Riverdale loans Floyd to his Gorgeous wife Paulette. They have a combined family of one son, one HANDSOME grandson and one BEAUTIFUL granddaughter and 30 HOT volunteer firefighters. Paulette jokingly says, Floyd “eats, sleeps, and drinks fireman things”. Floyd is a humble man who never asks for anything in return. He spends countless hours volunteering his time not only on the fire department but helping the City in a variety of ways. He is ready to drop whatever he is doing at a moment’s notice to meet an inspector, heat and air company, or maintenance person. He truly is on call 24/7 for Riverdale. Thank you Floyd, we appreciate all you do for us. RIVERDALE PUBLIC HEARING MINUTES SEPTEMBER 2, 2014 Mayor Paddock opened a Public Hearing Concerning A Nuisance Abatement For Boyler’s Ornamental Iron at 6:30 p.m. on September 2, 2014. Council members in attendance were Channon, Hupp, Seaberg, and Halsey. Littrel was absent. Also present: Mike and Bruce Boyler, Jim Beran, Dallas Paustian and Joyce Leibe. Mike Boyler stated he received the Abatement Notification and thinks they have made significant progress on the cleanup. Boyler’s hired Cribbs Landscaping to care for the landscaping of the property. This should take care of the high grass and weed problem. The Boylers moved much of the debris from the lot, including the car. There are some scrap bins and steel racks that are holding items that are usable for their business. Seaberg was concerned that metal was lying on the ground. After Council discussion it was decided that all metal needs to be removed or placed on wood pallets or concrete. Halsey was concerned about a long pipe that he felt was unsafe and needed to be removed. Halsey went to the property and met with Mrs. Leibe. Based on the location of the front property pin, Halsey agreed with Mrs. Leibe that it appeared that some of Boyler’s items were encroaching approximately 6 feet into Leibe’s property. Mike Boyler said they would remove the items in question. The Boylers asked how the property was zoned. Mayor Paddock stated the lot in question is in the process of being re-zoned to C1. Dallas Paustian and Joyce Leibe spoke about the condition of the Boyler property and how it affects their homes. It was agreed the Boylers would place all metal on wood pallets and/or concrete and put up an eight foot chain link fence with slats. This should alleviate the problems and keep people from dumping trash and tires on the Boyler’s property. Mayor Paddock asked how much time the Boylers needed and Mike Boyler stated about 45 days to finish clean up and sell the bins. Halsey suggested they begin with putting up the fence as soon as possible. Halsey moved to close the Public Hearing at 6:48 p.m. seconded by Seaberg. All ayes motion carried. RIVERDALE CITY COUNCIL MINUTES SEPTEMBER 2, 2014 Mayor Paddock opened a regular session of the Riverdale City Council Meeting at 7:00 p.m. on September 2, 2014. Roll Call: Present: Channon, Hupp, Seaberg, and Halsey. Littrel arrived at 7:04 p.m. Also present Jim Beran and Maintenance-George Miller. APPROVAL OF AGENDA: Channon moved to approve the agenda for September 2, 2014 seconded by Seaberg. Roll call: all ayes motion carried. PUBLIC COMMUNICATIONS TO THE COUNCIL: Jim Beran spoke about the land at the end of Manor Drive where Riverdale had considered cutting away the curb to access the path on that land. Mr. Beran stated the land belongs to Channel 4. Mayor Paddock stated it belongs to Channel 6; she has spoken with them concerning the path. Mayor Paddock is waiting for Channel 6 to get back to her on this issue. APPROVAL OF THE CONSENT AGENDA: Halsey moved to approve the Consent Agenda, seconded by Seaberg. Roll call: All ayes motion carried Minutes August 19, 2014 WARRANTS: The City Clerk explained the new financial reporting form in Council Packs. This report will now be in the council packs monthly at the recommendation of the State Auditor. Halsey moved to approve the Warrants for September 2, 2014 seconded by Channon. Cutting the curb at the end of Manor was discussed. Motion was made by Channon, not to cut the curb at the end of Manor. Seconded by Seaberg: all ayes motion carried. Seaberg moved to approve the Job Descriptions for Riverdale Employees. Seconded by Halsey. Roll call: all ayes motion carried. Bids were reviewed from 2 Masonry Companies for Masonry Repairs at Riverdale City Hall. Hupp suggested we look at other options like concrete and get additional bids on replacing the retaining wall with something other than brick. Seaberg suggested asking for references from both companies before making a decision. Halsey moved to table until references are received and bids for other options are received, seconded by Channon. All ayes motion carried. Seaberg moved to approve the bid from JKM Concrete for the curb repair at 243 Circle Dr. seconded by Channon. Roll call: all ayes motion carried. NEW BUSINESS: Mayor Paddock explained the Clerk has spoken to Ahlers and Cooney, Riverdale’s Bond Council. City Clerk Paula McIntosh explained to Bond Council Riverdale’s intent to set up a Line of Credit with Quad City Bank & Trust. Bonding was not necessary to establish a Line of Credit and could be done by motion. The Line Of Credit will be used to cover the expenses of the MRT until grant monies are received. The grants require the City to pay the invoices before being reimbursed. The Grant reimbursement is estimated to take 2 to 4 weeks. Quad City Bank and Trust has offered to set up a Line Of Credit that can be accessed as needed. The estimated Quad City Bank Closing Costs will be $829. The Line Of Credit will allow Riverdale to pay invoices when presented for the expenses of the MRT Phase II. As soon as Grant Funds are received the amount borrowed will be paid back to Quad City Bank & Trust. Seaberg moved to proceed with the Line of Credit with Quad City Bank & Trust pending Attorney Steve Hunters approval. Seconded by Littrel. Roll call vote: Channon – aye, Hupp – aye, Seaberg – aye, Littrel – aye, Halsey – aye. Motion carried. Halsey moved to approve the Riverdale Fire Department Report for July 16, 2014 to August 19, 2014, seconded by Seaberg. Roll call vote: all ayes motion carried. COMMITTEE REPORTS: Hupp asked about the tree on Manor Dr. that needs to be cut down. George Miller stated it was scheduled to be done next week. George Miller asked if the bike rack in Bicentennial Park could be bolted down because kids are moving it to climb trees. Hupp stated it was not bolted down because it would take up a parking space and if we stake it down we have to mow around it. Hupp stated if it were cut in half one half could be placed at City Hall and would not take up as much room. George Miller will talk to S&W about cutting it in half. Seaberg contacted Pleasant Valley High School concerning the Cross Country Athletes running up Manor Dr. Seaberg has not received a call back from the High School at this time. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Mayor Paddock presented a picture of the “Welcome To Riverdale” sign that George Miller moved from the East end of Riverdale to Van Gundy Park. The old one was damaged in a storm. After the bike path is done Riverdale can apply to the Iowa Department of Transportation to erect a new sign on the East side of Riverdale. Halsey stated there are many residents in Haven’s Acres complaining about the trains coming through the neighborhood and blowing the horns unnecessarily long and loud. Halsey stated at one time there was discussion about arms on the tracks so the trains would not have to blow their horns. It was suggested to put the railroads phone number in the newsletter so residents could directly call the railroad when this is happening. Halsey moved to adjourn at 7:43 p.m. seconded by Channon. Roll Call: Present: Hupp, Seaberg, Littrel, and Halsey. Channon was absent. Also present Eric Schallert from MSA, and Jim Beran. APPROVAL OF AGENDA: Halsey moved to approve the agenda for September 16, 2014 seconded by Hupp. All ayes motion carried. PRESENTATIONS: Eric Schallert from MSA presented a Summary Report of the Riverdale Sanitary Sewer Rate Study. Eric presented graphs showing different user classes and total units used per class. MSA recommends a minimum user fee that would be different for each user class. The minimum user fees collected will cover expenses like billing costs, maintenance and employee wages. Riverdale has a joint sewer agreement with Davenport. There are EPA mandates requiring updates spanning the next 25 years to the Davenport system which Riverdale shares .6%. Eric presented maps showing potential access areas for the possible TIF development. Eric has spoken with the Iowa Department of Transportation (IDOT). The access areas off of State St. are determined by the IDOT. Other access points were discussed. When the IDOT reviews the bids Riverdale will be contacted as to who receives the bid. Halsey moved to set the date for accepting the construction bid for the MRT Phase II for September 30, 2014 at 6:00 p.m. Seconded by Seaberg. All ayes motion carried. Mayor Paddock was not sure if there needed to be an Ordinance change or a change by Resolution concerning a different fee structure for the Sanitary Sewer. The current Ordinance will be reviewed before any changes are made. Halsey moved to table action on the Sewer Rate Study until the October 7, 2014 meeting, seconded by Hupp. All ayes motion carried. Masonry Repairs for City Hall was discussed. Seaberg checked references for 2 of the companies and both reviews were excellent. Bi-State Masonry was chosen because they could complete the project at an earlier date. Hupp moved to use Bi-State Masonry, seconded by Littrel. All ayes motion carried. Mayor Paddock asked to table Resolution No. 2014-16 A Resolution Authorizing The Mayor to Execute A Short Term Loan Agreement With Quad City Bank And Trust, (For The Project Known As MRT Phase II.) Loan Documents were just received, Council and Attorney Steve Hunter did not have time to review. Hupp moved to table Resolution No. 2014-16, seconded by Seaberg. All ayes motion carried. NEW BUSINESS: Resolution No. 2014-15 was presented. A Resolution Adopting An Administrative Policy For Facility Preventive Maintenance. Hupp moved to approve Resolution No. 2014-15, seconded by Halsey. All ayes motion carried. Resolution #2014-15 A Resolution Adopting An Administrative Policy for facility preventive maintenance Whereas, the City of Riverdale (hereinafter "the City") intends to establish a preventative role in maintaining City owned property. Whereas, as part of the preventative maintenance plan the City wishes to adopt procedures that include developing a routine and standardized schedule for certain tasks which includes the frequency of inspections and the items to be inspected. Whereas, regular inspections and test results will be documented allowing the City to project major repairs and/or replacements for City owned property. Whereas, maintenance documentation is to be used to assist in the planning, budgeting and preparing for Capital Improvement Projects. Whereas, a copy of the Facility Preventive Maintenance Policy will be placed in the Administrative Policy Handbook and in the Maintenance Person’s Employee Handbook. NOW THEREFORE, BE IT RESOLVED THAT THE CITY OF RIVERDALE, IOWA ADOPTS A PREVENTIVE MAINTENANCE POLICY PASSED, APPROVED AND ADOPTED THIS 16 September 2014. Halsey moved to approve October 21, 2014 at 6:30 p.m. for the Public Hearing for the Amended 2014-2015 Riverdale City Budget. Seconded by Hupp. All ayes motion carried. COMMITTEE REPORTS Littrel stated he will call D&S tomorrow to schedule a street cleaning for Riverdale. Mayor Paddock stated the park bench that will be placed near the MRT Trail on Bellingham has been delivered. Mayor Paddock had spoken with John Riches from Alcoa. His letter approving the sidewalk from the end of Kensington to the recreation trail as well as the pad to set the park bench on at Bellingham will be in the mail tomorrow. Halsey moved to adjourn at 8:30 p.m. seconded by Littrel. All ayes motion carried. Hupp moved to re-open the meeting at 8:35 p.m. to approve the payroll for September 16, 2014 seconded by Seaberg.
