HomeMy Public PortalAboutDecember 2015 + CAPITAL IMPROVEMENT INFORMATIONAL MEETING On January 26, 2016 at 6 p.m. Council will hold an Informational Meeting to discuss ideas from residents on what they would like to see happen in Riverdale in the next 5, 10 and 20 years. The Capital Improvement Plan process begins with a wish list in which NO IDEA is too crazy. Critique of items will not be discussed at this meeting. From that list your council will consider public support of the ideas, practicality, and maintenance needs then rank the items. More Public hearings will be scheduled for big ticket items. Maintenance items will receive the highest priority. Some of the things that have already made the wish list are… Road Replacement of Bellingham, Fenno, and Haven’s Acres Purchasing the Welch Farm to divide and develop Roof replacement with Solar panels added to City Hall Add on to existing building to make room for storage and maintenance vehicle. Modifications to current building to gain storage Replacing light fixtures with energy efficient fixtures Replacing City Hall parking lot Replacing Fire Department Drive Dog park Baseball backstop in park Bi-centennial Park Pavilion in Peggy’s Park Walking nature path on City natural areas Water feature in park Multi-use trail from Fenno to Windsor Multi-use trail or sidewalk at the end of Manor connecting to Deere Brook and the High School Hi-speed internet/broadband speeds of a Gigabyte Camera’s in parks Bathrooms/ Maintenance building in parks Band Shell (all volunteer built) 20 Storm inlets replaced Lucas Chest compression CPR devise Stop light at Fenno or speed sign Condos/Zero lot line residential area 1 6 unit Senior Townhomes Council hopes you will help plan Riverdale’s future Capital Improvements by making your wishes known. RIVERDALE CITY COUNCIL MINUTES December 1, 2015 Mayor Paddock opened a regular session of the Riverdale City Council at 7:00 p.m. on December 1, 2015. All stood for the Pledge of Allegiance. Roll Call: Present: Channon, Hupp, Seaberg, Littrel, and Halsey. Also present Kathy Morris from Scott County Waste Commission, Eric Schallert from MSA, Riverdale Fire Chief Floyd Bruns and Dallas Paustian. Agenda: Channon moved to approve the Agenda for December 1, 2015 seconded by Littrel all ayes motion carried. Presentations: Kathy Morris from the Scott County Waste Commission attended the meeting to explain the recently passed Bond Issue. The Bond issue will double the size of the current facility adding capacity through 2077. Morris is asking for the approval of Resolution 2015-18. This will ensure that Riverdale will remain compliant to the current 28E agreement with the Waste Commission. The expansion will create a new Single Stream Recycling program allowing the ability to add three through seven plastics and gable top containers to the recycling. Residents will continue to be able to drop off e-waste and hazardous materials to the recycling center free of charge. The target date for completion is July 11, 2016. Morris stated Riverdale provides more services to their residents than any other community in Scott County. Mayor Paddock stated City Attorney Steve Hunter advised Council to table the Resolution until he speaks with the Attorney representing the Scott County Waste Commission. Morris offered their services writing grants pertaining to recycling. Eric Schallert from MSA presented updates on MSA projects. Schallert presented a map showing the location of four man holes he suggested be televised. Mayor Paddock stated televising was already approved and will schedule the televising in which Schallert will oversee. MSA will begin work on the Capital Improvement Plan, continue with the development of the permit process, and represent Riverdale in the Joint Sewer Commission Meetings. The next Joint Sewer Commission meeting is scheduled for December 16, 2015 at Davenport Works. Public Communications To The Council: Dallas Paustian asked when repairs were going to be made to Kensington St. Mr. Paustian said the street is in horrible shape and needs something done soon. Mayor Paddock was unaware of any pot holes and asked residents to notify City Hall when they see something, so that Maintenance can make repairs. Maintenance will be advised to repair any pot holes. No major repairs will be done before spring. Minutes November 17, 2015: Mayor Paddock made a correction to the minutes from the meeting dated November 17, 2015.The second bullet in New Business said an Alcohol Request was approved for December 5, 2015 it was actually approved for December 6, 2015. Hupp moved to approve the minutes from the meeting dated November 17, 2015 with the correction seconded by Channon. All ayes motion carried. NEW BUSINESS: At the advice of Attorney Steve Hunter, Hupp moved to table Resolution No. 2015-18 A Resolution Authorizing The Waste Commission Of Scott County To Proceed To Issue Solid Waste Disposal Revenue Bonds. Seconded by Seaberg. All ayes motion carried. Seaberg moved to table Action on Brenny’s TIF Agreement seconded by Halsey. All ayes motion carried. Seaberg moved to table Action on Allied Valve’s TIF Agreement seconded by Halsey. All ayes motion carried. Channon moved to table discussion of wages seconded by Hupp all ayes motion carried. Riverdale Fire Chief Floyd Bruns presented the Fire Department Report for September 15, 2015 to November 1, 2015. Mayor Paddock read a letter of resignation from the Planning & Zoning Commission member Dennis Stolk. The Mayor and Council thanked Dennis for his work on the Planning and Zoning Commission. Mayor Paddock recommended the Appointment of Mark Griswold to the open seat on the P&Z. Halsey moved to appoint Mark Griswold to the open position on the P&Z seconded by Seaberg. All ayes motion carried. COMMITTEE REPORTS: Mayor Paddock asked if D&S had swept the streets. Doug Littrel said D & S was waiting on the leaves to be cleaned up. D&S was not been able to clean the day they were scheduled due to the snow storm. Littrel will reschedule the street cleaning. COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Mayor Paddock read correspondence from Scott Community College inviting the Mayor and Council to their Christmas Open House on December 8, 2015 from 2:30 p.m. to 4:00 p.m. in the Student Life Center. Presentations: Stephanie Drago from River Action requested Riverdale’s participation in the “Ride The River” event to be held on Father’s Day 2016 by being responsible for a “Pop Up Park”. The park would be created in the parking lot area at the Alcoa Learning Center on the State Street side. Mayor Paddock stated the Riverdale Fire Department plans to have a Pancake Breakfast the morning of the” Ride The River” Event. Ms. Drago presented slides of ideas to create this one day temporary park. Mayor Paddock has been in contact with John Riches from Alcoa who is in support of the Pop Up Park. This item will be considered under New Business on the Agenda. Seaberg left at 7:15 for a medical emergency. Mayor Paddock spoke about the Mayor’s Conference she attended in Dubuque and there was conversation to consider the Quad Cities being the host city/cities for a future Mayor’s Conference. Bi-State is going to prepare a letter of support for the Quad City Communities to sign. The Quad City Convention Center is involved as well as Bi-State. Halsey moved to approve Mayor Paddock to sign the letter of support at her discretion. Seconded by Channon. All ayes motion carried. Littrel motioned to approve Riverdale participation in the 2016 Father’s Day Ride The River, a Pop Up Park and a Pancake Breakfast as a fund raiser for the Riverdale Fire Department Association. Seconded by Halsey all ayes motion carried. MSA asked if Riverdale would participate in their Warmest Wishes Campaign. MSA asks that a photo is taken holding the warmest wishes mitten and then post on Facebook, Twitter, or Instagram. For each photo that is shared on a social network MSA will donate five meals to Feeding America, with a commitment to donate up to 25,000 meals. Mayor and Council will take pictures at the close of the meeting. City Clerk Paula McIntosh has been in contact with AAA Storage concerning the outstanding checks dating back to May of 2015. The person responsible for depositing these checks no longer works for AAA Storage. Paula will follow up with AAA Storage tomorrow and determine the amount still owed to them. Halsey moved to reissue the checks to AAA Storage seconded by Littrel. All ayes motion carried. Littrel moved to approve the repair the manhole on Elmhurst not to exceed $1,000.00 seconded by Halsey. Riverdale’s Administrative Assistant Scharlott Goettsch Blevins is also a genealogist. She has agreed to teach the class to be held in the Community Room (110 Manor Dr.). You can register by calling Scott Community College at 563-441-4100, course #166906. The seven week class meets once a week on Thursday evenings from 6:30 – 9 p.m. Cost is $49. Class needs a minimum of 6 people registered to be held, so sign up early. Attendees will become acquainted with Basic Principles and Procedures used in Genealogical Research, Analysis, Archival Record Keeping, Organization, Resources and Skills needed to find one’s family history. Topics include: First things first, Importance of Record Keeping, Documenting your Research, What’s on the Internet, Library and Court House Records, Census Records, and Evaluating the Evidence Analyzing and Interpreting Your Research. « » × Close Ad SIGN UP FOR FREE CPR SATURDAY JANUARY 9TH, 2016 Children Welcome Riverdale firefighters have offered to teach a 30 minute non-certified CPR class for Riverdale residents and their families. All ages are welcome. Firefighter/Paramedic Eric Hupp will be leading with the assistance of several other volunteer firefighters. The session will include adult, infant, and child CPR, and how to use the AED that will be placed in City hall. Citizens will sign up for a 30 minute time slot between 9 a.m. and 3p.m. We would like to keep it to around four people per 30 minute time slot but will consider more to keep families together. Attendees will receive a CPR key chain that has a barrier mask included. You may sign up by calling City Hall (563)355-2511. Girl Scout Troop 8643 has installed a free library at the Alcoa Learning Center Mississippi River Trail Bump-out along State Street and Manor Dr. Residents may borrow a book free of charge. You can take a walk and read at the benches or take a book home to read. They will accept paperback book donations as well. She was born March 30, 1919, and passed away December 7, 2015. She was united in marriage to one of Riverdale’s 1st Councilmen Albert John Welch on May 27, 1939. He preceded her in death on June 3, 1986. You might remember seeing her during elections volunteering her time at the polls. Mary had 4 children, 6 grandchildren, and 3 great-grandchildren. The Mayor and Council send condolences and prayers to the Welch Family during this difficult time.
