Materials are hand-sorted, baled or crushed & marketed from this location. Annually, the facility processes nearly 10,000 tons of material. The Scott Area Recycling Center is not a beverage container redemption center. Beverage cans & bottles are accepted for recycling, but no deposit return or money is paid for them. Roll Call: Present: Channon, Hupp, Paddock and Halsey. Littrel was absent. Also present: Jared Fluhr from MSA, Fire Chief Floyd Bruns, Marti Ahlgren and David Tepen from Shive Hattery and Dr. Jim Spelhaug Pleasant Valley School Administrator. Agenda: Channon moved to approve the agenda for April 2, 2013 as presented seconded by Halsey. Roll call vote: all ayes motion carried. Minutes: Paddock made a correction to the minutes dated March 5, 2013. The minutes stated that Paddock was absent and Halsey was present. It should have stated that Halsey was absent and Paddock was present. Paddock moved to approve the minutes from the March 5, 2013 meeting with said corrections, seconded by Channon. Roll call vote: Channon – aye, Hupp – aye, Paddock – aye, Halsey – abstain, motion carried. Channon moved to approve the minutes from the meeting dated March 19, 2013 as presented, seconded by Hupp. Roll call vote: Channon – aye, Hupp – aye, Paddock – abstain, Halsey – aye, motion carried. Expense FD & City Hall $2,084.37 General Total $7,671.96 Capital Reserve $800.00 Total $8,471.96 PAYROLL 04/02/13 Paula McIntosh $806.63 Mary Frances Blevins $556.77 Total $1,363.40 PUBLIC COMMUNICATIONS TO THE COUNCIL: Jared Fluhr from MSA invited the Mayor and Council to MSA’s fourth annual Cinco de Mayo celebration on May 3, 2013 from 11:00 a.m. until 2:00 p.m. UNFINISHED BUSINESS: David Tepen from Shive Hattery spoke about the lights that Pleasant Valley High School plans to install on the baseball and softball fields. He stated that the lights are designed to light only the fields and that the intensity of the light at the Manor Drive property line will be 0.01 foot-candle which is dimmer than a dim full moon. Dr. Spelhaug stated that Pleasant Valley is trying to be a very good neighbor to Riverdale and opted to purchase the best lighting available. Hupp stated that the council appreciates the schools considerations and the city is very proud of our school system. Dr. Spelhaug reiterated that the fields are only for the high school athletic program. Hupp moved to allow Pleasant Valley High School to move forward with their lighting project, seconded by Halsey. Roll call vote: all ayes motion carried. Mayor Franklin stated that Riverdale is in the process of producing documents concerning the Road Construction Project to prepare for mediation with Hawkeye Paving. On March 25, 2013 Mayor Franklin met with Jared Fluhr and Attorney Eric Long to review the claims from Hawkeye Paving. Mayor Franklin noted that Jared’s notes for the road project are outstandingly detailed. Paddock reported on the Mississippi River Trail Phase II (MRT). Paddock stated that the Selection Committee is on step 20 of the selection process to hire an Engineering Firm for the design of the MRT. Paddock has submitted all of the paperwork to the Iowa Department of Transportation (IDOT) and as of meeting time had not heard back from the IDOT. Mayor Franklin thought it best to make no comments until we hear from the IDOT. NEW BUSINESS: Council discussed how to collect delinquent sewer bills. Mayor Franklin stated that in the 80’s, when Riverdale did sewer billing, the city would wait for a period of time and if the bills were not paid, a lien would be placed on the property. Council decided to pursue amending the Sewer Ordinance to allow placing of liens on properties with delinquent sewer bills. The railroad crossings on Bellingham and Kensington will be replaced in May. Replacement of the crossing on Bellingham is scheduled to start on May 6th. The exact starting date of the Kensington replacement is unknown. Each road will be completely closed for approximately 6 hours starting at 8:00 am on the first day of repair and for approximately 4 hours starting at 8:00 am on the 2nd day of repair. Mayor Franklin has looked for suitable places for automobiles to cross the tracks while the work is being done, but no acceptable route has been found. Havens Acres residents will have to plan around the road closures. Some Havens Acres residents may need to park their automobiles on the north side of the tracks. Neighbors are urged help each other with transportation. A fire truck may be stationed on the south side of the tracks in Havens Acres while the tracks are closed. Letters will be sent to Havens Acres residents when the date of the Kensington repair is known. Resolution No. 2013-7 A Resolution Adopting the Revised Articles Of Agreement Of The Bi-State Regional Commission was read by Mayor Franklin. Paddock moved to approve Resolution No. 2013-7 as presented, seconded by Halsey. Roll call vote: all ayes motion carried. The rock salt purchase for the 2013/2014 season was discussed. Riverdale has a salt surplus due to the past 2 mild winters. Paddock moved to purchase 75 tons of salt for the 2013/2014 season, seconded by Halsey. Roll call vote: all ayes motion carried. COMMITTEE REPORTS: Paddock stated that the Riverdale Fire Department Association will have a fund raiser on the evening of April 29, 2013. Riverdale Firefighters will be bussing tables at the Bettendorf Pizza Ranch. The Riverdale Fire Department Association will receive tips as well as10% of the proceeds for that evening at Pizza Ranch. The Riverdale Fire Department would like to invite everyone to Pizza Ranch on April 29, 2013 to show your support. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Channon reported that she received a call from a resident that had concerns about the hole in the concrete in the drive at city hall. Halsey stated there are pot holes at Sycamore and Kensington that need attention. Hupp said there is a large boulder on the berm at Volunteer Square Park that appears to have been tampered with. Hupp will make arrangements to have the boulder put back in place. Hupp reported that she has shown Eric Dorsey, from Lawn Stars, around Riverdale. Lawn Stars has the mowing contract for Riverdale. As Hupp was showing him around she noticed smashed eggs on the bike path near Havens Acres. Halsey reported that the Riverdale Annual Egg Hunt was a huge success. Approximately 50 children of all ages participated. Mayor Franklin thanked the Halsey family, Jean Meer and the many other people that volunteered to help with the Egg Hunt. Mayor Franklin stated there was huge neighborhood participation; so thanks to Havens Acres. Mayor Franklin presented a picture of the big slide at Bicentennial Park. A resident brought to his attention that a child could fall from the slide because the space between the railing spindles and between the railing and the top of the slide is large. Hupp will call the manufacturer to see if they have a remedy or any suggestions to make the slide safer. Mayor Franklin stated that the bark at the base of two trees in Havens Acres is deteriorating. Paddock will call an arborist. Mayor Franklin reported that, on March 21, 2013, a semi tried to turn around in the fire station drive and drove through the grass and dragged one of the big boulders into Manor Drive. A resident saw it happen and called Paula with the information. Thanks to Ed Collins for quickly dispatching a crew, with an excavator, to remove the boulder from Manor Drive and to repair the damage. On March 22nd, another semi drove through the grass at the corner of Manor Drive and State Street leaving foot deep ruts and dragging a pile of dirt into State Street. Again, because of the quick action of a resident, the semi-driver was located. Thanks to Dale Hupp and Floyd Bruns for blocking State Street with a fire truck and shoveling the dirt back on to city property. Both drivers will pay for the property damage. Mayor Franklin reported that one of the hard drives in the server failed and was replaced. This is not unusual. Ventra & Kim, Inc. sent the first Annual Report from the Joint Sewer Commission to the Iowa DNR as required by Administrative Consent Decree. Mayor Franklin reported a conversation with Dan Weekly, a representative of the construction company that will be installing Sanitary Flow Meters, as required by Consent Decree. Mayor Franklin wanted to ensure that the electronics cabinets for these flow meters would not interfere with sight distances at Kensington and at Fenno. These meters are part of the effort to eliminate storm water infiltration into Sanitary Sewers. Halsey moved to adjourn at 8:45 p.m. seconded by Channon.
