Roll Call: Present: Hupp and Littrel. Mayor Paddock,Seaberg and Halsey were absent. Also present Riverdale Fire Chief Floyd Bruns, Jim Beran, George Miller and Eric Schallert from MSA. Agenda: Hupp asked to table Discussion Of 2014/2015 Riverdale City Budget until the January 9, 2014 Budget meeting. Hupp moved to approve the agenda for 01/07/14 as amended seconded by Littrel. Roll call vote: all ayes motion carried. Minutes: The minutes from the meeting of December 17, 2013 were not approved due to a quorum not being present to do so. These minutes will be presented at the January 21, 2014 council meeting. Warrants: Hupp moved to approve the warrants for January 7, 2014 seconded by Littrel. Roll call vote: all ayes motion carried. The council apologized to Mr. Beran for any perceived misunderstandings and misconceptions that were written in the minutes. Eric Schallert from MSA attended the meeting to update council on projects that MSA is working on for Riverdale. Eric presented the updated Zoning Map that MSA has been working on. Once the Mayor and Council have a chance to review and approve the map MSA will make any changes that may be needed and produce a new, large map for Riverdale. Eric presented 2 options for repairs on Bellingham Road. The first option was patching the worst areas and Eric thought it would be around $200K. The second option was patching and asphalt overlay for the entire length of Bellingham at the cost of around $450K. Eric had nothing to report on the Intake Investigation and Overlay. With the onset of winter the intakes are snow and ice covered right now. This evaluation will be completed after the snow melts in the spring. UNFINISHED BUSINESS: Mayor Pro-Tem Channon stated an e-mail was received from Mary Stahlhut from the Iowa Department of Transportation (IDOT) concerning the revised Contract with Shive Hattery concerning the MRT Phase II. Channon will address the e-mail during New Business Discussion and Action of the Revised MRT Contract with Shive Hattery. Dale Hupp, Chairman for the Land Acquisition Committee, left a report for this stating the Committee had held 1 meeting and discussed future needs of the city. NEW BUSINESS: Mayor Paddock was not at the meeting due to sickness. She will make the Council Appointments at the January 21, 2014 meeting. Mayor Pro-Tem Channon made the following appointments: Planning and Zoning Inspector: Lou Wren, City Clerk: Paula McIntosh, Assistant City Clerk: Mary Frances Blevins, City Treasurer: Paula McIntosh, City Attorney: Stanley, Lande and Hunter, Riverdale Fire Chief: Floyd Bruns, 1st Assistant Fire Chief: Dale Hupp, 2nd Assistant Fire Chief: Mike Kleinsmith. Riverdale Fire Chief Floyd Bruns presented the fire department report for November 19, 2013 to December 17, 2013. Hupp moved to approve the Fire Department report for the dates presented seconded by Littrel. Roll call vote: all ayes motion carried. Littrel moved to approve $60.00 for MLA Part Two training Webinar seconded by Hupp. Roll call vote: all ayes motion carried. A letter from the Board Of Adjustments (BOA) was presented with the BOA’s revised ‘Request For Variance’ and revised ‘Letter To Adjacent Property Owners’. Both of these documents have been reviewed by City Attorney Eric Long. Hupp moved to approve the revised documents from the BOA seconded by Littrel. Roll call vote: all ayes motion carried. Mayor Pro-Tem presented the e-mail from Mary Stahlhut explaining the changes made to the MRT Contract with Shive Hattery. Hupp moved to approve the revised contract with Shive Hattery seconded by Littrel. Roll call vote: all ayes motion carried. Hupp moved to hold the Public Hearing for the Riverdale 2014/2015 City Budget on February 18, 2014 at 6:30 p.m. seconded by Channon. Roll call vote: all ayes motion carried. COMMITTEE REPORTS: Hupp asked if anyone had stepped forward to volunteer to chair the Riverdale 4th of July event. Nobody has at this time. Hupp stated she will make phone calls to find someone to chair this event. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Hupp presented a quote from Davenport Electric for flag lights on the flag at Volunteer Square Park. Hupp would like this to be considered on the next agenda. Hupp asked that the Christmas lights at City Hall be turned off. A date will be set for a time when the weather warms up to take the Holiday Lights down. Channon reminded everyone of the Budget Meeting scheduled for Thursday January 9, 2014 at 5:00 p.m. Littrel moved to adjourn at 8:33 p.m. seconded by Hupp. Roll call vote: all ayes motion carried. Roll Call: Present: Channon, Hupp, Seaberg, and Littrel. Halsey was absent. Also present Riverdale Fire Chief Floyd Bruns, Jim Beran, George Miller, Judy Hiles and Dr. Jim Spelhaug, Superintendant of the Pleasant Valley Schools. Agenda: Mayor Paddock asked to amend the agenda by moving Approval Of Appointments That Were Made At The January 7, 2014 Council Meeting from Unfinished Business to the first bullet in New Business. Channon moved to approve the agenda for January 21, 2014 as amended seconded by Seaberg. Roll call vote: all ayes motion carried. Minutes: Channon made a correction in the minutes dated December 17, 2013. Page 3, 4th bullet there should have been a question mark instead of a period after the word adequate. Judy asked what the budget would be for the committee and would the city and fire department consider keeping fireworks as a part of the 4th of July celebration. Judy knows of a person that will do the fireworks. The Council will consider fireworks on the next agenda and Judy will have a cost estimate for the fireworks. The first 4th of July meeting will be February 6, 2014 at 6:30. Dr. Spelhaug from the Pleasant Valley School District attended the meeting with a presentation to explain a special election that is being held on February 4, 2014 to extend two existing referendums. One is the Physical Plant Equipment Levy (PPEL) and the other is the Instructional Support Levy (ISL). These are 2 different funds that have 2 different purposes. The Pleasant Valley School District has a steady growth and these 2 referendums allow the district to stay ahead of the growth for all of the current and future needs of the district. One of the advantages is the district can borrow against the PPEL at a very low interest rate. A “YES” vote to both of these items will extend them for 10 years. This does NOT add any new tax and does NOT increase an existing tax. Dr. Spelhaug would like to encourage all to vote “YES” on these referendums on February 4, 2014. Jim Beran attended the meeting with concerns about snow removal and his comments that were written in the December 7, 2013 meeting minutes. UNFINISHED BUSINESS: No update on the MRT Phase II. Motion was made by Hupp to add Dennis Stolk to the Land Acquisition Committee seconded by Channon. Roll call vote: all ayes motion carried. Mayor Paddock will meet with MSA on Thursday January 23, 2014 at 3:00 p.m. to review the Planning and Zoning Map. An Award Presentation was discussed and it was decided to present the award at the Going Away Party for Jack and Patti Franklin on February 2, 2014 from 1:30 p.m. until 3:30 p.m. The presentation will be done at 2:00 p.m. The Franklins are moving to the Chicago area to be closer to family. Jack has served the city of Riverdale for many years. A notice will be put in the newsletter inviting the community. Channon moved to approve Hupp to organize this event not to exceed $150.00 seconded by Seaberg. Roll call vote: all ayes motion carried. The 2014/2015 Riverdale City Budget was discussed. We are close to finalizing the budget and will have another meeting on January 22, 2014 at 6:30 p.m. to finish and send the Public Hearing Notice to the paper. Mayor Paddock thanked everyone for all the hours and hard work that has been spent working on this budget. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Mayor Paddock talked about the snow plowing. There have been several complaints and Mayor Paddock has talked with our snow plowing contractor. Channon mentioned there was a dead deer on Belmont Rd. Paula will call and have it removed tomorrow. Channon moved to adjourn at 9:14 p.m. seconded by Seaberg. This 4th is on a Friday so it is anticipated that a lot of out of town company will be present so we want to organize a great celebration of the holiday and the town. Bring your ideas and enthusiasm.
