Roll Call: Present: Channon, Hupp, Paddock, and Littrel. Absent: Halsey. Also present: Jean Meer. Agenda: Paddock moved to approve the agenda for June 4, 2013 as presented seconded by Hupp. Roll call vote: Channon - aye, Hupp - aye, Paddock - aye, Littrel - aye, motion carried . Minutes: Hupp moved to approve the minutes from the Public Hearing on May 21, 2013 seconded by Littrel. Roll call vote: Channon – aye, Hupp – aye, Paddock – aye, Littrel – aye, motion carried. Hupp moved to approve the minutes from the meeting dated May 21, 2013 seconded by Paddock. Roll call vote: Channon – aye, Hupp – aye, Paddock – aye, Littrel – aye, motion carried. Warrants: Mayor Franklin explained the refund payment to Bawdens for sewer payments from December 2002 to December 2012. Hupp moved to pay the warrants for June 4, 2013 seconded by Paddock. MSA inventoried lot pins before the start of road reconstruction. At the time of that survey, MSA did not find the pin in question. Mrs. Meer has had her lot surveyed twice before and would prefer not to survey it again. Mayor Franklin offered to attempt to find the pin with a metal detector. UNFINISHED BUSINESS: Paddock gave an update on the MRT Phase II Trail. According to Patrick Lynch, of Shive-Hattery, Iowa DOT has suggested Riverdale not proceed with land acquisition until the environmental survey is complete. Shive-Hattery does not understand why the environmental survey is taking so long to complete. Paddock also stated that a Scott County Regional Authority Grant, in the amount of $53,000 has been received for Phase II of the MRT. Paddock has contacted Ivonne Diller, of IDOT, who oversees the Federal Grant and informed her that Riverdale has the required matching money. Mayor Franklin has spoken with Timothy Oswald from Piper Jaffray regarding the cost of their Disclosure Dissemination Agent Services for Riverdale's outstanding General Obligation Bonds. The quote of $1,000 is for both Bonds because they are the same class of bonds. Paddock made a motion to have Piper Jaffray provide the Disclosure Dissemination Services for $1,000, seconded by Littrel. Roll call vote: Channon - aye, Hupp - aye, Paddock - aye, Littrel - aye, motion carried. No additional information has been received from MSA regarding the sink hole at Harry Pelton's front yard. NEW BUSINESS: Mayor Franklin stated that because Federal money was used to construct Bicentennial Park, the City needs to install DNR Land and Water Conservation Fund signs. The signs can be ordered from Iowa Prison System. A tool for driving sign posts is also needed. Paddock made a motion to buy the two signs and the post driving tool, seconded by Channon. Roll call vote: Channon - aye, Hupp - aye, Paddock - aye, Littrel - aye, motion carried. A post supporting part of the split rail fence in Bicentennial Park was broken off at ground level. Hupp moved to call Sampson or Lovewell to repair the fence, seconded by Littrel. Roll vote: Channon - aye, Hupp - aye, Paddock - aye, Littrel - aye, motion carried. COMMITTEE REPORTS: Hupp asked if anyone had volunteered to organize the 4th of July celebration. Paddock suggested break the celebration into smaller tasks, such as the 5K run, the parade, children's games, ice cream social, band and food so that no one person is responsible for the entire celebration and the work load is spread over many people. It was decided this is a good idea but too late for this year’s 4th of July celebration. There will not be a parade this year because no one has volunteered to organize it. This year’s celebration will consist of fireworks at dusk. Channon stated if no one steps forward to organize the 4th of July celebration for next year, the fireworks will also be cancelled as they need to be ordered in April. The 4th of July celebration has been a fun tradition for many years and hopefully there will be volunteers for next year. Paddock asked if the grant money from Scott County Regional Authority for the Volunteer Fire Fighter Turnout Gear Replacement had been received. The Assistant Clerk informed the council the check for $25,000 arrived on June 4th. Littrel reported on the wet weather storm water monitoring for the NPDES permit. Water samples are taken from Duck Creek and Belmont after a heavy rain and delivered for analysis. This is required three times a year. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Paddock had a phone call from Joan Struve objecting to the bike path. She said the City doesn't need a bike path. Paddock had a phone call from Leroy Roberts about a tree at City Hall that was ready to fall and would be dangerous if it fell on someone. Paddock walked all around the area and the only tree that she could see that might be a problem had a low hanging limb. Paddock thanked Dale Hupp for removing the rope from a tree on the drainage way property. City Council and the Mayor also expressed thanks to Dale Hupp. Paddock received a call from Jim Anderson, of the Schebler Company. Mr. Anderson would like the City to hear about TEAP, Iowa’s Traffic Engineering Assistance Program, and be on the next agenda. There have been three serious accidents at Fenno Road and Highway 67. There is a state program for a traffic studies. The City must request that a study to be done. The results might recommend the installation of a traffic light or lower speed on highway 67. The state will pay for 100 hours of the study. If the State reports a safety issue, then the City can write a grant for cost of installing a traffic light. Doug Rick from IDOT suggested a reduced speed limit instead of a stop light. Paddock received a call from Vic Schelin regarding a missing property pin. The pin in question was not found during MSA inventory of lot pins taken before road reconstruction. Paddock asked that a reminder be put in the newsletter regarding burning regulations. Hupp noticed two broken chairs on Alcoa property adjacent to Highway 67. Hupp asked about the Ordinance regarding campers in driveways. Hupp received a call from Matt Schmidt, of Scott Community College, regarding the short section of fence along Belmont Road. Mayor Franklin commented that the City’s offer to purchase and install the fence is still valid but City will not take on the liability associated with the fence. Hupp received a call from Montie Gauss requesting that the grass at the end of Manor Drive be mowed. Hupp will contact Lawn Star and have them mow the grass every 3rd week. Mayor Franklin has received complaints from home owners about broken curbs near their driveways. City Council and the Mayor extend their condolence on the passing of long time resident Bud Neely. Roll Call: Present: Channon, Hupp, Littrel, and Halsey. Paddock was absent. Also present was Riverdale Fire Chief Floyd Bruns. Agenda: Hupp moved to approve the agenda for June 18, 2013 seconded by Littrel. Roll call vote: all ayes motion carried. Minutes: Hupp made two corrections to the minutes date 6/4/13. Under Communications the first two bullets showed Hupp making those statements. Those statements were actually made by Paddock. Littrel made a correction in Communications, last bullet. It was written as “Little moved to adjourn” and it should have said “Littrel”. In Committee Reports last bullet the word “are” was changed to “were”.Channon made a correction in the first bullet in Committee Reports. Last sentence stated fireworks should be ordered in January and that should have said April. Hupp moved to approve the minutes from the meeting dated June 4, 2013 as corrected seconded by Channon. Bi-State put 3 trail counters on the recreation trail. One is on Bellingham, one at the end of the fence near the Smith property and one at Kensington near the park. The counters will be there for at least 2 weeks. Riverdale did not receive the Federal Recreation Trail Grant. Grant Applications will be accepted again on October 1, 2013. Riverdale was ranked 17 out of 24 projects and only 7 projects were selected. If the city would like to apply for the State Recreation Trail Grant it is a 25% match. Paddock reported that the State Recreation Trail Grant is due June 26, 2013 and she would be able to get that completed by the deadline. Mayor Franklin noted that without the Federal Recreation Trail Grant the city would have to delay the start of the MRT Trail Phase II. Franklin noted that the rollback of commercial property taxes by the State will cause the city to increase taxes sometime in the future. Littrel moved to ask Paddock to apply for the Federal Recreation Trail Grant that is due October 1, 2013 and the State Recreation Trail Grant that is due June 26, 2013. Seconded by Halsey. Roll call vote: all ayes motion carried. A quote was received from Lovewell Fencing for the repair of the split rail fence at Bicentennial Park for $870.00. The council thought this quote was extremely high for the work that was requested to be done. Hupp asked if there were jobs that needed to be done to warrant hiring someone to complete a few small jobs around Riverdale. Mayor Franklin stated that there are street signs and recreation trail signs that need to be installed in Haven’s Acres and the conservation sign in Bicentennial Park. Hupp moved to hire James Halsey to replace the fence post at Bicentennial Park, install the Conservation sign at Bicentennial Park, install signs for the Recreation Trail and install street signs and No Parking signs in Haven’s Acres, seconded by Channon. Roll call vote: Channon – aye, Hupp – aye, Littrel – aye, Halsey – abstain. Motion carried. Hupp moved to approve the 3rd reading of the Amendment To Chapter 69 of The Code Of Ordinances No Parking Zones. Seconded by Halsey. Roll call vote: all ayes motion carried. NEW BUSINESS: Resolution No. 2013-10 A Resolution Amending The City Clerks Salary For The City Of Riverdale was read by Mayor Franklin. Channon moved to approve Resolution 2013-10 as presented, seconded by Littrel. Roll call vote: all ayes motion carried. RESOLUTION NO. 2013-10 A RESOLUTION AMENDING THE CITY CLERKS SALARY FOR THE CITY OF RIVERDALE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RIVERDALE, IOWA: That the amount of salary to be paid to the city employee holding the position of City Clerk be in the amount of $25,956.00 per year effective July 1, 2013 PASSED AND APPROVED on June 18, 2013, by the following vote: Ayes: Channon, Hupp Nays: Absent: Paddock Littrel, Halsey Littrel moved to approve Resolution No. 2013-11 A Resolution Approving Payment Of Outstanding Invoices After The June 18, 2013 Council Meeting And Before July 1, 2013 (The End Of The Fiscal Year) seconded by Halsey. RESOLUTION NO. 2013-11 A RESOLUTION APPROVING PAYMENT OF OUTSTANDING INVOICES AFTER THE JUNE 18, 2013 COUNCIL MEETING AND BEFORE JULY 1, 2013 (THE END OF THE FISCAL YEAR) BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, IOWA, that any outstanding invoices of budgeted items that come to the clerk’s office following the meeting of June 18, 2013 but before July 1, 2013 (the end of the fiscal year) be approved for payment. Passed and approved on June 18, 2013 by the following vote: Ayes: Channon, Hupp, Littrel, Halsey Absent: Paddock Mayor Franklin presented paperwork explaining how to apply for a Traffic Engineering Assistance Program (TEAP). Mayor Franklin asked the council if they were interested in pursuing the TEAP Grant to do a traffic study at Highway 67 and Fenno Rd. Jim Anderson from Schebler’s has expressed interest in having a traffic light at that location. Hupp thought we should wait to make a decision until Mr. Anderson attends our meeting on July 2, 2013. Hupp moved to table the request for a traffic study or to apply for the TEAP Grant until the next council meeting on July 2, 2013. Seconded by Littrel. Roll call vote: all ayes motion carried. Hupp moved to approve an alcohol request for June 30, 2013 seconded by Channon. Roll call vote: all ayes motion carried. Pursuant to 2012 Legislation, Chapter 11.6 of the Code of Iowa requires cities with populations of less than two thousand with $1 million or more in budgeted expenditures in two consecutive years to have an annual examination. Mayor Franklin will contact the State Auditor’s Office and ask how long the examination will take and what the cost will be. We also received a Sample Request For Proposal (RFP) from the State to use with commercial accounting firms. Mayor Franklin will continue to look into costs and get back to the council. Mayor Franklin reported that several weeks ago, a resident had a problem with a sanitary sewer back up. It was determined that the problem was in the lateral from the home to the sanitary sewer. Recently, a few residents have had water in their basements during the recent heavy rains and were concerned that the sanitary line was causing this problem. Council discussed this issue and believes that the sanitary sewer is not the cause of the water in the basements because the sanitary line does not appear to be plugged and the problem is not ongoing. The problem occurs only during heavy rains. COMMITTEE REPORTS: Channon will have the Snow Removal Contract ready by the July council meeting. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Hupp was pleased that Scott Community College has agreed to accept the Council’s offer to install a fence along a portion of the recreation trail on Belmont Road. Hupp will contact the fencing company to begin the installation of the fence. Mayor Franklin has contacted Hawkeye paving concerning the sink hole in the Pelton yard and about the cracks in the roadway. Mayor Franklin asked that the council to do a walkthrough and make a list of any PRSRT STD US POSTAGE PAID BETTENDORF, IA PERMIT NO. 28 warranty work that needs to be done by Hawkeye Paving. Littrel stated that there is an issue with the hillside near his home. The grade is so steep now that he can’t mow the hill and there are large rocks that would cause damage to a mower. Mayor Franklin will take photographs of the area in question. Halsey and Littrel are going to be doing a walkthrough in Haven’s Acres to address any road issues in that area. It was brought to the City’s attention about the area at Belmont Road and Valley Drive that needs to be cleaned up and mowed. Most of this area is still part of Bettendorf. That area was supposed to be transferred to Riverdale as part of the Belmont Road project and that has not yet happened. Channon feels that it is not Riverdale’s responsibility to mow this area until Bettendorf gets the parcel deeded to Riverdale. Mayor Franklin will call Bettendorf and see if we can get this situation resolved. Littrel reported that he has the new sign attached to the spiral slide at Bicentennial Park. The lights at the Pleasant Valley High School Baseball Diamond are up and in use. Halsey moved to adjourn and 8:17 p.m. seconded by Littrel.
