Urban runoff is the water that flows off our yards, streets parking lots, and driveways into the storm drains and eventually into our creeks, lagoons and rivers during the seasons. Whether it is from sprinklers, car washing or hosing down the driveway, everyone is a potential contributor to urban runoff. Whereas Storm water pollution occurs during heavy rains, with runoff picking up pollutants from the streets and gutters that flows directly into our local waterways. In either case, whether by rain or by everyday activities, the water flows into the storm drains picking up pollutants like soil, motor oil, pesticides, fertilizers, pet wastes and litter. All these contaminates end up in our waterways. Many people mistakenly think that the water entering our storm drains is cleaned or treated in some way. The storm drain system and sewer system are separate. Our storm drain system channels water untreated, directly into our creeks, lagoons and the river. Urban runoff is a major source of water pollution. Acting water wise helps keep our waterways clean. Prevent Storm Water Pollution and Urban Runoff. Clean Water…EVERYBODY’S BUSINESS RIVERDALE CITY COUNCIL MINUTES OCTOBER 30, 2012 Mayor Franklin opened a special meeting of the Riverdale City Council at 7:01 p.m. on October 30, 2012. Roll Call: Present: Hupp, Channon and Paddock. Littrel and Halsey were absent. NEW BUSINESS: Paddock moved to approve the 2nd reading of Ordinance 2012-4 Amendment to Chapter 52 of the Code of Ordinances (Lighting Ordinance). Seconded by Channon. Roll call vote: all ayes motion carried. Paddock presented two bids she received for cutting of dead and fallen trees. Paddock moved to approve the hiring of Country Living for $400.00, seconded by Hupp. Roll call vote: all ayes motion carried. Hupp moved to move forward with submitting a Housing Fund Application with the Iowa Department of Economic Development (IDED) and to approve Resolution No. 2012-18 Riverdale’s Pledge to Contribute Funds as a Local Effort toward the IDED Fund Grant. Seconded by Channon. Roll call vote: all ayes motion carried. RESOLUTION 2012-18 RIVERDALE’S PLEDGE TO CONTRIBUTE FUNDS AS A LOCAL EFFORT TOWARD THE IDED HOUSING FUND GRANT WHEREAS, the City Council wishes to apply through the Iowa Department of Economic Development for Housing Funds; and WHEREAS, the City Council wishes to pledge the sum of $4,500.00 as “Local Effort” toward the total project identified in the application; NOW, THEREFORE BE IT HEREBY RESOLVED, that the City Council of the City of Riverdale, Iowa accepts the authority and responsibility of their offices, and pledges the amount of $4,500.00 if, in fact, a Housing Fund award is made. ADOPTED, this 30 day of October, 2012. COMMUNICATIONS FROM COUNCIL AND OTHER PUBLIC OFFICIALS Hupp asked Mayor Franklin if she should pursue getting rid of the old Riverdale Fire Department Command Car. Mayor Franklin stated there may be a possibility of using it for a City Maintenance Vehicle however it does need some work to get it in running condition. Hupp asked that exploring the cost of repairing the old command vehicle be put on the next agenda. Channon stated that everyone had received the bids for the Mowing Contract for review. The Mowing Contract bids will be on the next agenda so please look them over carefully. Mayor Franklin presented a picture of a tree with a rope swing in the area of the land recently purchased by Riverdale. Mayor Franklin thinks it should be cut down. Hupp will look into cutting the rope off. Paddock gave a review of grant opportunities she has been exploring. She has spoken to a railroad representative about an easement where the 2nd phase of the recreation trail is going to be. Paddock would like to submit a grant to Home Depot. The Home Depot Grant would be for trees, landscaping, and community facilities that serve veterans and other projects of that nature and would require volunteers to complete the work. Hupp wanted to thank Sonya Paddock for all the hard work she has done on Grants. She has spent many hours working on the grants she has submitted as well as research for other grant opportunities. Jared gave a report on the final closeout process with a handout to show the progression of the project from start to present. Hawkeye Paving has submitted their final quantities for review. MSA’s recommendation for final quantities and claims has been summarized for the city and are incorporated into Change Order No. 8 and Pay Application No. 8. The City will hold the retainage until final completion has been established. Littrel moved to approve Change Order No. 8 in the amount of $118,109.53 seconded by Halsey. Roll call vote: all ayes motion carried. Hupp moved to approve Pay Application No. 8 in the amount of $55,478.27 seconded by Littrel. Roll call vote: all ayes motion carried. Hupp moved to approve Resolution No. 2012-17 Riverdale Comprehensive Plan Approval seconded by Paddock. Roll call vote: all ayes motion carried. RESOLUTION 2012-17 CITY OF RIVERDALE COMPREHENSIVE PLAN APPROVAL WHEREAS, the Comprehensive Plan Committee drafted this Comprehensive Plan with the assistance of MSA Professional Services, and with input from City residents at public meetings in June 2011 and March 2012; and WHEREAS, the Comprehensive Plan is in accordance with the contract and scope of work with MSA Professional Services; and WHEREAS, the Comprehensive Plan addresses the ten Iowa Smart Planning Principles and 13 Planning Elements, consistent with the Iowa Smart Planning Act (State Code Chapter 18B) and the requirements of the Local Comprehensive Planning Grant Program; and WHEREAS, the Planning and Zoning Commission of the City of Riverdale, Iowa, made a recommendation to the City Council on August 8, 2012 recommending adoption of this plan by City Council; and WHEREAS, on the 2nd day of October 2012, pursuant to published notice, the City Council of the City of Riverdale, Iowa held a public hearing on said Riverdale Comprehensive Plan 2012-2032; and WHEREAS, the City Council determines, having heard and considered all comments for and against said Comprehensive Plan, that the same should be approved NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, IOWA: 1. That the Riverdale Comprehensive Plan 2012-2032 is hereby approved. Passed and Adopted this 7 day of November 2012. NEW BUSINESS: Halsey moved to approve the Riverdale Annual Report for fiscal year 2012 seconded by Paddock. Roll call vote: all ayes motion carried. The Riverdale Fire Department Report for September 19 to October 16, 2012 was read by Mayor Franklin. Hupp moved to approve the report as presented seconded by Littrel. Roll call vote: all ayes motion carried. Mayor Franklin stated we had interviewed 3 persons for the maintenance position and our former maintenance person had a change in situations and would like to be hired back. Mayor Franklin stated that he was impressed by all the applicants. Mayor Franklin suggested that we might wait until spring to hire this position. There is less to do in the winter months and it would be cost savings for the City. Channon moved to postpone filling the maintenance position until spring except for some small jobs that would need attention before spring. Seconded by Halsey. Roll call vote: all ayes motion carried. Paddock stated that she had a meeting with the Chairman of the Planning and Zoning Committee, Heather Wren. Paddock had questions about the Riverdale Zoning Ordinance. Ms. Wren was able to clear up many questions, however there are some items in the Zoning Ordinance that need clarification or corrected. Paddock moved to send the Zoning Ordinance back to Planning and Zoning for review. Seconded by Hupp. Roll call vote: all ayes motion carried. Channon moved to set a Public Hearing for December 4, 2012 at 6:30 p.m. concerning the City’s intent to submit a Housing Fund Application to the Iowa Department of Economic Development. Seconded by Hupp. Roll call vote: all ayes motion carried. The bids for the Lawn Care Contract were reviewed. Council decided to go with the lowest bid which was Lawn Stars, LLC. Mayor Franklin would like two things added to the contract. The city or contractor could terminate the contract with 30 day notice and make changes to the contract with 30 day notice. Mayor Franklin suggested a one year contract instead of three years. Channon moved to hire Lawn Stars, LLC with the provisions stated by Mayor Franklin, to be reviewed by Attorney Eric Long and a one year contract. Seconded by Paddock. Roll call vote: all ayes motion carried. There was discussion about grant opportunities and fund raising for the phase 2 of the recreation trail. Riverdale was awarded a Federal Grant of $495,000.00, but Riverdale will have to fund the cost above and beyond that amount. Paddock has been looking for other grant opportunities to offset those costs. Paddock also had some ideas for fund raising. Hupp moved that she and Paddock talk to local businesses for funding for the recreation trail phase 2. Seconded by Halsey. Roll call vote: all ayes motion carried. The cost of repairing the old command car will be on the next agenda. No costs to report at this time. Approval to ask business owners for donations for the 2nd phase of the recreation trail was discussed in bullet 7. COMMITTEE REPORTS Channon stated she is looking at next year’s budget. COMMUNICATIONS FROM COUNCIL AND OTHER PUBLIC OFFICIALS Mayor Franklin thanked Hupp and Paddock as well as the other volunteers that helped put up the holiday lights. Mayor Franklin stated the Riverdale Fire Department had an inspection of fire truck number 7, the platform truck. There are issues with the outriggers and will have to be repaired. Chief Bruns feels we can delay the repairs until next year. It is useable, but only when necessary. There is no cost estimate at this time. Halsey moved to adjourn at 9:37 p.m. Seconded by Littrel. There will be a close-out meeting on November 26, at 1:00 p.m. Paddock presented a pamphlet and paperwork outlining ideas for fund raising for the MRT Trail as well as a spreadsheet outlining costs for phase 2 of the trail. Paddock presented a list of 10 names of people who are interested in being part of a fund raising committee. Paddock explained that even though Riverdale received the sizable grant to fund the second phase of the trail, it will still cost the city a large amount of money and money for Capital Projects for the city is very low. Paddock also explained the recreation trail is a benefit to everyone not just Riverdale and therefore feels like we should reach to all business’s, bike clubs and others for donations. Hupp stated she feels like the businesses should step up and say whether or not they want the MRT Trail. Paddock presented the bricks that she suggested to use for fund raising. There would be “bump outs” on the trail where the bricks would be installed with names, company logos, or whatever someone wanted on the brick they might purchase. A park bench could also be purchased or a commemorative T-shirt. Mayor Franklin stated we should have a time-line and a fall back position. Paddock moved to form a committee called the MRT Fund Raising Committee, seconded by Littrel. Roll call vote: all ayes motion carried. NEW BUSINESS: Hupp moved to award the CDBG Grant writing services to MSA, seconded by Littrel. Roll call vote: all ayes motion carried. There was discussion on whether Bettendorf or Riverdale should plow Belmont Road. There was a 28E agreement in place where Riverdale split the cost of maintaining Belmont Road. Riverdale plowed the road in the winter and Bettendorf repaired the road during the summer months. Bettendorf has done the plowing since Belmont Road was reconstructed. Hupp moved to have Bettendorf continue to plow Belmont Road, seconded by Littrel. Roll call vote: Channon – aye, Hupp – aye, Paddock – nay, Littrel – aye motion carried. Hupp moved to approve an alcohol request for December 1, 2012, seconded by Channon. Roll call vote: all ayes motion carried. Paddock wants to ask Bi-State if Riverdale could borrow one of their traffic counters. It is a counter that counts bodies, not traffic. Paddock would like to document how much bike traffic crosses the railroad tracks on Kensington. Paddock would like for the railroad to install crossing bars on the tracks. Paddock will check with Bi-State about using their traffic counter. Mayor Franklin thanked Sonya Paddock and Dale Hupp for putting the NPDES stickers on the storm water inlets. Riverdale will be having a MS4 Inspection from the DNR on November 28, 29, or 30th. The stickers need to all be in place before this inspection. COMMITTEE REPORTS: Channon reported that she has been working on the 2013/2014 Riverdale City Budget. COMMUNICATIONS FROM COUNCIL AND OTHER PUBLIC OFFICIALS: Channon reported that the Fly Fishing group had used the Community Room and found the coffee pot was broken. Mayor Franklin has repaired the coffee pot. Hupp asked if there was any news on the old Command Vehicle. Mayor Franklin stated that it needs a new battery. Fire Chief Bruns will replace the battery. Paddock reported that the Riverdale Fire Department received a $25,000.00 Grant to replace some of the Departments Turn-Out Gear. The Council, Mayor, and City received their business cards. Paddock asked about participating in the Municipal On-Line Classes for Municipal Leadership. This item will be on the next agenda. Mayor Franklin reported that the Riverdale Hazard Mitigation Plan has been approved by FEMA.
