All stood for the Pledge Of Allegiance. Mayor Paddock called the Public Hearing to order concerning the Riverdale Budget Amendment For The Riverdale 2015/2016 Budget at 7:01 p.m. Mayor Paddock stated the reason for the budget amendment was the MRT Phase II was not completed in the last fiscal year. Hearing no comments the Public Hearing was closed at 7:01 p.m. RIVERDALE CITY COUNCIL MINUTES September 1, 2015 Mayor Paddock opened a regular session of the Riverdale City Council at 7:01 p.m. on September 1, 2015. Roll Call: Present: Channon, Hupp, Seaberg, Littrel, and Halsey. Also present: Jo Ann Welch, Rodney Childers and Eric Schallert from MSA. Agenda: Channon moved to approve the Agenda for September 1, 2015 seconded by Halsey. All ayes motion carried. Presentations: Eric Schallert from MSA presented an update to the council on projects MSA is currently working on for Riverdale. The Storm Sewer System and Sanitary Sewer System mapping is nearing completion. Draft maps are being generated for the city’s review. Maps for the private utility mapping will be available at the next council meeting. MSA is continuing to represent Riverdale at the Joint Sewer Commission meetings. Mayor Paddock noted what an asset Eric has been for Riverdale at these meetings. The Sanitary Flow Monitors have been in place for two months and the data will be provided to Riverdale in approximately one month. The scope and estimate for surveying, platting, and recording for subdividing the 90 acre farm into residential and commercial will be prepared by the next council meeting. The council will then review the information to determine how to proceed. The scope for the design and construction management/observation on Bellingham Rd. will be ready for review at the next council meeting. Public Communications To The Council: Jo Ann Welch asked if Riverdale was going to be part of the Department of Natural Resources (DNR) Deer Hunt this 2015/2016 Deer season. Mr. Childers explained the importance of being part of the DNR Hunt. Minutes August 18, 2015: There were changes noted in the August 18, 2015 minutes. In Public Communications a fire hydrant on Valley Dr. was mentioned. The fire hydrant is on State St. near Valley Dr. The action taken on Warrants was listed under Minutes and should have been listed under warrants. The action taken for Minutes from August 4, 2015 was listed under warrants and should have been listed under minutes. Channon moved to approve the minutes from the August 18, 2015 with said corrections, seconded by Littrel. Roll call vote: Channon – aye, Hupp – abstain, Seaberg – abstain, Littrel – aye, Halsey – aye. Motion carried. Warrants: Mayor Paddock noted the warrant listed for the 2016 Ford truck purchased for the Maintenance vehicle for Riverdale. Halsey moved to approve the warrants for September 1, 2015 seconded by Channon. All ayes motion carried. Halsey moved to approve payment to the Wells Fargo Loan as soon as proceeds are received seconded by Hupp. Roll call vote: all ayes motion carried. The MRT Project should be complete in two weeks. Mayor Paddock will schedule a ribbon cutting ceremony at its completion. Hupp presented ideas and options for replacing carpet/flooring in the Community Room and kitchen. Halsey moved to table until the September 15, 2015 council meeting seconded by Channon. All ayes motion carried. Channon moved to table Resolution No. 2015-14 A Resolution Revising The Policy For The Use Of The Community Room In City Hall until the September 15, 2015 meeting. Seconded by Littrel, all ayes motion carried. Channon moved to approve the 3rd reading and adopt Ordinance 2015-195 Ordinance Adopting The “Code Of Ordinances Of The City Of Riverdale, Iowa”. Seconded by Littrel. All ayes motion carried. Channon moved to approve the 3rd reading and adopt the Riverdale Zoning And Sub Division Ordinances. NEW BUSINESS: Seaberg moved to approve the Amendment of the current Riverdale 2015-2016 City Budget seconded by Channon. All ayes motion carried. Mayor Paddock stated Resolution No 2015-15 allowing the Riverdale Bow and Arrow Deer Hunt will not be ready until the September 15, 2015 meeting. Mayor Paddock asked for a motion stating the deer hunters could get their deer stands ready. Halsey moved to approve that Riverdale will participate in the 2015-2016 DNR Deer and Coyote Hunt and to allow hunters to set up their deer stands now. Seconded by Seaberg. All ayes motion carried. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Mayor Paddock stated a letter was received from the Iowa League of Cities thanking Riverdale for allowing City Clerk Paula McIntosh to attend the 2015 Academy of Clerk Institute and stated Paula had completed the course. Mayor Paddock received an email from Joe Taylor from the Quad City Visitor’s Bureau asking Riverdale to reconsider their membership to the organization. Council is not interested at this time. Halsey moved to adjourn at 8:29 p.m. seconded by Seaberg. All ayes motion carried. RIVERDALE CITY COUNCIL MINUTES September 15, 2015 Mayor Paddock opened a regular session of the Riverdale City Council at 7:00 p.m. on September 15, 2015. All stood for the Pledge of Allegiance. Roll Call: Present: Hupp, Seaberg, and Halsey. Also present: Jo Ann Welch, Bob Cramer, Eric Schallert from MSA, Maintenance George Miller and Randy LaFayette. Agenda: Mayor Paddock asked to move Resolution No. 2015-17 City Of Riverdale Bow and Arrow Deer Hunt And Coyote Hunting Rules And Regulations, to the first bullet in Unfinished Business. Halsey moved to approve the September 15, 2015 Agenda with said change. Seconded by Hupp all ayes motion carried. Presentations: Eric Schallert attended the meeting to present an update of six MSA projects. 1. The GIS mapping of Riverdale’s sewer systems and the private utilities is complete. Eric has provided maps for review. Once the City review is done, MSA will finalize the maps. 2. MSA continues to represent Riverdale at the Joint Sewer meetings. The next Joint Sewer Commission Meeting will be on October 7, 2015. 3. The sanitary flow meters will be removed in October the data downloaded, reviewed and brought to Riverdale with a report at an October or November meeting. 4. MSA provided the scope and cost for the surveying, platting, and recording subdividing the 90 acre Welch farm into residential and commercial areas. MSA would be performing the survey for the property owner directly. The City would need to work with the property owners. 5. The preliminary cost estimate for the removal and replacement of Bellingham Road has been prepared. This will be used in grant applications and the upcoming budgeting process. 6. The scope of services and cost estimate has been prepared for assisting in developing a permit process. This item will be on the October 6, 2015 agenda. Public Communications To The Council: Randy LaFayette spoke of his concerns of tall weeds and overgrowth at Fenno Road and Valley Drive Mr. LaFayette presented pictures of the area and explained how difficult it is to see as you try to enter Valley Drive from Fenno. Mayor Paddock stated this has been an ongoing problem for many years but the recent road replacement has exasperated it. Mayor Paddock explained that there is some question on easements in the area and is waiting on direction from city attorney Steve Hunter on how to proceed to resolve the problem. It is on the agenda for October 6th Council meeting. Minutes September 1, 2015: Seaberg moved to approve the minutes from the meeting dated September 1, 2015 seconded by Halsey. All ayes motion carried. Warrants: Mayor Paddock asked to add the utility bill for Iowa American Water in the amount of $363.43. This bill is due before the October 6, 2015 Council Meeting. Hupp moved to approve the warrants for September 15, 2015 with the addition of Iowa American Water seconded by Seaberg. All ayes motion carried. Seconded by Halsey. Mayor Paddock noted this year the hunters must obtain a permit from Riverdale. Seaberg moved to approve Change Order No 3 in the amount of $7,864.56 to Valley Construction seconded by Halsey. All ayes motion carried. Mayor Paddock stated the landscaping is scheduled to be completed next week. The signs are up. The trail is very near completion. Halsey moved to approve the first reading of Ordinance 2015-197 An Ordinance Amending The Zoning Ordinance Of The City Of Riverdale, Iowa. Seconded by Hupp. All ayes motion carried. Hupp moved to waive the second and third reading of Ordinance No. 2015-197 seconded by Seaberg. All ayes motion carried. Mayor Paddock explained the second and third readings were waived because this zoning ordinance has already gone through three readings but was not numbered. Steve Johnson from Iowa Codification recommendation was to present it again with an Ordinance number that was previously left off. Hupp moved to approve installation of new carpet and flooring in the Community Room and kitchen with Carpetland not to exceed $7,000.00. Seconded by Halsey. All ayes motion carried. Seaberg moved to approve Resolution No. 2015-14 A Resolution Revising The Policy For The Use Of The Community Room In City Hall effective November 1, 2015. Seconded by Halsey. All ayes motion carried. Room rent and deposit will be increased from $25 to $30. NEW BUSINESS: Mayor Paddock stated $60,000 had been budgeted for the replacement of the city hall parking lot for this fiscal year. Therefore funds are available to replace the driveway portion of the parking lot. Three estimates were received. Halsey moved to hire Summit for the contracted cost of $22,465.00 seconded by Seaberg. All ayes motion carried. Hupp moved to approve the first reading of Ordinance No. 2015-198 An Ordinance Amending The Code Of Ordinances Of The City Of Riverdale, Iowa, By Amending Provisions Pertaining to Amusement Devices. Seconded by Halsey. All ayes motion carried. Mayor Paddock stated this Ordinance and the next were added at the recommendation of Iowa Codification due to state laws that had changed. Hupp moved to approve the first reading of Ordinance No. 2015- 196 An Ordinance Amending The Code Of Ordinances Of The City Of Riverdale, Iowa, By Amending Provisions Pertaining To Disorderly Conduct. Seconded by Halsey. All ayes motion carried. Halsey moved to sell the old city vehicle by sealed bids to be opened in an upcoming Council meeting seconded by Hupp. Look for details in the city newsletter. Halsey moved to have Riverdale Trick – Or – Treating on October 31, 2015 from 5:00 p.m. to 7:00 p.m. Seconded by Seaberg. All ayes motion carried. Mayor Paddock suggested waiting until spring for the MRT Phase II Ribbon Cutting Ceremony. Hupp thought an open house for City Hall and Fire Department along with the ribbon cutting would be something to look into. Seaberg moved to table the MRT Phase II Ribbon Cutting Ceremony seconded by Hupp. All ayes motion carried. COMMITTEE REPORTS: Seaberg stated he will be at the Iowa League Of Cities Annual Conference next week. Mayor Paddock is attending that Conference as well. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Mayor Paddock informed the council members of Alcoa’s upcoming Annual Environmental Meeting. Mayor Paddock will be attending. Mayor Paddock stated Schebler’s will be holding an Open House on September 20, 2015 from 1:00 to 4:00 p.m. Seaberg and Mayor Paddock will attend this open house. Enclosed in the packets was an invitation to the IAMU Safety Group Seminar if anyone was interested in attending. Mayor Paddock asked council to review the Ahler’s & Cooney Development questionnaire enclosed in the packets. This will be on the next agenda concerning TIF agreements with businesses in the TIF district. Seaberg moved to adjourn at 8:15 p.m. seconded by Halsey. All ayes motion carried. PRSRT STD US POSTAGE PAID BETTENDORF, IA PERMIT NO. 28 Deer/Coyote Bow Hunting Season Opens In Riverdale September 19, 2015 The City of Riverdale, Scott Community College, and City of Bettendorf will be conducting a deer/coyote management hunt on Riverdale and Bettendorf properties, and private properties during the 2015/2016 deer hunting season. The season begins September 19th, 2015 and ends January 10th, 2016. The Department of Natural Resources (DNR) determines these areas and is active in overseeing this hunt. They have determined a 200 Antlerless quota for the entire Scott County area this season. Hunters are only allowed to hunt with a bow. All areas will have signage indicating that bow hunting is in progress. Our area has been designated a deer management hunting zone by the DNR. There have been no injuries within either city since this hunt started in 2003. The need to hunt within the city is necessary due to the large number of deer, the damage caused by the deer, and the number of vehicle accidents involving deer. Over the years the herd has been thinned, but this will be an ongoing process to keep the herd at a manageable growth rate. Although not every resident supports the deer hunt, it is beneficial for the survival of the deer. Too many deer in an area can bring starvation and disease. It also has decreased the number of vehicle accidents involving deer. Hunters must successfully complete a bow hunter safety course and pass an annual proficiency test before they are allowed to hunt. Hunters will be required to have not only the state deer management zone permit but a permit from the City of Riverdale as well. Sealed bids will be taken through November 2nd and opened at the Nov. 3rd Council meeting. Vehicle specs are available at City Hall, on the city website, or in the City posting areas. The highest bidder will need to pay for the vehicle with a cashier’s check made made out to the City of Riverdale. Firefighters/EMS practice with the new A.E,D. Two AED’s were purchased with grant funds received from the Scott County Regional Authority. They are raising money to use for matching funds as they apply for grants to purchase EMS and Firefighting equipment for the Riverdale Iowa Volunteer Fire Department. In the Firefighter Challenge participants will run or walk the race in structural firefighting gear, so don’t be alarmed if you see firefighters geared up in the neighborhood.  Not a firefighter? You can run, or walk as well. There is still time to sign up on smokeeater5k.com. Reminder: Manor Hill Streets will be closed for 15 minutes from 10:55 to 11:10 a.m. Please do not park on the Manor, Circle or Windsor streets from 10:00 until Noon Those not participating are encouraged to cheer on the walkers/runners as they come by. The route will begin and end at the Fire Station. It will proceed up Manor Dr., turn left onto Circle, right onto Manor, then left onto Windsor, they will cross the field and the berm over to the SCC drive, traveling towards the baseball complex, then around the back of the college and back to the SCC drive. Then down the hill on the SCC drive to the new Mississippi River Trail, and take that back to City Hall. For more information call Eric Hupp 563-650-0792 New MRT, Be Fun, Not Deadly Riverdale is already getting calls about bicycles and pedestrians safely crossing our new multi-use trail. All the signs are now up. In the next few months we will be highlighting some trail use tips. Please, review with your family trail safety. For example: It’s amazing how many people (including some adults) do not know that big trucks cannot stop instantaneously, nor can a train. It takes a train up to 1 mile to stop. We have heavy truck and train traffic through Riverdale so please mention this to your children and teens. Remember… An ounce of prevention is worth a pound of cure. Be defensive both drivers and pedestrian/bicyclist. Act as if you are invisible. Just because you see them doesn’t mean they see you. Obey all traffic laws All trail users should keep to the right unless passing. Pass others on the left. Drive and Room Make Over The City will be replacing the driveway entrance into City Hall and replacing the carpet in the community room sometime in October. Please excuse our inconveniences during this time. Hopefully these projects will be completed by November 1st just in time to be used for the holiday season. November 1st is also the date the new room rental rates go into effect for the use of the community room. The fee will be increased from $25 to $30 with a clause that will allow not-for- profit groups to apply for a reduced rate. These groups would need to petition council in writing for the reduced rates. Schebler Company 120 Years Serving the QCA Schebler Company was founded in 1895 by two German immigrants. Schebler’s moved from Davenport to Riverdale in 1990. They have expanded from the 20 employee Tin Company to 185 employees manufacturing multiple items such as Chimney systems, Heat & Air, Food Equipment, Architectural Metal Craft, and specialty items. The Plant tours given at their open house were impressive. Congratulations Schebler Company, Riverdale is proud to have you. Time to Update Phone Directory There have been a lot of long time Riverdale residents moving out and new folks moving in. So Mary Fran will begin working on a new phone directory. If you are new or have changes please contact City Hall to provide your contact information. Even if you would like to have your phone as unlisted, it would be helpful to provide contact information in case of emergency. Dining Tour Books Available Riverdale Firefighters Association will be selling dining tour books again. The books have discounts to 140 fine dining, casual dining, pizza, and theater. The fire department receives $10 for every book sold. Cost $35. Contact Mayor Paddock at City Hall or call her home and leave a message if you would like one. Her home number is 563-355-6363.
