HomeMy Public PortalAboutFebruary 2014 Think PUBLIC NOTICE The City of Riverdale will hold a Public Hearing on Tuesday March 18, 2014 at 6:30 p.m. in Riverdale City Hall for the purpose of hearing comments from the public concerning the Federal Emergency Management Agency (FEMA) minor regulatory changes to the requirements for participation in the National Flood Insurance Program (NFIP). Riverdale must amend their flood ordinance to reflect these changes to stay in compliance. The Mississippi River flood levee in Riverdale was recently recertified and re-accredited confirming that it will provide protection against the 100-year flood level. The levee accreditation will now be reflected by official notation on all flood map panels that pertain to the City of Riverdale and the map panel changes must also be acknowledged by amending the Ordinance. The Ordinance amendment to the Riverdale Flood Ordinances 87-139 has incorporated all of the required changes and must be enacted prior to June 9, 2014 to ensure that Riverdale will be in compliance. Box 364, Bettendorf, IA 52722 RIVERDALE CITY COUNCIL MINUTES FEBRUARY 18, 2014 Mayor Paddock opened the Public Hearing concerning the Riverdale City Budget at 6:37 p.m. on February 18, 2014. Those attending the Public Hearing were Council members Channon, Hupp, Seaberg, Littrel, and Halsey. Also in attendance were Eric Burton from the Scott County Sheriff’s Office, Attorney Eric Long, Jim Beran, Harry Pelton, Shanon Musal, Eric Schallert from MSA, Myra Halsey, Steven Townsend, Monty Halsey, James Halsey, Herbert Spratt, Riverdale Fire Chief Floyd Bruns and Judy Hiles. Mayor Paddock said we had not met the publication deadlines for the Public Hearing so we would hear from residents that attended and will hold another Public Hearing on March 4, 2014 at 6:30 p.m. This will give residents another opportunity to share their ideas regarding the 2015 Riverdale Budget. If there are residents unable to attend please contact a council member or the Mayor with your ideas. Mayor Paddock closed the Public Hearing at 6:50 p.m. Mayor Paddock opened a regular session of the Riverdale City Council at 7:00 p.m. on February 18, 2014 at 7:00 p.m. Roll Call: Present: Channon, Hupp, Seaberg, Littrel, and Halsey. Also present Riverdale Fire Chief Floyd Bruns, George Miller, and those mentioned above. Agenda: Mayor Paddock asked to amend the agenda by moving Public Communications to the beginning of the agenda, move the first two items in New Business to the beginning of the meeting and take Warrants out of the Consent Agenda for discussion. Channon moved to approve the amended agenda seconded by Littrel. Roll call vote: all ayes motion carried. PUBLIC COMMUNICATIONS TO THE COUNCIL: Eric Schallert from MSA attended the meeting to give council an update on the projects MSA is currently working on for the city. MSA has met with the city concerning the update to the Riverdale Zoning Map. When Riverdale Mayor, Council, Staff, and Zoning Board have agreed on zoning map changes, MSA will make the changes and produce a new large map for the city. As soon as the snow melts to produce accurate results the intake tops and connected pipes on US 67 and surrounding areas will be examined. A cost for the repair work will be presented to the city. Mr. Schallert presented a contract for General Engineering and Miscellaneous Services. This contract would allow MSA to work on services needed by the city without the formality of a new contract for each service. The service would be discussed with the city first with the cost or cost estimate and would be based on time assigned to a particular task. The agreement is generally for small projects such as ordinance reviews, zoning map changes, development site reviews/inspections, and other small projects of similar size. We have a Task Order Contract in place now, but it was signed last year and MSA would like to have a new Task Order Contract for this year. Attorney Eric Long will review this Contract and it will be on the next agenda. Mr. Schallert presented the Professional Service Agreement for the NPDES Permit Administration (2014-2019). This agreement defines the work that MSA will do for Riverdale to continue to be compliant with the NPDES regulations. It is an estimated fee of $23,500.00 that is spread over the next five years and will pay MSA’s time to perform the tasks detailed in the attachment to the Service Agreement. The City’s current permit will be re- applied for by March 31, 2014. Littrel moved to approve the Service Agreement for the NPDES Permit pending Attorney Long’s review and approval seconded by Halsey. Roll call vote: all ayes motion carried. Judy Hiles Chair of the 4th of July committee attended the meeting. She reported the committee held their first meeting and had 8 committee members in attendance. The committee wants to move forward with fireworks and asked if the council would reconsider their decision to omit fireworks from the 4th of July celebration. Judy asked for the council to approve fireworks for the 4th of July and to budget to allow for the fireworks. This will be on the March 18, 2014 agenda for a decision to be made by council. Consent Agenda: Hupp made a motion to approve the consent agenda, seconded by Seaberg. Roll call vote: all ayes motion carried. Warrants: Seaberg asked to withdraw his claim of $25.25 for copies made. With that adjustment Channon moved to approve the warrants minus the claim by George Seaberg seconded by Hupp. Roll call vote: all ayes motion carried. Mr. Musal explained there is several hundred feet of water pipe that is too shallow and causes the pipes to freeze at the street and caused three homeowners to be without water. Mr. Musal called a company to come out and thaw the pipes to restore water to these homeowners. Mr. Musal asked that the city be responsible for the cost in thawing the pipes and restoring the road that was dug up to gain access to the frozen pipes. There was discussion with the residents as to why these pipes are shallow and who bears the responsibility when the pipes freeze. Mayor Paddock reviewed the files from Davenport Water and what is now Iowa American Water, frozen pipes in this area has been an ongoing problem. Mayor Paddock wanted to remind everyone that there is an insurance you can take out through Iowa American Water for $3.50 a month that ensures that any water problems will be paid by the company if insured. Mayor Paddock stated this is a very small cost for what the insurance will cover in case of water problems of any sort. Mayor Paddock is going to meet with officials from the Iowa American Water Company and discuss this problem and will get back to the residents from Haven’s Acres. It was suggested by Iowa American Water for all residents to let their water run to ensure that pipes will not freeze. As the weather begins to warm up the frost line will go deeper and cause more freezing. Montie Halsey stated that the Halsey family will chair the Egg Hunt and the Egg Hunt will be held at Haven’s Acres Park. Anyone willing to help with this event contact the Halsey family. A date for the Egg Hunt will be in an upcoming newsletter. UNFINISHED BUSINESS: Mayor Paddock reported the Federal Highway Authorization has been received from the Iowa Department of Transportation (IDOT). The Engineering for this project will now proceed. The city hopes to have a July 2014 Letting Date with construction to begin in August 2014. The update for the Land Acquisition Committee is tabled until the March 4, 2014 Riverdale City Council Meeting. There was a minor change made to the budget in Proprietary Fund. The expenses for this fund are $70,150.00. The Revenues for this Fund were 55,700.00 and now are $70,150.00 to match the Expense Fund. It is the intention of the Council to raise sewer rates to generate the amount needed for the Revenue Fund. Hupp moved to hold a Public Hearing for the 2015 Riverdale City Budget on March 4, 2014 at 6:30 p.m. seconded by Seaberg. Roll call vote: all ayes motion carried. NEW BUSINESS: Riverdale Fire Chief Floyd Bruns presented the Riverdale Fire Department Report for December 17, 2013 through January 21, 2014 and the Year End Report for 2013. Halsey moved to approve the Riverdale Fire Department Report for the dates given and the Year End Report for 2013 seconded by Channon. Roll call vote: all ayes motion carried. Mayor Paddock presented a proposal for Riverdale computer backup and consolidation. The purpose of this is to align Riverdale computing environment to best practices and insure data. This would be the first in a series of steps to update and maintain a reliable and secure computing environment. This proposal would result in a smaller backup set, same data points, and saving time and money in offsite Cloud based and USB backups. Seaberg moved to hire Keith Landsteiner not to exceed $600.00 and Attorney Eric Long will draw up a contract for signature seconded by Halsey. Roll call vote: all ayes motion carried. Mayor Paddock discussed the purchase of tablets for council to use rather than generating all the paper used for council packets. Mayor Paddock stated this would be more cost effective after the initial purchase of the tablets. Littrel moved to approve the purchase of 5 tablets for Council use with Mayor Paddock waiting for the best price seconded by Halsey. Roll call vote: all ayes motion carried. Mayor Paddock presented the Amendment to Ordinance 87-139 an amendment to the Riverdale Flood Plain Area Management Ordinance. Mayor Paddock explained that periodically the Federal Management Agency (FEMA) makes minor regulatory changes to the requirements for participation in the National Flood Participation Insurance Program (NFIP). Cities participating in NFIP must amend their respective ordinances to reflect these changes to stay in compliance. Hupp moved to hold a Public Hearing concerning the Amendment of Ordinance 87-139 on March 18 at 6:30 p.m. in Riverdale City Hall seconded by Channon. Roll call vote: all ayes motion carried. Hupp moved to table Resolution No. 2014-01 seconded by Channon. Roll call vote: all ayes motion carried. Channon moved to hold a Public Hearing concerning the Amended Riverdale 2014 City Budget on March 18, 2014 at 6:30 p.m. at Riverdale City Hall seconded by Halsey. Roll call vote: all ayes motion carried. The Mayor and Council had a concern that Riverdale was going to run out of salt for the roads due to all the snow this winter. There is no salt shortage for Riverdale at this time. Channon moved to change the deductible on Riverdale’s Fire Trucks from $250.00 deductible to $1,000.00 deductible and carry liability only on the Ford Expedition that is being used for Public Works seconded by Halsey. Roll call vote: all ayes motion carried. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Seaberg asked if he could have the Mayor and Council’s approval to speak with Alcoa concerning a small piece of land in Riverdale that he would like for Alcoa to donate to Riverdale. There was discussion as to who owns the land in question. Seaberg will look into this further. Hupp thought it would be a good idea to place reflectors near the inlets and other areas to make it easier for our snow removal contractor to remove snow from certain areas. Hupp will check on costs for reflectors. Mayor Paddock stated the Spring Clean-Up date will be May 17, 2014. Mayor Paddock stated there is a Leadership Summit coming up in Des Moines. If any council member is interested let her know. Halsey moved to adjourn at 9:00 p.m. seconded by Littrel.
