car traffic on the trail. Richard Wells had questions about the sewer rate increase. Jim Beran spoke to the council about concerns he has with the city. UNFINISHED BUSINESS: Jared Fluhr from MSA presented an update on the road reconstruction project. Manor Hill has one lane paved and it will be at least 2 weeks before the other side of Manor will be removed. There will only be on lane of traffic with temporary passing points and a flagger during paving. Valley Drive is complete and is open for traffic. Mayor Franklin stated a letter had been sent to Riverdale Fireman explaining the Riverdale Fire Awards Fund is being terminated. Mayor Franklin is still looking for an Actuary to help in the process of terminating this fund. Attorney Long stated there would be no action on this item tonight. Mayor Franklin thought the date for the Amendment to Ordinance 95.135 should be changed to September 1, 2012. The date will be changed and start the readings over. Littrel left at 8:30 p.m. NEW BUSINESS: Mayor Franklin explained that we are having problems with the city server and it needs to be replaced before it fails. Mayor Franklin discovered our anti-virus software had not been working and the server had not been backing up for several months. Both of those problems have been corrected. We are also having problems with the Laserfiche system. Hupp moved to approve the purchase of a data server for the city not to exceed $2,234.00, seconded by Channon. Roll call vote: all ayes motion carried. Hupp moved to approve Paula McIntosh to attend the Iowa Municipal Professionals Academy in July in Ames, IA and pay travel expenses, seconded by Paddock. Roll call vote: all ayes motion carried. Fire Chief Floyd Bruns presented the Fire Department Report for March 20, 2012 through April 17, 2012. Hupp moved to approve the Fire Department Report as stated seconded by Channon. Roll call vote: all ayes motion carried. Paddock approved an additional $2,000.00 for the Board Of Adjustments Attorney. Seconded by Channon. Roll call vote: all ayes motion carried. Signage for the Recreation Trail was discussed. After deciding which signs were needed Paddock moved to approve purchase of signs for the recreation trail as well as posts and hardware seconded by Hupp. Roll call vote: all ayes motion carried. Hupp moved to hire Cribbs Landscaping to mow the area in Riverdale near the creek along the sanitary sewer line with a bush hog seconded by Channon. Roll call vote: all ayes motion carried. It is important to keep the brush cut back in this area for any future work on the sanitary sewer line. Hupp moved to approve an alcohol request for May 15, 2012. Seconded by Channon. Roll call vote: all ayes motion carried. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS Mayor Franklin gave an update on the storm water discussions with Scott Community College. Scott Community College asked for the costs. Mayor Franklin received the cost estimates from Jared Fluhr from MSA and will send them to the college. Hupp stated that she had walked the recreation trail with Mayor Franklin and Paul Loete and found several issues that need to be addressed. Missman Stanley and Bettendorf were contacted and they would like to address those issues at the completion of the project. Hupp and Franklin prefer to discuss these issues as soon as possible. Mr. Loete is going to forward some of the concerns to the Iowa Department of Transportation. Mayor Franklin told the council about free training for Boards and Commissions hosted by Bi-State Regional Commission. Mayor Franklin stated that MSA was having a “Tips and Tacos Cinco de Mayo” celebration at their office in Davenport on May 4, 2012. Paddock presented information on military and elderly tax credits. Franklin, Mayor Paula McIntosh, City Clerk RIVERDALE CITY COUNCIL MINUTES & PUBLIC HEARING FOR BUDGET AMENDMENT MAY 15, 2012 Mayor Franklin opened the Public Hearing concerning the Riverdale Budget Amendment for 2011/2012 at 6:31 p.m. on May 15, 2012. Mayor Franklin explained that the increase in Revenue was due to the $700,000.00 Bond. An increase in expenses in Public Safety due to the termination of the Fire Fighter Awards Fund, an increase in expenses in Community and Economic Development due to the Comprehensive Plan and Attorney for the Board of Adjustments. There were no comments from the public. Channon moved to close the Public Hearing at 6:39 p.m. seconded by Littrel. Roll call vote: all ayes motion carried. Littrel moved to limit the public comments to 4 minutes per person. Seconded by Halsey. Hupp stated that perhaps that would not be enough time for certain concerns. Her suggestion was that if a resident had an issue to discuss they could possibly talk with the Mayor or a council person before the meeting and address the situation before the meeting. If it was an issue that needed to be on the agenda it could be added, but no later than the Thursday prior to the meeting. Roll call vote: all ayes motion carried. Steven Townsend stated that Circle Drive seems to be narrower since the road reconstruction because of the curbs. Matt Griffith thanked council members for meeting with him on Saturday. Mr. Griffith stated that he is pleading for a fence behind his home. Mr. Griffith said the signs and the rope seems to be slowing the bike traffic down however a gate and fence would be the answer. Perri Smith stated that he also is pleading for the fence behind his home. Harry Pelton stated that when the road project is done there will be a substantial area near his home that will be seeded and will need to be watered. Mr. Pelton asked if the city would look into a separate meter and for the city to bear the cost of watering the new grassy area. UNFINISHED BUSINESS: Jared Fluhr from MSA presented an update on the road reconstruction project. Valley Drive is complete and the paving on Windsor Drive and Elmhurst Lane would be complete this week. Traffic on Manor Hill was switched over to the new paved lane and is wide enough to accommodate 2 lanes of traffic while they begin removing the other half of Manor Hill. Mr. Fluhr presented Pay Application No. 3 from Hawkeye Paving in the amount of $707,064.04. On advice from counsel, Attorney Eric Long Littrel moved to re-open consideration of the warrants and add the payment to Hawkeye Paving, seconded by Halsey. Roll call vote: all ayes motion carried. Hupp moved to approve the payment to Hawkeye Paving in the amount of $707,064.04, seconded by Halsey. Roll call vote: all ayes motion carried. NEW BUSINESS: Mayor Franklin presented Resolution No. 2012-14 A Resolution Amending the Current Budget For The Fiscal Year Ending June 30, 2012. Littrel moved to approve Resolution No. 2012-14 as read, seconded by Halsey. Roll call vote: all ayes motion carried. Mayor Franklin noted that one council member was absent and the Budget Amendment was passed and approved by 4 council members. Hupp presented costs for auto access prevention posts for the end of Kensington Drive. Halsey stated that he is against that idea. The posts will not stop the bikers from using Kensington as part of the recreation trail. He feels that promises have been broken by the council. Halsey also stated that it is a madhouse in Haven’s Acres and the path is not even officially open. Hupp stated that a fence was voted down. Mayor Franklin explained that signs have been ordered, but we do not have an Ordinance in place to enforce the signage. Hupp stated we have already discussed this and decided against a fence. Mayor Franklin stated if we do not have a fence to stop the bike traffic from entering on Kensington then we have to find another way of dealing with bike and automobile traffic on Kensington. Even if we do have a fence we will have to have an Ordinance to set rules. We do have some signs ordered. Mayor Franklin spoke about the City’s agreement with the Scott County Humane Society. Right now only a city official can call them and authorize them to address an animal problem in Riverdale. Mayor Franklin asked if we should we allow residents to call if there is a problem or should we leave it the way it is. Mayor Franklin asked the council to think about it and see what we can do to make it better for all residents. Hupp stated that if it was an animal emergency that residents should call 911 and not the Humane Society. An e-mail was received from Mike Dryden from Ament Engineering concerning the poor growth of grass along Belmont Road. The City of Bettendorf has decided to remove the existing dirt and bring in topsoil on the Bettendorf side of the roadway. The Iowa Department Of Transportation will not allow this work to be included in the Road for Reimbursement so it will be 100% city expense. Mr. Dryden asked if Riverdale had an interest in participating in this project. The cost to Riverdale would be approximately $20,000. Council had no interest in participating in this project. The grass growth on the Riverdale side is not bad. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS Halsey asked the council to please reconsider the gate and fence in Haven’s Acres. Mayor Franklin stated it was time to review the lawn care contract. Halsey moved to adjourn at 8:13 p.m. seconded by Littrel.
