According to the Iowa Department of Natural Resources: • 1.2 million tons of materials are recycled in Iowa each year. For every ton of recycled paper saves 17 trees; saves enough energy to power all average sized home for 2 years; conserves 7,000 gallons of water – the equivalent of nearly 2,000 toilet flushes; and saves 3.3 cubic yards of landfill space. • Over 600 communities in Iowa have curbside recycling • Recycling results in a net fiscal gain for Iowa local and state governments Working together to recycle will help us now as well as in the future. Mayor Paddock opened a regular session of the Riverdale City Council at 7:00 p.m. Roll Call: Present: Channon, Seaberg, and Hupp. Littrel and Halsey were absent. Also present Dallas Paustian, Teri Stickler and Riverdale Maintenance George Miller. Agenda: Channon moved to approve the agenda for July 5, 2016 seconded by Seaberg. All ayes motion carried. Public Communications To The Council: Dallas Paustian attended the meeting to express his concern over broken concrete in Haven’s Acres Park. Mr. Paustian stated H aven’s Acre Park needs work to keep it looking nice. Teri Stickler attended the meeting and thanked everyone for a successful 4th of July Celebration. Teri stated a Fiber Optic Company was on Riverdale property installing Fiber Optics in Bettendorf. There was machinery on the easemen t between Riverdale and Bettendorf property. Mayor Paddock has scheduled a meeting with Jack Ortiz tomorrow, July 6, 2016, to discuss costs for Fiber Optics and putting electric underground in Riverdale. Hupp moved to send the rankings to Callahan Consultants for the CIP Plan seconded by Seaberg. All ayes motion carried. There was discussion of the Maintenance Building that is incl uded in the CIP Plan. Hupp moved to table Maintenance Building to the next meeting seconded by Channon all ayes motion carried. • Hupp moved to approve the proposal from N.J. Miller for repair of a catch basin and repair of Bellingham Rd. at the catch basin area in the amount of $7,500.00. Seconded by Seaberg all ayes motion carried. NEW BUSINESS: • Seaberg moved to approve Resolution No. 2016-15 Intergovernmental Agreement For Maintenance Of Right -Of-Way By And Between The City Of LeClaire And The City Of Riverdale. Seconded by Hupp all ayes motion carried. This Resolution will be posted on the two bulletin boards at City Hall due to the length. • No action on Direct Deposit for all payroll checks. • Hupp moved to table “contract tree trimming in the fall of 2016” until a later date seconded by Channon all ayes motion carried. • Hupp moved to allow Mayor Paddock to get bids for the removal of two dead trees and accept the lowest bid. Seconded by Channon all ayes motion carried. • Seaberg moved to create a new Riverdale Phone Directory seconded by Hupp. All ayes motion carried. • Hupp moved to approve Resolution No. 2016-16 A Resolution Amending 2016-11 A Resolution Authorizing The Creation Of A Maintenance Fund Certificate Of Deposit Account. Seconded by Channon all ayes motion carried. See city bulletin boards. • Hupp moved to purchase one Trail Camera, accessories for the camera, “surveillance in progress” sign and a solar light for Bicentennial Park not to exceed $300.00. Seconded by Seaberg all ayes motion carried. • Hupp moved to switch our I-Drive back up we currently use to the Data Tech I -Drive. This will save the city $750.00 a year. Seconded by Channon all ayes motion carried. COMMUNICATION FROM THE COUNCIL AND OTHER OFFICIALS: • Hupp stated Meyer’s Landscaping is currently doing work at Volunteer Square Park. Take a drive and check it out, the park is really looking nice. • Maintenance George Miller stated there are two water fountains leaking and a leak at Volunteer Square Park. George will call a plumber if necessary. • Mayor Paddock asked who would be available for a Special Meeting on Thursday July 7, 2016. A temporary fix is needed on State St. so the Riverdale Fire Trucks won’t bottom out as they enter State St. • Mayor Paddock presented a maintenance request form to fill out when Mayor, Council or staff see something that needs to be done by our maintenance person. George can then prioritize his job list and get things done in a timely manner. • Mayor Paddock thanked everyone for their time and hard work on July 2 nd Riverdale’s 4th of July Celebration. • Channon moved to adjourn at 8:49 p.m. seconded by Hupp all ayes motion carried. Roll Call: Present: Channon, Halsey, Littrel, and Seaberg. Absent: Hupp Agenda: Channon moved to approve the agenda seconded by Halsey. All ayes motion carried. NEW BUSINESS: • Mayor Paddock and the Riverdale City Council discussed the recommendations from Iowa DOT on the Temporary Repair of State Street In Front Of The Fire Department. A motion was made by Seaberg to accept the Valley Construction proposal, seconded by Littrel. All ayes motion carried. • Halsey moved to adjourn at 4:02 p.m. seconded by Channon all ayes motion carried. Mayor Paddock opened a regular session of the Riverdale City Council at 7:0 0 p.m. on July 19, 2016. Roll Call: Present: Channon, Hupp, Littrel and Halsey. Seaberg was absent. Also present Schar Blevins 4th of July Chair Person and George Miller Riverdale Maintenance. Agenda: Channon moved to approve the agenda for July 19, 2016 seconded by Halsey all ayes motion carried. Presentations: Schar Blevins attended the meeting to present a final report on the Riverdale 4th of July Celebration which was held on July 2, 2016 this year. Schar wanted to thank Don and Sonya Paddock and Dale and Linda Hupp for helping the day before to set up and at th e end of the celebration day for clean up. Schar stated they went above and beyond and she can’t thank them enough. Schar also thanked Jann Curran, Cheyenne and Mark Griswold, Doug Littrel, George Seaberg, Mike Mangels and the volunteers they enlisted to help with each of their committees. The 4th of July Committee stayed under budget this year. Overall the day was a success. Mayor Paddock thanked Schar and stated several people said it was the best organized event to date. Halsey moved to table until the August 16, 2016 meeting as well as Hiring Engineer For Maintenance Building which is the first bullet under New Business. Seconded by Littrel all ayes motion carried. NEW BUSINESS: • Channon moved to table setting a date for a Public Hearing For A Maintenance Building until August 16, 2016 seconded by Halsey all ayes motion carried. • Halsey moved to table Proposals For Concrete Work In Haven’s Acres until a later date seconded by Littrel all ayes motion carried. • Hupp moved to approve hiring Scott Carlson to remove a Black Cherry Tree in the amount of $700.00, removal of 5 Elms for the cost of $1,630.00 and removal of 3 Austrian Pines for the cost of $275.00 seconded by Channon. All ayes motion carried. Hupp moved to hire Melton Tree Service for fall maintenance and tree clean up for parks and City Hall in the amount of $4,285.00 seconded by Littrel. All ayes motion carried. COMMUNICATION FROM THE COUNCIL AND OTHER OFFICIALS: • Halsey asked George Miller if he had any information on the telephone poles that need to be removed in the Haven’s Acres area. George will contact Mid American Energy. • Littrel asked if they was any new information on the water problem near his home and Valley Dr. Mayor Paddock will follow up with Iowa American Water. • Mayor Paddock handed out an email from a resident that would like trash cans put in along the recreation trail and who was concerned about the area near her home that needs to be cleaned up. George will take pictures and this will be on next agenda. • Mayor Paddock wanted to inform the Council that Geneseo Communications is putting in Fiber Optics in Deerbrook and have been on Riverdale property to install the Fiber Optics. • Halsey moved to adjourn at 8:17 p.m. seconded by Littrel.
