Grant Award of $1,000 From MidAmerican Energy Riverdale is one of 68 cities and community organizations in Iowa receiving a total of $203,000 in grants through MidAmerican Energy Company’s Trees Please! Program. The City of Riverdale recently received a check for $1000 from MidAmerican Energy to help fund the planting of trees in the community. The donation was presented by MidAmerican Energy employee Doug Haiston, general manager – Riverside Generating Station. The Trees Please! Program is one of many energy efficiency programs offered to residential and nonresidential customers throughout MidAmerican Energy’s service territory. Trees Please! Funds are distributed each year to local communities for tree-planting projects. “MidAmerican Energy offers the Tree Please! Program to promote energy efficiency and environmental beautification through the planting of trees, “said Tina Yoder, energy efficiency manager for MidAmerican Energy. Trees improve energy efficiency by serving as natural windbreaks and providing shade to homes and businesses. Trees beautify parks, roadways and other common spaces within a community. Planting trees also improves air quality and helps protect and nourish the soil. Cities and community organizations submit applications to MidAmerican Energy to be considered for Trees Please! funding each year. Grant recipients are selected based on the individual merits of the project, the benefit to the community, and the ability to obtain matching funds. Sign up @ www.wastecom.com Visit www.wastecom.com for more info and to make a request online RIVERDALE CITY COUNCIL MINUTES & PUBLIC HEARING APRIL 7, 2015 Mayor Paddock opened the Public Hearing concerning the proposed revisions to Ordinance 2015-191, Ordinance No. 2015-192, Ordinance No. 2015-193, and Ordinance No. 2015-194 at 7:00 p.m. on April 7, 2015. All council members present. Others in attendance were Eric Schallert from MSA, Jim Beran, Ed Collins, Bob Kramer, Riverdale Fire Chief Floyd Bruns and Doug Haiston from Mid-American Energy. Mayor Paddock called for comments on Ordinance No. 2015-191 revisions to Publications. No comments or questions. Mayor Paddock called for comments on Ordinance No. 2015-192. Changes were on page 8 user definitions. A typo on page 12 was corrected. Jim Beran asked how Riverdale establishes the types of users. Mayor Paddock stated our Zoning Map. Mayor Paddock called for comments on Ordinance No. 2015-193. No comments or questions. Mayor Paddock called for comments on Ordinance No. 2015-194 Sewer Charges. Mayor Paddock explained this will be the 1st reading of Ordinance No. 2015-194 tonight following the Public Hearing to assure the city is in compliance with the correct order. Mr. Beran asked how much money will be brought in with the new rates. Eric answered he did not have those numbers in front of him. Mr. Beran suggested that item number 4 should read “users” instead of “persons”. Council agreed and the change will be made. A typo was found in paragraph 6 and will be corrected. Mayor Paddock closed the Public Hearing at 7:21 p.m. Mayor Paddock opened a regular session of the Riverdale City Council at 7:21 p.m. on April 7, 2015. Roll Call: Present: Channon, Hupp, Seaberg, Halsey and Littrel. Agenda: Channon moved to approve the agenda for April 7, 2015 seconded by Seaberg. All ayes motion carried. Public Communications to the Council: Doug Haiston from Mid- American Energy attended the meeting to present a $1,000.00 Community Grant Check from Mid-American Energy’s Grant Program, Trees Please. Councilman Linda Hupp wrote and submitted the Grant. Mr. Haiston also presented the city with the Press Release which will be included in the April newsletter. The Mayor and Council thanked Mid-American and Linda Hupp. Ed Collins and Bob Kramer attended the meeting to inquire about having recreational fires in their backyard fire pits. Mayor Paddock stated recreational fires are allowed, however must be attended at all times and extinguished when done. The full Burn Ordinance can be found on the city website or in the Clerk’s office. Jim Beran stated he received his tax assessment and it was addressed “Bettendorf”. Mr. Beran wants the council and Mayor to address this and ask the County to properly address Riverdale residents. Mayor Paddock will look into it. Mayor Paddock attended a Joint Sewer Committee Meeting on April 2, 2015. Six residents in Bettendorf are suing for sewage backup that occurred in 2013. Tom Warner, Davenport City Attorney, explained the parties representing the 28E agreement would need to select an attorney to represent the 28E in pending litigation. The shared cities would be appropriated at the same percentage rate as the 28E agreement. Mayor Paddock introduced Ordinance 2015-191 for the 3rd and final reading. Channon moved to approve the 3rd and final reading of Ordinance 2015-194 An Ordinance Amending The Code Of Ordinances Of The City Of Riverdale, Iowa Chapter 18.05 Subsection 2 Amending Provisions Pertaining To The Manner Of Publication. Seconded by Channon. Roll call vote: all ayes motion carried. Mayor Paddock discussed the Cash Flow and Borrowing Requirements for the MRT Phase II. Channon moved to set the date for the Public Hearing for the Short Term Loan with Wells Fargo Bank for April 21, 2015 at 7:00 p.m. as long as we can meet the publication requirements. Alternative date will be April 25, 2015 at 9:30 a.m. Second by Halsey. All ayes motion carried. Mayor Paddock presented Resolution No. 2015-09. Hupp moved to approve Resolution No. 2015-09 A Resolution Authorizing A Short Term Interfund Loan To Pay The MRT Phase II Expenses Until Grant Funds Are Obtained. Second by Halsey. Roll call vote: all ayes motion carried. RESOLUTION NO. 2015-09 A RESOLUTION AUTHORIZING A SHORT TERM INTERFUND LOAN TO PAY THE MRT PHASE II EXPENSES UNTIL GRANT FUNDS ARE OBTAINED. WHEREAS, the City of Riverdale, Iowa (City) has entered into an agreement with the State of Iowa and the Federal Government to construct Phase II of Mississippi River Multi-use Trail (MRTII) with State and Federal Grant Funds. The project is identified as no. SB-IA-6492(602)-7T-82 (MRT II). WHEREAS, the City will be reimbursed 80% from The National Scenic Byways Grant up to $494,956, 80% from Transportation Alternatives Grant up to $318,644, and 75% from State Recreation Trails Grant up to $318,644. WHEREAS it is anticipated that the reimbursement of grant funds will take up to 2 to 4 weeks. WHEREAS, the City has budgeted a total of $204,000 to pay the matching grant requirement. WHEREAS, the grant funding will not be received until after the City has paid the invoices. This is estimated to take two to four weeks to receive from the State who is also administering the Federal Funds. WHEREAS, the City will need funds to pay the invoices which will be reimbursed at the above rates. WHEREAS the City Council authorizes the City Clerk/Treasurer to pay the MRTII invoices with funds borrowed without interest from a short term inter-fund loan that will be repaid during the fiscal year in which it was barrowed. Amounts loaned will be repaid as soon as the grant funds are received less the Cities matching requirement. The Matching Funds will be taken from the Capital Projects Fund. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Riverdale, Iowa that: The Mayor and City Clerk/Treasurer are hereby directed and authorized to barrow up to $300,000.00 from the General Fund and/or other funds for the purpose of paying MRT II invoices until reimbursement can be obtained. Halsey moved to approve the quote from Seal & Stripe, Inc. in the amount of $1675.00 for road repairs in the Haven’s Acres area. Second by Littrel. All ayes motion carried. NEW BUSINESS: Mayor Paddock stated the 4th of July Committee asked Council to make a decision for the Grand Marshall of the 4th of July Parade. Stan Peterson and Jack Spratt were considered. Seaberg moved to have Jack Spratt as the Grand Marshall seconded by Halsey. After more discussion Hupp moved to have 2 Grand Marshall’s, Jack Spratt and Stan Peterson, pending on Stan Peterson’s health, seconded by Seaberg. All ayes motion carried. Seaberg would like to have prayer before our Council Meetings. Hupp thinks it may cause problems and put more stress on council members and the mayor. Seaberg moved to allow voluntary prayer before a council meeting seconded by Halsey. Roll call vote: Channon – aye, Hupp – nay, Seaberg – aye, Littrel – aye, Halsey – aye. Motion carried. Littrel moved to recite the Pledge of Allegiance at the start of each council meeting seconded by Seaberg. All ayes motion carried. Channon, Hupp and Mayor Paddock have reviewed the new Garbage Contract with Republic Waste Services and are in agreement with the contract. Channon moved to approve the contract with Republic Waste Services seconded by Halsey. Roll call all ayes motion carried. Mayor Paddock presented the Quad City Get Out And Trail (GOAT) Event to be held on Saturday May 9, 2015 from 8:00 a.m. to 1:00 p.m. Seaberg moved for Riverdale to participate in this event seconded by Halsey. All ayes motion carried. COMMITTEE REPORT: Seaberg reported the fire department driveway will be started late Monday or Tuesday of next week. Mayor Paddock thanked Seaberg for his work on the bids for the drive. Halsey stated the Egg Hunt was a huge success. There were many donations from local businesses. Halsey stated Cribb’s did a fantastic job cleaning the park before the event. Mayor Paddock thanked the Halsey’s and all of the other volunteers for their hard work. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Littrel stated the bank owned property near his home is refusing to mow the grass. Mayor Paddock will send a letter. Mayor Paddock asked about street cleaning. Littrel will schedule in May. Channon is working on the snow removal contract. Hupp wants to get the new water fountain ordered for Van Gundy Park. The purchase of the water fountain was approved at an earlier council meeting. Paddock asked if council would drive along Valley Drive and look at the steep area near the homes. Since Valley Dr. was redone it creates a steep incline and homeowners are not able to maintain this area. A resident asked if the city would hire this area to be cleared off 3 times a year. This item will be on the next agenda. Mayor Paddock stated April is Keep Iowa Beautiful Month. If you see any invasive weeds while you are out walking, please pull them out. Mayor Paddock thanked Administrative Assistant Schar Blevins for writing a grant for the storm siren in Haven’s Acres. Mayor Paddock presented a Mississippi River Trail (MRT) Update from Shive Hattery. Construction began on April 14, 2015. Mayor Paddock stated Riverdale is in need of convertibles for the 4th of July parade and a Chair for the Ice Cream Social. A trolley will be on hand to take passengers from parking areas to the 4th of July events in the parks and the Car Show in Haven’s Acres. Parking will be available in the Scott Community Parking Lot and at Pleasant Valley High School. Seaberg moved to approve the 2nd Reading of Ordinance No. 2015-194. Seconded by Channon. Roll call vote: all ayes motion carried. NEW BUSINESS: Mayor Paddock reviewed the State Auditors Report from our Annual Audit that was completed in January 2015. New procedures are already in place to address some of the recommendations. The Audit Report is available in the Riverdale city office or you can view it at the Auditor Of State’s website at http://auditor.iowa.gov/reports/1422-0785-BLOF.pdf. Mayor Paddock asked Cribbs Landscaping for a quote to clean up the hillside on Valley Drive. This area is in bad shape and extremely overgrown and would cost $1,000.00 initially to clean up. Mayor Paddock presented a file dating back to the 1980’s where homeowners had been asked to clean up the hillside on their properties. Hupp stated this was the homeowner’s responsibility and should not be the cities responsibility to clean up. Littrel stated that some of the problem was when Valley Dr. was redone it has created a steeper embankment in some of the areas and has made it impossible to mow or maintain. Halsey moved to table until the city can get more quotes and more ideas on how to solve this problem. Seconded by Littrel. All ayes motion carried. There was discussion on dividing the overgrown plants in Volunteer Square Park and where to replant. Possibly in the other parks or replace some overgrown shrubs at city hall. COMMITTEE REPORT: Hupp would like to get a committee together to purchase and plant trees from tree planting monies received from Trees Forever Grant. This committee will come up with ideas on what kind of trees to purchase and where to plant. Mayor Paddock stated there are certain trees that cannot be planted in Riverdale per our Ordinance. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Halsey asked why Tri-City Blacktop had not started the repair work in Haven’s Acres. Tri-City Blacktop does not start making asphalt until the beginning of May. The street repairs will begin in early May. Seaberg asked about the new mailbox. The invoice will be pulled from the warrants list because the mailbox has not been delivered at this time. Mayor Paddock will call Iowa Prison Industries and ask about the status of the mailbox. Hupp discussed the water fountain that will be purchased for Van Gundy Park. She would like to purchase one with a hose bib. The fountain will be ordered tomorrow. Mayor Paddock is working on abatement for Choate Trucking. The area around their business needs to be cleaned up. Seaberg inquired about the status of the flow meters. Mayor Paddock explained they were still being used in another area and MSA will get those in place in Riverdale as soon as they become available.
