RIVERDALE CITY COUNCIL MINUTES May 5, 2015 Mayor Paddock opened a regular session of the Riverdale City Council at 7:00 p.m. on May 5, 2015. All stood for the Pledge of Allegiance. Roll Call: Present: Channon, Hupp, Seaberg, Halsey and Littrel. Also present Jared Fluhr from MSA, Scharlott Blevins Administrative Asst. for Riverdale and Sonia and Ken Hughes. Agenda: Channon moved to approve the agenda for May 5, 2015 seconded by Halsey. All ayes motion carried. Presentations: Jared Fluhr from MSA presented an update for the various projects MSA is working on for Riverdale. The GPS survey for Riverdale’s Storm Sewer System is complete. The collected data will be transferred to a graphical format on an electronic map and will undergo a quality control, quality assurance process. Once that is complete a paper map will be reviewed by the city. After review a final Storm Sewer System map will be completed. Riverdale’s Storm Sewer System mapping will be in compliance with the recommendations made by the Iowa Department of Natural Resources. Eric Schallert will attend the Joint Sewer Commission Meeting on the behalf of Riverdale. The flow monitoring devices will be installed in Riverdale in mid August and in place for 3 months. The data will then be delivered to Riverdale. MSA has done investigating of storm and sanitary sewer pipes relating to the MRT Phase II work and has discovered there are sanitary sewer pipes that were incorrectly mapped on old sanitary maps. In case of backups or other problems, knowing how the sanitary system is connected is important. MSA recommends that Riverdale have a GIS survey done of the system. This is an agenda item that will be discussed during New Business. The fire station driveway is complete and once the concrete is sufficiently cured the striping will be done for the parking areas. MSA has been coordinating with Shive-Hattery on behalf of Riverdale to ensure storm water runoff problems they are encountering on the MRT project are in compliance with NPDES and new finds are mapped. Per the DOT engineering contract the contractor has 95 days to complete the project. There will be additional hours required to perform construction services due to the DOT increasing the contractor’s working days to 95. The original contract estimated 50 working days. Drainage issues at Bellingham parking lot will be addressed in Change Order 1. Septic field found at Learning Center, will be addressed in Change Order 1. Storm sewer pipes were uncovered along the soccer field and Shive-Hattery is working with city Engineer Eric Schallert, MSA to address the issue. Halsey moved to approve the Supplemental Agreement #2 MRT Survey & Design and Construction Engineering. Seconded by Littrel. Roll call vote all ayes motion carried. Scharlott Blevins attended the meeting to give an update on the 4th of July celebration. Scharlott is chairing the event this year. Scharlott stated things are falling into place. There will be a car show this year, but no fireworks. Scharlott wanted those that could, to attend the 4th of July meeting that will be held May 6, 2015 at 7:00 p.m. Hupp stated that she will chair the Ice Cream Social. Hupp would like to remind Riverdale residents to get information to her regarding anyone that has served in the Armed Services. Hupp would like you to state your years of service and the branch of service. Information from current and past residents of Riverdale. She would like to have these names entered in the Kiosk at Volunteer Square Park by the 4th of July 2015. Mayor Paddock presented the 3rd and final reading of Ordinance No. 2015-194 An Ordinance Amending The Code Of Ordinances Of The City Of Riverdale, Iowa By Revoking Chapter 95 Ordinance No. 2012-03 Section II Subsection 95.125 Comprehensive Sewer Service Charge And Section II Subsection 95.135 Rates Are Revoked And Replaced With Ordinance No 2015-194. Channon moved to approve the 3rd and final reading seconded by Hupp. Roll call vote all ayes motion carried. Mayor Paddock presented the idea of purchasing a bulletin board for outside the door of City Hall. Riverdale amended an ordinance to state the city could post certain documents rather than publishing. Amended Ordinances have to be posted for 30 days and therefore takes up all the window space on the outside door. That does not leave much room for posting meetings. Halsey moved to allow Mayor Paddock to purchase an outside bulletin board not to exceed $1,000.00 seconded by Hupp. All ayes motion carried. NEW BUSINESS: Seaberg moved to approve MSA to update the Riverdale Sanitary Sewer Mapping estimated to be $6,500.00 seconded by Halsey. Roll call vote: all ayes motion carried. This will include find GIS grade and GPS lids, open all manholes to determine direction and connectivity of pipes and measure pipe diameters and depths of manholes. Manhole inspection would also be completed to determine if any rehabilitation work is required. MSA will check with Veenstra & Kimm to determine what has already been done so not to duplicate the efforts. Hupp moved to allow George Miller, Riverdale Maintenance, to replace the lid and or casting on the sewer outlet near the Alcoa Learning Center not to exceed $500.00 seconded by Halsey. All ayes motion carried. The council reviewed 2015 Small City Workshops presented by the Iowa League Of Cities. Channon and Seaberg thought these meetings were not relevant to the needs of Riverdale. No action taken. Hupp moved to approve the City Clerk/Asst. Clerks to attend the Iowa Municipal Professionals Academy in Ames, Iowa in July and all related expenses to be paid. Seconded by Seaberg. All ayes motion carried. COMMITTEE REPORT: Channon is still working on the Snow Removal Contract and will present it at the May 19, 2015 meeting. Halsey stated Tri-City Blacktop completed the road work in Haven’s Acres and did a very nice job. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Mayor Paddock stated that Iowa Governor Dave Loebsack will be in Riverdale on Saturday May 9, 2015 at 11:30 a.m. Council, residents, and any public can attend this meeting Mayor Paddock has been talking with US Bank and 5 Brothers about maintaining the yard at 1010 Valley Drive. All stood for the Pledge of Allegiance. Roll Call: Present: Channon, Halsey and Littrel. Also present Patrick Lynch from Shive-Hattery and Steven Townsend. Agenda: Mayor Paddock requested to move bullets 1, 2, and 8 under New Business to immediately follow Patrick Lynch in Presentations. Eric Schallert will not be present for the Presentations, and to omit Discussion And Possible Action On The Snow Removal Contract under Unfinished Business. Halsey moved to approve the agenda with the changes seconded by Channon. All ayes motion carried. Presentations: Patrick Lynch from Shive-Hattery presented an update on the MRT Phase II. Issues discussed were drainage at the Bellingham parking lot, septic field encountered at the Learning Center, and the Alcoa truck entrance. These issues are all addressed in Change Order No. 1. New Business Change Order No. 1 was presented. Patrick explained the Change Order and how each of the issues listed above impacted the project and the cost of each. There are credits listed in the change order as well. Channon moved to approve Changer Order No. 1seconded by Littrel. Roll call vote: all ayes motion carried. Halsey moved to approve Pay Application No. 1 in the amount of $119,255.91 seconded by Littrel. Roll call vote: all ayes motion carried. Mayor Paddock stated Brenny’s Motorcycle Clinic has a shallow sewer pipe at the MRT Phase II sight. It was suggested by Shive-Hattery to televise this sewer pipe before the MRT Phase II construction starts in that area and to again televise the sewer pipe after the project is complete in this same area. Halsey moved to approve the televising to be done before and after the work in this area by Peterson Plumbing for the cost of $200.00 seconded by Channon. All ayes motion carried. Mayor Paddock noted a Public Hearing was held on April 21, 2015 at 7:00 p.m. concerning authorizing the Mayor to execute a temporary short term loan agreement with Wells Fargo Bank for the Mississippi River Trail (MRT) Project. No objections were noted at the Public Hearing and no written objections were received. Channon moved to approve Resolution No. 2015- 05 A Resolution Authorizing The Mayor To Execute A Short Term Loan Agreement With Wells Fargo Bank. Seconded by Littrel. Roll call vote: Channon – aye, Littrel – aye, Halsey –aye. Motion carried. RESOLUTION NO. 2015-05 A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE A SHORT TERM LOAN AGREEMENT WITH WELLS FARGO BANK. WHEREAS, the City of Riverdale, Iowa (City) wishes to enter into an agreement with Wells Fargo Bank by opening a short term Multi-use Trail Project construction loan to assist with paying invoices for the Mississippi River Trail Phase II project no. SB-IA-6492(602)-7T-82 (MRT II). WHEREAS, the City will be reimbursed 80% from The National Scenic Byways Grant up to $494,956, 80% from Transportation Alternatives Grant up to $318,644, and 75% from State Recreation Trails Grant up to $318,644. WHEREAS, the grant funding will not be received until after the City has paid the invoices and this is estimated to take two to four weeks to receive. WHEREAS, Wells Fargo Bank will set up a revolving line of credit of $959,000 with the City on a short term loan basis of 6 months. The City will only be charged interest on funds the City receives. WHEREAS, the City will reimburse any loan funds that it has used as soon as the grant funds are received. WHEREAS, the City has budgeted a total of $204,000 to pay the matching grant requirement. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Riverdale, Iowa that: The Mayor and City Clerk/Treasurer are hereby directed and authorized to execute the loan documents from Wells Fargo Bank for the purpose of paying MRT II invoices until reimbursement can be obtained. (See attached loan commitment letter). PASSED, APPROVED AND ADOPTED THIS 19th day of May 2015, by the following vote: Halsey moved to approve the Wells Fargo Loan Closing Costs of $200.00 and add to the May 19, 2015 Warrants List seconded by Littrel. Roll call vote: Channon – aye, Littrel – aye, Halsey – aye, motion carried. Mayor Paddock presented Iowa Code 364.12 Responsibility for public places. The overgrown brush and grass on Valley Drive was discussed and the responsibility of the homeowner or the City of Riverdale to clear the area of the overgrowth is to be determined. Mayor Paddock will confer with City Attorney Steve Hunter on how to proceed. Halsey moved to table until a later date, seconded by Littrel. All ayes motion carried. NEW BUSINESS: Halsey moved to approve Resolution No. 2015-10 A Resolution Authorizing The Transfer Of Funds For The Fiscal Year 2014-2015 seconded by Littrel. Roll call vote: Channon – aye, Littrel – aye, Halsey – aye motion carried. Resolution # 2015 - 10 A Resolution Authorizing The Transfer Of Funds For The Fiscal Year 2014-2015 Whereas, the City of Riverdale has operational transfers that are budgeted to be made; and Whereas, the City Council of the City of Riverdale, Iowa, wishes to make the needed Transfers; and Whereas, the City Clerk/Treasurer has submitted the following list of transfers needed. Section 1. That the City Clerk is hereby authorized to transfer $300,000.00 from the Local Option Fund to the Capital Reserves Fund. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City Riverdale, Iowa, that the City Clerk/Treasurer is directed to make these recommended transfers. BE IT FURTHER RESOLVED, that the Mayor and City Clerk/Treasurer are hereby authorized and directed to execute said resolution. PASSED, APPROVED AND ADOPTED THIS 19 of May, 2015, by the following vote: Ayes: Channon, Littrel, Halsey Nays: Absent: Hupp, Seaberg Mayor Paddock stated the drinking fountain that was ordered for Van Gundy Park was not needed. Peterson Plumbing told the city last year that the existing drinking fountain could not be fixed. Peterson Plumbing was called to install the new drinking fountain and realized the existing drinking fountain could be repaired. Mayor Paddock suggested the new drinking fountain be placed in the “bump out” area at the MRT Phase II in front of the Alcoa Learning Center. Mayor Paddock spoke with John Riches from Alcoa and Alcoa will pay to have the drinking fountain installed. Iowa American Water Company will do the “tap in” at no cost to the city. This will then become a city utility. Halsey moved to install the drinking fountain in the “bump out” at the MRT Phase II in front of the Alcoa Learning Center seconded by Channon. Roll call vote: Channon – aye, Littrel – aye, Halsey – aye motion carried. Halsey moved to allow Mayor Paddock to replace light fixtures as needed in City Hall seconded by Littrel. All ayes motion carried. Halsey moved to approve the Riverdale Fire Department Report for March 17, 2015 to April 14, 2015. Seconded by Channon. All ayes motion carried. COMMITTEE REPORT: Channon has the Snow Removal Contract done and asked all to review and get back to her with changes or suggestions. This will be on a later agenda for approval. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Mayor Paddock presented a list of past and present Riverdale residents that served in the Armed Forces. Flags in Riverdale will be flown at half staff during the Memorial Day weekend to honor our residents past and present who have served. Mayor Paddock stated a suspicious e-mail had been sent to the city computers and after investigating the source it was learned that it was a virus. Mayor Paddock asked that everyone be aware and not to open any e-mail that looks suspicious. Channon moved to adjourn at 8:39 p.m. seconded by Halsey. You can help our city comply with the mandated storm water management program by not blowing grass clippings etc.into the city streets. When the clippings are put into the street they are carried into our storm drains. The requirements of cleaning the storm drains is an added expense to our city which comes from your city taxes. Please either blow the debris back into your yard or bag it for weekly collections. We are fortunate in that we are one of very few communities that do not require an additional charge for picking up yard waste. The only requirement is that it be placed in Kraft paper bags or loose in garbage cans for pickup. Also, sticks or branches need to be bundled in lengths not to exceed 4 feet. RIVERDALE LOSES MAYOR Past Mayor of Riverdale the Honorable Eldon H. Hansen passed away April 25, 2015. Mayor Eldon Hansen served as Mayor of Riverdale from 1994 until 2001. Mayor Hansen and his bride Helen Marie Husen were married for 65 years when Helen preceded him in death. The Hansen’s built their first Riverdale residence in 1962-1963, when Eldon’s job with John Deere moved them to Germany for 3 years. When they returned to the U.S., they chose to come back to Riverdale and purchased their 2nd Riverdale home in which they lived until January 2015. Eldon was instrumental in building the current Fire Department. Eldon was a master woodworker, enjoyed bowling and spending time with their two children, four grandchildren, three great-grandchildren and all the family pets. He has been laid to rest at Davenport Memorial Park, memorials may be made to the Riverdale Firefighters Association. Both Eldon and Helen served their community as model citizens. They will both be missed. 4th of JULY PHOTO CONTEST The 4th of July Committee would like to start a new tradition this year with a “Photo Contest”. We are asking everyone to take photos of the many activities throughout the 4th of July festivities. These photos will become part of the City’s history files and could be used on the City Facebook page. Please submit the photos to City Hall by 5 pm on July 15th. The Committee will judge them and award a First Place, Second Place, and Third Place Prize Winner. The winners will be announced and prizes presented at the City Council Meeting on July 21. 4th of July Parking PARKING: Trolley transportation will be available from the Scott Community College Culinary Building parking Lot, Pleasant Valley High School parking lot, and Haven’s Acres to Volunteer Park at the top of the hill starting at 11:00 am to 3:30 pm. HANDICAPPED PARKING will be available at the Bicentennial Parking Lot. 5 K RUN/WALK SMOKE-EATER SCRAMBLE The Riverdale Firefighter’s Association is hosting a 5k Run/Walk (The Smoke-Eater Scramble) on October 4th 2015 at 11:00 am! They are looking for runners, walkers, volunteers, or sponsors for this exciting first year event! If you are interested in volunteering, there are several different opportunities available for that as well.
