We plan to introduce to the City one person each month. This month’s selection is Assistant Fire Chief Dale Hupp. He has been serving our community for 40 years as of August. Thank you Dale Hupp for being a model citizen! RIVERDALE CITY COUNCIL MINUTES AUGUST 5, 2014 Mayor Paddock opened a regular session of the Riverdale City Council at 7:00 p.m. on August 5, 2014. Roll Call: Present: Channon, Seaberg, and Littrel. Hupp and Halsey were absent. Also present Michael Steen, Marie Randol, Dallas Paustian, Teri Stickler, and Eric Schallert from MSA. APPROVAL OF AGENDA: Channon moved to approve the agenda for August 5, 2014 seconded by Littrel. All ayes motion carried. PRESENTATIONS: Eric Schallert from MSA presented an update on projects MSA is currently working on for Riverdale. Hagerty Earthworks will begin the Intake Top Repair Project tomorrow. MSA will do the construction observation during the project to ensure the work will meet Riverdale’s expectations. Eric reported on the Riverdale Sanitary Sewer Study. The Study is complete and needs to be reviewed by MSA’s Certified Financial Advisor. With law changes that went into effect July 1, 2014 MSA estimates that final completion of calculations and financial review will cost $2,200.00 more than originally thought. Mayor Paddock stated action on the Sewer Rate Study was on the agenda under Unfinished Business. No Update on the Urban Renewal Project. PUBLIC COMMUNICATIONS TO THE COUNCIL: Mayor Paddock stated we had a lengthy agenda and would like to limit Public Comments to 2 to 3 minutes for each person to speak. Littrel moved to limit the time to 3 minutes, seconded by Seaberg. All ayes motion carried. Dallas Paustian inquired about the status of the Boyler property. Mayor Paddock stated that she has spoken to Boyler’s on 2 occasions and now has a certified letter that will be mailed tomorrow depending on the Council’s decision to do so. Action on Nuisance Abatement is on the Agenda under New Business. Michael Steen who resides at 219 S. Kensington St. attended the meeting to inform Council that he is unhappy with Council’s decision to place a sidewalk at the end of Kensington St. to connect with the Recreation Trail. This sign mapped the recreation trails. Shive Hattery will redesign the sign to show the correct placement of the trail for $400.00. Seaberg moved to approve $400.00 for Shive Hattery to redo the sign, seconded by Littrel. All ayes motion carried. The water fountain in Van Gundy was repaired by Peterson Plumbing. Peterson Plumbing recommended Riverdale look into replacing the fountain. Mayor Paddock recommended the Parks Committee (Halsey and Hupp) make a decision on the best course of action to replace the water fountain. Littrel moved to allow the Parks Committee make the decision for a new water fountain not to exceed $4,000.00. Seconded by Seaberg. All ayes motion carried. Mayor Paddock had a recommendation from Halsey to table Blacktop Repairs for Sycamore St. Seaberg moved to table Blacktop Repairs For Sycamore St. until the August 19, 2014 meeting seconded by Littrel. All ayes motion carried. Mayor Paddock presented Resolution No. 2014-13 A Resolution Authorizing The Hiring Of An Administrative Assistant Employee. Seaberg moved to approve Resolution No. 2014-13 as presented seconded by Littrel. Roll call vote: Channon – aye, Seaberg – aye, Littrel – aye, motion carried. RESOLUTION NO. 2014-13 RESOLUTION AUTHORIZING THE HIRING OF AN ADMINISTRATIVE ASSISTANT EMPLOYEE WHEREAS, the City Council of the City of Riverdale (“Riverdale”) has determined that it would be in the best interest of the city to hire an employee to organize and maintain city records, assist the Mayor with Grant Writing and assist the Clerk as needed. This position is a part time position with a maximum of ten (10) hours per week. NOW THEREFORE, BE IT RESOLVED, that Scharlott Goettsch Blevins be extended an offer of part-time employment as the City’s Administrative Assistant at a wage of $10.00 per hour. This Resolution shall take immediate effect. PASSED, APPROVED AND ADOPTED THIS 5 August 2014. Eric Schallert from MSA presented the Mayor and Council with questions at the last meeting concerning the Sewer Rate Study. Mayor Paddock and Council misunderstood Eric’s intent at the last meeting. These items will be on the next agenda. Channon moved to approve $2,200.00 for final completion and financial review for the Sanitary Sewer Study, seconded by Seaberg. All ayes motion carried. NEW BUSINESS: Mayor Paddock wrote a letter to Boyler’s notifying them to Abate The Nuisance existing on their property on State St. Mayor Paddock asked the Council to approve the letter before sending. The letter has been approved by Attorney Hunter. Seaberg moved to approve the Notice To Abate Nuisance, seconded by Channon. All ayes motion carried. Channon moved to approve the Agreement with the Scott County Humane Society after confirming that the Scott County Sheriff’s Department will provide a liaison to assist the Animal Control Officers under the agreement. Seconded by Littrel. All ayes motion carried. Mayor Paddock discussed a residents request to cut the curb away at the end of Manor Drive where bicyclists cross through a field area. Seaberg moved to table until a bid is received for the cost of the work. Seconded by Littrel. All ayes motion carried. Mayor Paddock attended a Bi-State Trails Committee Meeting and suggested that each town use a trail marking system on their section of trails in case of an emergency. This would be painted on the trail by Riverdale Maintenance for the Riverdale section of the trail. Mayor Paddock suggested having Riverdale Maintenance do house addresses on curbs at each home. This would make it easier for emergency vehicles to read addresses. Channon moved to have the numbering system on the MRT Trail and home addresses using non reflective paint on the curbs. Seconded by Littrel. All ayes motion carried. Channon moved to have City Maintenance George Miller redo the mulch at the back of City Hall and table the drain issue. Seconded by Littrel. All ayes motion carried. Channon moved to use the State Auditor for our Annual Exam we are required to do for Fiscal Year 2014/2015. Seconded by Seaberg. Roll call vote: all ayes motion carried. Mayor Paddock presented the Riverdale Fire Department Report for June 17, 2014 to July 15, 2014. Channon moved to approve as presented, seconded by Seaberg. All ayes motion carried. COMMITTEE REPORTS: Littrel will call Tri- City Blacktop and ask about the blacktop work that was done on Sycamore Lane. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Channon mentioned there is a considerable amount of mud in the roadway on Belmont near the Wells property. It is very near the storm drain and will most likely run down the storm drain when it rains if not cleaned up soon. Mayor Paddock explained that it is a Code Violation and will speak with the homeowner. Mayor Paddock asked Cribbs to mow at the corner of Belmont and Valley Dr. Cribbs mowed the area for $100.00. Channon stated that area was already part of the contract and should have been mowed at no extra cost. Channon will get a copy of the contract and speak with Cribbs. Mayor Paddock stated we received a call from a resident seeing and hearing Coyotes in their neighborhood. Hunting Coyotes is part of the Deer Hunting Contract. Mayor Paddock stated that Scott Community College (SCC) may not have the Deer Hunt on their property this year. Mayor Paddock reminded Council the Personnel Manual was in Drop Box for their review. Paper Copies are available as well. Mayor Paddock asked the Council to be thinking about 5 and 10 year goals for the Goal Setting Meeting that is scheduled for September 6, 2014 8:00 a.m. to 12:00 p.m. Mayor Paddock received a call from SCC about overgrowth on the recreation trail that connects from Belmont Rd. to Pleasant Valley High School and SCC. This is Mark Brenny’s property and he has cut and cleaned the area. Channon moved to adjourn at 8:15 p.m. seconded by Littrel. All ayes motion carried. ___________________ _______________________ Sonya Paddock, Mayor Attested By: Paula McIntosh, City Clerk RIVERDALE CITY COUNCIL MINUTES AUGUST 19, 2014 Mayor Paddock opened a regular session of the Riverdale City Council at 7:00 p.m. on August 19, 2014. Roll Call: Present: Channon, Hupp, Seaberg, Littrel, and Halsey. Also present Marie Randol, Dallas Paustian, Eric Schallert from MSA, Maintenance-George Miller and Riverdale Fire Chief Floyd Bruns. APPROVAL OF AGENDA: Seaberg moved to approve the agenda for August 19, 2014 seconded by Channon. All ayes motion carried. PRESENTATIONS: Eric Schallert from MSA presented an update on projects MSA is currently working on for Riverdale. Haggerty Earthworks is about 20% complete with the intake repairs and should be finished during the first couple of weeks of September. MSA has been on site to oversee the work and is satisfied with the work being done. MSA will adjust the rate structure for the Sanitary Sewer Rates with the answers MSA receives from Council. Mayor Paddock stated the questions concerning the study are on the agenda. When the rate structure is decided MSA will have their Municipal Advisor make recommendations. The final report will be ready at a September Council Meeting. MSA would like to incorporate an old parcel mapping produced by Alcoa into the current Riverdale map, overlay the map with existing contours, and investigate the likely developable area of potential commercial parcels along State St. between Brenny’s and City Hall. MSA would coordinate with IA DOT to determine the allowable access points, frontage road requirements and setback requirements. A preliminary map would be produced and brought to the city for discussion, then be revised per Riverdale direction. This additional information would be collected to be included as part of the future TIF planning. The Preliminary Evaluation work would be completed for a lump sum of $2,500.00. Mayor Paddock stated this item was on the agenda under New Business. PUBLIC COMMUNICATIONS TO THE COUNCIL: Dallas Paustian attended the meeting for information on the Boyler Property. Mayor Paddock stated she has spoken with Mr. Boyler and he has requested a Public Hearing concerning his property. The date for the Public Hearing will be set later in the meeting. Halsey moved to direct Eric to include a minimum rate fee on sewer usage and to charge different rates for different classes of usage. Seconded by Hupp. All ayes motion carried. Littrel reported Iowa American Water did the blacktop repairs on Sycamore St. when the project of lowering the main was completed. Mayor Paddock stated Cutting the Curb at the end of Manor needed to be tabled. Mayor Paddock contacted Channel 6 who owns the land beyond the curb and Channel 6 has not given permission for anyone to pass through the field at this time. Seaberg moved to table Cutting the Curb at the end of Manor Dr. to a later date. Seconded by Channon. All ayes motion carried. Mayor Paddock reported that a letter was written by Attorney Hunter to be signed by Alcoa and Riverdale approving the sidewalk at the end of Kensington to the Recreation Trail. Wording in the letter said “Trail Extension” instead of sidewalk. It is not a “Trail Extension”. Channon moved to change the wording in the letter and the map from “Trail Extension” to “Sidewalk”. Also, approve the letter to be sent as requested to John Riches from Alcoa before the project begins. Roll call vote: Channon – aye, Hupp – aye, Seaberg – aye, Littrel – aye, Halsey – nay. Motion carried. NEW BUSINESS: The Street Financial Report for 2013/2014 was presented. Littrel moved to approve Resolution No. 2014-14, seconded by Channon. All ayes motion carried. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, IOWA That the City Street Financial Report for the year ending June 30, 2014 be approved and the City Clerk is directed to file the report in the appropriate manner. PASSED AND APPROVED on August 19, 2014. Hupp moved to approve MSA’s proposal on Preliminary Design Plans for the Urban Renewal Plan in the amount of $2,500.00. Seconded by Littrel. No action on purchasing infant swings for the park. Hupp moved to purchase new office chairs for Riverdale City Office not to exceed $600.00, seconded by Channon. Hupp moved to schedule a Public Hearing for Boylers Ornamental Iron on September 2, 2014 at 6:30 p.m. concerning the Nuisance Abatement. Seconded by Halsey. All ayes motion carried. COMMITTEE REPORTS: Channon spoke with Cribbs to remind them the corner of Belmont and Valley Dr. was part of the Mowing Contract. Cribbs did not realize that and will refund Riverdale the $100.00 they charged to mow that area. Hupp received confirmation from Iowa Prison Industries that the bench Riverdale ordered for the Recreation Trail will be delivered on September 19, 2014. Hupp will contact Alcoa to make sure they know where the bench will be placed. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Hupp stated a resident called her with concerns about students from the Pleasant Valley High School Track Team running up Manor Hill. George Seaberg offered to call the Athletic Director with Riverdale’s concerns. Mayor Paddock stated Dale Hupp has been part of the Riverdale Fire Department for 40 years and wanted to thank him for his years of service. Littrel stated Riverdale is required to have 2 more street cleanings this year. It was decided to have them clean the streets in mid October and the end of November. There was discussion of curb repair near 243 Circle Drive. This will be on the next agenda. Halsey moved to adjourn at 8:24 p.m. seconded by Channon. All ayes motion carried _____________________ __________________________ Sonya Paddock, Mayor Attested By: Paula McIntosh, City Clerk Dining Tour Book Pre-Orders Riverdale Fire Fighter’s Association are taking pre-orders for the 2014-2015 Dining Tour books. The books sell for $35 and then $10 of that will be donated back to the Fire Fighters Association. There are 27 new restaurants this year for a total of 139 restaurants. Sonya Paddock has a list of the restaurants included in this year’s book that can be viewed at City Hall. Please call Sonya Paddock at 563/355-6363 and lea ve a message if you would like to order a book or two. Orders need to be in by September 19th, 2014. Phone Directories Phone directories are in and many have picked them up at the office. Some have expressed that their number was not included. If your number is not in the directory and you would like it to be, please contact Mary Fran at the office and she will put your number in the next newsletter for residents to add to their directory. Thank you to the Residents that picked up extra directories and delivered them in their neighborhood. Riverdale Has a New Facebook Page. Find us at “City of Riverdale Iowa”. We have posted pictures from the 4th of July and Brenny’s open house. Citizens Encouraged to Keep Storm Drains Clean We depend on storm drains, sewers, drainage ditches and culverts to keep our neighborhoods from flooding during storms. Yet, these devises also direct polluted and untreated rainwater straight into our local waterways. Over 50% of the pollution that impacts our water supply occurs when rains or snowmelts –called runoff- wash over land and carry contaminants from our everyday activities into the nearest waterway. Things like phosphorus in lawn fertilizers, pesticides, spilled household cleaners or auto fluids, pet waste, road salt, and more qualify as pollutants. We encourage residents to… blow or sweep grass clippings and leaves back into their yards take prescription medications to Scott County recycling center to dispose of this is a free service to residents of Riverdale, please do not flush medications. use phosphorus-free lawn fertilizer pick up pet waste do not pour substances like oil, or grease on land use rain barrels in the spring, summer and fall to capture roof run-off Please Be Considerate of Your Neighbors When Burning Riverdale has received numerous complaints about open burning. I would like to remind residents that this is a privilege that most cities no longer allow. Please be considerate of your neighbors when burning. Consider the direction of the wind and if it is a cool day that windows are open. Knock on their doors and let them know you will be burning and for how long. Also, remember not to leave your burn pile burning overnight, this is prohibited by Riverdale ordinance and Residents may be ticketed by the sheriff. Yard waste may not be burned before dawn or after sunset. Fires must be fully extinguished. Residents have free yard waste pick up every Monday until November 1st. Take advantage of this service. You may put your yard waste in trash cans or paper bags at this time. Burn barrels are prohibited. Adult attendance is required at open fires. The Fire Chief may prohibit all burning when atmospheric conditions or local circumstances make such fires hazardous. Flammable or combustible liquids, accelerants, or rubber tires shall not be used to ignite any fire. The full Burn Ordinance can be found on the cities website.
