Open Burning of Landscape Waste Reminder
A complete copy of the Riverdale Burn Ordinance can be found on the City website at RiverdaleIA.org or upon request at City Hall. A few reminders need mentioning as spring arrives…
Follow County Burn ban restrictions when windy conditions occur.
Do not burn yard waste before dawn or after sunset.
Fires must be fully extinguished at sunset.
A competent adult shall constantly attend all open fires of landscape waste until fire is fully extinguished
Burn barrels are prohibited.
The burn location must be 20 feet from property line, any structure, including wooden fences…
Other considerations that are not law: Burning is a privilege that many Cities have banned. Please be considerate of your neighbors. Every year the City gets complaints about burning.
I would hate to see the inconsideration of one or two cost us this privilege. The County Sheriff has received a copy of the ordinance and may write citations for law breakers.
SAVE RIVERDALE FOREST HELP PULL GARLIC MUSTARD
Garlic Mustard has been found in Riverdale and is an extremely invasive plant. It is one of the first plants to green up and flower in the spring.
According to Forest Invasive Plants Resource Center - http://www.na.fs.fed.us/spfo/invasiveplants,
Once established garlic mustard rapidly dominates the forest floor and can displace most native herbaceous species within ten years. Few insects, deer or other herbivores will eat it.
Unlike other plants that invade disturbed habitats, garlic mustard spreads readily into high quality forests. Once established, it competes with tree seedlings for available light, nutrients
and water resources, thus preventing recruitment of replacement trees. In addition, plant chemicals produced by roots and decaying leaves inhibit the growth of other plants, including
trees. Recent research discovered one of the ways this happens. Chemicals released by garlic mustard disrupt the growth of underground mycorrhizal fungi which the roots of tree seedlings
depend on for healthy growth.
The City of Riverdale invites the community to learn to recognize and then harvest this plant found on city properties at will and help eradicate this plant by hand pulling.
Hand pulling can be effective if done before seed dispersal. Another method is to cut the plant a few inches above the ground just after the flower stalks have elongated, but before
the flowers have opened. If the plants have budded, they should be bagged and deposited in a landfill.
This is another good service learning opportunity for our students. They can schedule a time with maintenance man George Miller by leaving a call back number on the cities answering

Mayor Paddock opened a regular session of the Riverdale City Council at 7:00 p.m. on March 3, 2015.

Channon moved to remove the February 17, 2015 minutes out of the consent agenda for corrections seconded by Hupp. All ayes motion carried. It was determined the corrections had already
been made. Hupp moved to approve the minutes dated February 17, 2015 seconded by Halsey. All ayes motion carried.

There was discussion concerning the Public Hearings scheduled at 7:00 p.m. on April 7, 2015. Mayor Paddock checked to see if Public Hearings were necessary for the Amended Ordinances
No. 2015-191, Ordinance No. 2015-192, Ordinance No. 2015-193, and Ordinance No. 2015-194. The Public Hearing will take place on April 7, 2015 at 7:00 p.m.
Ordinance No. 2015-191 An Ordinance Amending The Code Of Ordinances Of The City Of Riverdale, Iowa, Chapter 18, Section 18.05 Subsection 2 By Amending Provisions Pertaining To The Manner
Of Publication was presented by Mayor Paddock. Mayor Paddock asked for comments. No public present. It was noted in the February 2015 newsletter to all residents that the first reading
of these Ordinances was on the March 3, 2015 agenda. Seaberg moved to approve the first reading of Ordinance No. 2015- 191 seconded by Channon. Roll call vote: all ayes motion carried.

NEW BUSINESS:
Hupp moved to approve Mayor and Council to attend upcoming Workshops/Training, travel expenses and Workshop/Training costs paid, seconded by Channon. Roll call vote: all ayes motion
carried. Mayor Paddock noted several of the workshops are free and local so no cost to Riverdale.
Seaberg moved to approve a City Finance 101 Workshop with the Iowa League of Cities to be held in Riverdale for the cost of $500.00 seconded by Halsey. All ayes motion carried. Mayor
Paddock stated she will ask other cities to be a part of this workshop and share the cost with Riverdale.
Channon moved to approve the expenditure to MSA not to exceed $1,000.00 to provide specs and send out to bid for the concrete work on the Riverdale Fire Department Drive. Seconded by
Littrel. Roll call vote: all ayes motion carried.
Seaberg moved to approve the concrete work to be done from Manor Drive into the Fire
Station Parking Area with N. J. Miller in the amount of $46,433.00. Seconded by Halsey.
Halsey moved to adjourn at 7:42 p.m. seconded by Channon. All ayes motion carried.

RIVERDALE CITY COUNCIL MINUTES
MARCH 17, 2015
Mayor Paddock opened a regular session of the Riverdale City Council at 7:02 p.m. on
March 17, 2015.
Roll Call:
Present: Channon, Hupp, Seaberg, Halsey and Littrel. Also present: Maintenance George Miller and Jim Beran.
Agenda:
Mayor Paddock asked to remove the last bullet under unfinished business until the next meeting.
Channon moved to approve the agenda for March 17, 2015 with said corrections, seconded by Littrel. All ayes motion carried.
Public Communications to the Council: Resident Jim Beren’s had trouble with website. He also recommended the Council offer to trade property for water lines along Highway 67. He thought
water lines should be run at same time MRT to assist in future development. Jim also informed the council that he felt the ordinances were being written incorrectly. Mayor Paddock said
we were following the outline given by the codifiers and confirmed by the City attorney.

Hupp moved to approve the consent agenda, seconded by Seaberg. All ayes motion carried.

A Resolution Approving The Allocation Of Expense Reimbursement Amount In Accordance With Riverdale Fire Department Expense Reimbursement Policy.
WHEREAS, the City of Riverdale, hereafter referred to as “the City”, has a strong commitment to provide reimbursement of expenses for those who volunteer on Riverdale’s Fire Department.
WHEREAS, the City believes that it is in its best interest and interest of the members of the City of Riverdale volunteer fire department to put in place a policy for reimbursing local
travel expenses.
WHEREAS, the City would like to implement a simple expense reimbursement policy to cover expenses for travel to local trainings, calls, and Fire Department activities.
WHEREAS, the total amount will be approved annually in the Fire Department Budget as recommended by the Fire Chief and approved by City Council.
NOW THEREFORE, be it resolved by the City Council of the City of Riverdale, State of Iowa adopts the Riverdale Fire Department Expense Reimbursement Policy dated 17th day of March, 2015
as recommended by the Fire Chief.
PASSED, APPROVED AND ADOPTED THIS 17th day of March 2015.
COMMITTEE REPORT:
Halsey reported that he walked through Haven’s Acres and noted 26 pot holes, 5 major pot holes and bad curbs at the approaches to driveways. Halsey will obtain specs for the curb work
and at least three bids for the curb work. Maintenance is going to work on the pot holes next week. Mayor Paddock suggested during an upcoming Spring Council Meeting for the Council
to meet and tour the City to see what needs to be done.
Hupp inquired about renting a chipper to remove all the large branches that are down.
Seaberg reported the City of Bettendorf informed Riverdale there is 44 tons of salt remaining and it is not necessary to go to the Salt Informational Meeting at Davenport since Bettendorf
will be purchasing Riverdale’s salt.
Seaberg commented on having prayer before Council Meetings and asked that discussion and possible action on allowing those who wish to participate in a prayer before meetings be placed
on the next Council agenda. He knew several clergy that would be happy to have them lead prayer before meetings.
COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS:
Seaberg congratulated resident Cora Meyers, daughter of Jeff and Julie, she was on one of four US Olympic Development Teams that went to National finals in Phoenix, Arizona. Seaberg’s
grandson, Nathanual Seaberg was on the Olympic Development Team and went to the National boys’ finals in Phoenix, Arizona.
Channon asked that the garbage contract be placed on the next agenda and informed the Council of new legislation.
Mayor Paddock Thanked Volunteer Firefighter/Paramedic Eric Hupp wrote a grant for the Fire Department for two AED’s as part of a homework assignment for a grant writing class he attended.
Mayor Paddock confirmed that Cindy Kendall from the Iowa League of Cities will present a Financial 101 Workshop on April 25 from 10:00am-Noon at City Hall.

Meet Hometown Hero Mike Kleinsmith
Meet Hometown Hero Captain John Claussen
Mike started serving Riverdale by joining the Fire Department in 1995 and retired from the department August of 2014.
He was born in Petersburg, Florida and raised in DeWitt, Iowa. He is a 1984 graduate of DeWitt High School.
Mike has been married to Tammy for 17 years. They have one daughter and one son-in-law.
Mike is employed with the City of Davenport. He loves the outdoors especially Canada, Niagara Falls, and Colorado.
Before Mike left the department he held the position of 2nd Assistant Chief. The Firefighters Association presented Mike with the plaque pictured on the left at their annual appreciation
dinner.

City Hall. You may leave a message if no one is available. The Event Coordinator has organized previous event information to assist all Sub-Chairpersons. The 4th of July takes many
volunteers. We need you if even for only 30 minutes – 1 hour the day of the event. This is a good opportunity for students needing service learning hours.
