Good Citizens Help Keep City Costs Down
Recently I attended the Mississippi River Mayors Conference and while there, some of the State and Federal regulations on Storm Water began to make sense. Before attending I did not
understand why leaves and water run-off from my drive mattered. I learned millions of people including Riverdale get their drinking water from the Mississippi River. Storm water run-off
ends up in our creeks and rivers and carries pollutants such as oils, fertilizer, cleaners and other pollutants from our homes and businesses into the City storm drains and ultimately
ends up having to be removed from our drinking water. This is a costly process that is paid for from taxpayer funds. Even the leaves absorb pollutants from the air. These chemicals have
to be removed before it becomes drinking water. The biggest problems are Nitrates and Phosphorous which are often found in fertilizers and cleaners.
The Federal (EPA) and State Government have required Cities to develop storm water management programs with strict requirements on storm water elimination. They are already talking about
new laws and regulations which while intended to protect us, cost money. There are strict rules that require permits for discharging anything into the storm drains called National Pollutant
Discharge Elimination System (NPDES) permit. Many Cities have started charging storm water run-off fees to cover these costs. Riverdale is fortunate that we have not had to tax our residents
with a storm water runoff fees to cover the additional costs to stay in compliance.
This is where we need the good citizens from Riverdale to step up and help keep our streets clean from leaves, fertilizer, oils and other pollutants. With your help, we can continue
to have tax free storm water run-off. A great many of you have always done your part and we thank you. Others may not be aware that they need to blow yard waste that ends up on city
streets back into their yards after mowing and after leaves fall. Remember Riverdale has free yard waste pick up for yard waste that comes from Riverdale properties. Yard waste pick
up ends November 30 for the 2015 season.
You can help by…
Blowing leaves back into yards to be mulched, composted, or picked up.
Using fertilizers sparingly and sweep up driveways, sidewalks and the street after applications.
Never dump ANYTHING down storm drains or in streams.
Vegetate bare spots in your yard.
Use least toxic pesticides, follow labels, and learn how to prevent pest problems.
Direct downspouts away from paved surfaces; consider a rain garden or rain barrel to capture roof runoff.
Take your car to the car wash instead of washing it in the driveway.
Check your vehicles for leaks and recycle motor oil.
Pick up Pet Feces.
Plant native trees and plants- Plant cover increases infiltration of rainwater into the ground. Native plants require less care, have deeper roots and support wildlife.
Use permeable pavement when replacing drives and walkways.

RIVERDALE CITY COUNCIL MINUTES
October 6, 2015
Mayor Paddock opened a regular session of the Riverdale City Council at 7:00 p.m. on October 6, 2015. All stood for the Pledge of Allegiance.
Roll Call:
Present: Channon, Hupp, Seaberg, Littrel, and Halsey. Also present: Eric Schallert from MSA and Steven Townsend.
Agenda:
Mayor Paddock asked to remove Action on the Alcohol Renewal for My Place from New Business. This item will be on the next agenda. Channon moved to approve the agenda for October 6,
2015 with the change seconded by Seaberg. All ayes motion carried.
Presentations:
Eric Schallert attended the meeting to present an update on five projects that MSA is currently working on for Riverdale.
1. MSA is waiting on responses from the City regarding any changes that may be needed on the Storm Sewer, Sanitary Sewer and Private Utility Maps.
2. The Flow Meters will be removed next week, the data downloaded and reviewed. A report will be presented at the November 3, 2015 Council Meeting.
3. MSA is prepared to begin surveying and subdividing the Welch property into residential and commercial sections at the city’s request and entering into a contract with the property
owners. This will be beneficial to get the commercial part into a TIF District.
4. MSA is waiting for direction from the city regarding preparing a project plan, scope of services, and contract for the Bellingham Road Replacement Project.
5. MSA will begin work on the Permit Process Development if the contract is approved at this meeting.
Public Communications To The Council:
Steven Townsend presented a large rock he found near the bike path. Mr. Townsend is concerned this will create a hazard while mowing. Mayor Paddock stated she has picked up several large
rocks as well. The contract with Valley Construction states any rocks larger than 2 inches will be removed from the bike path area. This issue will be addressed as the path nears completion.
Minutes September 15, 2015:
Hupp moved to approve the minutes from the meeting dated September 15, 2015 seconded by Halsey. Channon – abstain, Hupp – aye. Seaberg – aye, Littrel – abstain, Halsey aye. Motion carried.

UNFINISHED BUSINESS:
Mayor Paddock presented an update of the MRT Phase II. Mayor Paddock stated the landscaping that was done in the bump out in front of the Alcoa Learning Center was insufficient. Mayor
Paddock contacted Shive Hattery who in turn contacted the Landscape Architect to review the work that had been installed. About 50% of the work needs to be redone. The company responsible
for the work was a sub contractor of Valley Construction. Alcoa had a ribbon cutting ceremony today for the portion of the trail put in by Alcoa.
Hupp moved to approve the Permit Development Process with MSA seconded by Channon. All ayes motion carried.
Hupp moved to approve the second reading of Ordinance 2015-198 An Ordinance Amending The Code Of Ordinances Of The City Of Riverdale, Iowa By Amending Provisions Pertaining To Amusement
Devices. Seconded by Channon. All ayes motion carried.
Hupp moved to approve the second reading of Ordinance 2015-196 An Ordinance Of The City Of Riverdale, Iowa By Amending Provisions Pertaining To Disorderly Conduct. Seconded by Seaberg.
All ayes motion carried.
Correspondence was received from Attorney Steve Hunter outlining ways to mediate the problems of excessive brush build up at the intersection of Fenno Road and Valley Drive. The options
are to 1. Send letters to the homeowners warning them of the nuisance abatements. 2. Create a permanent easement so the city can maintain the overgrown areas. 3. Purchase part of the
easement to be owned by the city. Seaberg moved to survey the areas to verify where the property lines are. After more discussion Seaberg withdrew the motion. Halsey moved to table
this issue until a later date seconded by Channon. All ayes motion carried.
NEW BUSINESS:
Mayor Paddock stated there are two Riverdale businesses that began projects after the TIF was put in place and would like their projects to be considered for rebates. Mayor Paddock had
each business fill out a Development Questionnaire provided by Ahlers & Cooney Law Firm in Des Moines. Ahler’s & Cooney represents Riverdale as the city’s Bond Attorney’s. Seaberg moved
to offer Brenny’s and Allied Valve a TIF Rebate for 5 years. A 50% rebate for the first and second year, 40% for the third year, 30% for the fourth year and finally 20% for the fifth
year. Seconded by Hupp all ayes motion carried.
Hupp moved to approve the placement of the city logo and decals including city phone number for the Riverdale maintenance vehicle. Seconded by Halsey all ayes motion carried.
Halsey moved to approve the purchase of a plow for the city maintenance truck not to exceed $5,250.00 installed. Seconded by Channon all ayes motion carried.
Halsey moved to approve the purchase of an aftermarket step and mount for a light for the city maintenance truck not to exceed $300.00. Seconded by Littrel all ayes motion carried.
Halsey moved to approve the quote from Dad’s Stump Removal for the removal of 2 stumps near the Fire Department in the amount of $110.00 seconded by Littrel. All ayes motion carried.
Mayor Paddock presented the Riverdale Fire Department Report for August 18, 2015 to September 15, 2015. Mayor Paddock stated the Fire Department received a Fema Grant in the amount of
$50,886.00 for the purchase of four Automated External Defibrillators (AED’s). Hupp suggested Riverdale hold a community First Aid/ CPR Class at city hall. One of the older AED’s will
be placed in city hall for public to use in case of an emergency. Mayor Paddock wrote the Fema Grant.
COMMITTEE REPORTS:
Seaberg stated he still is not receiving a return call from Skyline concerning the tree removal near Fieldcrest Dr. Seaberg moved to have Paula call the next highest bidder on the list
for tree removal which was Scott Carlson. Seconded by Hupp all ayes motion carried.
COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS:
Mayor Paddock stated the “Smoke Eaters Scramble” put on by the Riverdale Fire Department was a success. Thanks to all who participated and volunteered.
Mayor Paddock spoke with Connie Cooperman concerning a free library maintained by the Girl Scouts at the “bump out” in front of the Alcoa Learning Center. Alcoa has given permission
to use the area and the Girl Scouts would like approval from Riverdale.
Mayor Paddock stated the Upper Mississippi River Conference will be held on October 14-16 at the River Center if anyone would like to attend.
October 4-10 is Fire Prevention Week. The theme is “Hear the beep where you sleep”.
Mayor Paddock reported on the ADA light near Brenny’s Motorcycle Clinic. The light is beeping nonstop. The light senses ambient sound and then beeps louder than the sound that is detected.
It is extremely annoying since it beeps continually and very loud. Mayor Paddock asked Shive Hattery to see what can be done to resolve this issue.

Channon noted a correction from the October 6, 2015 minutes. Under Committee Reports “Seaberg moved to have Paula call the next highest bidder” should have said “the next lowest bidder”.
Channon moved to approve the October 6, 2015 minutes with the correction seconded by Hupp. All ayes motion carried.

Mayor Paddock stated the County located the platting along Valley Dr. where the brush and scrub trees are a problem and cause sight impairments when entering Valley Dr. from Fenno Rd.
Maintenance, George Miller contacted LeClaire to mow this area. It took LeClaire approximately an hour to complete. Attorney Steve Hunter suggested having the entire area surveyed to
locate property pins. Littrel moved to have the area along Valley Dr. surveyed to establish property lines. Seconded by Hupp. All ayes motion carried.
NEW BUSINESS:
Seaberg moved to approve the Alcohol License for My Place in Riverdale, seconded by Littrel. All ayes motion carried.
Mayor Paddock explained the need for extra snow plowing help for the winter season. Riverdale maintenance, George Miller will be plowing city hall parking lot, the parks parking lots
and the recreation trail. In the event that George can’t do the plowing there needs to be at least 2 persons “on call” to plow. Hupp moved to hire two Riverdale Firemen, whom are already
covered by Riverdale Insurance at $15.00 per hour to assist in snow plowing for the 2014/2015 winter season. Seconded by Seaberg. All ayes motion carried.
Channon moved to approve the 2015 Annual Financial Report seconded by Littrel. All ayes motion carried.
Seaberg moved to approve the Urban Renewal Report for 2015 seconded by Littrel. All ayes motion carried.
Hupp moved to approve Mayor/Council to attend any of the Municipal Leadership Academy conferences. Seconded by Seaberg. All ayes motion carried.
COMMITTEE REPORTS:
Mayor Paddock asked if the tree had been removed yet at the Fieldcrest area. Seaberg replied Scott Carlson has been called, but the work has not been done at this time.
Littrel asked if he should wait to call D and S until more leaves are down. It was decided to wait until November.
Littrel reported the mowing is still not being done at the property located at 1010 Valley Dr. The area around the house is mowed, but not the acreage area. Paula will call Five Brothers
to ask them to get this area mowed. If not mowed the city will hire Cribbs again and place a second lien on the property.
Channon moved to adjourn at 7:37 p.m. seconded by Seaberg. All ayes motion carried.
