Meet Hometown Hero
2nd Grader Riley Kramer
Heroes come in all ages. Most of the Hometown Hero’s featured in past issues of the newsletter have served the City of Riverdale for many years, but this month we want to feature our
youngest honoree to date Riley Kramer. Riley and his grandmother were watching the news and noticed that some of the fire hydrants were buried and barely visible after the last 14 inch
snow. His Cub Scout training, good parenting, and grand parenting prepared him to look for safety issues and take initiative when it is within his power. While Grandma looked on Riley
took his snow shovel and went around the city and dug out the fire hydrants. Fortunately, Riverdale did not have any emergencies during this time but if they had, Riley’s actions could
have saved a life. Riley is the son of Bob and Amy Kramer, and the Grandson of Tim and Jann Curran both of Riverdale. Riley is a member of Cub Scouts and attends 2nd grade at Riverdale
Elementary.

RIVERDALE CITY COUNCIL MINUTES
FEBRUARY 3, 2015
Mayor Paddock opened a regular session of the Riverdale City Council at 7:00 p.m. on February 3, 2015.
Roll Call:
Present: Channon, Hupp, Seaberg, and Halsey. Littrel was absent. Also present: Maintenance George Miller, Fire Chief Floyd Bruns, Ashley Henden and Jeff Knobbe from Wells Fargo Bank,
Eric Schallert from MSA, and resident Steven Townsend.
Agenda:
Mayor Paddock stated the representative from Republic Waste will be on the next agenda. Halsey moved to approve the Agenda seconded by Channon. All ayes motion carried.
Presentations:
Ashley Henden and Tony Knobbe from Wells Fargo Bank gave a presentation of their services and on the Line Of Credit Loan that is being considered for the MRT Phase II Project.
Eric Schallert from MSA reported on the Joint Sewer Commission Billing Process and flow meter locations being considered.
Steven Townsend spoke of concerns that Riverdale was considering charging for garbage. He had researched other communities and felt Riverdale was being over charged. Mayor Paddock explained
the budget is complete and there was not going to be a fee charged for garbage service and the other communities mentioned are doing their own trash pick-up.

Channon moved to approve the Consent Agenda seconded by Seaberg. Roll call vote: Channon – aye, Hupp – aye, Seaberg – aye, Halsey – abstain. Motion carried.

NOW THEREFORE, BE IT RESOLVED, that the amount of salary to be paid to the city employee holding the position of City Clerk/Treasurer be in the amount of $26.50 per hour effective July

Warrants:
Mayor Paddock noted the warrant to Mahler Concrete needed to be corrected to JKM Concrete. The warrant to Quad City Convention will not be paid due to Council deciding not to renew the
dues for that organization. Channon moved to approve the warrants list with said changes and corrections seconded by Halsey. All ayes motion carried.

UNFINISHED BUSINESS:
No Discussion on Sewer Flow Meters.
Mayor Paddock presented the budget for review and stated that 2015/2016 taxes were being lowered. Mayor Paddock thanked the Budget Committee for all the hard work. Seaberg moved to approve
the Clerk to send the Notice of Public Hearing for the FY 15/16 Riverdale Budget to the paper for publication. Seconded by Channon. Roll call vote: all ayes motion carried.
Mayor Paddock contacted Iowa Prison Industries (IPI) about the purchase of a mailbox. IPI should have an estimate for a custom built one next week. Seaberg moved to purchase an outdoor
mailbox not to exceed $650.00 and not renew our Post Office Box when it comes due. Seconded by Halsey. All ayes motion carried.
NEW BUSINESS:
Hupp moved to use Wells Fargo Bank for all of Riverdale’s banking needs seconded by Channon. Roll call vote: all ayes motion carried. Mayor Paddock will begin getting that process ready
for an upcoming Council meeting.
RESOLUTION NO. 2015-05
A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE A SHORT TERM LOAN AGREEMENT WITH WELLS FARGO BANK.
WHEREAS, the City of Riverdale, Iowa (City) wishes to enter into an agreement with Wells Fargo Bank by opening a short term Multi-use Trail Project construction loan to assist with paying
invoices for the Mississippi River Trail Phase II project no. SB-IA-6492(602)-7T-82 (MRT II).
WHEREAS, the City will be reimbursed 80% from The National Scenic Byways Grant up to $494,956, 80% from Transportation Alternatives Grant up to $318,644, and
75% from State Recreation Trails Grant up to $318,644.
WHEREAS, the grant funding will not be received until after the City has paid the invoices and this is estimated to take two to four weeks to receive.
WHEREAS, Wells Fargo Bank will set up a revolving line of credit of $959,000 with the City on a short term loan basis of 6 months. The City will only be charged interest on funds the
City receives.
WHEREAS, the City will reimburse any loan funds that it has used as soon as the grant funds are received.
WHEREAS, the City has budgeted a total of $204,000 to pay the matching grant requirement.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Riverdale, Iowa that:
The Mayor and City Clerk/Treasurer are hereby directed and authorized to execute the loan documents from Wells Fargo Bank for the purpose of paying MRT II invoices until reimbursement
can be obtained. (See attached loan commitment letter).

Seaberg moved to eliminate the Fireworks from the Riverdale 4th of July Celebration seconded by Channon. Roll call vote: all ayes motion carried.
There was discussion on Ordinance No. 2015-191 An Ordinance Amending The Code Of Ordinances Of The City Of Riverdale, Iowa, Chapter 18.05 Subsection 2 By Amending Provisions Pertaining
To The Manner Of Publications. Mayor Paddock explained that by passing this Ordinance we could post new or modified Ordinances by posting in 3 places rather than paying for publication.
Ordinances can be lengthy and so costly to publish. Discussion, but no action at this time.
There was discussion on the purchase of 3 outdoor bulletin boards for displaying Ordinances or other Riverdale news. Hupp moved to table the purchase of outdoor bulletin boards seconded
by Halsey. All ayes motion carried.
Seaberg met with Ken Mahler from JKM Concrete to discuss Snow Removal Procedures. Mayor Paddock would like to redo the contract because Riverdale’s contract is outdated and needs to
be clearer and some items need to be changed. Halsey moved to send JKM 90 day notice to cancel the current contract. A one year Snow Removal Contract will be revised and offered to JKM
to sign. Seconded by Hupp. Roll call vote: all ayes motion carried. Channon and Hupp will put together a new contract.
COMMUNICATIONS FROM THE COUNCIL AND OTHER OFFICIALS:
Channon stated that she had spoke with Jan Curran about Jan’s grandson Riley Cramer. Riley is a Boy Scout and was very concerned about how the Fire Department would find the fire hydrants
with the 14” of snow that fell over the weekend. Riley decided to fix the problem by going out and shoveling around the fire hydrants. Thank You Riley! Sonya Paddock, MayorAttested By:

Mayor Paddock opened a Public Hearing at 6:30 p.m. concerning the Riverdale 2015/2016 City Budget. Council members present were Channon, Hupp, Seaberg, and Halsey. Littrel was absent.
Others in attendance were Eric Schallert from MSA, Matt Pivot from Republic Services, Eric Hupp from Riverdale Fire Fighters Association; residents Jim Beran, and Steven Townsend, Mayor
Paddock went over changes that were made to the Re-estimated numbers and additions to the proposed revenues. Jim Beran had questions and comments concerning the proposed budget. Hearing
no other comments the Public Hearing was closed at 6:46 p.m.
Mayor Paddock opened a Riverdale work session at 6:46 p.m. Council members present Channon, Hupp, Seaberg, and Halsey. Others present, were same as the public hearing. Littrel arrived
at 6:55p.m. Explanations were given regarding the Sewer Ordinances by Eric Schallert from MSA. Work session ended at 7:00.
RIVERDALE CITY COUNCIL MINUTES
FEBRUARY 17, 2015
Mayor Paddock opened a regular session of the Riverdale City Council at 7:02 p.m. on February 17, 2015.
Roll Call:
Present: Channon, Hupp, Seaberg, Littrel and Halsey. Also present: Eric Schallert, Matt Pivot, Eric Hupp, Steven Townsend, and Jim Beran.
Agenda:
Seaberg moved to approve the agenda for February 17, 2015 seconded by Halsey. All ayes motion carried.
Presentations:
Matt Pivot the Municipal Services Manager from Republic Services attended the meeting to present a new contract for Riverdale. Our current contract expires May 31, 2015. Mr. Pivot explained
the services would be the same.
Eric Hupp gave a presentation: “Smoke Eater Scrambler 5K” to take place October 4, 2015. The purpose of the event is to raise funds for the Riverdale Firefighter’s Association and to
promote healthy lifestyle. Eric hopes to have 300 runners/walkers with a maximum capacity of 500. He would like to see local families, the running community, and area Fire Departments
participate. Eric will be soliciting sponsors for this event. First opportunity for sponsors will go to residents and members of the Fire Department who have businesses. There will also
be a Chili/Soup Cook-off and anyone is welcome to participate. He is asking for approval to use city streets, close Manor Dr. at the start of the race, to restrict street parking on
race route, and use the Fire Department for the Chili cook-off.
Eric Schallert from MSA spoke again of the Ordinances on the agenda.
Public Communications To The Council:
Jim Beran stated the Davenport Fire Department puts on a program about break-ins. The program stated you should not put your garbage out the night before your garbage pick-up day. Burglars
may ransack your garbage and get all of your personal information.

Mayor Paddock stated there will be an informational meeting with the contractor, Valley Construction concerning the MRT Trail on March 17, 2015 at 6:30 p.m. Shive Hattery dropped off
a map depicting the new trail. This map will go in the Kiosk at Volunteer Square Park.

Seaberg moved to table the purchase of bulletin boards seconded by Hupp. All ayes motion carried.
Motion by Hupp to introduce Ordinance 2015-192 An Ordinance Amending The Code Of Ordinances of The City Of Riverdale, Iowa, By Amending Chapter 95, Section 95.065 Definitions Of The
Code Of Ordinances seconded by Halsey. Roll call vote: all ayes motion carried. (Definition for “Users” has been expanded)
Hupp moved to introduce Ordinance 2015-193 An Amendment to Chapter 95 Of The Code Of Ordinances seconded by Seaberg. Roll call vote: all ayes motion carried. (Table 4 changed)
Motion by Channon to introduce Ordinance 2015-194 Amendment To Chapter 95 Of The Code Of Ordinances seconded by Halsey. Roll call vote: all ayes motion carried. (sewer rates)
Hupp moved to set a Public Hearing date for April 7, 2015 at 7:00 p.m. concerning Ordinance 2015-192, Ordinance 2015-193 and Ordinance 2015-194 seconded by Seaberg. Roll call vote: all
ayes motion carried.
Seaberg moved to approve Amended Resolution No. 2015-05 A Resolution Authorizing The Mayor To Execute A Short Term Loan Agreement With Wells Fargo Bank and by choosing a fixed rate.

Seaberg moved to approve Resolution No. 2015-06 Resolution Officially Naming Depositories For The City Of Riverdale, Iowa seconded by Hupp. Roll call vote: all ayes motion carried.
Discussion on Wells Fargo Credit Cards, no action taken.
Mayor Paddock thanked Hupp for her diligent work on the railroad noise issues. Hupp explained the ongoing noise issues by the railroad. Mayor Paddock and Hupp will be scheduling a conference
call with a Railroad Official.
Channon moved to approve Resolution No. 2015-07 A Resolution Approving The Certification Of The 2015-2016 Annual City Budget For The Fiscal Year Ending June 30, 2016 seconded by Seaberg.
Roll call vote: all ayes motion carried.
Halsey moved to approve all points of Eric Hupp’s proposal for the Smoke Eater Scramble 5K on October 4, 2015 seconded by Hupp. Roll call vote: all ayes motion carried.
Channon moved to approve the Riverdale Fire Department Report for December 16, 2014 to January 20, 2015 seconded by Seaberg. All ayes motion carried.
Littrel moved to purchase 150 ton of salt for the 2015/2016 snow season seconded by Halsey. Roll call vote: all ayes motion carried.
Discussion on road patching no action.
COMMITTEE REPORTS:
Halsey reminded everyone the Riverdale Egg Hunt is April 4, 2015 at 1:00 p.m. with a rain date of April 5, 2015 at 2:00 p.m.
COMMUNICATIONS FROM THE COUNCIL AND OTHER OFFICIALS:
Hupp stated a resident approached her with concerns about many news reports about drones. Mayor Paddock stated it might be premature to think about how Riverdale might handle that issue
until the FCC makes a decision.
Mayor Paddock stated she placed information and bids for replacing the Fire Department drive and City Hall parking lot. This will be on an agenda at a later date.
Halsey moved to adjourn at 8:28 p.m. seconded by Seaberg. All ayes motion carried.
