PUBLIC HEARING
Mayor Paddock opened the Public Hearing concerning the Code Of Ordinances Of Riverdale, Iowa & Zoning and Sub-Division Ordinances at 7:00 p.m. on August 4, 2015. Council members Channon,
Hupp, Seaberg, and Littrel were in attendance. Halsey was absent. Others in attendance: Chuck DeLeu, Harry Pelton, Steven Townsend, David Welch, Jenny Staub, Tim Staub, Don Fisher, Bill
Peck, Ron Strawhacker, Riverdale Maintenance George Miller and Riverdale Fire Chief Floyd Bruns. Mayor Paddock asked for questions or comments concerning the Code Of Ordinances. No comments
were heard and no written comments were received. Mayor Paddock asked for comments concerning the Zoning and Sub Division Ordinance. Ron Strawhacker commented on section 41.07 concerning
garage sizes. Mayor Paddock explained section 41.07. Chuck DeLeu asked if policies had changed concerning Pole Barns, no changes have been made. No written comments were received concerning
the Zoning and Sub Division Ordinances. Mayor Paddock closed the Public Hearing at 7:07 p.m.
RIVERDALE CITY COUNCIL MINUTES
August 4, 2015
Mayor Paddock opened a regular session of the Riverdale City Council at 7:07 p.m. on August 4, 2015. All stood for the Pledge of Allegiance.
Roll Call:
Present: Channon, Hupp, Seaberg and Littrel. Halsey was absent. Also present: Same as mentioned above.
Agenda:
Channon moved to approve the Agenda for August 4, 2015 removing under Presentations: Patrick Lynch from Shive Hattery with the MRT Update. Seconded by Hupp All ayes motion carried.
Public Communications To The Council:
David Welch inquired if Riverdale was going to hold a Deer Hunt for the 2015-2016 Hunting Season. Mayor Paddock stated this would be discussed at a later meeting. The Welch’s can still
allow hunting on their property regardless of what Riverdale decides about a Deer Hunt. Chuck Deleu stated his frustration over the ongoing train noise. Mayor Paddock explained this
is an ongoing problem. Mayor Paddock has spoken with numerous Representative’s and will continue at the Federal level. There were questions concerning the MRT about cleaning the work
site up and signage. Mayor Paddock stated there is a walk through on the path tomorrow and all of those issues will be addressed.
Minutes July 21, 2015:
Channon moved to approve the minutes from the meeting dated July 21, 2015 seconded by Littrel. All ayes motion carried.
Warrants:
Seaberg moved to approve the Warrants for August 4, 2015 seconded by Channon. All ayes motion carried.

UNFINISHED BUSINESS:
Mayor Paddock stated the update from Shive Hattery concerning the MRT Phase II was in the packets for council to review. The reimbursement check from the Iowa Department of Transportation
in the amount of $332,382.48 was received. It was decided to pay $250,000.00 back on the $350,000.00 loan at this time. That will leave enough in the Capital Project fund for the upcoming
Pay Applications for the MRT. Hupp moved to approve payment of $250,000.00 on the Wells Fargo Loan seconded by Littrel. All ayes motion carried.
Seaberg moved to approve Pay Application No. 5 to Valley Construction in the amount of $66,410.01seconded by Littrel. All ayes motion carried.
Hupp moved to allow Maintenance George Miller to purchase retaining blocks for the retaining wall at city hall not to exceed $300.00 seconded by Seaberg. All ayes motion carried.
Seaberg moved to set the Public Hearing Date concerning the Riverdale Amended City Budget 2015/2016 for September 1, 2015 at 7:00 p.m. seconded by Channon. All ayes motion carried.
Littrel moved to table Purchasing A Replacement Tablet to the August 18, 2015 meeting. Seconded by Seaberg. All ayes motion carried.
Discussion concerning the community room carpet and rental fees. After some discussion Hupp moved to table until the September 1, 2015 agenda seconded by Seaberg. All ayes motion carried.
Hupp moved to table Resolution No. 2015-14 A Resolution Revising The Policy For The Use Of The Community Room. Seconded by Littrel. All ayes motion carried.
NEW BUSINESS:
Channon moved to approve the first consideration and reading of Ordinance 2015-1195 Ordinance Adopting The “Code Of Ordinances Of The City Of Riverdale”. Seconded by Littrel. Roll call
vote: Channon aye, Hupp – aye, Seaberg – aye, Littrel – aye. Motion carried.
Channon moved to approve the first reading and consideration of Riverdale Zoning And Sub Division Ordinance seconded by Hupp. Roll call vote: Channon – aye, Hupp – aye, Seaberg – aye,
Littrel – aye. Motion carried.
Mayor Paddock presented an invitation from Scott Community College (SCC) to attend their annual SCC Fundraiser Bash 2015. Hupp moved to purchase 2 seats for this event at $50.00 each
seconded by Seaberg. All ayes motion carried.
Mayor Paddock presented the Mississippi River Cities & Towns Initiative Annual Meeting, September 15-17, 2015 in Dubuque, IA. This event is no cost to the cities, grant monies absorbs
the cost. Only travel expenses would be paid for the Mayor to attend. Seaberg moved to approve Mayor Paddock to attend this event with travel expenses including hotel being paid. Seconded
by Hupp all ayes motion carried.
Seaberg moved to approve for George Miller to attend the 2015 Streets and Roads Workshop and Annual Conference in Ames, IA September 22-24, 2015 in the amount of $170.00 for the conference
and all travel expenses paid. Seconded by Littrel all ayes motion carried.
Seaberg moved to approve Mayor Paddock to order a sign “No Parking for Vehicles over 10,000 lbs for the MRT parking lot at Alcoa. Seconded by Channon all ayes motion carried.
COMMITTEE REPORT:
Littrel inquired about D& S. They had been out to clean and sweep the roads on July 27th and 28th.
COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS:
Littrel asked about stop signs on the MRT Trail. Signs are ordered will be placed as soon as they come in.
Mayor Paddock noted the Canadian Pacific Railroad is installing a communication tower.
Mayor Paddock stated the Riverdale Fire Department is still in the running for a grant for two AED’S.
City Clerk Paula McIntosh thanked the council and Mayor for allowing her to attend the Clerk’s Institute in Ames, Iowa last week.
Seaberg motioned to adjourn at 8:30 p.m. seconded by Littrel. All ayes motion carried.

RIVERDALE CITY COUNCIL MINUTES
August 18, 2015
Mayor Paddock opened a regular session of the Riverdale City Council at 7:00 p.m. on August 18, 2015.
Roll Call:
Present: Channon, Littrel and Halsey. Also present: Steven Townsend, Riverdale Maintenance George Miller, and Jim Beran.
All stood for the Pledge of Allegiance.
Agenda:
Channon moved to approve the Agenda for August 18, 2015 seconded by Halsey. All ayes motion carried.
Public Communications To The Council:
Jim Beran spoke about concerns of the condition of Manor Dr. There are places that the concrete finish has worn away due to salt use in the winter. Mr. Beran thought this should be addressed
before another salt season. Mr. Beran stated the fire hydrant on Valley Dr. was situated on a slope that could present a dangerous situation. Mr. Beran inquired what the 20 private utility
locations that were mentioned in the last minutes were. Mayor Paddock explained there were areas that were difficult to identify during the MRT Phase II Project. Council decided to have
MSA locate any other private utilities there along the State St. corridor that will possibly be part of future development.
Steven Townsend stated the new trail looks terrible and when would the project be completed. There are tall noxious weeds along State St. Mayor Paddock stated there was a walk through
on the project last week. All utility companies have completed their work. There is approximately one week’s worth of work until the project is complete. Mayor Paddock stated the area
along State St. that is full of weeds is the State’s responsibility, and she is working on getting that resolved.

UNFINISHED BUSINESS:
The Shive Hattery update is in the packets for review. Mayor Paddock stated the hold up with various utilities has all been resolved and Valley Construction has 49.5 days left to complete
the project. The trail is not open at this time and everyone is asked to stay off the trail until completion.
Mayor Paddock stated the weight limit sign has been ordered, but there are other signs needed. Halsey moved to allow Mayor Paddock to purchase signs for the MRT Phase II Trail as needed.
Seconded by Littrel. All ayes motion carried.
Channon moved to approve the second consideration of Ordinance 2015-195 Ordinance Adopting The “Code Of Ordinances Of The City Of Riverdale, Iowa” seconded by Littrel. All ayes motion
carried.
Halsey moved to approve the second consideration of the Riverdale Zoning And Sub Division Ordinances seconded by Channon. All ayes motion carried.
NEW BUSINESS:
City Clerk Paula McIntosh explained the Riverdale 2014/2015 Street Financial Report. Halsey moved to approve Resolution No. 2015-15 A Resolution Approving The City Street Financial Report
July 1, 2014 To June 30, 2015. Seconded by Littrel. All ayes motion carried.
RESOLUTION NO. 2015 - 15
A RESOLUTION APPROVING THE CITY STREET FINANCIAL REPORT JULY 1, 2014 TO JUNE 30, 2015.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, IOWA That the City Street Financial Report for the year ending June 30, 2015 be approved and the City Clerk is directed to
file the report in the appropriate manner.
Halsey moved to authorize Mayor Paddock and Maintenance George Miller to purchase a city maintenance truck not to exceed $36,000.00 Seconded by Littrel. All ayes motion carried.
Mayor Paddock received correspondence from MidAmerican Energy explaining a new LED street lighting initiative changing the look of our cities at night. MidAmerican plans to begin the
process of converting the existing street lighting in July 2015. It is expected this conversion will take 10 years to complete. The conversion is done at no cost to the city however
some cities may prefer an accelerated conversion for their cities. This can be done at the cost of $100.00 per light fixture. No action was taken. Mayor Paddock will send back the installation
agreement stating Riverdale is not interested in early installation at $100.00 per light.
Channon moved to table “City Hall Parking Lot Repair/Replacement” until a later date. Seconded by Halsey. All ayes motion carried.
Mayor Paddock presented a booklet she received, “Introduction to Homeland Security and Emergency Management for Local Officials” She asked that the council take time to read the booklet.
There are three online courses for the National Incident Management System (NIMS) that Mayor Paddock would like the council members to take. When you complete the course there is a test
for you to take and print out. That document would be on file to show the course had been completed. By completing these courses it will aid in certain grant requests.
Halsey moved to allow Maintenance George Miller to purchase a weed eater for the city not to exceed $400.00 seconded by Littrel. All ayes motion carried.
COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS:
Littrel stated the grass needs to be cut again at the property located at 1010 Valley Dr.
Mayor Paddock noted MSA sent an update report for the council to review.
Mayor Paddock reported on the traffic light at Bellingham Rd. and State St. Decco will repair with cost approximately $2,500.00. Riverdale pays for the repair and is reimbursed by Alcoa.
Halsey moved to adjourn at 7:53 p.m. seconded by Channon. All ayes motion carried.

Citizens Encouraged to Keep Storm Drains Clean
We depend on storm drains, sewers, drainage ditches and culverts to keep our neighborhoods from flooding during storms. Yet, these devises also direct polluted and untreated rainwater
straight into our local waterways.
Over 50% of the pollution that impacts our water supply occurs when rains or snowmelts – called runoff- wash over land and carry contaminants from our everyday activities into the nearest
waterway. Things like phosphorus in lawn fertilizers, pesticides, spilled household cleaners or auto fluids, pet waste, road salt, and more qualify as pollutants.
We encourage residents to…
Blow or sweep grass clippings and leaves back into their yards
Take prescription medications to Scott County recycling center to dispose of
this is a free service to residents of Riverdale, please do not flush medications.
Use phosphorus-free lawn fertilizer
Pick up pet waste
Do not pour substances like oil, or grease on land
Use rain barrels in the spring, summer and fall to capture roof run-off
