HomeMy Public PortalAboutJanuary 2015 If one were to call Lou Wren a hero, he would be the first to disagree, saying that title is reserved for those who reach way beyond the call of duty in service to another person or situation. It is for others to decide. A quiet man this Lou Wren. A man of integrity and strong convictions about doing the right thing, and honoring differences in people. A Riverdale resident since 1979, Lou was asked by Mayor Ralph Brooks, in 1980 to be on the Zoning Board of Riverdale. Lou’s service to Riverdale has been constant since that date; however, he now serves as the Zoning Inspector, a logical appointment since Lou has been involved with land, structures, and zoning in his professional life for over 44 years. In Lou’s professional life, he is an MAI, a distinction held by only 5 active appraisers in the Quad City area. He has held many positions of leadership with his profession, including Regional President within the leading national industry group. Lou’s business includes appraisal of commercial, industrial, specialty and residential properties. Lou also does appraisal work for Habitat for Humanity. In his Zoning Role, Lou visits the site of building projects, confers with owners, advises and communicates what is possible within city zoning regulations. He communicates with the Scott County Building group when building permits are required. In his personal life, Lou is married to Norma Wren (53 years), has 4 children, six grandsons, 2 granddaughters, and 1 step-great grandson. One daughter and family live next door, and another daughter and family live in another house next door. So yep, it’s a compound with shared mow and snow. Lou is the organizer (1989), and financial manager (25 years) for his Church’s Endowment fund, predominantly providing for local and wider world needs as well as scholarships. In summer you can find Lou mowing the acres of hillside at his home, wearing radio ear muffs tuned to the Cubs, or tending the garden, which always has between 35/40 tomato plants and other veggies, too. He and Norma can hundreds of quarts of tomatoes each fall and share them with kids and the Community Kitchen which cooks for the homeless. In earlier years Lou and his family were avid bicycle riders, having ridden the early Ragbrai routes (4, 5 and 6). In 1979, the family returned from Ragbrai just in time for a tornado on August 6, to destroy their new house. Bravo to Riverdale fire Department who came the evening of August 7 and helped put plastic over the rubble. You see, as residents we are all quite interconnected. Volunteering is a part of that connectedness. Lou never forgot the invaluable assistance that the Fire Department rendered to him and his young family: the Department responded before a call was even made. This is the attitude and conviction with which Lou greets each neighbor and request for help. Our community gives us the possibility to step up and volunteer. We’re the better for connecting. RIVERDALE CITY COUNCIL MINUTES JANUARY 6, 2015 Mayor Paddock opened a regular session of the Riverdale City Council at 7:00 p.m. on January 6, 2015. The current Riverdale Insurance Policy covers allowing alcohol for Community Room events. A Resolution for an Alcohol Policy will be on the next agenda. NEW BUSINESS: No discussion or action on signage for Our Place. Mayor Paddock reviewed Open Meeting Rules. There was discussion of wages for city employees. Seaberg moved to table the discussion of wages until a later date. Seconded by Channon. Roll call vote: all ayes motion carried. There was discussion on purchasing LED lights from Iowa Association of Municipal Utilities. The lights can be purchased at a low cost. There was no action at this time on purchasing lights. Riverdale Fire Chief presented the Fire Department Report for November 18, to December 16, 2014. Halsey moved to approve the report for the dates given. Seconded by Seaberg. All ayes motion carried. Mayor Paddock has been working on the 2015/2016 Riverdale City Budget. The Public Safety portion of the budget was presented for review. The Budget Committee will meet again on January 12, 2015 at 2:00 p.m. George Seaberg left at 7:45 p.m. Mayor Paddock presented the changes and corrections to the Zoning Ordinance from the Planning and Zoning Committee. Hupp moved to approve the changes and corrections seconded by Channon. All ayes motion carried. The Mayor and Council thanked the Planning and Zoning Committee for all of their hard work. COMMITTEE REPORTS: Hupp suggested waiting until the weather warms up to take the Holiday Lights down. George Miller will turn them off for now. Littrel spoke to D&S street Cleaning. It is hard for D&S to clean the streets because of all the leaves. Mayor Paddock stated with the curbing the leaves stay in the streets. Discussion was to possibly have Cribbs vacuum the leaves and discussion about a 28E agreement with Bettendorf for street cleaning. Hupp asked if we could put something in the newsletter concerning the 4th of July celebration and looking for volunteers for this event. Mayor Paddock informed Council that the Department of Transportation (DOT) is allowing 95 days for the MRT Phase II to be completed. It could be August before the project is complete. COMMUNICATIONS FROM THE COUNCIL AND OTHER OFFICIALS: Mayor Paddock reminded Council the DNR will be at the next Council Meeting to give a presentation on trapping. Mayor Paddock wants an item in the next newsletter concerning Garlic Mustard. Mayor Paddock wants to schedule times for volunteers to meet and clean out the Garlic Mustard. Roll Call: Present: Channon, Hupp, Seaberg, and Littrel. Halsey was absent. Also present: Riverdale Maintenance George Miller, Jeff Harrison from the DNR, Eric Schallert from MSA and Scharlott Blevins Administrative Assistant for Riverdale. Agenda: Mayor Paddock asked to move Discussion of the Administrative Clerk’s Salary from the 3rd bullet to the first bullet in Unfinished Business. Channon moved to approve the Agenda with the change, seconded by Littrel. All ayes: motion carried. Presentations: Jeff Harrison from the DNR attended the meeting to give a demonstration and discussion of different types of traps that are used by trappers. Mr. Harrison stated he is a State Police Officer and a State Conservation Officer. Mr. Harrison gave an informative presentation of traps that are typically used. Riverdale currently has Ordinance No. 2003-159 Section 41.10 Hunting And Trapping. Mr. Harrison stated Riverdale could make the Ordinance more restrictive such as only allowing Dog Proof Traps and a 1 ½ Coil Traps. The Mayor and Council thanked Mr. Harrison for the presentation. Eric Schallert from MSA gave an update on the projects that MSA is currently working on for Riverdale. 1. The Sanitary Sewer Rate for Riverdale has been reviewed by MSA’s Municipal Advisor and will be on the next agenda for consideration. 2. Storm water outfalls are being surveyed by GPS and inspected per requirements of the current NPDES permit. The Storm Water System mapping will be updated, as recommended by the IDNR during last year’s NPDES inspection. 3. There are 2 sections of the Sewer Ordinance that need to be revised per the Joint Sewer Commission Agreement. The changes are updates that address typographical errors in Davenport’s source ordinances, and Riverdale is required to modify their ordinances to match. Riverdale City Attorney is reviewing these ordinances. After review these ordinances will be brought to the Council for approval. These ordinances do not affect current rates or operation procedures. 4. In an effort to ensure Riverdale is only paying for sewage generated within its boundaries, a proposal for temporary flow monitoring is on the agenda for consideration. Once the original study is complete, other locations may need monitoring to ensure all flows are accounted for. Consent Agenda: Hupp moved to approve the Consent Agenda seconded by Seaberg. Roll call vote: Channon – aye, Hupp – aye, Seaberg – aye, Littrel – aye motion carried. The Budget Committee is still working on the 2015/2016 Riverdale Budget. Mayor Paddock stated with rising costs for services it is a challenge to build the budget. It may be necessary in the future to charge residents for waste pickup. The contract to Republic Services for garbage, yard waste and recycling is a huge cost to Riverdale. Channon moved to set the date for 2015/2016 Riverdale City Budget for February 17, 2015 at 6:30 p.m. seconded by Hupp. All ayes motion carried. The next Budget Committee meeting will be January 28, 2015 at 1:00 p.m. NEW BUSINESS: Hupp moved to approve the agreement with MSA for Riverdale Temporary Flow Monitoring Project in the amount of $3,000.00. Seconded by Seaberg. All ayes motion carried. Hupp moved to approve Intergovernmental Agreement for Purchase of Road De-Icing Salt, adding granting Riverdale access to the Bettendorf Salt Storage Facility and Riverdale Attorney’s approval. Seconded by Channon. All ayes motion carried. Seaberg moved to allow the purchase of a snow blower not to exceed $350.00. Seconded by Hupp. All ayes motion carried. COMMITTEE REPORTS: Mayor Paddock congratulated Linda Hupp for receiving the Grant from Trees Forever for $1,000.00. This Grant is through Mid American Energy. Channon explained the error and correction on the balance sheet that was in the packets. Scharlott Blevins thanked the Mayor and Council for welcoming her to the staff in City Hall. Ms. Blevins will be organizing the 4th of July event and stated she was impressed by all that Riverdale does for this event. Mayor Paddock stated since there will be a car show on the 4th of July that it would be nice if the car show participants would be in the parade. Littrel stated that was the plan. Mayor Paddock stated her husband will help with the food on the 4th of July. Seaberg moved to adjourn at 9:04 p.m. seconded by Channon. To make it easier we have divided the responsibilities into categories. We would like one person to chair one of the following categories. As of date we have one person who has offered to help. Chairpersons are needed for: 5K Run Parade Children’s Games (Jan Curran) Entertainment Food Adult Activities Ice Cream Social Transportation (Golf Carts and Trolly) Car Show Each chair will need volunteers as well.
