November 7, 2001 —Minutes
A meeting of the Site Plan Review Committee was called to order at 10:00 a.m. on November 7,
2001, in Meeting Room A, Orleans Town Hall.
Departments Present: Jeff Colby (Highway); Bob Canning (Health); Ken Mayo (Fire); Brian
Harrison (Building); Chuck Medchill (Water); Ron Wolanski (Planning); Jennifer Wood(Conservation)
FORMAL REVIEW: Community of Jesus —Wastewater Treatment Facili ty
Ron Wolanski explained that this is a review of a component of a previously approved project. The
purpose of this Site Plan review is because the sewage treatment plan had not gone through the Site
Plan Review process. The Site Plan Review Committee reviews the Site Plan to be sure the
development and construction of the site is in keeping with the Zoning By-Laws and other
regulations of the town including Health regulations, highway issues, and building code issues. We
will be looking at the site of the building to be sure it complies with those issues.
Attorney Christopher Kanaga and John Ingwerson (Architectural Design)presented a revised Site
Plan along with landscaping and drainage calculations.
Attorney Kanaga stated that basically the plan has remained the same since 1994. The wastewater
building has been downsized due to an advancement in wastewater technology, and after
discussions with the Board of Health and Department of Environmental Protection. The
Community of Jesus has applied for and received all necessary permits to this point for this project.
The Community of Jesus would like to replace the field with grass when the project is completed
and cover over the trenches. The building has been designed as a house complete with a front
porch. All equipment will be inside or underground. There will be one employee. The facility is in
the middle of the property. There will be delivery of chemicals twice a year. They have provided
fire access on both sides of the building, although it is possible to drive around the building.
The Community of Jesus will maintain the field and existing trees.
Comments:
Building: Will address any building code issues that come up. May need buffer
plantings between residential dwellings.
Highway: Concerns with parking and drainage have been adequately addressed. The
roof runoff calculations are satisfactory.
Health: This project is under Department of Environmental Protection jurisdiction
and they have approved the technology and have issued a groundwater
discharge permit. The proposal has been presented to the Board of Health

and they have accepted it with the following conditions: the sewer line/water
line conflicts need to be addressed and the engineer must certify the
installation of the system to the Board of Health.
Fire: The fire vehicle access needs to be widened to 14' on two sides of the
building, and the vehicles need a radius of 24'. The building needs fire
extinguishers, and lighting. Driveway should be gravel all the way, not just
hardener. Need to meet with the Fire Department to cover all fire prevention
/ detection requirements.
Water: Old and new water lines need to be shown on the plan. The plans from 1996
show the abandonment of an old line. Must show the proposed main lines.
Conservation: No wetland issues.
Planning: Most of the concerns (including drainage) have been addressed. The
outstanding issues are the 14' access on two sides of the building and the
utilities need to be shown on the plan.
Comments from the audience:
Richard Glidden expressed concerns about air pollution, odors, and the possible reduction in his
property value.
Ron Wolanski stated that the Site Plan Review Committee can not address issues of property
values.
Bob Canning stated that there are no guarantees, but he called DEP and the history of this system is
that there are no odors produced. If there are odors, the Board of Health will take action as a
nuisance call. There are carbon filters that can be used for odors if necessary. There will be a
temporary odor when the tank is being pumped.
Bob Canning explained that regarding the permit requirements, the Community of Jesus has had a
Department of Environmental Protection Groundwater Discharge Permit for 6 years on this site.
Bob Clifford questioned the noise level of the facility.
Bob Canning stated that there is no noise expected, there are many moving parts, but they are
indoors or subsurface and slow moving. The outdoor generator has a muffler and would be for
back-up only. It would not run constantly, but will be run �/z hour each week to maintain moving
parts.
John Leaning (Cape Cod Times) questioned sludge removal. Bob Canning stated that the septic tank
will be pumped on an "as needed"basis.

Arlene Richardson had the following questions:
Q: Will more houses be hooked up to the facility in the future?
A: Attorney Kanaga stated that the permit is only for houses on Community of Jesus property
for the present. They would need a permit from the Board of Health to expand the
operation. The Cape Cod Commission expressed an interest in other houses being hooked
up to the facility in the future.
Q: What is the length of time it would take to pump the facility.
A: They are required to pump once a year.
Q: What chemical will be used?
A: Methanol.
Q: Will the Community of Jesus be using chlorine gas?
A: No.
Q: How will the Community of Jesus prevent fires?
A: It is a fireproof room with a fireproof door.
Q: Will there be noise?
A: No
Q: Will emergency power be available for the lift station?
A: Yes
Q: Will there be a qualified operator?
A: Yes
Q: Will there be lighting?
A: No site lighting, only lights outside the doors.
Q: Why weren't the residents notified of the meetings?
A: Ron Wolanski stated that the Site Plan Review Committee is a technical review committee.
Public notification is not required. Attorney Kanaga stated that this site was discussed in
public hearings for the expansion of the community.
Ron Wolanski indicated that there are still concerns with the 14' access issue and that the utilities
need to be shown on the Formal Site Plan for the Water Department.
Attorney Christopher Kanaga requested that the Site Plan Review Committee approve the Formal
Site Plan with the stipulation that the Community of Jesus provide the 14' wide driveways and give
the utilities information to Chuck Medchill on the plan, particularly the specifics of the water main
crossing. Chuck Medchill and the Site Plan Review Committee members agreed to this proposal.

Attorney Kanaga stated that this would be done within two weeks.
MOTION: On a motion by Ken Mayo, seconded by Bob Canning, the Committee voted to
approve the Formal Site Plan, subject to the provision of 14' wide access ways to two sides of the
building, and revisions to the plan to accurately show underground utilities.
VOTE: 7-0-0 The vote was unanimous.
FORMAL REVIEW: Orleans Methodist Church
James Ehrhart (Chairman, Building Committee), Kent Moorehead (Pastor), Marty Rich, Ton DeCastro
and Paul Leach represented the Orleans Methodist Church. Mr. Ehrhart stated that their intent is as
follows:
- Classroom addition and portico;
- Will be more handicapped accessible;
- They plan to reverse the sanctuary and have the classrooms moved.
Comments:
Building: There are setback issues with portico. Need a special permit.
Highway: Need to move handicap access away from Main Street. The front will be
moved from Main Street to Route 28. Police details will need to be provided
during septic construction. The 24" tree to be removed should be replaced.
Health: There will be variances necessary from the DEP and Board of Health. The
Board of Health must approve the design for the sewage flow. The sewer
line will cross the water line and creates a conflict. Must work with the
Water Department to remedy the situation.
Fire: Need fire extinguishers, exit lights, lighting, and a fire detection system.
Water: Sewer line/water line conflict needs to be resolved.
Conservation: No wetlands issues.
Planning: New signs must comply with By-Law. Lighting must be screened from
neighbors. Outstanding issues are the septic design and sewer/water line
conflict.
MOTION: On a motion by Bob Canning, seconded by Chuck Medchill, the Committee
voted to approve the Formal Site Plan with the condition that the water line/sewer line conflict be
corrected to the satisfaction of the Water Department, and the sewage disposal system be approved
by the Health Department and the final plan be brought back to the Site Plan Review Committee for
inclusion into the record.
VOTE: 7-0-0 The vote was unanimous.

INFORMAL REVIEW: Mobil Oil Corporation
Ron Wolanski stated that the address should be shown as 109 Route 6A, not 109 Main Street.
Steve DeCoursey (Bohler Engineering, PC) and John Carde(Trammell Crow Company)represented the
the ExxonMobil Corporation. Mr. DeCoursey indicated that they propose to tear down the existing
Mobil Service Station at 109 Route 6A and build a new building. They will no longer have the
service bays. They propose a bigger convenience store, and will retain the gas pumps. They
propose to close the curb cut closest to the intersection at Main Street and Route 6A. Drainage will
be collected on-site. A Title 5 septic system is planned. They will redo the landscaping with a plan
to improve it along Route 6A. They will landscape the curb cut area that will be closed.
Ron Wolanski stated that the plan submitted does not show the same property lines as the town
shows.
Steve DeCoursey said that it is 1.9 acres including the front corner piece.
Ronald Wolanski said that the Site Plan needs to show proper property boundaries.
Steve DeCoursey indicated that ExxonMobil purchased the property and will get the deed and title
report before submitting the Formal Site Plan.
Steve DeCoursey stated that there will no longer be service bays. The underground storage tanks
(installed in 1989) will remain. The gas pumps will be closed during construction of the new
building. Mr. DeCoursey said the building may be moved on the Formal Site Plan and they are
considering adding a second gas pump to one island.
Comments:
Building: Need a variance from Zoning Board of Appeals for setback issues. Need a
10' green space. Must go to Architectural Review Committee for any
structure issues.
Highway: 25-year storm drainage must be contained on-site. Must close curb cut
closest to the intersection.
Health: Convenience store must meet all food code regulations. Must see design
plans for the interior, including storage areas. Title 5 —reserve area must be
shown on the plan. Size of the septic must be reviewed. Restrooms need to
be reviewed with regard to the septic system. Must meet setback
requirements. Existing floor drains must be abandoned. Must meet Board of
Health control regulations for tobacco products.
Fire: Must meet with the Fire Department regarding fire protection, pull stations,
fire extinguishers, lighting, smoke detectors and what hazardous materials
will be stored on site. Parking concerns on the Rogers & Gray side of the
building.

Water: Must show utilities on the plan. Utilities and tanks must be at least 5' away
from the water line.
Conservation: No wetland issues.
Planning: Must conform to the Village Center District requirements. Any setbacks that
are not met now, must go to Zoning Board of Appeals for a variance. Must
be 10' setback from property lines. A landscaping plan is required. Lighting
and signs must meet By-Law requirements and go to Architectural Review
Committee.
Ronald Wolanski explained that Architectural Review Committee input is important to this project.
George Meservey stated that there is a Village Center Master Plan, and there is great interest in the
aesthetics of the Village Center. This is a critical site to downtown. Mr. Meservey suggested that
the applicants refer to "Designing the Future to Honor the Past"when designing the new building.

Q: Will the tree on the corner be destroyed?
A: No.
Approval of Minutes of October 17, 2001
MOTION: On a motion by Chuck Medchill, seconded by Brian Harrison, the Board
voted to approve the minutes of October 17, 2001.
VOTE: 4-0-3 The vote passed by a majority. (Ken Mayo, Bob Canning and Jeff Colby
abstained)
