RIVERDALE CITY COUNCIL MINUTES DECEMBER 2, 2014 Mayor Paddock opened a regular session of the Riverdale City Council at 7:00 p.m. on December 2, 2014. Roll Call: Present: Channon, Hupp, Seaberg, and Littrel. Halsey was absent. Also present was Harry Pelton. Agenda: Channon moved to approve the agenda for December 2, 2014 seconded by Hupp. All ayes motion carried. PUBLIC COMMUNICATIONS TO THE COUNCIL: Harry Pelton suggested that Riverdale use an electronic sign board or something similar to alert residents of current events or meetings. Mayor Paddock will look into the requirements and permitting that is needed from the State for signs near the Highway Overlay Corridor District (HOCD). Minutes: Mayor Paddock made a correction to the minutes dated November 18, 2014. Page 4 1st bullet second to the last line was added (and Adopt and Pass the Final Reading of Ordinance 2014-189). Channon moved to approve the minutes from the meeting dated 12/02/2014 with corrections seconded by Seaberg. All ayes motion carried. Warrants: Channon moved to approve the Warrants for December 2, 2014, seconded by Littrel. Roll call vote: Channon – aye, Hupp – abstain, Seaberg – aye, Littrel – aye, motion carried. Roll call vote: all ayes motion carried. NEW BUSINESS: No discussion on possible TIF projects. Seaberg moved to approve the Riverdale Fire Department Report for October 21, 2014 to November 18, 2014 seconded by Hupp. All ayes motion carried. Mayor Paddock presented a letter received from League of Illinois Bicyclists. The League is working on a fourth edition Quad Cities Metro Area Bicycle Map and is asking Riverdale to be a map sponsor for a donation of $500.00. Council decided not to participate at this time. Mayor Paddock asked Council if they would like to revise the Liquor Policy for events held in the Community Room. Currently there is no Liquor allowed in the room. Seaberg moved to keep things as they are now and not allow Liquor, seconded by Littrel. Channon – nay, Hupp – nay, Seaberg – aye, Littrel – aye. Motion failed. COMMITTEE REPORTS: Hupp reported that some of the Holiday Lights are not on. City Maintenance, George Miller will take care of the lights. Mayor Paddock thanked everyone that helped with the lights. Littrel stated he will call D&S to have the streets swept next week. COMMUNICATIONS FROM THE COUNCIL AND OTHER OFFICIALS: Hupp received a call from a resident concerned with vandalism going on in Riverdale. This resident thought the newsletter article about watching out for your neighbors was too vague and wanted residents to know that vandalism is happening in our neighborhoods so please be aware and call 911. Hupp thought putting a camera at the end of Manor Dr. would help. Discussion of a surveillance camera will be on the January 2015 agenda. Channon reminded Council that Budget time is here and asked that council members put together a list of needs for their departments. Channon moved to adjourn at 7:48 p.m. seconded by Littrel. Halsey moved to add Ordinance Number 124 to the Riverdale Code of Ordinance Book seconded by Seaberg. All ayes motion carried. Ordinance No. 95-149 “An Ordinance Modifying The Zoning Code Restricting The Keeping Of Animals” was passed on March 7, 1995 but was not added to the Riverdale Code Book. Seaberg moved to add Ordinance No. 95-149 to the Riverdale Code of Ordinance Book seconded by Littrel. All ayes motion carried. It was suggested by the Codifier to adopt the Scott County Code pertaining to Chapter 155 Construction Code. This pertains to our 28E Agreement with Scott County to issue building permits for Riverdale. Littrel moved to remove the Riverdale Construction Code and adopt the Scott County Code as recommended by the Codifier. Seconded by Seaberg. All ayes motion carried. Halsey moved to revoke Ordinance 41.16 “An Ordinance Amending The Code Of Ordinances Of The City Of Riverdale, Iowa, By Adding A New Ordinance No. 41.16, Willful Disturbance.” Seconded by Littrel. All ayes motion carried. The violation of this section is a serious misdemeanor and would be charged under State Code rather than Riverdale Code. Seaberg moved to remove Ordinance No. 41.17 “An Ordinance Amending The Code Of Ordinances Of The City Of Riverdale, Iowa, By Including A New Section 41.17-No Smoking In Public Buildings Or On Public Grounds,” seconded by Halsey. All ayes motion carried. This Ordinance is regulated by Chapter 142D of the Code of Iowa and is enforced by the State Department of Public Health and a violation carries a civil penalty which is deposited in the State General Fund, there is no need to include the prohibition in the Riverdale City Code. Halsey moved to approve the purchase and set up for a new server for the City’s computers not to exceed $4,000.00, seconded by Seaberg. All ayes motion carried. COMMITTEE REPORTS: Littrel reported that D&S has been sweeping the streets and should be finished tomorrow. COMMUNICATIONS FROM THE COUNCIL AND OTHER OFFICIALS: Channon reminded everyone that the City Office will be closed on December 24 and 25, 2014 and January 1, 2015. Channon reported on a mistake that was made in the June 2014 newsletter concerning the May Financial Report. A portion of the Sewer Fund was added into the Capital Projects Fund by mistake. The totals of All Monies was correct. Channon stated the Budget Committee will meet on January 5 and 12, 2015.
