Bettendorf and Davenport Parks and Recreation Departments are sponsoring a free 28 mile bicycle loop ride for National Bike Month. It will be held the same day from 9:00 a.m. to 1:00 p.m. Maps are available at City Hall. Ride as much or as little as you like. Rest stops will be situated along the route with various hosts who will have refreshments or "bike checks". Parking is available on Bellingham Road for those who need to park and ride. Sign up @ www.wastecom.com Visit www.wastecom.com for more info and to make a request online RIVERDALE CITY COUNCIL MINUTES APRIL 1, 2014 Mayor Paddock opened a regular session of the Riverdale City Council at 7:00 p.m. on April 1, 2014. Roll Call: Present: Channon, Hupp, Seaberg, Littrel, and Halsey. Present from the Land Acquisition Committee were Teri Stickler, Eric Syverud, Dale Hupp, and Jim Beran. Also present were Judy Hiles, Shanon Musal, John Channon, Eric Schallert from MSA and George Miller. PRESENTATIONS: The Land Acquisition Committee gave a presentation of their vision for possible future land purchase and land development. The committee discussed possible short and long term needs. The committee felt that now is the time to consider the land purchase to the west of city hall/fire station since there is no other area for expansion. Several scenarios were presented as visions. The council thanked the committee for their hard work. Eric Schallert from MSA gave an update on the Storm Sewer Intake Repair and Evaluation. Recommendations, Phases, and General Costs were presented. MSA’s recommendation is to clean and repair the structures with the worst problems first. The repairs were broken down into phases to be completed over the next few years. Hupp moved to hire MSA to obtain bids for Phase 1 and 2 with phase 1 to be completed before June 30, 2014 and phase 2 to be completed after July 1, 2014 not to exceed $20,000.00 for both. Seconded by Littrel, roll call vote: all ayes motion carried. Eric reported that MSA has submitted re-application for the NPDES Permit. The city continues to be in compliance with NPDES. There was nothing to report on the Zoning Map Update. APPROVAL OF THE CONSENT AGENDA: Mayor Paddock asked to remove the warrant to Special Ed’s Pyrotechnics from the warrants list for discussion under Fireworks in Unfinished Business. Channon moved to approve the consent agenda with said change seconded by Halsey. Roll call vote: all ayes motion carried. UNFINISHED BUSINESS: Mayor Paddock stated the city needs to schedule a Public Hearing/Informational Meeting concerning the MRT Phase II. Joe Taylor Board Director for the National MRT Association and Shive Hattery will present at this Public Hearing and answer questions or concerns residents may have about Phase II of the MRT. Seaberg moved to schedule a Public Hearing/Information Meeting on April 22, 2014 at 6:30 p.m. seconded by Halsey. Roll call vote: all ayes motion carried. Hupp moved to approve the Land Acquisition Committee to contact the Real Estate Agent handling the sale of the Welch Property to share the committee’s ideas and visions. Seconded Littrel. Roll call vote: all ayes motion carried. The city received a letter from a resident concerning the Amendment to Ordinance No. 87-139 Flood Plain Area Management Ordinance. Mayor Paddock noted that no. 2 on the amendment was simply definitions and mandated by the State to make these changes in our Ordinance to remain in compliance. Anyone with questions should contact the Department of Natural Resources (DNR). Hupp moved to approve the 2nd reading of the Amendment to Ordinance 87-139 Flood Plain Area Management Ordinance seconded by Seaberg. Roll call vote: all ayes motion carried. Attorney Steve Hunter reviewed the contract submitted by Special Ed’s Pyrotechnics and advised the city not to sign the contract because liability insurance was not included. Judy Hiles stated she had talked to Ed prior to tonight’s meeting and he has withdrawn his contract for the 4th of July fireworks. Judy spoke with J&M Fireworks and they will do the fireworks for Riverdale for $6,000.00 and they are insured and bonded. They will prepare the contract and invoice to be presented at the April 15, 2014 city council meeting. NEW BUSINESS: Mayor Paddock spoke with John Riches from Alcoa and Deb Arp from the IDOT concerning the Revitalize Iowa’s Sound Economy (RISE) Grant. This grant would allow Riverdale to repave Bellingham Rd. with 80% State Grant Monies and a 20% match of city funds. Council decided to not pursue the RISE Grant at this time. Mayor Paddock spoke with Iowa American Water and they are willing to lower the water main on the circle portion of Sycamore Lane. Riverdale would be responsible for repairing the road after the work is complete which Riverdale was considering anyway due to the condition of the road. The homeowner would be responsible for lowering the water line from the tap to the home. Iowa American will have their Engineers draw the plans and submit them to Riverdale for review. Halsey moved to hire MJ Miller and purchase ½ to 1 ton of recycled concrete to temporarily repair the area that was disturbed when the line was thawed seconded by Seaberg. Roll call vote: all ayes motion carried. The invoice from Hawkeye Sewer and Water was presented for service performed by Hawkeye on Sycamore Lane to thaw the frozen water lines and restore water service to several homes on Sycamore. It was moved by Halsey to pay the expenses incurred from the frozen water lines seconded by Seaberg. Hupp wanted it noted that the city will not be responsible for frozen lines going forward. Residents are encouraged to check with their homeowners insurance and purchase coverage if they cannot afford repairs. It was noted that Iowa American Water’s Insurance does not cover frozen lines. Mayor Paddock read on another city’s website that if you use a thermometer to test the temperature of your water during cold spells and the water temperature is 40 degrees or lower it is time to let your water run to prevent frozen pipes. Mayor Paddock checked with Iowa American Water and that statement was confirmed. Hupp moved to approve the Fire Department report for February 18, 2014 to March 18, 2014 seconded by Seaberg. Roll call vote: all ayes motion carried. COMMITTEE REPORTS Littrel asked if he should call the street sweepers. Mayor Paddock wanted to remind residents that leaves in the street in front of their properties is their responsibility to clean up. April 7, 2014 is the first day for Allied Waste to pick up yard waste. Littrel will set a date for the street sweepers. A reminder will be in the newsletter concerning the leaves. Do not burn leaves in the street. Maintenance Supervisor George Miller presented pictures of the new “Dog Pot” receptacles and signs near the recreation trail and the park. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Seaberg wanted to recognize Riverdale resident Amy Neinaber for her appearance and success on Jeopardy. Mayor Paddock noted that MSA is taking responsibility for the frozen water lines at Harry Pelton’s house. Halsey moved to adjourn at 8:53 p.m. seconded by Littrel. Roll Call: Present: Channon, Hupp, Seaberg, Littrel, and Halsey. Also present Eric Schallert and Jim Holz from MSA, Judy Hiles and George Miller. Hupp asked to remove the minutes dated April, 1 2014 from the Consent Agenda. Mayor Paddock noted that Nicole Schueller from Allied Waste postponed her presentation to the council until May 20, 2014. Hupp moved to approve the agenda with the changes, seconded by Channon. Roll call vote: all ayes motion carried. PRESENTATIONS: Jim Holz from MSA Professional Services was present to explain Tax Increment Financing (TIF). Mayor Paddock asked “What is TIF?” Mr. Holz explained that TIF is an economic development tool. It can provide incentives for a developer and support for economic development. Residential TIF is for 10 years and Economical Development TIF is for 20 years. Mr. Holz explained how TIF would benefit the development of Riverdale. Mr. Holz suggested the city contact the Bond Attorney’s and set up a meeting with the Bonding Attorney’s, MSA and city officials to learn more about TIF and how it would impact the development of Riverdale. PUBLIC COMMUNICATIONS TO THE COUNCIL: Judy Hiles stated at Riverdale’s 50th reunion there were “Riverdale” Banners on poles around the city. Judy would like to locate these banners and asked if the city could remove any bands that were left on poles. If the banners were to be used again many of the bands will have to be replaced. Eric Schallert from MSA noted that Riverdale’s NPDES Permit has been processed. APPROVAL OF MINUTES APRIL 1, 2014 Hupp asked to make a change to the minutes dated April 1, 2014. On page 3 first bullet the minutes stated “Hupp wanted it noted that the city will not be responsible for frozen lines going forward”. Hupp asked it be explained, that because the main was not at the correct depth, Iowa American Water will lower the main so the line will not freeze in the future. Hupp moved to approve the minutes from the meeting dated April 1, 2014 with the correction. Seconded by Channon. Roll call vote: all ayes motion carried. Hupp moved to approve the 3rd reading of the Amendment to Ordinance 87-139 Flood Plain Area Management Ordinance seconded by Seaberg. Roll call vote: all ayes motion carried. The contract from J&M Displays, Inc. was presented for the fireworks display on the 4th of July, 2014. The contract was reviewed by Attorney Steve Hunter to enter into the 1 year contract for $6,000.00 and not the multi- year contract. Halsey moved to enter into the 1 year contract with J&M Displays, Inc. seconded by Channon. Roll call vote: all ayes motion carried. Hupp moved to pay J&M Displays, Inc. tomorrow because it will save on the cost of fireworks, seconded by Channon. Roll call vote: all ayes motion carried. Paula will verify that Riverdale and Scott Community College is listed as additional names insured in the Fireworks Liability Insurance. NEW BUSINESS: There was discussion on purchasing the Direct Deposit Module for the Summit Software for Payroll. No action taken. Mayor Paddock and Council reviewed the Auditors Report from our Policy And Procedure Review that was held in February. Each of the recommendations that were made by the Auditor’s Office will be addressed. A copy of the examination report is available for review in the City Clerk’s Office, in the Office of Auditor of State and on the Auditor of State’s web site. Mayor Paddock spoke with Attorney Steve Hunter about the alcohol policy for the use of the Community Room. Attorney Hunter stated we could 1. Prohibit Alcohol in the Community Room 2. Require the person renting the room to provide an Event Insurance Binder including Riverdale or 3. If minors are present the renter would have to hire an off duty Sheriff’s Deputy to police the event. Seaberg moved to not allow alcohol at any events held in the Community Room seconded by Channon. Roll call vote: all ayes motion carried. Littrel moved to deny alcohol requests for May 20, 2014 and May 24, 2014 seconded by Seaberg. Roll call vote: all ayes motion carried. Seaberg moved to hire MSA as the Joint Sewer Commission Representative for Riverdale. Seconded by Hupp. Roll call vote: all ayes motion carried. Seaberg moved to allow Mayor or Council to attend the Small City Workshops seconded by Channon. Roll call vote: all ayes motion carried. Mayor Paddock asked to organize a Riverdale 1st Annual Community Spring Clean-Up Day. There are grasses and plants in the parks that need to be divided and will be planted elsewhere such as beautification for the MRT Trail. Mayor Paddock suggested a “silent auction” to be held in City Hall the same day. There are items at City Hall that are no longer needed such as outdated Iowa Code Books, fax machines etc. Bring your gardening tools and join in a day of fun. Hupp moved to schedule May 3, 2014 at 9:00 a.m. for the Spring Clean-Up, Silent Auction to be held at City Hall at 12:00 p.m. Rain date for Spring Clean-Up will be May 4, 2014 at 12:30 p.m. seconded by Channon. Roll call vote: all ayes motion carried. Mayor Paddock stated that 2 of our hard drive back-ups have quit working. Halsey moved to purchase a hard drive backup not to exceed $200.00 seconded by Littrel. Roll call vote: all ayes motion carried. Repair on the Maintenance Vehicle was discussed. The trailing arms on the rear suspension need to be replaced. Halsey moved to approve the repairs not to exceed $500.00 seconded by Littrel. Roll call vote: all ayes motion carried. COMMITTEE REPORTS Halsey inquired about the mulch for the parks. Halsey will contact Pat Mohr after Easter to see when it will be done. Littrel stated the street sweeper will be in Riverdale this week. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Hupp stated the basketball net at Bicentennial Park needs to be replaced. Maintenance Supervisor George Miller replace the old net. Mayor Paddock stated the Riverdale Fire Department will be on site for EMS on the 28 mile bike ride that is taking place on May 10, 2014. The Scott County Sheriff’s Department will be on site as well. Hupp was concerned about bike riders on the grassy areas. George Miller will put up snow fence to make sure the riders stay in the public areas. Mayor Paddock stated that “Peggy’s Rock” will be dedicated on April 19, 2014 at 1:00 at Haven’s Acres Park. The Egg Hunt will follow.
