Firefighter Pancake Breakfast/Ride the River Event
THANK YOU For Supporting!
Riverdale Volunteer Firefighters held their 1st pancake
breakfast. The goal was to raise money to help purchase
a Lucas chest compression device. The Lucas
automatically does the chest compressions during CPR,
freeing up paramedics to administer medication and
monitor vitals. The current cost of a Lucas is $13,600.
They raised $1767.

Riverdale’s 2016 Grand Marshall Dale Hupp

Dale Hupp is a long time resident of the City of Riverdale, residing here for 42 years. He is married
to Linda and they have 5 children and 8 energetic grandchildren. Dale and the town are the same
glorious age of 66 years old. Dale grew up on a farm in Southeastern Iowa. He went to college at
Iowa Wesleyan where he received a Major in Physics and a Minor in Math. Dale then attended
University of Iowa for his degree in Mechanical Engineering. Dale loves to explore his creativity in
woodworking and solving problems. Dale showed me some of his woodworking creations and they
are truly works of art. Riverdale’s own Dale Hupp has one patent. Dale created and patented a tool
sharpener and was able to check “creating a patent” off his bucket list. Another thing he is
currently working on is a new state of the art speaker system. Dale has made many contributions
to the Riverdale area. Dale lived in the Crissy House for 5 years and built his current residence on
Manor Drive. He has helped support Alcoa by working there for a total of 35 and half years before
retiring. After retiring he was a consultant at Alcoa for 6 years. He has worked for the Riverdale
Fire Department 42 years and served as 1st Assistant Chief for 25 years. He was part of the opening
of the New City Hall and has high hopes for Riverdale’s future. He told me he sees Riverdale
doubling in size, the City Hall expanding to accommodate the size change, and the Community
College flourishing.

RIVERDALE CITY COUNCIL MINUTES
June 7, 2016
Mayor Sonya Paddock opened the Public Hearing at 7:00 p.m. on the matter of the proposal to approve
and authorize execution of a Development Agreement by the City of Riverdale, Brenny’s Investments
LLC, and Brenny’s Motorcycle Clinic, Inc. No written or oral objections were received. The Public
Hearing was closed at 7:01 p.m.
The Public Hearing on the matter of the proposal to approve and authorize execution of a Development
Agreement with the City of Riverdale, Meadows Warehousing Co. Inc. and Allied Valve, Inc. was
opened at 7:01 p.m. No written or oral objections were received. The Public Hearing was closed at 7:02
p.m. Council members Channon, Seaberg and Littrel were in attendance. Hupp and Halsey were absent.
Also in attendance were Sue Jarvis from Meadows Warehousing, Mark Brenny from Brenny’s
Motorcycle Clinic, Jamie Long from My Place, Jim Beran and Riverdale Fire Chief Floyd Bruns.
All stood for the Pledge of Allegiance.

Minutes May 17 & 24, 2016:
Channon noted she had made a correction to the wording in the May 24, 2016 meeting and the correction
was noted in the packets. Channon moved to approve the minutes from the meeting dated May 17, 2016
and May 24, 2016 seconded by Littrel. All ayes motion carried.
Warrants:
Channon asked to remove the Valley Construction warrant from the Claims List. This warrant is an
agenda item under New Business. Channon moved to approve the Claims List for June 7, 2016 seconded
by Seaberg. All ayes motion carried.

PRESENTATIONS:
1. Jamie Long from My Place attended the meeting to ask permission for Outdoor Sales and an
outside band on June 25, 2016. The band would play from 8:00 p.m. to midnight. Ms. Long stated
if it became a problem for those around them the band would go inside the building to finish the
evening. The band will be between My Place and Boyler’s and facing State St. There will be two
security guards for the event.
PUBLIC COMMUNICATIONS TO THE COUNCIL:
• Jim Beran attended the meeting to voice his displeasure of Riverdale holding the July 4th
celebration on July 2, 2016. Mr. Beran also inquired about placing stop signs on the MRT trail.
UNFINISHED BUSINESS:
• The Mayor and Council reviewed the list of Capital Improvement Plan Projects (CIP). Patrick
Callahan from Callahan Consultants will attend the June 21, 2016 meeting at 6:00 p.m. for a
Work Session prior to the regular council meeting. This work session will be concerning the CIP
list as well as the insurance review that Mr. Callahan has been working on for Riverdale.
• Landscaping and mulch was discussed for the parks and around city hall. Seaberg moved to
approve the playground mulch not to exceed $5,000.00 and placed in the parks before July 2,
2016. Seconded by Littrel. All ayes motion carried. Seaberg moved to approve other landscaping
not to exceed $5,000.00 seconded by Littrel. All ayes motion carried. Discussion was held
concerning previous action to pull mulch away from bricks on the building and placing edging at
the sidewalk. Seaberg moved to use landscaping blocks to match the blocks in another area to
keep the look uniform. Seconded by Littrel all ayes motion carried.
NEW BUSINESS:
• Littrel moved to approve an outdoor liquor license and band for My Place on June 25, 2016 to
end at midnight. Seconded by Seaberg. All ayes motion carried.
• Channon moved to approve payment of Pay Application No. 8 to Valley Construction in the
amount of $57,917.59. Seconded by Littrel. All ayes motion carried.
• Seaberg moved to approve Resolution No. 2016-11 A Resolution Authorizing The Creation Of A
Maintenance Fund Certificate Of Deposit Account seconded by Littrel. All ayes motion carried.
RESOLUTION NO. 2016-11
A RESOLUTION AUTHORIZING THE CREATION OF A MAINTENANCE FUND
CERTIFICATE OF DEPOSIT ACCOUNT
WHEREAS, the City Council (“Council”) for the City of Riverdale (“City”) wishes to plan and
reserve funds for purchases and repairs of the more expensive maintenance and improvements
projects (“Large Projects”) as identified in the City’s Capital Improvements Plan; and
WHEREAS, the Council intends to adopt a schedule of estimated costs of Large Projects with a
projected fiscal year for completion; and

WHEREAS, a portion of the estimated costs of Large Projects will be budgeted for each year
within the City’s Budget; and
WHEREAS, the Council has budgeted $15,000 in Fiscal Year 2016 for roof replacement reserve
with an estimated cost of $50,000 in the next 3 years and wishes to begin reserving funds for this
and other Large Projects; and
WHEREAS, the Council desires to reserve funds for Large Projects by opening a maintenance
certificate of deposit (CD) at Wells Fargo Bank to begin saving funds for Large Projects.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
RIVERDALE, IOWA by approval of Resolution 2016-11, the Council Directs and Authorizes
the Mayor and City Clerk to open a Certificate of Deposit Special Fund Account with
Wells Fargo Bank designated named the “Maintenance Projects Fund” in the amount of
$15,000.00 in Fiscal Year 2016.
• Seaberg moved to approve Resolution No. 2016-13 A Resolution Approving And Authorizing
Execution Of A Development Agreement By And Among The City Of Riverdale, Brenny’s
Investments LLC, And Brenny’s Motorcycle Clinic, Inc. Seconded by Littrel all ayes motion
carried. This Resolution will be posted on the Riverdale bulletin boards due to its length.
• Channon moved to approve Resolution No. 2016-14 A Resolution Approving And Authorizing
Execution Of A Development Agreement By And Among The City Of Riverdale, Meadows
Warehousing Co Inc. And Allied Valve, Inc. Seconded by Littrel. All ayes motion carried. This
Resolution will be posted on the Riverdale bulletin boards due to its length.
• Seaberg moved to hire Brian Ballard to assist Riverdale Maintenance George Miller on two
projects that require two persons for safety reasons. Seconded by Littrel. All ayes motion carried.
• Seaberg moved to approve Mayor, Council and staff to attend the Iowa League of Cities Annual
Conference. Seconded by Littrel all ayes motion carried.
COMMUNICATION FROM THE COUNCIL AND OTHER OFFICIALS:
• Mayor Paddock received a phone call from Penny Steen stating that Dorothy Smith has passed.
The family would like to put a bench along the MRT Trail in the Haven’s Acre area in her honor.
• Mayor Paddock reminded everyone there will be a Work Session beginning at 6:00 p.m. on June
21, 2016 before the scheduled council meeting.
• Mayor Paddock will be on Paula Sands Live on June 15, 2016 talking about the Ride The River
Event and the Riverdale Firemen’s Breakfast for that event.
• Mayor Paddock stated Randy Bowers from the Riverdale Fire Department won 1st place in the
ground and overhead water fights that were hosted by Riverdale on June 5, 2016.
• Mayor Paddock received a phone call from a Bettendorf resident stating there is a dead tree on
Riverdale property that may fall on his home if not cut down. Mayor Paddock will look into this
matter. If it is an immediate hazard Mayor Paddock will call a tree removal service and have the
tree removed immediately. If not an immediate hazard this item will be on the next agenda.
• Littrel moved to adjourn at 8:25 p.m. Seconded by Seaberg. All ayes motion carried.

WORK SESSION

RIVERDALE CITY COUNCIL MINUTES
Mayor Paddock opened the Riverdale Work Session at 6:00 p.m. Channon moved to approve the agenda for the
Work Session with reversing items 1 & 2 seconded by Hupp. All ayes motion carried. The presenter for the work
session was Patrick Callahan from Callahan Consultants, LLC. Others in attendance were Riverdale Fire Chief
Floyd Bruns, Riverdale Maintenance George Miller and resident Steven Townsend. Mr. Callahan presented a review
and analysis of Riverdale’s insurance coverage. Mr. Callahan reviewed his suggestions. Mr. Callahan handed out a
Capital Improvements Planning Process (CIP) outline and a spread sheet to rate the projects by importance. Mr.
Callahan asked the council to review the spread sheet and at a later date the projects will be listed by
need, funds and importance to Riverdale. The work session ended at 7:00 p.m.
All stood for the Pledge of Allegiance.

seconded by Littrel. Channon – aye, Hupp – abstain, Seaberg – aye, Littrel – aye, Halsey – abstain.

A RESOLUTION APPROVING PAYMENT OF OUTSTANDING INVOICES AFTER THE JUNE 21, 2016 COUNCIL
MEETING AND BEFORE JULY 1, 2016 (THE END OF THE FISCAL YEAR)
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, IOWA, that any outstanding invoices of budgeted
items that come to the clerk’s office following the meeting of June 21, 2016 but before July 1, 2016 (the end of the fiscal year) be
approved for payment.
• Hupp moved to approve payment of Pay Application No. 9 to Valley Construction in the amount
of 29,560.00 seconded by Channon. All ayes motion carried.
• Littrel moved to approve hiring the State Auditor for the Annual Examination for the year ending
June 30, 2016 seconded by Seaberg. All ayes motion carried.
• Mayor Paddock reviewed the Auditor’s Report that was recently completed for year ending June
30, 2015. Mayor Paddock stated it was the best report she has seen for Riverdale.
• Halsey moved to approve the purchase of a Hedge Trimmer Attachment not to exceed $250.00
seconded by Littrel. All ayes motion carried.
• Seaberg moved to set a rain date for the Riverdale Independence Day Celebration which is scheduled for
July 2, 2016. Rain date will be July 3, 2016. Seconded by Halsey. All ayes motion carried.
COMMUNICATION FROM THE COUNCIL AND OTHER OFFICIALS:

• Channon reported a deer had been caught between the Alcoa fence and the fenced portion of the
MRT. Channon asked if portions of the fence could be lowered so if it happened again an animal
could escape over the fence. Mayor Paddock will look into this matter.
• Mayor Paddock stated Riverdale resident Larry Wolff passed away.
• Mayor Paddock thanked Dale Hupp for helping out while Maintenance George Miller was on
vacation.
• Mayor Paddock stated the Riverdale Fire Department Pancake Breakfast held in conjunction with
the Ride the River Event was a success. Mayor Paddock will have the final tally at a later date.
The proceeds will go towards a Lucas Chest Compression Device.
• New resident Maggie Iverson won the 50/50 raffle at the Pancake Breakfast. Maggie was kind
enough to donate her winnings to the Riverdale Fire Fighter’s Association.
• Mayor Paddock thanked councilmen Littrel, Halsey and resident Montie Halsey for building the 3
hole putt putt golf for the Ride the River Event. This putt putt golf will also be used for the 4th of
July activities.
• Seaberg moved to adjourn at 8:19 p.m. seconded by Halsey. All ayes motion carried.
