JOHN MARTIN KEMPTON
1929 – 2015
John M. Kempton was born in Chicago and attended Marmion Military Academy and entered the University of Chicago at 16, where he played football and was in the Calvert Club. John served
in the United States Army in combat in the Korean War and returned in 1953 to finish his undergraduate education at the University of Illinois Urbana-Champaign, where he later held various
teaching positions and pursued graduate work in human engineering. He married the love of his life Lois Karzas, in Chicago on June 11, 1956.
John worked for IBM in the early days of computerized data processing systems and with this knowledge went into a position as a systems analyst with Bi-State Metropolitan Commission,
working with City and County governments in Iowa and Illinois. As owner of Kempton-Cline Data systems he developed protocols for some of the earliest data processing systems for the
area nine Schools Information Center. John continued his career as a systems analyst and designer and was an independent consultant serving clients.
John served three terms as the Mayor of Riverdale, 1986-1990, and 2002-2004 and successfully negotiated the formal aspects of Riverdale’s acquisition of Bicentennial Park from Alcoa.
He served the Pleasant Valley Community School District as a school board member from 1974-1985 and its president from 1975-1980. He was a member at St. Peter’s Episcopal Church, Bettendorf
and Trinity Episcopal Cathedral, Davenport and an active member for decades in the Bettendorf Rotary Club.
John was devoted to his family and enjoyed frequent travels with his wife, Lois. John delighted in his role as a grandfatherly pal to neighborhood children and could often be found
on a log seat in the backyard spinning a story in an Irish broque.
John is survived by his wife, Lois, and his daughter, Kathryn L. Kempton, Redondo Beach, California.
RIVERDALE CITY COUNCIL MINUTES
November 3, 2015
Mayor Paddock opened a regular session of the Riverdale City Council at 7:00 p.m. on November 3, 2015. All stood for the Pledge of Allegiance.
Roll Call:
Present: Channon, Hupp, Seaberg, Littrel, and Halsey. Also present Riverdale Fire Chief Floyd Bruns, Riverdale Maintenance George Miller, Steven Townsend, Jim Beran and Jared Fluhr from
MSA.
Agenda:
Channon moved to approve the Agenda for November 3, 2015 seconded by Seaberg. All ayes motion carried.
Presentations:
Jared Fluhr from MSA presented updates for projects MSA is currently working on. MSA recently met with current and former city staff and reviewed the sewer mapping. While looking over
the various locations additional manholes, area drains, outfalls, and unknown pipes were found. The structures will be surveyed with GPS and added to the mapping. MSA recommends the
unknown pipes be televised to determine their direction, length, and the location of hidden manholes or other structures. MSA would be onsite as needed to direct the televising process.
All pipes and structures would then be added to the appropriate map. Televising these areas will be on the next agenda.
The flow meters have been removed and the data gathered for the sanitary flow monitoring. Inflow and Infiltration was present in both systems. Additional testing will be required to
determine the sources of the excess clear water in the sanitary system. Eric Schallert and Mayor Paddock will take this report to the Joint Sewer Commission Meeting.
MSA has prepared a contract and scope of services plan to prepare a Capital Improvement Plan (CIP) for Riverdale. The CIP plan will guide the process of scheduling, funding, and completing
needed projects over the course of several years.
MSA is preparing the Permit Process for Riverdale. Once complete, having a Permit Process will ensure that Riverdale is aware of all projects happening in the city, making sure the NPDES
compliance is met and that residents will have more understanding regarding what permits are required for any type of work or activity.
MSA continues to work with Riverdale concerning the Joint Sewer Commission.
Public Communications To The Council:
Steven Townsend stated he watched Summit (the company that did the parking lot drive) put the good black dirt that had been removed for the project back around the new concrete and then
used the clay soil on top of the black dirt to complete the fill. Mr. Townsend stated the clay soil will not support grass growth.
Jim Beran complimented the city on the new MRT Phase II Trail. However, there are many areas that are in need of weeding. Mayor Paddock explained the area from the trail to Highway 67
is maintained by the Department of Transportation (DOT). Riverdale Maintenance George Miller has been working on cleaning up some of the areas in question. There are also stakes that
need to be removed. Valley Construction stated the stakes do not belong to them. George Miller will look into who the stakes belong to and have them removed.
Mr. Beran would like to extend the yard waste pick-up until the end of December. Mayor Paddock asked Paula to call the Compost Facility to find out when it closes.

Channon moved to approve the minutes from the meeting dated October 20, 2015 seconded by Hupp. Channon – aye, Hupp – aye, Seaberg – aye, Littrel – aye, Halsey – abstain. Motion carried.

UNFINISHED BUSINESS:
Mayor Paddock gave an update on the MRT Phase II. There are just a few minor things left to complete and the warranty will begin in the spring of 2016 and continue for one year.
Mayor Paddock presented Supplemental Agreement #3 from Shive Hattery. Additional hours are needed because of construction being extended into 2017 due to issues with workmanship of the
landscaping. Because of the time of year these items cannot be completed. Shive Hattery also did the submittal of the Grant reimbursements. Halsey moved to approve Supplemental Agreement
#3 with Shive Hattery seconded by Halsey. All ayes motion carried.
NEW BUSINESS:
Hupp moved to approve the Capital Improvement Plan in the amount of $6,500.00 with MSA seconded by Halsey. All ayes motion carried.
The sealed bids for the city’s 2002 Ford Explorer were opened and read. The highest bidder ($2,000.00) will be called and will have 14 days to pay by cashier’s check.
Mayor Paddock presented the Community Room Application For Reduced Rate Agreement that will apply to Scott Community College’s use of the room. The fees will be waived and the College
has agreed to offer classes to Riverdale Employees and Riverdale Firefighters equal to the cost of the course being held in the Riverdale Community Room in exchange for free use of the
room. No damage deposit will be required, but the college would still be responsible for any damages that may occur during their use of the room. Hupp moved to approve the Community
Room Agreement with Scott Community College seconded by Seaberg. All ayes motion carried.
The date for placing the Holiday Lights at City Hall and Volunteer Square Park is set for November 21, 2015 at 9:00 a.m. Hot chocolate; coffee and doughnuts will be served. The Mayor
and Council are hoping for many volunteers to make this a fun community event.
COMMITTEE REPORTS:
Channon stated there are several budget meetings scheduled in the next few weeks.
Littrel stated D&S will be out in mid November to sweep the city streets.
COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS:
Mayor Paddock stated Ahlers & Cooney Attorneys are offering a free Labor & Employment Seminar on November 13, 2015. All council members agreed that the Mayor should attend this seminar.
Mayor Paddock reminded the council that City Hall will be closed on November 11, 2015 in honor of Veteran’s Day.
Mayor Paddock stated that John Kempton had passed away. Mr. Kempton served two terms as Mayor of Riverdale. There will be an article in remembrance of Mr. Kempton in the next newsletter.

RIVERDALE CITY COUNCIL MINUTES
November 17, 2015
Mayor Paddock opened a regular session of the Riverdale City Council at 7:00 p.m. on November 17, 2015. All stood for the Pledge of Allegiance.
Roll Call:
Present: Channon, Hupp, Seaberg, Littrel, and Halsey. Also present Eric Schaller from MSA.
Agenda:
Channon moved to approve the Agenda for November 17, 2015 seconded by Halsey All ayes motion carried.
Presentations:
Eric Schallert from MSA presented updates for projects MSA is currently working on. Eric presented maps depicting manholes that need to be surveyed with GPS equipment. The map also showed
manholes that have not been found and require additional research to locate and then GPS.
The Storm Sewer Map shows at least 4 new outfalls near Wisteria Lane that need to be indentified and checked in order to stay in compliance with the NPDES permit. Eric presented a Storm
Water System Map that shows the areas that he recommended to be televised.
MSA will begin the work on the Capital Improvement Plan later this fall and into the winter.
Eric presented a spread sheet showing all the current permit categories. Eric asked council to consider any additions in the next few weeks.
Eric contacted Bettendorf to acquire a map of all of Bettendorf’s sanitary sewer system that runs into and through Riverdale’s sanitary sewer system. MSA incorporated this information
into a large format map showing both communities sanitary systems.

Halsey moved to approve televising the manholes that were indicated by MSA and to replace four intake lids not to exceed $1,500.00 seconded by Hupp. All ayes motion carried.
The Riverdale Room Rental Agreement was introduced again. On the advice of City Attorney Steve Hunter the wording for insurance was changed to Commercial/Homeowners Host Insurance instead
of Homeowner’s Host Insurance. Seaberg moved to approve the revised Riverdale Room Rental Agreement seconded by Littrel. All ayes motion carried.
NEW BUSINESS:
Gypsum Supply contacted the city because they are considering changes and wanted to assure they would be in compliance with City Zoning Ordinance. Mayor Paddock checked with Zoning Inspector
and the zoning map and determined the Gypsum Supply is zoned C2 which does not allow for warehouse distribution. After some investigation Mayor Paddock learned that when Riverdale changed
the zoning from “C” to “C1 and “C2” some of the “C” provisions where left off. In “C” a warehouse is allowable conditionally but can only be 60% of the space. Riverdale no longer has
a “C” classification. Attorney Steve Hunter was contacted; he stated someone who was once “C” when ordinance was passed would be “grandfathered in” under the description of the original
“C” Zoning. However, if Gypsum Supply wanted to add to the existing building they would not be in compliance. Mayor Paddock spoke with Tim Huey from Scott County Planning and Development
who stated that the County, Davenport and Bettendorf have warehouse under “Commercial” and not “Industrial” as Riverdale does. Mr. Huey suggested Riverdale could create a Special Provision
for Warehouse Distribution under “C2” which would allow warehouse distribution with conditions. Mayor Paddock explained the process to make this change. Hupp moved to recommend to Planning
& Zoning for consideration adding Warehouse Distribution as a Special Provision to “C2” zoning ordinance. seconded by Halsey. Roll call vote all ayes motion carried.
Halsey moved to approve Alcohol Requests for December 5, and 13, 2015 seconded by Hupp. All ayes motion carried.
Discussion on putting up a storage building for the city maintenance truck. It was decided to put a request in the newsletter asking if anyone in Riverdale has storage space available
for the truck and plow. Discussion for a city maintenance building will be discussed at a later date.
Halsey moved to hire Cribbs Landscaping to do leaf pick up and vacuum city streets seconded by Littrel. All ayes motion carried. Doug Littrel will coordinate the timing to be just before
D & S sweeps the City Streets.
Channon moved to contact Cribbs Landscaping concerning the mowing contract. The mowing contract will be on the December 1, 2015 agenda.
Eric Hupp one of our Riverdale Firemen has volunteered his time to hold a CPR Class in Riverdale Community Room on January 9, 2016 starting at 9:00 a.m. Eric would like Riverdale to
purchase American Red Cross key chains and DVD needed for the class and File Of Life documents will be handed out with the key chains. These will be 30 minute sessions. Look for more
information in the newsletter. Halsey moved to purchase 100 key chains and the DVD for the CPR class on January 9, 2016 seconded by Littrel. All ayes motion carried.
A Capital Improvement Plan meeting for the community to attend and add input is scheduled for January 26, 2016 from 6:00 p.m. to 7:00 p.m. All residents are encouraged to attend to compile
a list of ideas.
COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS:
Mayor Paddock stated she attended an Employment Seminar hosted by Ahler’s & Cooney.
Christmas Lights will be put up around City Hall on November 21, 2015 starting at 9:00 a.m.
The next Budget Meeting will be held on November 30, 2015 from 2:00 p.m. to 5:00 p.m.
Mayor Paddock stated that Bi-State made some changes to our web site and that contact information was inadvertently omitted for Mayor and Council. Bi-State will be notified to correct
this error. Paula will be in contact with Bi-State to get these issues corrected as well as other problems with the web site.
Mayor Paddock stated there is some paperwork in the packets to review for the December 1, 2015 council meeting.

SIGN UP FOR CPR SATURDAY JANUARY 9TH, 2016
Riverdale firefighters have offered to teach a 30 minute non-certified CPR class for Riverdale residents and their families. All ages are welcome. Firefighter/Paramedic Eric Hupp will
be leading with the assistance of several other volunteer firefighters. The session will include adult, infant, and child CPR, and how to use the AED that will be placed in City hall.
Citizens will sign up for a 30 minute time slot between 9 a.m. and 3p.m. We would like to keep it to around four people per 30 minute time slot but will consider more to keep families
together. Attendees will receive a CPR key chain that has a barrier mask included. You may sign up by calling City Hall (563)355-2511. If you get the answering machine, leave a message
with the requested time slot and the clerks will get back to you.
Yard Waste Pick Up Extended
Normally yard waste pick up ends the end of November. Due to the late warm weather we have made arrangements with Republic to pick up yard waste an extra 2 weeks in December providing
we do not get a big snow or ice on those Mondays. The Scott County yard waste facility is open year round and is free to residents through the end of November.
