PLEASE CALL Scharlott Blevins 355-2511 Jack Spratt Jack Spratt has lived in Riverdale, Iowa for the past 40 years. Before that his life was a wild adventure. He was born in Quincy, Illinois. He rode tractors as a young boy (around age 12). At the age of 17 he enlisted in the navy, his dad signed the papers but his mom did not want him to go. He was in radar, 4 months in Kula Bay. He only had 4 weeks training at the time. He recalls from one of his journeys that his ship went down. “There were life jackets everywhere from the blast. I was surely out of it.” An ambulance plane transported him to a navy hospital in Saytown, China. He discovered once he got there that his ear was on his neck. He was sent to Publine, Georgia for another 3 months in the hospital. He kept this injury a secret from his family. In 2 months he was back on active duty. He went to Hawaii and the Solomon Islands in 1946. To the United States the war seemed over. It truly wasn’t. His Navy duties ended December 26th 1949. He married his wife of 47 years in Davenport and they had a magical life together. They had 3 kids. 2 sons, one named Steven who lives just down the street from Jack and a son that passed away at the age of three and is dearly missed. He also has a daughter who lives in Pennsylvania. He worked at Black Hawk, Chevrolet, Bob McClain, Cabinet Craft and he now works stocking shelves for Dollar General. Quote from Jack Spratt “I am no hero the men in the underground tombs are the hero’s.” Stanley Peterson Stanley Peterson lives on the hill in Riverdale. He turns 81 this July. (born in Clinton, Iowa July 23rd 1934). His wife Shirley passed away a few years ago and they were married for 55 years. He has 2 children Nancy and Michael, plus 2 grandsons. Stanley’s service started at Fort Sill in Oklahoma as 3rd Observation, Forward Observer- in the 25th Artillery. After serving in the military, he worked on the railroad in Rock Island, Illinois, and he spent 31 years at Alcoa, he was a volunteer firefighter for the city of Riverdale, Zoning/Building Inspector for Riverdale, and the last Marshall for Riverdale. Not only has Stanley Peterson served our country with honor, but he has made a long lasting impression on our city’s history. Written by Cheyenne Griswold . (Look for signs) RIVERDALE CITY COUNCIL MINUTES June 2, 2015 Mayor Paddock opened a regular session of the Riverdale City Council at 7:00 p.m. on June 2, 2015. All stood for the Pledge of Allegiance. Roll Call: Present: Hupp, Seaberg, Littrel, and Halsey. Channon was absent. Also present Riverdale Fire Chief and Eric Schallert from MSA. Agenda: Seaberg moved to approve the agenda for June 2, 2015 seconded by Halsey. All ayes motion carried. Public Communications To The Council: Eric Schallert from MSA presented a project update for the various projects MSA is doing for Riverdale. The fire station driveway is complete, striped and the grass is growing. MSA recommends payment in full to the contractor, NJ Miller. MSA has been coordinating with Shive-Hattery on behalf of Riverdale regarding the impact of the trail on underground utilities. MSA observed the televising of sanitary sewer laterals at Brenny’s motorcycle Clinic and found that they do not cross the trail route so would not be damaged by the trail work. However the cleanouts adjacent to the trail work needs to be protected. There is an abandoned culvert under the Alcoa Learning Center’s east driveway because of fiber optic installation damage. Riverdale now has an active pipe that cannot be adequately maintained or cleaned. The driveway is going to be removed because of the trail work, so now would be the time to install a cleanout manhole at that location to ensure that the pipes could be cleaned and maintained in the future. MSA recommends that Riverdale add a change order to install this manhole at Riverdale’s earliest convenience. Valley Construction stated the most economical way to do this work is to have the location of the junction identified prior to digging. This work could be done by Petersen Plumbing with their camera. Getting this work done as soon as possible will keep the trail project moving forward on schedule. The initial GPS survey of Riverdale’s Storm Sewer System has been completed and the collected data has been reviewed. Additional pipes and structures were discovered in the first round of checking so additional surveying will be done to include mapping of any abandoned structures that have been discovered. Once all is complete a map will be presented to the City for review and a final Storm Sewer System Map will be completed. Riverdale’s Storm Sewer System mapping will be in compliance with the recommendations IDNR made during last year’s NPDES inspection. The sanitary flow monitors will be available around the first of July. At that time they will be installed and left to monitor for three months. After three months the data will be gathered and data delivered to Riverdale. The additional survey for the storm sewer system and the new survey for the sanitary system will be done concurrently and should begin within the next few weeks. Halsey moved to hire Petersen Plumbing to use their push camera to locate the junction of the bend of storm sewer pipe at the Alcoa Learning Center’s Parking Lot. Seconded by Hupp. All ayes motion carried. Seaberg moved to have Valley Construction present a Change Order for the installation of a manhole after the findings of Petersen Plumbing at the bend of the Storm Sewer Pipe at Alcoa’s Learning Center’s parking lot. This will be part of the MRT Project. Seconded by Halsey. All ayes motion carried. Seaberg moved to approve Pay Application No. 2 from Valley Construction seconded by Hupp. All ayes motion carried. The Riverdale Snow Contract was reviewed. Hupp moved to approve the Riverdale Snow & Ice Management Specifications & Contract with changes that were discussed. Seconded by Seaberg all ayes motion carried. NEW BUSINESS: The Riverdale Code of Ordinances was reviewed. Mayor Paddock noted that items that were marked LC were Legislative Changes and the items marked MC were Model Changes and strongly advised by the Codifier. Mayor Paddock spoke with the Codifier and changes can be made before the Public Hearing and the three readings. Mayor Paddock presented the Zoning Ordinance that will be included with the 2015 Code of Ordinances. This Zoning Ordinance was adopted in December 2014. Riverdale Fire Chief Floyd Bruns presented the Riverdale Fire Department Report for April 14, 2015 to May 19, 2015. Halsey moved to approve the Fire Department Report as presented seconded by Hupp. All ayes motion carried. Seaberg presented bids on placing “parking bumpers” for the new parking area in front of the Fire Station. After discussion it was decided to not purchase bumpers, but to use reflectors to determine where the parking area ends and the grassy area begins. Seaberg moved to approve an Outdoor Liquor License for My Place for July 4, 2015 and ending July 5, 2015. Seconded by Halsey all ayes motion carried. COMMITTEE REPORT: Littrel inquired if there was enough 4th of July budget dollars to purchase hotdogs and hamburgers for the Car Show Participants on the 4th of July. The 4th of July Committee will discuss this at the next meeting scheduled for June 9, 2015. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: The condition of the carpet in the Community Room was discussed. The $25.00 damage deposit is not enough to cover the cleaning expenses. Mayor Paddock will review the room rental agreement and present it to council at a later date. Mayor Paddock stated the Governor Branstad declared June as Invasive Species Awareness Month. RESOLUTION NO. 2015-11 A RESOLUTION APPROVING PAYMENT OF OUTSTANDING INVOICES AFTER THE JUNE 16, 2015 COUNCIL MEETING AND BEFORE JULY 1, 2015 (THE END OF THE FISCAL YEAR) BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, IOWA, that any outstanding invoices of budgeted items that come to the clerk’s office following the meeting of June 16, 2015 but before July 1, 2015 (the end of the fiscal year) be approved for payment. The MRT Phase II Pay Application was approved in Warrants. Hupp moved to approve the Skyline proposal for removal of the dead Elm Tree near Harry Pelton’s property not to exceed $1,000.00. Seconded by Littrel. All ayes motion carried. Mayor Pro-Tem Channon discussed a fallen tree on Manor Dr. during the storm on Monday evening. The Riverdale Fire Department was called out to remove the tree from the roadway. Channon stated the wooded area on Manor Dr. needs to be assessed for dead trees or branches that may need to be removed to keep the roadway safe. There was discussion, but no action taken on flower beds at Volunteer Square Park and Bicentennial Park. There was discussion, but no action taken on a retaining wall at City Hall. COMMITTEE REPORT: Hupp reported that there was a sign posted on the door at City Hall inviting anyone that was interested in finding locations for new trees purchased with the Grant money from Mid-American Energy and Riverdale’s required matching funds. Hupp and some residents toured the parks and decided to put 3 shade trees at Volunteer Square Park and 2 trees at Bicentennial Park. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: George Seaberg talked with Maintenance Supervisor George Miller who identified 5 trees that need to come down near Manor Dr. The city will get bids for tree removal.
